The European Union goes forward with $39 billion for Ukraine aid. The aid is backed by interest from the $300 billion in Russian assets in Europe frozen when war began. Another $15-20 billon is expected from the US when legal questions about frozen Russian assets are resolved- the US asking for a 36 month review of sanctions to replace 6 months in place in 2024. The European Union offices in Brussels have done a poor job of communicating how the EU is  aiding Ukraine with its own resources. Lyrarc.com had to point out that Ukraine aid from EU was about twice that of the US at about $200 billion compared to about $95 billion for the US. Former president Trump stated that this was just the opposite the US spending twice what the US was spending. Media in today's world means little or nothing because it operates highly fragmented and organically outside the control of any particular source online, television or print. And established sources apart from bias are spread so thin many important matters for the betterment of people's lives or giving a true picture from which to make observations, are left to wither or distort. The highly formal  corporate environments of the EU are impervious to the outside so that institutions such as the ECB, European Union headquarters are out of touch with the people worldwide.  ...

It took Panasonic 6 years to get its Wuxi factory near Shanghai, China, to near net zero carbon dioxide emissions. It was tough say company executives. Panasonic has a job on its hands. It would take 37 such efforts to neutralize the 2.2 million metric tons of greenhouse gas emissions of the company's operations. When suppliers are included this is only 2% of the 110 million metric tons associated with Panasonic. To get an idea of how much this is- it is the same as  half of Spain's annual emissions, and five times that of Apple Inc. Zeroing out emissions would take till 2030, or beyond, depending on how much pressure there is from customers, investors and government. It is this pressure from all sources that is making the 100 largest corporate emitters to take notice and take action on climate change. Solar panels are only part of the action, every part of company operations has to be examined and changes made including energy saving so that less energy is needed in the first place.  For companies taking such action this report by WSJ on Panasonic Wuxi is a lesson on how it is done, step by step. ...

France's Baccalaureate exam goes back to the days of Napoleon. Students take 15 exams in their final year in high school. Since 1808 it has not changed much. French president Macron is changing the exam as part of reform of the education system. Changes include making 40% of the score coming from in class testing. The philosophical essay is retained. Students are tested on knowledge that helps them think quickly on their feet.

Teacher pay has not changed much in 15 years and teachers protested recently asking for resources not reforms. One of the problems is that more students pass the exam, 60% compared to 40% thirty years ago, and many flunk out in the first year of college. The value of passing the exam is not as before with fewer job opportunities. Changes are seen as needed because the Bac exam was treated as sacred and little was done to adapt it to the changing times.

David Malpass is the choice of the Trump administration to head the World Bank. He has worked with Latin American countries at the State Department, was the Treasury official responsible for the World Bank in the Reagan administration, and worked on Argentine currency, China trade matters in the Trump administration.

Malpass negotiated a $13 billion replenishment for the World Bank in 2017, with U.S. share of $1.2 billion. This capped the bank's lending at $25 billion.

Last year the World Bank provided China with $60.5 billion in loans for 400 projects, which this WSJ editorial says is loans China does not need with its $3.07 trillion in foreign reserves. This editorial is critical of the current World Bank head Dr. Kim for taking a job with a World Bank partner the private equity fund GIP.

The World Bank has played a significant role in development for South Asia and China in the early years after World War II.

The DW's Ines Pohl interviews Bangladesh prime minister Sheikh Hasina as she begins a fourth term as prime minister. Hasina says "everybody should take a break so we can accomodate the younger generation."  Hasina says she will not run again. 

As the economy continues growth at 6-7 percent Hasina emphasizes basic needs of food security, housing, health, education, job opportunities. "Every human being wants a better life we have to insure that", says Hasina.

A big change for Hasina is in girl's education. "What I have done is that education for girls is totally free up to the 12th grade and that we provide a stipend to them." Hasina sees the culture change into making parents rethinking girl's education as a big change, believing that the girl can earn her own money as a good thing when she is married. It is a change she believes will continue to change Bangladesh society.

