Following the defeat of chancellor Merkel's CDU party in the 2016 Berlin state election, getting just 17.6% of the vote, chancellor Merkel looked reflective and a bit emotional about the result. She urged Germans to understand that this decision on refugees will benefit Germany in the long run. She said she would work to regain the people's trust. Looking back she said-"If I could, I would turn back time by many, many years to better prepare myself and the whole German government for the situation that reached us unprepared in late summer 2015." She says the decision was "absolutely right" to admit the refugees from war torn Syria, but accepted that "it led to a time when we did not have enough control over the situation." Both the CDU and the SPD, the main parties, lost about 6-7 percentage points each in votes cast. Gainers were the Free Democratic Party with 6.7% of the vote, who gained votes from the CDU. For the SPD votes were lost to the Greens and the left party Die Linke each party winning over 15% of votes.  Both the CDU and the SPD had candidates who did not attract voter interest. A popular former Mayor of Berlin from the SPD did not run in this election. The anti-immigrant AfD party gained  about 14% of votes.  ...

Gerlad Seib in the WSJ points out that other issues may be distractions, the no. 1 issue for Democrats in the U.S. is to get back the blue collar workers it has lost. One thing he says Democrats need to stop is to talk down to blue collar workers on cultural issues this can happen even without knowing it, as blue collar workers may sense it differently. He points out that the migration issue has divided the centrist parties as we point out in the insights provided by Jose de Cordoba in the article on Guatemalan migration in today's WSJ. This has happened in the U.S., Britain and in European Union countries such as Germany, France, Italy, and in Eastern Europe.  In the U.S. it is this drift to tech support, to pushing trade agreements such as TPP that hurt manufacturing,  and moving away from bread and butter issues of working families that have led to a drift away for Democrats from their usual base with working class people. The Labour Party in Britain has sensed this, and the CDU, the SDP in Germany are beginning to recognize that migration and austerity regimes for the economy need not be a distraction from basic issues with the end of the Merkel years, yet the Democratic Party is yet to find its footing in the U.S. ...

CSU leader and chief minister of Bavaria, Markus Soder, says no moral legitimacy to govern could be derived from Christian Democrats poor showing in the German elections. CSU is part of CDU/CSU alliance. CSU is the party in Bavaria with its state capital in Munich. Soder says CDU should not be attempting to form a coalition. A look at the map of Germany given on September 28 in NYT shows  CDU/CSU black mostly in southern Germany in Bavaria. The rest of Germany is all red Social Democrats with Greens in densely populated Berlin, Cologne and Hamburg, and AfD in Saxony/Thuringia in the east.  This shows that the 2% margin lead of Social Democrats over Christian Democrats under Merkel/Laschet does not reflect the true picture of this election. Without Bavaria the CDU has clearly lost this election by a large margin to the Social Democrats and Greens. This is a message also for the Free Democrats FDP as the FDP program belongs clearly to the past and the Merkel years of not moving Germany forward with investment to modernize Germany. The Greens and SPD promised voters in their programs loudly and clearly to invest big in modernization, and this is the mandate handed to them by voters. ...

Karrrenbauer is to the right of Merkel on social issues and to the left on economic matters. Migration is no longer the issue in Germany as it was during high levels of migration under Merkel following the wars in Syria and Iraq, unrest in North African countries such as Tunisia with Arab Spring.  The policies of CDU's Merkel tapping into potential migrant labor to meet shortages of manpower in the economy have been reversed by CDU and SPD+ Greens since 2020. Musk wades into this issue only to find Christian Democrats, Free Democrats cautioning him that he lacks understanding of what is happening. Remigration is now essentially accepted by the Social Democrats, and Christian Demcorats, advocated by Wagenknect Left and AfD right parties alike, leaving little room for AfD to grow except from unease.  CDU Merz polls at 30-36% but lacks answers to the Ukraine war. AfD is at about 20%. Wagenkenecht has taken positions opposing immmigration and migrants similar to Socialist parties in Denmark, which means most of the European Union across all parties have reversed position on migration similar to Labor in Britain under Keir Starmer. ...

