Jennifer Steinhauer of the NYT says the U.S. Congress is acting as a counter balance to  president Trump to maintain America's postwar policies common to both Republican and Democratic presidents and seen as part of core values- support for NATO and the mutual defense enshrined in Article 5 of NATO, support for the trans-Atlantic alliance. Senators in Congress are now voting overwhelmingly to support these values. This is seen in the manner the leading Republican on the Senate Foreign Relations Committee sees his job- to retake the important role Congress and the Senate Foreign Relations Committee has historically played in making foreign policy. His view is that the committee he chairs had become a kind of debating society. It is also seen in the way Corker handled a Russia sanctions bill giving Secretary of State Tillerson time to seek improvement of relations, and when time had run out pulling together all members of the Senate to pass the Russia sanctions bill. That bill passed the Senate by 97 for and 2 against in an overwhelming show of support for Congress to make its own foreign policy moves.  ...

Title 42, a Trump administration rule made it possible to send back migrants from Guatemala, Honduras, El Salvaor and Mexico now accounts for only 40% of immigrants, the rest are from other countries such as Nicaragua with which the US has no relations for sending people back. People from countries such as Russia, India are also crossing the border in this way. The US Supreme Court recently ruled that Title 42 cannot be terminated till it has looked at in more detail. The result is that people from many countries have crossed the the US border with Mexico in large numbers in 2022.

German companies have $22 billion in direct investment in Russia in 2013. Over one third of natural gas and crude oil imports into Germany are from Russia. Phasing out nuclear power is likely to increase the supplies. Sanctions on Russia are seen in the CDU as hurting German jobs. German economic relations are on a different basis with Russia than U.S. economic relations with Russia, requiring a different approach. About 40% of German public opinion has an unfavorable view of the U.S. according to a recent Pew Research Global Survey. The result is a nuanced and a flexible dialogue based approach to Russia.

The views range from Rand Paul, Donald Trump to Republican leadership in the Senate under Mitch McConnell. Mr. Trump is also seen as representing an older view of relations with Russia that may no longer exist after the full scale invasion of Ukraine. In this sense Russian tanks invading Ukraine is a watershed event like that of Prague in 1968 and Hungary in 1956. Old views no longer hold. The Cold War began with the Berlin Blockade in 1948- the response of president Harry Truman was the Berlin Airlift supplying the city of Berlin, and some such response is taking shape with the $350 million immediate aid to Ukraine that Biden promised on Feb. 26, within 48 hours of the invasion. The Hungarian revolution in 1956 set the stage for the Cold War after Soviet tanks entered Budapest. The West and the entire free world rallied in 1956 and again in 1968. Some such change is happening now throughout the free world. ...

China is slowing infrastructure projects after loaning $30 billion to Venezuela. As Venezuela's economy declined under Maduro Venezuela is paying this off with oil exports in what is called a creditor trap. Both Russia and China are intent on trade with the US, Russia to open up business and trade and China to preserve it's trading and business relationship for its exports at a difficult time for it's economy. This tacitly preserves the idea of US direction in a beneficial way for the western hemisphere that was part of the message in 1823 by president Monroe to Congress. In the Mexican War, through Manifest Destiny during the administration of James Polk in 1843 this was still the accepted idea when Ulysses Grant a future president and civil war general on the side of Lincoln fought in that war. This brought slavery free, Spanish feudalism free, democratic processes and modernized economies to California, New Mexico, Utah and Colorado, much of the West and the Pacific shoreline. Russia hopes to get the US to accept it's aspirations to be a modern Northern power in Europe. The US DJT Republican administration has shown it's respect for Russia in its zone of influence, with it's main objection to Russia in Ukraine being the massive invasion of a neighboring country. When compared to Mexico it was the US replacing the Spanish who had invaded the Aztec tribes in Mexico setting up feudal regimes, not the US invading a neighboring country. The European Union and Germany now bear the burden of defending Western Europe as a European power. The situation is similar in Asia where China has it's area of influence and India, Japan, Australia as Asian powers sharing zones of influence in Asia with China, so that the US can maintain good relations with China including fair trade that brings back it's manufacturing. The US would continue to support Taiwan as an independent country. This balance can ensure peace in the Americas, Europe and Asia as nations modernize and choose better governance under governments that relate to their history and geography, as opposed to Communist and anti-communist or democratic or anti-democratic, when they meet the aspirations of their people.   ...