Biden's very conservative choices for his cabinet which one British reader of The Times calls UK One Nation type choices. Many of the cabinet members could easily have served under a Republican administration before Trump or a Democratic administration in the tradition of Harry Truman in the 1950's. No members of the cabinet belong to the Bernie Sanders wing of the Democratic Party.  A look at the Truman administration after 1950 shows John Wesley Snyder, who headed a bank in St Louis and worked for the Reconstruction Finance Corporation under Franklin Roosevelt performing a key role for integrating 8 million GI soldiers into the economy, and implementing the Marshall Plan. A similar job awaits another banking official Janet Yellen in Biden's cabinet to keep people employed during the pandemic. Xavier Becerra, currently attorney general of California, and formerly Congressman for 24 years, who endorsed "medicare for all" is the new Health Secretary. He grew up in a one room apartment with his Mexican parents. Secretary of State goes to Anthony Blinken, Dean Acheson was in this role under Truman as the Cold War surged with the Berlin crisis and the Iron Curtain in Eastern Europe. Today the challenges from Russia and China are taking the shape of a revival of tensions. George Marshall who led American forces in the war, was secretary of defense. This position is given to a soldier Gen. Lloyd Austin who led forces in the wars in the Middle East. This has the potential to deliver better results after the years when America veered off course under the administrations of Reagan, Clinton, Bush and Obama, following the Truman, Eisenhower administrations that setup the recovery after World War II. Today after the banking crisis of 2009, disastrous healthcare and infrastructure neglect in the U.S., followed by the pandemic, a recovery like the one after World War II is needed.   ...

Pew Research shows 67% of Americans favor clean energy but misperceptions abound.          Minnesota during his two terms now produces 50% of its energy from wind, solar and nuclear. Minnesota is now likely to be ahead of California in getting to 100% wind solar and nuclear for all its energy. Walz set the date 2040 into law for this to happen with 40 climate initiatives. A bill signed into law speeds up the permits for renewable energy projects. Walz’s communication style shows that when people understand the benefits and specifics you get things done. “The surest way to get people to buy in is to create a job that pays well in their community. All of us are going to have to be better about our smart politics, about bringing people in.”        ...

The results of a Wall Street Journal/NBC poll conducted by McInturff and Hart show only one in five of the respondents approving the job Congress has done, and the mood is definitely against incumbents. The big shift is among independents, where the situation is reversed from where it was in 2006, when 40% to 24% favored Democratic control of Congress Now the numbers show 38% to 30% favoring Republican control. Suburban women who favored Democrats by a 24 point margin now favor Republicans winning the House.

Christian Seifert, chief executive of the German Football League acted quickly to get the Bundesliga played by teams in empty soccer stadiums but reaching millions on televsion. Following the example of the Bundesliga which started with games on May 16, the La Liga in Spain starts on June 11, and the Premier League in Britain on June 17. Two rounds of play are done and seven more to go for Bundesliga. Even the sounds of fans were brought back for television. Bayern Munich played Borussia Dortmund in  1-0 game that brought the old games and rivalries back to life for sports fans on television. Seifert says he was just doing his job. It helped that the German health infrastructure was good and handled the coronavirus well, making it possible for sports not to be seen as a potential burden for hospitals. The empty stadiums- all the teams and team fans accepted this. It wasn't that some teams had different views on how to proceed. A $300 million broadcast rights payment was one more incentive to get going and still be safe by keeping the stadiums empty-  and everybody calmly accepting that as a necessary aspect of the modified way for 2020. You could still enjoy the game and be thankful you could - on television. ...

China's jobs situation is holding up better than expected with lower levels of economic growth. In 2014 there were 115 job openings for every 100 applicants, according to an official labor survey. Part of the reason is that the services sector is playing a larger role in growth. The services sector contributed 3.8% to growth in 2014, compared to the slower growing manufacturing sector, which contributed 3.0 percentage points. With problems in heavy industry and real estate this is reducing the need for larger stimulus spending. Official figures for GDP growth in 2014 are 7.4%.

Jennifer Steinhauer of the NYT says the U.S. Congress is acting as a counter balance to  president Trump to maintain America's postwar policies common to both Republican and Democratic presidents and seen as part of core values- support for NATO and the mutual defense enshrined in Article 5 of NATO, support for the trans-Atlantic alliance. Senators in Congress are now voting overwhelmingly to support these values. This is seen in the manner the leading Republican on the Senate Foreign Relations Committee sees his job- to retake the important role Congress and the Senate Foreign Relations Committee has historically played in making foreign policy. His view is that the committee he chairs had become a kind of debating society. It is also seen in the way Corker handled a Russia sanctions bill giving Secretary of State Tillerson time to seek improvement of relations, and when time had run out pulling together all members of the Senate to pass the Russia sanctions bill. That bill passed the Senate by 97 for and 2 against in an overwhelming show of support for Congress to make its own foreign policy moves.  ...