Overall the European parliament elections shows the EPP with CDU in Germany winning over 30 percent of the vote, the SPD 14 percent and the Afd 15 percent, Greens 12 percent. In terms of next EU government the EPP, Socialists and Renew have 59.1% of the vote, and with the Greens included 62.6% of the vote of 360 million EU voters. The European parliament elections show the Renaissance Party that includes Macron En Marche and FDP in Germany losing 23 seats, with some seats going to Conservatives and the ID. Conservatives and Reformists right alliance led by Meloni of Italy including National Rally in France added 4 seats, ID of Denmark adding 9 seats. The Socialists including SPD lost 4 seats and the European People's Party including CDU/CSU led by Leyen won the most seats adding 10 seats. Greens/EFA lost 18 seats as the other parties adopted green energy planks. Leyen says the centrist parties held off challenges from the right and left parties. EPP of CDU's  Leyen has 186 seats, Socialists of SPD's Scholz 135, RE of Macron En Marche and FDP in Germany 79 seats, ECR of Meloni in Italy and National Rally in France 73 seats, ID of Denmark 58 seats, Greens of Germany's Baerbock 53 seats.  ...

As Macron struggles to present EU's case in Washington DC the problems in Germany loom large.The debt brake Merkel to stop debt based infrastructure investment is what ails Germany and the EU. It has had two pernicious effects. It created the AfD's surge by lowering economic growth and investment in public needs - housing, transport, public services. It worsened the SPD and CDU performance by not investing in security, with no policies to return crime committing refugees to their home countries. A combination of aid and other assistance, diplomacy, would have secured the cooperation of countries to take them back. A strong display of action on removing refugees committing any offenses would have lessened the number of terrorism incidents and reduced a surge in the AfD performance with loss of confidence in chancellor Scholz.  CDU's Merz says he wants to remove the constitutional brake from the German constitution. The SPD under a new leader would want the same as it seeks to invest in the economy. Scholz lacked the foresight not to enter into a coalition with the Free Democrats in 2021 who flatly opposed public spending to meet pressing infrastructure needs lowering growth.  Both CDU of Merkel and SPD of Scholz lacked the foresight and the courage to invest and not settle for less for Germany. ...

Friedrich Merz quit Black Rock investment firm recently to head back into politics of the CDU. During the years after 2000 Merz was eclipsed by Angela Merkel for leadership of the CDU. He is known for jobs he has done in the finance sector including privatization of state bank WestLB.

Another candidate for leadership is Peter Altmaier, a close associate of Merkel who has assisted her throughout her terms in office. He worked for the European Union before entering the Bundestag in 1994. 

Jens Spahn, 39 years old, is health minister and entered the Bundestag in 2002. He is also a top candidate for the CDU.

Roland Nelles gives 6 reasons why chancellor Merkel is likely to run for chancellor in 2017 and do well. Nelles says the alternative is a Greens, Left party, SPD coalition as in Berlin. But the rest of Germany is too conservative and the very idea of that coalition could bring conservatives together behind Merkel, including the CSU. It would give CDU voters second thoughts about switching to the anti-immigrant AfD party. The role of Merz and Leyen of the CDU is bigger than is grasped in the trade deal with India and the change that Germany has made in shifting the gaze and engagement of the European community towards the 1.4 billion people of India for a new start after the disappointment of the relationship with China from the Merkel years. Merkel completely failed to understand China its history, and Asia and its history. India as the homeland of Buddhism is the source of the spiritual culture of China and Japan, Korea and Vietnam. The intervening period of invasions from north in the 15th to 17th century and British rule and the European early shift to science and industry in the 18th to 20th century has acted as a hazy atmosphere that clouds many perceptions of how Indian, Chinese, and Japanese history has evolved.  For Merkel there was the additional layer of misperceptions from the period growing up the GDR, or Communist East Germany in Soviet influence. This is why Merz completely fit into the Kite festival mood and atmosphere on the banks of the Sabarmati in Ahmedabad and at the Sabarmati Ashram of Gandhi in January 2026. Leyen also of the Christian Democrats could grasp the fact that German philosopher Schlegel translated the Bhagavad Gita from Sanskrit into German soon after Charles Wilkins did this in 1724. People to people ties have great potential to develop between Europe and India now that the engagement is set for the next 20 years at every level by Leyen, Merz and Modi, so that the world is completely transformed in ways that can never be imagined today.  ...