The US under president DJT puts out a new National Security Strategy in a document which states it clearly. The days of the Middle East given importance are thankfully over it says. The focus is on the First Islands, from Taiwan, Philippines to Japan for strengthening defense in relation to China. The Monroe Doctrine is now part of US foreign policy with a DJT addition- "that the American people- not foreign nations or globalist institutions- will always control our own destiny in our hemisphere."  It also means the US has a new policy towards Russia and for NATO.  The DJT administration priority, it states, is “ending the perception, and preventing the reality, of NATO as a perpetually expanding alliance.” The new strategy is that Europe needs to “take primary responsibility for its own defense.” The Monroe Doctrine and the disassociation with NATO expansion are linked. How so? Russia's foreign policy is for winning recognition as a Northern European Power with its own version of the Monroe Doctrine, being able to control its destiny in its sphere of influence. The way the Monroe Doctrine was implemented in 1823 was by a tacit recognition gained from Britain that it would support the US in its idea of no European colonial powers (France, Spain other ) being allowed to interfere in Latin America, in the western hemisphere. In 2025 the way the Monroe Doctrine is implemented with the DJT Corollary is that the US is tacitly gaining support from Russia/China for implementing the Monroe Doctrine so that no foreign powers will interfere in US sphere influence in the western hemisphere.  Where does this leave Europe and Ukraine? European Union and NATO expansion has now gone too far and NATO which was primarily for Cold War struggle between Communism and US/UK style democracies is over, but NATO has not been disbanded, or a new alliance setup with new goals. Instead as it lingers on it has created new problems such as NATO expansion to the borders of Russia, creating security risks for Russia. This has led to the war in Ukraine and the Republican administration under DJT seeks to defuse tensions and the Ukraine war by excluding NATO expansion, removing the US from European security by delegating that back to Europe (Germany and France, Italy, UK) and by acting as a moderating influence between Russia and Germany, France, that see Russia as a threat after it's attack on Ukraine. US also upholds the policy and principle of no nation invading another country, as Russia did with Ukraine, and in anticipation of the China threat to Taiwan. This part gets nuanced but the overall policy is coherent and Russia accepts this, China is gradually coming to the idea that it has to accept this situation with Taiwan to preserve its economic advances and its exports to the US and EU.  In practice once the interference of China or Russia is removed and European powers in addition, the US has freedom of action in the Western hemisphere and Latin America to prevent crises such as with drug trafficking gangs in Mexico and Venezuela, and unstable regimes sending people north to the US across the Mexican border as from Central America and Venezuela.   ...

