DW.com on what international students from India or China pay at EU universities-  44000 euros in UK vs 4000 euros or less in Germany and France. For Chinese or Indian students Germany and France offer education for bachelor and masters degress that is attractively priced even at the higher prices being now set by the government. In the past Chinese students in France were able to get Masters degrees at very little cost. Germany is looking at the higher prices as a way to increase the salaries of teaching staff and professors whose salaries lag far behind the salaries in the US and other countries. For China and India no aid program is as vital for their economies and industrial development as the access the EU provides to its universities and educational system at a fraction of the real cost. Today German universities are attracting large numbers of Indian students from middle class families where the parents life goals are to get their children into European universities. American universities cost significantly more today as American bachelors and masters degree can cost upwards of 50,000 euros a year. Even local students in the US pay between $30,000 and $100,000 a year making bachelors and masters degrees no longer affordable for much of the American middle class and leaves working class parents children totally out of the universities system. One immigrant is from Cuba- Marco Rubio of Florida, now Foreign Minister of the US. He describes in his book - "Decades of Decadence How America's Spoiled Elites Blew Up Inheritance of Liberty, Security and Prosperity"- an average factory job in Florida in the seventies enabled his parents to send him to college, which he says is no longer possible for immigrants to the US today, and no longer possible for working class parents in general. For this reason Germany and France have to be commended for their generous policies towards Chinese and Indian students. Increases in the university prices in Germany and France to 4000 euros a year for international students makes a lot of sense when British universities charge about 44000 euros a year. ...

At this point in May (May 22, 2026) a glimmer of hope appears for settling both the crisis in Hormuz and the Ukraine war. Pakistan, Turkey and China following DJT visit to China may be pushing Iran to lower the scale of the conflict. China's first priority was to be accepted by the US at the Beijing meeting as an equal power with the US, and keen to show its willingness to bear responsibility for peaceful resolution in conflict zones as a sign of its maturity as a world power. Much of this is not shown in the media as it is mostly done behind the scenes in communications that the media knows nothing about. Note that even in the depths of the Cold War during the Hungarian revolution of 1956 and Soviet action in Budapest, the US and the Soviets when their economies were not intertwined as the US and China are today, were still talking to each other to limit the conflicts to low level conflict. Hong Kong takeover, China's actions near Taiwan, China's presence in Latin America, Chinese cooperation with Iran, and Russia on Ukraine, China's economic competition in rare earths, are relatively smaller levels of friction considering 1950's Soviet's and the US. At the same time China and the Us are aware of a new bloc emerging in Oslo in May, where India is merging its economy with the Nordic economies of Sweden, Denmark and Norway, and of the European Union and Germany, creating a new bloc of 2 billion people that can only grow rapidly with India's potential to exceed growth rates of 20% in the 600 million Eastern region for a decade. EU would make the shift to strategic partnership with India displacing the vital role the European Union has played in China's growth and economy. This would create new pressures for Russian president Putin to decide it is time to listen to a friend India and de-escalate lower the level of conflict with an initial peace deal that would lead to more talks on a final settlement. Because Russia would have a harder time tackling both India and Germany at the same time. NYT shows on the same day May 22 a report on Russia and a report by the Swedish Foreign Minister Maria Sonegard that say the elites in Russia and Putin were by January 2026 having very serious discussion to change the administration, bring Igor Sechin as negotiaor to end the Ukraine conflict before serious, possibly irreversible damage, to the Russian economy. Sweden's Sonegard says that between 2020 and 2024 Russian economy declined by 8%, not grew by 13% as official figures show, inflation is much higher than 5% as official figures show, and credit is tightening, bankruptcies expected, growth even with oil prices up down to 0.4% for 2026. During 20 years running Russia Putin's No. 1 priority, his life's mission was to restore, then exceed by a large margin the living standards of the Russian people. Obama deal simply pushed back till 2030 Iran's development of nuclear weapons but even that was not achieved as Iran quickly moved to nuclear weapons capabilities by 2026. The basic problem and it does not go away with wishful thinking as the Obama administration had done or not taking responsibility as the EU, China have done. The basic problem is that Iran wants a nuclear weapon. When it seeks the elimination of the Jewish state, and a Shia state that competes with the Arab states this become a problem not just for Israel but for the entire Middle East and for western civilization that the Obama administration never was able to recognize and accept. After the experience of the 1930-1945 period in Germany a traumatic period for western civilization itself-  the German nation and Europe, the US, western civilization itself is committed to a safe society and nation for the Jewish people. This includes India's 1.4 billion people and in many ways China and Russia. Which also recognizes the need for the Arab nations to live in peaceful coexistence with Israel, Christian minorities in Arab countries and with Iran, Palestinian people to be protected, and respected, as well as peaceful co-existence between the urban areas of Iran with the influence since 1800 of Russia, France and Britain and the rural religious areas of Iran that form the core of the IRGC. This is the basic problem- EU, US see a civilization issue and would never allow a nuclear weapon. Arab states are also against a rival religious Shia sectarian IRGC run Middle East, and the Iranian state is itself divided between its modern one in the major cities that do not see a nuclear weapon as essential and the rural one of the IRGC in the rural areas and the countryside that seeks a nuclear weapon. It is this situation the US, not just DJT or Republicans face today, it is one that all Americans, Europe, India, China, Japan and Russia, which have modernized and adopted western civilization's ideas of the Renaissance and Enlightenment as their own have to face up to. One that does not overlook the vital fact that the nuclear proliferation in dangerous parts of the world like the Middle East with more recent conflicts for 50 years than any other part of the world including the Balkans and Ukraine, is simply unacceptable for the people of the world. Cordoba and Gurman cover the Justice Department case against Raul Castro, 94 years, of Cuba who runs the country. Jim Ratcliffe of the US government visited Cuba recently to let the Cuban government know that it had to make changes and there was a limited window. Raul Castro was defense minister, and is brother of Fidel Castro, the revolutionary who fought to overthrow the government of dictator Batista, made some short term improvements, but failed badly for the Cuban people with a policy that confronted the US and brought foreign powers to the western hemisphere. China could remain communist, keep Mao's memory, and adopt the market system, to develop the modern economy it has because of adopting western ideas, science and technology. And build what is otherwise a free market economy, and became a key trade partner, briefly an ally of the US as the Soviet Union collapsed- nothing like this happened in Cuba. Tourism was used simply as a way to protect the rest of the completely centralized economy and a state within a state built through an elite that ran a separate section of the armed forces under Raul Castro, kept a regimented society. Even that has failed. Nowhere in Latin America is there so many signs of failure, and it has also brought down societies that copied the rhetoric and nationalist slogans such as Venezuela and Colombia. In some parts of Mexico the Cuban rhetoric still sounds good but the reality is starkly different, Mexico itself is run on a model closer to that in the US, and Mexico has serious problems in civil society relating to immigration and drugs in its relationship with the US. ...