"Kurzarbeit" job preservation programs incorporate an idea that workers make up for less pay when a company is doing well by being paid and on the job when a company is doing poorly, leading to job preservation benefitting the employee and skills preservation benefitting the company. In 2013 in the throes of the eurozone crisis France passed a labor reform law and committed to improving competitiveness by adopting some ideas from its close neighbor and partner in the eurozone experiment, Germany. But experts say little has changed. France's unemployment is at a high of 10.4% in the third quarter 2014, according to the French statistics office Insee, with little prospect of economic growth in 2015. What happened? A report commissioned by the French and German governments from economists Jean Pisani-Ferry and Henrik Enderlein, says job preservation agreements in France are too strict and ineffective. Half a million more people are without jobs in Dec. 2014 compared to May 2012 when president Hollande took office. Insolvencies in France are 35% higher in 2014 than the average between 2003-2007, for Germany 31% lower, according to credit insurer Euler Hermes. Just in the 12 months to Sept 30, 63,000 companies in France were declared insolvent. Job preservation agreements have failed because other changes in the legal system are needed. Currently a company must prove to an employee council why it is reducing wages in a downturn. A small group of employees can still reject the agreement and ask for severance packages, leading to layoffs. Speaker Mike Johnson says democracy is "messy," as Rep. Greene of Georgia calls for a resolution for him to step down for violating a rule that no legislation would be brought up that lacks majority support. Only 101 Republican members of the House supported it less than half. How then would the funding of the federal government its departments of defense, homeland security, education, health, operate as the deadline for funding it is tonight? This is left unsaid. One can see the Senate and House live on C-SPAN television at this very moment. It appears that the older senior members of the Republican party have not done a good job of talking to their younger less experienced colleagues and building agreement, that the mediocrity of leadership in both parties for the past three decades, even four, is the cause. Unstable politics in the Republican party as it is split with older senior members on  one side and younger many first time elected organized by the Freedom Caucus group on the other.  Many are from the Southern states and some from rustbelt midwest showing the deep divides that still shape the US. Democrat Steny Hoyer the House Minority leader who has worked in Congress for over 40 years called it on the House floor, and he said its a harsh word delaying and "dissemble." Democrats call for compromise to govern, the compromise was finally reached today March 22 to pass the $1.2 trillion spending bill with something for each side or somethings that both sides wanted, funding at border and child care. ...

Inflation is receding as an issue in the 2024 elections as the CPI index dropped below 3% in July as reported by the Labor Department. It was 2.9% lowest since 2021. Greg Ip says when Trump is saying bacon costs 5 times more now he needs to find another supermarket. That is the joke as Trump is really getting ripped off. Ip says bacon prices are up 18% since 2020 when Biden took office. Trump says at rallies grocery prices are up 70%, Ip says fact correction -up 21% since January 2021 not 70%. Trump says gas prices are $5.00 a gallon. Fact correction- gas prices are $3.75 a gallon and falling, says Ip. Trump wildly exaggerates. Trump says he will cut energy and electricity prices by 50% in 12-18 months. His answer "Drill Baby Drill." Experts cited by Greg Ip say even if new offshore and onshore leases are given, increase in supply is marginal and years away. Gas prices are determined by the world price determined by OPEC and Russia, says Ip.  Trump will increase inflation says this report because of tariffs he plans of 60% on imports from China and 10% from other places. That would increase inflation by 1.4 to 1.7% say analysts. Greg Ip of WSJ offers more clues. Inflation linked bonds see inflation dropping to 2.2% in 2025 instead of 2.6% predicted earlier. In the current situation where the "too big to fail" problem for banks has only worsened since the crisis with the remaining banks even larger after mergers, and no dividing wall between speculative trading in securities and the utility banking of collecting deposits and making loans, the country depends on regulators to do the job of supervision. Regulatory reforms have faced resistance from the banking industry and the reforms have been watered down in Congress. It is in this environment that Patrick Parkinson takes on the job of head of bank supervision at the Federal Reserve. He will work with Daniel Tarullo, the Fed governor who heads the committee of governors overseeing bank supervision. But he is also one of the old faces at the Fed when the Fed failed in its role of bank supervision. From 1993 to 1998 he was the top staff advisor to the Fed chairman, for matters considered by the President's Working Group on Financial Markets.