Putin takes the first step for Russia to join in discussions for a lasting peace. More than a ceasefire is needed, as many ceasefires have come and gone and the war is now over 15 years old, pausing for a while and then starting again many times. Russia calls for addressing the underlying issues behind the war.  It started with Russian support for Yakunovich 2010-2014 which ended with the Maidan protests in Kviv and Lviv. Russian and Putin strategy at that time was that as long as  a pro-Russian or a person leaning towards Russia with good relations to the West -as existed in some of the former states in Eastern Europe during the 1980's during the Soviet Union such as Poland and GDR- this would be acceptable. The Maidan protest led upheaval thus had a contrary effect which Germany under Merkel and France under Sarkozy and Hollande failed to grasp. Obama judged Russia by its GDP, ignoring its history and relations among European states as one of the major powers in Europe, a technological state with nuclear power. As China shifted away making the integration of Hong Kong and now Taiwan a priority under president Xi, and asserting the virtue of its state run capitalist system over free market capitalism, the fissures began to develop in the system that prevailed after World War II and which survived the fall of the Berlin Wall. These are some of the origins of the war and are also in some of its aspects geopolitical and relate to world peace,, and peace inside nations in general outside the Ukraine war. And here relate to Venezuela Mexico and US inaction in tackling borders and cartels, the US border with Mexico, Syrian war and Syrian refugees entering Germany/Europe, the anti refugee movements in Germany and the EU, refugee crime in US and Europe, all connected in some way to the unsettled borders of the Russian state with US and Western European + Eastern European states in NATO and the EU nearby. And the limiting or removal of Russian influence in Ukraine seen by Russia as unacceptable in regions nearest to Russia that speak Russian. Britain has the virtues of its parliamentary democracy, yet it is far from Russia's borders and it just like the Russian Empire had an Empire in India and a near thing to an Empire in China, as recently as 1950, over history of western colonial empires of 500 years not too long ago. Which means it is good to be starry eyed but the reality in European history since 1400 is of dominant states and colliding or co-existing spheres of influence, mostly co-existing in some balance of different states in the interests of peace and welfare of the people.     ...

The Iran Saudi talks had already taken place and there was a sense of fatigue on both sides after the prolonged war in Yemen. The Chinese mediation was able to build on this to get the two sides to discuss their differences and come to an agreement. The situation in Russia and Ukraine is very different. China's interest in ending the war in Ukraine comes from its need to not let relations with the European Union deteriorate any further, as this will affect China's economic growth. The pandemic and supply chain shift to home country manufacturing is not likely to change even if China finds a way to keep its relations with the European Union from deteriorating further, as this shift is seen by the US and the European Union as part of the new way of meeting their own strategic interests in the new world following the pandemic.