The president of the European Parliament and head of the socialist bloc in the parliament, Martin Schulz, is now headed for a comeback after losing the election to Merkel and the CDU. He will be the new Foreign Minister of Germany in a coalition agreement between the CDU of Merkel and the SPD party. After losing the election- even though polls showed him at 50% support in Feb. 2017- Schulz ruled out another coalition with Merkel's CDU which appeared to drain the SPD of energy and identity.  With the need to avoid fresh elections Schulz agreed to Merkel's overtures. He has a passion for football, and it played a part in his turning to alcoholism and missing out on graduating from high school. Yet he rebounded, running a bookstore with his sister- books were an elixir for Schulz- and becoming mayor of a small town Wurselen near Aachen in western Germany. The Greens party will not be represented in the Saarland parliament as its performance declined in last weeks election. The Greens Party polls less than 8 percent in Germany, and less than 6 percent in North Rhine Westphalia elections for May 2017. The improving prospects of Martin Schulz the SPD candidate for chancellor have hurt the Greens. Even as the climate change issue becomes prominent the Greens are seeing the focus shift to the SPD and the CDU in 2017. The issues after the election of Trump following Brexit vote have shifted attention to what happens to the European Union, and the need for strong leadership in Germany and for the European Union. This does not help the Greens Party or other smaller parties. The AfD also has suffered as Germans take a second look at the parties, and think long and hard about what kind of future they want to see and the best way forward.

Angela Merkel finally reaches an agreement for a coalition government of the CDU, CSU and the SPD parties. Under the agreement the CDU cedes the Finance Ministry to the Social Democrats SPD party, and the Interior Ministry to the CSU which favors a stricter immigration policy. The agreement still needs the consent of the SPD party members in a vote. In addition to the Finance Ministry the Social Democrats will hold the Foreign Affairs Ministry. It means Merkel will have a fourth term as Chancellor, this time in a period roiled by immigration issues and the volatility of the Trump administration in the U.S., ensuring that Germany acts as a stabilizing force in world affairs.

