US president Biden's $2 trillion Families and Workers plan, for early childhood education, paid leave, healthcare and climate change investment, is coming up for a vote in Congress. Paid leave that also includes maternity leave and leave that would help women return to the workforce, has been added back to the bill. Community college aid was earlier removed from the package with resistance from private colleges that expect to lose tuition paying students, even though male students are falling dangerously behind in attending college without government support. The Biden administration is facing resistance from just a couple of Democratic Congressmen- about five led by a Congressman from New Jersey, and 2 Senators from Arizona and West Virginia- on community college government aid that helps young American men and women from the working class and on paid leave that helps women. Many Republicans have supported taking this action for renewal of America on serious issues that face the country, making it likely that these issues will only become more pressing in the next three years. Sometimes as is happening today some isolated or eccentric situations can block major legislation for the good of the country such as the makeup of a Congressional seat in New Jersey with large pockets of conservative Republicans who oppose spending, and conservative instincts of two Democratic senators from Arizona and West Virginia. This WSJ report looks at Biden's position that deterrence when filing tax returns will generate close to $400 billion and not $150 billion that the Congressional Budget Office says is its estimate. To accomplish this Biden plans to spend $80 billon in large investments to increase the resources of America's tax collecting agency. Much of this was never done and policies geared to where large corporations never paid their fair share of taxes. The first step was to prevent outshoring of headquarters to reduce taxes- and this was achieved in the first year of the Biden Administration with over 100 countries agreeing on a corporate minimium tax. In the same way president Biden now seeks to correct other flaws in the tax system so that much needed investments can be made by generating new revenue not just in infrastructure, but for renewal of America through renewal of support for women, children, and America's working classes. With the 15% mandated cuts to energy use in the European Union countries and the shutoff of Russian gas supplies, three remaining German nuclear plants can be run for an extended period to take off some of the strain on the German economy. Sentiment for nuclear power is changing in Germany. A Spiegel opinion poll is cited in this WSJ editorial that shows 78% of Germans favor keeping the three remaining nuclear plants operating till summer 2023, and 67% say it is a good idea to keep them running for 5 years.  The issues of nuclear vs solar, or coal and gas vs solar is not a yes or no proposition anymore as shown in the negotiated measures to allow some coal and gas operations in the US in the Biden Climate Change bill that passed the US Senate on August 7, 2022. The Supreme Court of the US lets stand the ruling of lower courts and the National Labor Relations Board that says unions can organize and represent workers on the docks in container terminal at South Charleston. The Charleston terminal is in right-to-work state South Carolina. It is the fourth largest container terminal on the East Coast after NY NJ Terminal, Port of Savannah Terminal, and Port of Virginia. A new terminal is being built at Savannah on 395 acres to handle addition 2 million containers per year. Savannah, Georgia is another right-to-work state. Georgia Ports Authority now says it is talking to the ILA and the decision for union labor will not affect its plans for expansion. The Biden administration has supported cost of living action through increase in workers wages and helping workers organize through unions after a long period when labor was not able to push for a fair wage and the relationships between labor and employers were excessively drifting against workers. Rail strikes were settled with an agreement, auto strikes were settled with Biden on the picket lines in Detroit for the United Auto workers. Paid Leave for caregivers, parents, is a missing part of America's progress into a society that cares for women, children and elderly parents. America is the only nation among developed countries that lacks paid leave. Biden's Families and Workers Plan was designed to make this part of the fabric of American society. The 12 weeks paid leave originally planned is particularly needed for caregivers, mostly women, and is now down to 4 weeks. It was then taken out on the resistance of 1 senator from West Virginia out of 50 Democratic party senators. Women are hard hit during the pandemic and are unable to get back into the work force. Most Republicans if in the shoes of women as caregivers, or mothers needing maternity leave for children, would support this essential feature of a modern or well developed society, yet this is often missing as the nation is divided because about a third of Americans have paid leave and the rest lack paid leave. As 22 million Americans go on unemployment benefits some Americans protest in states such as Michigan and North Carolina, Virginia. Even though Michigan was hard hit the western part of the state is quite different from the south east and Detroit which were hit hard. As the situation is different in each state and also by county president Trump has made it clear that it is the governors of the states who will decide and also the reopening could be varied by county. President Trump is also looking at other countries which are reopening in phases such as Germany where April 20, May 4, are dates for phases of reopening starting April 20 with small shops less than 800 square meters in space. European Union is similar to the U.S. in size. Germany went in front, but France like New York is coming in the back of this. France hit hard, has extended the lockdown till May 11.