There is a sense of cognitive dissonance in the states of former East Germany, known as the GDR or German Democratic Republic in the Soviet Union period from 1950's to 1990. The 5 states that formed the GDR continued to build close ties with Russia after the fall of the Berlin Wall, in the perception that this would build good long term relations. The crisis in Ukraine with border states of the Soviet Union opting in favor of close ties with the European Union and not Russia have disrupted the economic relations between the Federal Republic of Germany and Russia. As long as Russia needed the economic ties to build its economy and standard of living the political issues posed by NATO expansion and EU expansion were set aside by Putin and political parties within Russia. The very ties that were supposed to usher in an era of peace in Europe helped strengthen the Russian and Chinese economies. Leading to a point where these two economies were strong enough by 2021 in the midst of the waning pandemic to  assert themselves on political issues where serious differences existed such as expansion of NATO and Taiwan. When the economic relations such as making China a manufacturing powerhouse  was the path taken by American and European business in 1990's, business interests were focused on the declining quality and high wages demanded by unions and workers in the US and Germany. This could be personally witnessed at Apple's factory in Colorado Springs where quality was failing badly in the 1990's. Apple when Steve Jobs returned in 1997 adopted a China manufacturing strategy when its manufacturing operations in the US failed to deliver the quality and cost structure needed for it to expand. The high margins with low costs of manufacturing in China was the strategy adopted by Steve Jobs to compete with Microsoft and turbocharge its expansion. Soon other companies followed. A similar process happened in economic ties with Russia on a smaller scale. Two decades of such expansion whittled down American manufacturing, hurt American workers, hurt European manufacturing and European workers.  This process could not continue- yellow vest protests in France, the protest vote in US midwestern states in recent elections, the protest votes in German elections and fragmentation of parties, made this clear. The US imposed trade tariffs on Chinese products and moved to restrict flow of technologies to China under the Trump administration, accelerated by the Biden administration. President Xi was once of the view that China's ties with the US were important "thousand fold" in the period as late as 2010. Yet this lopsided trade relationship was not beneficial to American workers or American interests as a technologically advanced leader. It is true that American workers and engineers at Apple had failed to ensure American quality competitiveness in the 1980's into 1990's, yet no advanced country or its business can come up with a false narrative that cedes its manufacturing leadership and jobs for the working class of its country. That false narrative is being challenged today by Mr. Biden, Mr. Scholz, and all American and German political parties, and by Mr. Modi with Atman Nirbhar Bharat for local manufacturing. The integration one sees of the port of Hamburg as Chinese export hub with China's economy is one aspect of what has happened. A new leadership is taking its place in Europe and in America that sees clearly the false narrative. The visit of the new Danish prime minister to India is the beginning of the effort to set up a new logistics relationship with South and South East Asia, as Denmark's Maersk is a world leader in shipping logistics for exports and manufacturing. The planned Noida logistics center outside of New Delhi under Gati Shakti integrated development is part of the change happening today as a new supply chain is being built. The unwinding of the one sided trade relationship with China, and its related relationship on energy with Russia, led to the changing perception in Russia and China of the value of the relationship. Political relations superseded economic and cultural relations during Putin's second phase and Xi's second phase with assertive attitudes on NATO, and on Hong Kong, Taiwan under Xi and Putin 2.0. As could be expected Germany and the US were caught flat footed as leaders who were cast in the mold of Putin as a Soviet representative in Dresden, and Xi with his father leading the Communist struggle in the 1930's and 1940's against Chiangkaishek, acted in ways that reflected the Soviet period. Chiang left for Taiwan in 1948 when Mao-tse-tung setup the People's Republic of China. Taiwan and Hong Kong remained important in the perceptions of Xi 2.0, in the effort to build "China Dream" and erase last vestiges of what in Soviet times were seen as western colonialism. US and EU particularly Business and the new IT telecom Business failed to grasp these matters, and historical events such as the opium wars of the 1850's. Business and cultural interests lacked both the inclination to learn and the knowledge of these events in Chinese history and its relations with colonial powers Britain and Japan, and also Russia. In 1900 the Boxer rebellion against ceding Chinese ports to colonial powers Britain, Japan, Russia, ended with permanent colonial settlements in Hong Kong, Shanghai, Tsingtao, other Chinese ports. Chinese rejuvenation in the mind of leaders such as Xi from the second generation of Communist leadership, means putting this behind, leading to the action taken in Hong Kong. In some ways as some observers have commented it is as much a problem of the sluggishness of American and European thinking, particularly business interests including in Taiwan, post British Hong Kong, and ignorance of recent Chinese history which was mistakenly thought not to exist or forgotten. This is as much of a problem as the action taken by Putin and moves by Xi Jinping. The great democracies such as India, Indonesia, Bangladesh, were ignored as American and European business interests integrated the American and German economies with China's. In terms of population the population of these regions and related parts of South East Asia such as Malaysia and Vietnam which have a shared cultural history is about 1.5 times the population of China. Travelling through the parts of India's largest state Uttar Pradesh, an Madhya Pradesh one finds how much American and European business interests have failed both their own interests, their own workers and failed the great democracies of the world, by not only not investing in the democracies of Asia, and also of Africa and Latin America and bought into a narrative of China which no longer holds true and may never have been true all along. This is starkly evident in a once in a century pandemic in these great democracies of the world. These democracies have been left to fend for themselves during the pandemic and their leaders facing false narratives in the media such as the BBC and American media outlets even on issues such as vaccination of the largest part of the world's people.           ...