Mr. Lindner of the FDP withdraws from negotiations leading to a stalling in the talks for a Jamaica coalition in Germany. FDP won 11% of the vote, the CDU about 32%, and the Greens 9% in the recent election. The CDU needs the FDP to form a coalition government as the Social Democrats have turned down requests to join the CDU in a future government. The SPD party sees no advantages in joining a coalition because it lost more of its worker base support by working with the CDU. Angela Merkel loses a local election in her region of Mecklenburg Pomerania in Germany. The CDU comes in third at 19% following the AfD anti-immigration party with 21%. The Social Democrats party gets over 31%. Commentators say this region is more likely to take an anti-immigrant stance, compared to other parts of Germany. The next elections are on Sept 18 in Berlin, which is very different from parts of the former communist East Germany. The CDU has embraced the themes of "homeland," and public safety, and Merkel says about the decision a year ago on immigration-"it was not about opening the border to everyone- it was about not shutting it to those who made their way to us from Hungary, on foot and in great need of help." Merkel is likely to regain her footing with voters, as the vote in Mecklenburg was more of a protest vote and Merkel has adapted current policy to check immigration. Germany's traditional parties the SPD and the CDU get a lift in the polls with new leaders who move the parties to the left and the right after years of grand coalitions between the SPD that led to both parties moving to the centre. This created an opening for new parties at the extreme right and extreme left. Kramp-Karrenbauer the CDU leader has taken a hard line on immigration and the SPD leaders are returning to support Germans on issues such as wages, and guaranteed income for pensioners. 74% of Germans think that this is the right thing to do to rebuild the identities the parties had in the past. The SPD is back up to 18% after hitting a low of 14% support in polls. Many SPD rank and file supporters were never comfortable with the SPD's move to join Merkel CDU in coalitions that undermined the message the SPD sent out to the German public. This has hurt the SPD. Merkel's preference for centrist positions not only undermined the SPD party of Willy Brandt, it also undermined the CDU when it comes to immigration and the acceptance of large numbers of refugees. India European Union Trade Deal - huge potential for EU and India for 2 billion people size markets, new manufacturing hubs, and advanced scientific + technological cooperation. Timing is critical. From the first term of DJT 2016-2020 it became clear that the supply chain concentration in China was a serious error for America and Europe. Modi came into manage the federal government in India in 2014- that first phase was to tackle the basic problems in health care sanitation and road infrastructure, agriculture. By the second term of DJT Europe had realized something had to be done to reduce concentration of trade  supply chains in China. Two things had to happen to bring India and EU together. The Ukraine War and China's indirect participation on the side of Russia, the change in administration from Merkel to SPD's Schulz,  and in 2026 to Merz and the CDU created a new awareness of the need for EU and India to come together. Yet Scholz SPD hung onto the special trade relationship even in the face of the Ukraine war and China's shift when it allowed the port of Hamburg stake taken by China to be retained. Something had to happen to jerk Germany and with it the EU out of its inability to shift towards India. Merz took this step in 2026 as the relationship with China soured over Ukraine war and the grasp of the dangers of overconcentration of the China relationship with Germany that Merkel had created. On the other side Modi had to get India's logistics, road and rail networks, ports ready for such a trade relationship where goods could be quickly shipped into and out of India. Modi worked on these investments on a rapid basis in his second and third terms. India had to offer stability in the relationship. This meant winning elections to set up state governments in key states such as Maharashtra for Bombay (Mumbai) region, Delhi capital region, and Bihar/ Orissa (Patna region northeast), Rajasthan (Jaipur northwest region), local city governments in Bombay (Mumbai) region and in the south in Andhra (Vizag region) + Trivandrum (Kerala). The combination of federal and state and city governments working in unison plus logistics and transportation, put India in contention for the role of a size and magnitude that would make a difference for Europe in its relations with China and Russia. That necessity was now fulfilled and in place. Merz and Modi, seized the chance at the kite festival in Gujarat's Ahmedabad, with a vist to the Sabarmati Ashram of modern India's founder Mohandas Gandhiji. Von Der Leyen also from CDU now joins the former premier of Portugal Antonio de Costa as heads of EU to attend the Republic Day parade celebrations in New Delhi on January 26. Nothing happened by chance. It took the hard work that in Robert Frost's words in Mowing ( "the fact is the sweetest dream that labor knows my long scythe whispered, for the earnest love that laid the swale in rows"). Japan plunged headlong into imperial ambitions after its modernization, China has ambitions under its Communist/ Markets system, India as the homeland of the Buddha and the Buddhist civilization of China, Japan and Indochina, and with its special place for Mohandas Gandhiji brings the European civilization in connection with a civilization that is just as old and advanced as the European in its philosophical and religious foundations with practice in real life, and not likely to flounder on the rocks as the Japanese and Chinese expansionist ambition based ideas. And once again with Robert Frost in- Putting in the Seed in Springtime, for Merz, Leyen, Da Costa, and for Gandhi and Modi - "On through the watching for that early birth when just as the soil tarnishes with weed, The sturdy seedling with arched body comes shouldering its way and shedding the earth crumbs."     ...