Hillary Clinton's presidential election strategy appears to be writing off core Republican states such as Louisiana, Tennessee, Kentucky and West Virgina, and focussing on parts of the midwest such as Ohio, Wisconsin, the East and the West. It would be different from the election strategy Hillary Clinton used in 2008 which made an appeal to white working class voters and worked to win votes nationwide, similiar to the two Bill Clinton campaigns which appealed to centrist voters. This may also be because Hillary Clinton is perceived in 2015 as a polarizing candidate by many voters in southern states, with little prospect of winning in these states, making the new strategy a safe fallback option based on Democratic strategies in 2008 and 2012. Jeb Bush's strategy as a candidate with positions that would attract some Hispanic voters, and working class voters, could pose risks to this Clinton election strategy.

According to a study by Goldman Sachs, an supported by other experts, the USA is only half way through the housing crisis. Goldman estimates that there will be a 18-20% correction overall with about 11-13% further price declines expected. In some states a decline of 25% is expected. Prime minister Renzi of Italy resigns after defeat in a referendum to change the constitution. Renzi had said he would resign if there was a "no" vote on constitutional changes to make it possible to pass further reforms. The results show the "yes" vote with about 41% of the vote, and 59% saying "no." About 65% of 47 million registered voters voted. The referendum called for cutting the size of the upper house Senate eliminating some constitutional bodies, and increasing powers at the federal level. Renzi may have made the mistake of making the vote for or against constitutional change a vote for his democratic left party, and not understanding the depth of public skepticism of established parties. Parties such as 5 Star M5S  have appealed to a public skeptical of how economic reforms would help bring more prosperity to the middle class, and a desire to try out new options. Virginia Raggi of M5S was elected mayor of Rome recently and Renzi's referendum move similar to the way prime minister Cameron moved for a referendum on an old issue of euroskeptisim, may have failed to grasp grassroots changes. The irony is that in 2014 elections to the European parliament Renzi's democratic left party won 40% of the vote and was seen at the time as a success, and the same size vote in the referendum is seen as a failure. In a referendum all other parties votes are added together from right to left parties and new parties. In the Brexit vote the Labor party "no" vote including Labor voters who never voted added to the votes of Brexit supporters and the newer UKIP party giving Brexit the slight edge needed. The singular feature of the trend is that working class voters are combining with right leaning voters to upset established parties, in the midwestern U.S., in the north of England, and in the north of France. In the medium to long run this means the left parties are likely to move to realign themselves with their base of support. ...