Saudi Arabian deputy defense minister Prince Khalid says polls show Saudis younger than 30 years old favor improved relations with Israel. As a first step Israeli planes would be allowed to fly over Saudi Arabia and control over two islands in the region would be handed over to the Saudis.  President Biden as a candidate had concerns about human rights in Saudi Arabia. Following the war with Ukraine and improving Saudi Israel relations it now appears likely that this will have an impact in improving US relations with the Saudis. Prince Khalid visited Washington and William Burns has also visited the Middle East for the Biden administration as it seeks to get Saudi Arabia to increase oil production following the EU oil embargo on Russian oil.  Saudis under Prince Salman who heads the administration are pushing to modernize Saudi Arabia and build ties for a broader relationship with the world than the traditional ties in the Middle East of Arab countries.The Saudis are improving relations with India and India was the first country to ship vaccines to Saudi Arabia. UAE and Qatar have also improved relations with the Modi administration in India. With China  engaged in trade and technology friction with the US after US investment and aid to China during the last 2 decades and the long period of aid to China during the Japanese invasion, the US is building new relationships in Asia, the Pacific and the Middle East. The new Saudi US relationship would be different from that of the old Saudi relationship as Saudi remains a monarchy but under the new administration and a younger generation of Saudis sees itself as a modernizing influence in the region. Biden sees these new factors as it looks to rebuild relationships in Asia.   ...

This France24 report looks at the question of whether the policies of four term German chancellor Angela Merkel emboldened Russia under president Putin to launch the invasion of Ukraine. FR24's interview with the vice president of the German Marshall Fund and head of its Berlin office, Thomas Kleine-Brockhoff, shows there are many reasons why Merkel's policies were serious errors that ignored caution from past experience and from other western leaders in the US and Eastern Europe. Kleine-Brockhoff says that "Europe did not go wrong, Germany and France did. France and Germany tend to speak for the rest of Europe. Bit these mis-assessments were made in Paris and Berlin, not elsewhere. Eastern Europe didn't go wrong. Northern Europe did'nt go wrong."  Kleine-Brockhoff says the war in Ukraine calls for an urgent re-assessment of the German and French policy towards Russia. "Not only is the post Cold-War order crumbling before our eyes, so are the strategies employed by Germany and France." Under particular scrutiny comes Merkel's policy, and policy supported by Steinmeier of the SPD, that took German dependence on Russian energy supplies from 36% during the annexation of Crimea to 55% in March 2022 with the invasion of Ukraine. Germany's conservative Die Welt has this to say- "What Germany and Europe have experienced over the last days is nothing short of the reversal of the Merkel policies of guaranteeing peace and freedom through treaties with despots," describing Merkel's policies as "an error." About France Kleine-Brockhoff says there were lofty ambitions under Sarkozy and Macron of European strategic autonomy, which did not correspond to reality, to fantasies of European armies when there was nothing but NATO. It is not dialogue with Putin and Russia that was a problem, says Laure Delcour, international relations expert at the Sorbonne Nouvelle in Paris. Some form of dialogue is necessary she says, but the dialogue has to have clear objectives. We must not confuse cause with consequence, she says. We know  that NATO enlargement had a big impact on Russia's perceptions, but the real problem is how Russia responded to enlargement. "In this case the problem is the consequence."  ...

The biggest decision coming out of the NATO and European Council meetings is Germany saying it supports stationing of long range missile systems in Germany by the US by 2026. German chancellor Scholz says the decision was a long time in the making and Germany supports it as a necessary step to secure the country. This happens as China's support to Russia continues through trade and economic relations and the Ukraine war prolonged for another year into 2025. Other decisions were to provide F-16's and added Patriot missile systems so that Ukraine can defend its skies from missile attacks.