Much of the debate in Germany today is around the topic of reunification, was it good or bad for Germany, and why there is an issue of a separate identity in the East. Most East Germans feel they live in a separate country with a separate identity. This issue has social cultural and political consequences, says the Economist.    The CDU is increasingly facing questions about how it has turned out for East Germany. It is losing votes to the AfD in Saxony, Thuringia, and other places in the east. The migration crisis in 2015-2016 created new fault lines. When the Integration minister in a government in Saxony, which includes east German city of Leipzig, talked to people in her state why Germany was helping refugees, she was told to first integrate East Germans.  East Germans do not like resources being wasted on refugees when they feel left out themselves in their own country. After reunification of Germany by chancellor Kohl in 1990 about 8500 companies in the east were privatised or liquidated leading to a loss of jobs in old industries such as mining. Many of these older people ended up in odd jobs and then on Hartz IV, skimpy unemployment benefits. At unification 1 million people moved to the west from the east, predominantly younger people and predominantly women.  Over time one fourth of the population in the east 18-30 years moved to the west, two thirds of them women. Rural areas especially hit hard, with tax revenues slumping, shops and schools closed. Some estimates are that 80% of east Germans were out of work at one point. The humiliation their parents felt is only now being discussed as children in the east talk to their parents about what happened and the hardships their parents suffered 25 years ago. Was unification done the right way is a topic for discussion today. Today the east is much older than the west. Since 1990 over 60's increased by 1.1 million even as the overall population dropped by 2.2 million. In future some districts in the east will have 4 funerals for every birth say forecasters. So what could have been done differently in 1990 so that East Germans did not end up feeling like a "colonized people" by a biased western exploitative culture that portrayed them as culturally inferior and with very little that the west could learn from. Today it is said that the government agency Treuhand that handled closure of businesses could have moved slowly. The 1:1 transfer of west german currency for east german currency was to make east german companies uncompetitive overnight, and should have mitigating plans to tackle the problems of keeping these businesses in operation to keep local jobs. A new constitution and economic plans could have been written, a transition period for such a constitution and economic plan be put in place, so that changes could be studied and plans made to reduce the negative effects.  Culturally there was something the east did better. It had a culture of social solidarity that could have provided lessons for the west.  The good aspects in the east such as respect for women and encouraging them to work outside the home, free child care, the welfare state protecting vulnerable groups, could have lessons for the west to emulate and adopt practices. This would have given easterners a sense of self-respect as in some ways the German Democratic Republic (GDR) as the country was called in the east, had aspects that the west could learn from. For this to happen west Germans need to change their views- half of them see the reunification as a success, two thirds of east Germans see it as a failure culturally, and socially, and wrought with the economic impact of sudden shift in population and business, and loss of most productive young people to the west. ...

The CDU won 36% of the vote, the FDP 9.9%, the SPD 32.6%, the Greens 13.6%. Merkel's CDU and the CSU is showing 40% support nationally, the SPD 23%. The next election is in Berlin.

The head of the CDU party who would become chancellor after Merkel, makes an emotional plea to the British people to change their mind and remain in the European Union. In an affectionate letter to The Times of London many leading figures from politics, industry and the arts in Germany made a plea that Britain remain in the EU "from the bottom of their hearts." A look at dozens of letters in response to this article in The Times shows that many Britons feel that Britain would have voted to remain if Germany and Merkel had given prime minister Cameron a better response during negotiations in 2016. Even chancellor Merkel warned Germans not to take an indifferent or complacent attitude to Britain's staying in the EU. The letter makes amends by saying there is an indissoluble bond between Britain and Germany because of the help given by Britain to rebuild Germany after the war. "Without your great nation this nation would not be what it is today, defined by freedom and prosperity," the letter says. It says "should Britain wish to leave the EU it will always have friends in Germany and Europe. But Britons should equally know that know choice is irreversible. Our door will always remain open: Europe is home."  Katarina Barley, Germany's Justice Minister whose father is British, says she supports a second referendum on Brexit. The letter is signed by Andrea Nahles, head of the Social Democrats, Annalena Baerbock head of the Greens party. Also signing it are the heads of Daimler, Airbus and the German Federation of Industry. Annegret Karrenbauer, head of the CDU says it is looking for constructive proposals from Britain, now that the deal put forward in the British parliament was defeated by a large margin. "We will not block the path to Britain remaining in the EU." The letter is significant in that it changes the whole tone of German leaders across the spectrum towards Britain- as critical to the idea of Europe, and the dawning in German minds that Europe would never be Europe without Britain, would never be Europe simply with France and Germany and the other nations. ...