This study shows that walkable areas of Washington D.C. metropolitan areas, including parts of Virginia and Maryland, have higher real estate values . The more the walkable area the higher the real estate price. Similiar trends are being seen in other parts of the country including Seattle, Washington. Obesity in the US is as high as about 40% in West Virginia, Louisiana, and Oklahoma. It is lowest about 25% in Colorado, Vermont and Hawaii. About 22 states have obesity rate over 35%. Compare this with China which is seeing obesity increase from about 15% in 2023 to 20% in 2034. Real competition between the two countries starts with areas like health care coming out of the pandemic when looking at the true interest of both peoples instead of geopolitics creating a huge distraction from problems of health, climate change and education. Meat intake has tripled in China and a return to more vegetable and fruits and ancient grains is something that is needed badly, also helping tackle climate change. The states in the South and midwestern US have higher rates of obesity followed by northeast and western states. This includes in the South Kentucky, Georgia, Texas, Alabama, Tennessee, South Carolina, Mississippi, Arkansas. In Midwest it includes Ohio, Indiana, Wisconsin, North Dakota, South Dakota, Iowa and Kansas. It is useful to note that this is in Voice of America news which is aimed at an overseas audience and this kind of information is not seen widely in US media. Robust food programs ae needed especially for people living in poverty. Health consciousness needs to be emphasized in all aspects of life and worklife, workspaces, living locations and transportation options all need to be devised around this. Bussel of the Robert Woods Foundation says even ten years back no state had over 35% of the population being obese. Wealth and people migration in the US in 2020 is shown in this WSJ report. Latest IRS data released for 2020 shows migration of taxpayers and adjusted gross income from states in the midwest, on the eastern and western seaboard to states in the southern US and to mountain states in the west. Some of this is a result of the pandemic lockdowns and the shift to remote work which means that the trend for migration will continue for 2021 and 2022. The shift in income was as follows-Florida  23.7 billion, Texas $6.3 billion, Arizona $4.8 billion, North Carolina $3.8 billion, South Carolina $3.6 billion, Tennessee $2.6 billion, Nevada $2.6 billion, Colorado $2.3 billion, Idaho $2.1 billion, Utah $1.3 billion.  The biggest losses came from New York -$19.5 billion, California -$17.8 billion, Illinois -$8.5 billion, Masachusetts -$2.6 billion, New Jersey -$2.3 billion, Maryland -$1.9 billion, Ohio -$1.4 billion, Minnesota -$1.2 billion, Pennsylvania -$1.2 billion, Virginia -$1.1 billion. WSJ says the tax burdens in the southern and mountain states in the west are low. In four states there is no state tax- Florida, Texas, Tennessee and Nevada. By comparison says WSJ states losing wealth and population have high state taxes for property and income. Schools, quality of life and cost of living are also major considerations, with remote work opening up the opportunities to seek a better life in other states which offer more space for working at home.   ...

 State tax shortfalls in the US were expected as consumer purchases dropped sharply in 2020 from the impact of coronavirus lockdowns. Yet this has not happened as total taxes for all states have remained essentially flat, only down less than 1% in 2020 over 2019. Widespread intervention by the US government helped households, businesses and financial markets, helping avoid the pessimistic projections. Stable employment for the more affluent households with steady jobs working from home brought in stronger tax revenues. The situation improved for most states in the second half of 2020, with roughly half the states taking in more revenue in 2020 than in 2019.  Idaho and Utah which attracted workers from the West Coast, had some of the highest tax revenue increases. The pandemic spared the high income jobs which generate most of the revenue helping to create surpluses in Colorado, Vermont, Georgia, Maine, California, Maryland and Virginia. In California a surge in initial public offerings in 2020 helped total tax revenue increase by 2.5%. Even a state like Illinois had personal tax collections higher in 2020 than 2019. This sets aside some of the fears that the pandemic caused about loss of jobs in state and local governments. With assistance from the Biden administration to state and local governments in the  $1.9 trillion aid package for 2021 this job loss could be restored to aid economic recovery. ...

They did not openly criticize Mr. Manchin, and appealed to his sense of history, his zeal for playing a leading role in a high stakes legislative deal. Schumer and Biden were willing to make some concessions for fossil energy now that with the war in Ukraine the US needed to export LNG to Europe to replace Russian supplies. China and India were still going to be using fossil fuels after COP26 and after the pandemic induced lower growth. The US had to find a different approach some fossil fuel concessions would make it possible to use it as abridge towards the larger goal of getting ahead on renewable energy in a big way. Republicans win at least 7 new seats in the U.S. Senate to take control of the Senate and both houses of Congress in the 2014 midterm elections. Republicans had a 9 seat gain in the House to be close to 245 seats. Republicans won Senate seats in Colorado, Georgia, Arkansas, Kansas, and in West Virgina for the first time since 1956. Democrats had one of their few wins in the New Hampshire Senate election. About $4 billion were spent on the election with both parties evenly matched.