Finnish president Niinisto provides a new understanding of Mr. Putin and the thinking that led to the invasion of Ukraine. Mr. Niinisto has an advantage having spoken with Mr. Putin countless times says this report in WSJ, and spoke again to Mr. Putin on May 14 to tell him that Finland was planning to join NATO. Putin simply responded that Russia does not pose a threat and "you made a mistake." He says it was not the Finnish way to not call Putin and tell him directly, and that not doing so would be like sneaking away around the corner. Mr. Niinisto says WSJ, has a rare insight into the thinking that led to the behavior of Mr. Putin in launching the war. Here are some insights from this report by Adam O'Neal of WSJ. On the situation in Ukraine Niinisto says " I would be a lot more worried about Ukrainians than about how Russians feel." Mr. Putin's willingness to see Ukraine's industrial centers, its infrastructure and cities destroyed, turning them into moon craters in the east compares with the relative ease of life in Moscow, St Petersburg and other cities, cushioned by Russian oil and gas exports and financial reserves. As a student of Finland's long and violent history with Russia Mr. Niinisto has some unique insights into Russian thinking. He tells WSJ's Adam O'Neal  that if a Russian is angry, yes, be careful, but if he's calm, be even more careful. The Russian invasion of Finland led to loss of 200,000 lives in 1939-40, and another 250,000 Russian lives in fighting between 1941-1944. Finland has 300,000 men or women in military reserves and men between 18 years and 60 years are called up for military service with the Finnish Constitution requiring every citizen to contribute to national defense. Recently Finland ordered 64 F-35 fighter jets from the US. What led to the invasion of Ukraine by Mr. Putin? Niinisto says that "somehow Mr. Putin has a feeling that Russia was betrayed in the 90's by the West. Over time this thinking continued feeding the negativity says Niinisto and led to the thinking that Russia could be betrayed once more.  Another aspect of Mr. Putin which was covered during the last decade of relations with Ukraine in Lyrarc, was his perception that Ukraine under various leaders before Zelensky was basically led by corrupt leaders including one president he supported but lost power in the last decade. Mr. Putin saw protests in Kviv and Lviv that ousted a president he supported recently as orchestrated from outside. This led to thinking that Ukrainian nationalism did not exist and he believed that Kviv would not be defended and would fall easily within a week or weeks. As his nationalist perceptions and that of a small group that included his partner in office Mr. Medvedev became stronger in the last ten years Mr. Putin made the decision to take the option for invasion in the thinking that the response of the US and Germany would not be to support Ukraine with arms and other aid. The CDU and SPD was perceived as weak in Germany and Scholz not seen as able to cut down oil and gas imports to the EU. Biden was seen as not willing to stop Russia by taking on a difficult conflict because of China allying itself with Russia, considering China's interconnections with the American economy. The timing was seen as good considering that this level of dependence on oil and gas imports of Europe on Russia would never be the case after planned shifts to renewable energy. The Russian economy was cushioned by its $620 billion in reserves and by the world's need for energy even as the shift to renewable was taking place. This window my have induced Mr. Putin to take what appeared to be a rational decision that ignored the common feelings of humanity of risking the destruction of a brotherly people that spoke Russian, prayed in Orthodox churches, and where Russia as a state started in the year 1000. Cambridge historian Brendan Simms in his new book "Europe : The Struggle for Supremacy 1453 to the present," has shown all European powers susceptible of reasoning and calculation of this type in their wars since 1453 in the struggle for supremacy in Europe up to the present- the Portuguese, the Spanish, the Dutch, the British, the French, the Germans, the Russians, the Danes, the Swedes. This also led to British and French empires in Asia and Africa with subjugation of Asian and African people. The Second World War had created the perception that somehow this had changed after the loss of millions of lives- that was the perception of Merkel a pastor's daughter who had grown up in the former communist state of GDR in East Germany, and of SPD leader Steinmeier who felt strongly about the loss of lives from the Nazi invasion. Merkel and Steinmeier built the relationship of Germany with Russia that has collapsed under Germany's new leader Scholz and Habeck-Baerbock of the Greens party. Merkel and Steinmeier also built the trade relationship with China that also faces collapse with China's support of Russia under Mr. Jinping, and the unexpected shifts in Chinese leadership and policies from that pursued by premier Deng and his successors in 1990-2010 of interconnected economic links with US and EU. Mr. Scholz, the new chancellor of Germany has Brendan Simms book on Europe on his reading list for 2022 as he ponders over the lessons of 2022 and the pandemic. Mr. Biden with long experience in the Senate of the US has a memory and understanding of what happened since World War II, how America got to this point, and what it will have to do to bring back the American spirit to the Free World that America has led for most of the last two hundred years. ...