In a factory the size of 5 football fields located in Gurnee, Illinois, Abbott Labs makes its BinaxNow Covid-19 home tests. Abbott turned out 1 billion tests in 2021 and at one point had 80% of the market. Along with Pfizer vaccine, BinaxNow Home covid-19 tests are a dominant product during the pandemic. Abbott generated a fifth of its $43 billion in revenue from these home tests. Abbott faced several hurdles along the way. It gained when the US government authorized it to make the test. Yet after vaccination took off by mid 2021 the demand for tests declined and Abbott nearly idled its giant factory in Gurnee. Delta and Omicron variants led to a sudden reversal and surge in demand. Abbott developed its test based on an existing design it used in the US for flu tests, by a company it inherited by acquisition called Binax. To do that test one sends a swab up the nose, add that sample and a liquid mixture to a rectangular paper card, and close the card shut. The liquid then travels up the paper strip, revealing one or two pink lines, one for negative, two for positive. This is done in 15 minutes and the simple design described as a lollipop shape, put Abbott far ahead of competitors. The US FDA authorized Becton Dickinson and Quidel to make the tests before it authorized Abbott, but these rival companies had a poor and complex design. The Trump administration gave Abbott a $760 million contract to buy 150 million tests for distribution to health departments, long termcare facilities, nursing homes, and schools. And by October 2020 Abbott was already making 50 million tests a month. When it comes to distribution Abbott tapped into its pharmacy connections for baby products such as Similac baby formula. This gave it an advantage over Quidel and others who also lacked the manufacturing knowhow for large scale ramp up. The BinaxNow in pharmacies was sold at $24 for a box of two tests, while government paid $5 for one test. Abbott says it makes $ 7 per single consumer test. Yet there was one problem waiting to hit Abbott in 2021- demand dried up as the vaccination campaign took off. In fact the plant manager, Mr. Rodriguez, planned to move to another job inside Abbott as production declined. Then came the Delta variant and he was asked to ramp up production again. With Omicron demand soared. The Biden administration committed $3 billion to help boost test production and asked Kroger and Walmart to sell over the counter tests at cost for 3 months. Abbott had to lure workers from Amazon at $25 an hour for the Gurnee plant expansion. What was learned by the government and Abbott from this experience? The US government now looks for ideas in meeting demand volatility, supply challenges and production needs,. Sustaining production capacity is important for future virus flareups- a new government-industry partnership is required for maintaining test making infrastructure. With government help Abbott plans now to keep the facility at Gurnee operating indefinitely. ...

Total household debt, including mortgages and credit cards, as a percentage of disposable income, has declined from 130% in 2007 to 116% in 2010. The Federal Reserve reported this data recently. Much of the reduction in debt was done through defaulting or walking away from mortgage loans, and some of it by reducing expenses. Commercial banks wrote off $118 billion in mortgage, credit card and other consumer debt in 2010, according to the Fed data. This amounts to half of the total $209 billion in debt reduction for household debt, which includes new mortgages and credit card debt. Economists say the level of household debt is still high because household debt at a level lower than 100% of disposable income is where it should be. Many consumers are still in a weak condition because of the weak job market, which has resulted in their using up some of their retirement savings till a job at a lower pay is found. Job cuts at the state and local level are still looming as state governors reduce their deficits. Total U.S. nonfinancial debt went up by 4.8% to $36.3 trillion, with a 20% increase in federal debt. Higher gasoline and food prices also act as a tax on households in 2011....

Experts say Chief Justice Roberts somehow found a path through in bridging the ideological divide and avoiding a show of partisanship in an election year. He somehow navigated and found a path through in his vote on the U.S. healthcare law letting it stand. Early on Roberts advocated "judicial modesty and humility" in jurisprudence. He compared the judge's role to that of an umpire in baseball during the 2005 confirmation hearings. The umpire would not pitch or bat, his job would be to call balls and strikes. It was seen as a determmined show of independence at a time when Justice Kennedy was seen as the swing vote. He has also earned political capital to be able to vote independently on other issues before the court instead of becoming embroiled in controversy about the role of the Court in overturning the work of Congress during the early part of the Obama administration.

About 100,000 newly naturalized citizens voted in Florida, where 2 members of the immigration reform caucus lost their seats, as Republicans were perceived in their immigration reform stands as anti-Latino. Senator Dole lost her seat in N. Carolina also facing Latino opposition. In the current job losses environment unions will oppose business group's efforts to get more technical workers in on temporary visas, and there is no leadership on this issue like Ted Kennedy who has cancer. As a result the immigration issue may not see much action early in this administration even with the election results.