China is building a port hub at Chancay that will have an initial 1.5 million TEU or twenty foot long containers capacity. It will be opened by president Xi in November. This megaport will cut the time it takes from South American coastline to Shanghai from 35 days to 25 days. Before this port China trade was conducted through Long Beach or Manzanillo in Mexico. China is now Brazil's largest trading partner and this port offers the possibility of connecting further from Brazil to Peru by land. This does pose new challenges such as crossing the Andes mountains and Brazilian jungle. The port will cost COSCO China's large shipping company $3.5 billion. China has invested in 100 foreign seaports with $30 billion over 2 decades. The port of Piraeus is operated by Chinese companies, and China has invested in a stake in the port of Hamburg, Germany which is the main gateway for Chinese exports into the EU. The US neglected Latin America and India during the three decades in which Reagan and Bush Sr, Bush Jr, engaged in wars in Iraq and Afghanistan wasting trillions of dollars, neglecting infrastructure investment in the US, and in Latin America and India. Over two decades the US has invested by comparison trillions of dollars in wars in Iraq starting with Reagan and Weinberger, Bush Sr. in the 1980's, and Bush junior in Afghanistan. Much of the oil dividend of the Middle East wasted by regimes in the region in wars. Not only the US infrastructure was starved of resources, Latin America, India and Indonesia did not receive the investment these countries needed for rapid development. Yet today Reagan and Bush are lauded for their contribution by Baker in WSJ today and by columnists in the NYT. The fall of the Berlin Wall was itself just an episode in the US relations with Russia as Russia and China are competing with the US. Germany itself of the Berlin Wall remains divided (with AfD popular in the East around Dresden), and Germany divided on pursuing policies that lead to worsening relations with Russia. Germany also maintains a strong trading relationship with China including a stake in Hamburg port given to China during the pandemic at a time when the supply chain over concentration in China was being questioned in US, EU, India. ...

The European Union's trade relations with China, and the trade and industry relationship between Germany and China built during the Merkel years is a part of the overall trade setup of the Free World that is likely to be questioned by Habeck, Baerbock of the Greens and chancellor Scholz after Mr. Biden's launch of the IPEF economic alliance for Asia. Defense Secretary Gates does not see Russia as the threat it was in the Cold War, first because Russia's conventional forces are a "shadow" of what they were during the Cold War, and Russia has adverse demographic trends that will diminish Russia's ability in conventional forces. He sees the Georgian war in the context of Russia's seeking to exorcize, as he puts it, past humiliations. And Gates sees opportunities in the relationship with Russia. Such things as Russia's willingness to work with the US on Afghanistan. Evidence of this is Russia supporting the renwal of the UN resolution on Afghanistan. Another indication is that Russia he says is very worried about the drugs coming out of Afghanistan, and has been supportive to provide alternative routes for Europeans to get equipment and supplies into Afghanistan. These views come across in an interview on December 17, with Charlie Rose, a five time elected Congressman, for the PBS Charlie Rose show. They are also reflected in an article in Foreign Affairs journal's current issue. Gates was a CIA analyst and has some insightful observations. Gates told Charlie Rose that he does not see the Islamic radicals and violent Islamic extremists as a threat in the same way as the threat in the Cold War years. This threat is not as big as the threat to freedom during the Cold War. He says the failure in strategic communications was huge as agencies of the US government engaged in activities in other countries, like the Agency for International Development and the US Information Agency, were neglected starting in the in the 1990's. Communications in other countries of what the US represented and stands for was left to the Pentagon, a role the Pentagon was ill-suited for. He sees the Islamic terrorism as more of an ideological conflict. Speaking at a town hall meeting at the Balad Air Force base in Iraq, in December, Gates pointed to these communications failures as a real challenge for the new administration. But he now sees a huge opportunity in this past failure, and ways of addressing it creatively, in addition to commiting resources and people to this effort. Walter Pincus wrote this article, and its part of the fineprint analysis effort at the Washington Post in which speeches, reports, and other documents are examined by people like Pincus, to catch the really important things, uncovering the fine print that really makes the headlines. Another aspect of this fineprint effort is that there are a huge number of reports, and speeches and documents that had a tone reminiscent of the Cold War during the Georgia war and yet they do not correctly reflect the real situation about Russia, as Gates sees it from his analysis of what is actually happening. Gates has used Foreign Affairs, the Dec 17 Charlie Rose Show on PBS in which he was interviewed, and the speech at the Balad Air Force base in Iraq, to communicate his views and analysis. They are important to underline and emphasize precisely because they show that all that cold war hysteria reporting and speeches may be misleading and lead to improper conclusions and mistakes in policy, wasted effort, wasted resources, and lost lives. And just as the US strategic communications was starved of resources and effort, so also this necessary work to retrieve and give emphasis to the important things is neglected. With $630 billion in foreign currency reserves the Saudis are following a long term policy of full production. Flexibility for a change in policy is diminished with the addition of Iranian oil production to supplies following the lifting of sanctions. The events in 2015-2016 of Russian bombing campaign in Syria, and the cutoff of diplomatic relations with Iran, have worsened the standoff with Iran and Russia in the Middle East conflict. As a result it appears that the Saudis are settling down for a long term policy of full production which would keep oil prices low for the long term. India, Japan, China, the U.S. and the European Union, Turkey and other countries benefit from low oil prices when their economies need a boost in 2016-2017....

The interference in the 2016 election was done with the hope that a Trump administration could make a difference in the sanctions after the deterioration of relations in the last year of president Obama.The U.S. Congress has moved to extend the sanctions, with Democrats and Republicans coming together on this issue. This means there is not much that president Trump can do to improve relations. Medvedev set up athink tank last year with Igor Yurgens as head , which was to come with new ideas for Rusian economy and foreign relations. He called for Russia to change course and work with the US and Europe t o work its way out of the crisis. T do this he told a seminar organized by the American Chamber of Commerce in Moscow, that Russia should create dialogue with the people, and experts should be brought into the discussions, and the government guys need to dialogue with both the people and these experts inside Russia and abroad. The suggestion is that policy should come out of vigorous discussion, and the government guys should consult, listen and they should win honestly in the discussions in this policy debate or change course as necessary. On Georgia and Ukrainian gas supplies cutoff, these wounds he says should be healed by making symbolic gestures to Europe and the USA, like the one that Vice President Biden made, in saying in Munich that the US needed to press the reset button in its relations with Russia. And Germany has removed its constitutional brake on spending that frees up $1 trillion in funding for infrastructure to replace much of its rail and other infrastructure built in 1900. One would not know this reading the NYT on democracy or the WSJ on tariffs or the Washington Post on assault on federal workforce, or the Atlantic, Politico, DW.com or FR24, Der Spiegel, nor Le Monde, much of the world media slanted on way or another. One does not hear about military exercises so often as the world realizes that so called large economies China, Germany, Japan and India all depend on American goodwill and willingness to give rather than take for most of the post war period since 1950. For the last 6 years in the latter half of the Trump administration and the 4 years of the Biden administration during the pandemic relations between China and the US deteriorated and China first retreated into its own then opened up a bit. The initial idea that it could manage the DJT trade actions evaporated as Biden continued the DJT first round of tariffs. Now Navarro, Lighhizer, and his deputy Jamieson are all back advising DJT for anew round of reciprocal tariffs and tariffs on Canada, Mexico and China for not stopping fentanyl flows.  In 2022 in eastern Ladakh China's PLA had a big standoff with Indian forces in eastern Ladakh at Galwan and Pangong Lake. The Quad was active with Australia India and the US in Indo Pacific and China conducted military exercises close to Taiwan.      ...