David Autor at MIT authored some of the first detailed studies about the severe disruption in U.S. communities from the trade with China following China's entry into the World Trade Organization in 2001. The sheer size of the impact now appears to have been underestimated by economists and other experts. It was believed says Hilsenrath and Davis, that the U.S. having absorbed the impact of trade with Japan in the seventies and eighties, and with Mexico following NAFTA, could do the same with China. That turns out to be false. Much of 2016 election season has been spent seeing the rise of anti-trade movements led by Trump and Sanders, and reveals a deep discontent with job shifting overseas, and disruption of communities across America by trade patterns. What happened? In 2015 China's exports to the U.S. reached 2.7% of U.S. GDP. Hilsenrath and Davis say it was about 1% less with Japan and Mexico when their exports surged. The rapidity of the impact is another problem. It took 12 years following Japan's emergence as a major supplier, to reach the same level of impact that China had only 4 years after China's entry into the WTO in 2001. A similiar situation of 12 years happened with Mexico after NAFTA. Another problem is that Japan's exports impacted mostly steel and autos, China's exports impacted a whole range of industries. The speed with which China's planners sought to change and modernize their manufacturing  base is unprecedented in history, and has an impact not only on the U.S. as a recipient of low cost exports, but also on China as it struggles with bad debts and job losses today, that are a legacy of that too rapid move. This was part of the drive to urbanize China rapidly by shifting agricultural workers to factories in the cities, at a pace unprecedented in history. Another factor not mentioned is the global financial crisis of 2008-2009 that hurt U.S. manufacturing in the auto and other industries, and the wide impact this had in loss of jobs and decline in wages. By 2010 the tide of public opinion had shifted. The WSJ/NBC poll of September 2010, cited in detail in WSJ 10/2/2010 under "Americans Sour on Foreign Trade" shows over 80% consistently for all levels of income, over $75,000 and under $75,000, Republicans and Democrats, working class Americans or well educated Americans, saying that Americans were struggling and there was less hiring, because of how trade had impacted their communities. Lyrarc covered this in considerable detail since 2006. All political parties, business leaders, ignored the implications of this huge change, the media covered it but assumed it would take care of itself as trade with Japan had done previously, and it was left to Trump and Sanders as outsiders to call it like they saw it 5 years later.  Economic inequality has widened in China to the point of it becoming unrecognizable as a former socialist economy. Now both countries are faced with the job of picking up, chastened by the experience, and hoping to limit the political fallout to achieve economic recovery. The very open trading system that had generated prosperity since World War II was being put at risk by a lack of awareness that trade brings with it changes, winners and losers, and manufacturing jobs moving overseas on a scale and speed unprecedented in history, was something that no one could cope with. ...

In Biden's favor the midterm elections showed that for all the concerns about that election Mr. Biden navigated each situation well drawing support from all segments of the population. There was much skepticism about the passage of legislation to invest trillions in chips, science and infrastructure, Yet by winning two key votes of Manchin and Sinema president Biden got the job of investing in America done. The Inflation Reduction Act also kept the president's priorities for helping the average worker and families. At the outset of his campaign for 2024 president Biden faces low ratings. Nate Cohen points to lower support from non white voters. Yet when one looks at the 2020 elections and the last midterm elections it is clear that America is moving back to the days when white voters in all income groups support of the Democrats remained strong. The Obama period could be a temporary situation of Democrats having lost their anchor in manufacturing communities and trade unions as well other segments of the population, depending on 90 percentage points of minority support to pull through. Biden is headed back to the days of Wilson,  FDR and Truman, when whites less educated or more educated gave their support to the Democrats. This makes independent voters crucial and Biden's appeal has to be based on how much he can deliver to voters in infrastructure, in jobs and in hope- the prospects of America for the younger generation. Economic prospects of America can further improve in 2023-2024 as Biden's program for Investing in America moves forward rapidly.    ...

He selected a person with the drive and conviction as well as the experience to tackle the important job of modernizing Indian Railways so that it provides the convenience and access that is seen in Europe with new investment and advances in technology. The 50 year old Vaishnaw is from Orissa, yet grew up in Jodhpur where he attended engineering school, before doing M Tech from IIT Kanpur. He had an all India rank of 27 in the Indian Civil Services exam. In 2003 he worked as Deputy Secretary in the prime minister's office when Atal Bihari Vajpayee was prime minister. He was private secretary to Mr. Vajpayee in 2004. He then studied for a Masters degree at the Wharton School of Business, University of Pennsylvania, and worked for General Electric and Siemens in India in transportation related projects. By 2019 Ashwini Vaishnaw had caught the attention of the Indian prime minister as a capable administrator with a can do attitude in India's modernization efforts. He was nominated for the upper house of parliament. In 2021 July he was appointed to lead 2 important ministries - railways and IT. His first action in the first 48 hours was to ask senior officers in the rail ministry and IT ministry to work two shifts alternately from 7am to 3pm, and 3 pm to 12 midnight so that work can be pushed forward that needed to be done in great speed for modernization. Lord Mountbatten's elder sister Alice was the princess of Battenberg in Germany. Prince Philip's mother was Alice. In this way the last Viceroy of India, a naval officer in World War II, and Prince Philip, are intimately connected.