A new state government in Bihar state, India, takes shape with Nitish Kumar as Chief Minister and 2 Deputy CM's from the BJP party. Bihar is the second largest state in India after Uttar Pradesh, with Maharashtra the third, West Bengal fourth making up the top four by population each with over 100 million people. Rajasthan, Madhya Pradesh, and Gujarat make up the top 7 states each of these three with about 75 million population. Rapid economic development depends on state governments working with the federal government on investment, technologies and effective governance. Gujarat and Maharashtra form an industrial core for India with investment increasing in Uttar Pradesh and Madhya Pradesh which forms the rural interior in the Ganges plains. In contrast to China where industrial development is state driven led by the CCP in a centralized form embedded in the complete authority of the central government, India has to achieve this through the democratic process based on delivery of infrastructure projects and standards of living. Much of this depends on the combined effort of federal and state governments ,with seven of these eight states having this coordinated effort in 2024, at a time when foreign investment in the economy is increasing rapidly to diversify global supply chains. WSJ Quiz on data centers- test your knowledge. Does China have the most data centers? No the US with 4000, followed by Britain with 515 and Germany with 500 showing that China is not in the AI craze the way the US is even though the idea of the US falling behind in AI is used to get trillions of dollars in AI funding. This only means infrastructure that is dilapidated and broken in the US will not be replaced, and that the US plan to reindustrialize to get jobs will lack funding as dollars are diverted from these essential and vital needs to AI. Eventually Asian countries with new infrastructure will find ways to get that US technology without having to pay for it. The American public will be paying for this AI craze. We at Lyrarc.com checked how many data centers China has built? The number is 250 data centers are operational and note this in the MIT Technology Review it says 80% of these data centers are not being used, there is 80% overcapacity in China. Because China's AI such as Deep Seek is designed so that it uses less computing power. What this means is that only the US will put over 3 times the combined data centers put in by China, UK and Germany for AI and US will put in 16 times the data centers China has put in. As China only needs or is using 20% of its 250 operational data centers or 50 data centers the US is putting in 80 times the data center capacity China is using in 2026. Why 80 times? Because China has a Plan and it can manage the supply to the need or demand. In the US each company is trying to put so many in so it can get the leadership position in the market. For example Amazon puts in $200 billion instead of the $100 billion it can afford simply to be in the leadership ranks. There is much wasteful spending in the US market system than China's coordinated effort in a new technology even though ideologues like to say the US system is superior, and a plan by the state is frowned upon in the US, costing the US dearly when it lost its entire manufacturing base to China while economists said everything was OK. Even the WSJ Quiz fails to ask the question we asked about China and how many data centers China has actually made operational, how much is overcapacity- 250 datacenters and 80% overcapacity. Showing how little the public knows and even WSJ has looked into, giving a few companies such as Google, Amazon, Apple, Microsoft and others the freedom to spend in a reckless way so that future infrastructure investments and reindustrialization investments will be crowded out in the US economy. For this reason the closing of the British Council facilities around the world to pay a loan it had taken years ago under the Conservatives during Covid, is to be seen as a major blow. This report in The Guardian is about fears the world's leading soft power agency, which is more than that a transmitter of ideas that shape the Modern World and all our democracies in Europe and America, Asia, other parts of the world, will disappear in a decade. The Madrid building which houses the British Council in Madrid at 13 Paseo del Martinez Campos in Madrid's Chamberi district, has been put up for sale to pay Covid era debt. About 5000 Spanish students attend classes in English and prepare for exams in 35 classrooms. Over the years hundreds of thousands of Spanish people passed through this building. 320 jobs will be lost, employees with passionate dedication who it will be difficult to replace. Another center in Barcelona also is expected to close. This comes at the wrong time when Britain needs to make its voice heard in the world, when a mediocre level of British parliamentarians and leaders since Blair and David Cameron have allowed this to happen. English language classes in Italy at the British Council are also being shut down. Paris building may also be sold, and shrinking operations in the Baltic Republics, Croatia and Austria. This will be a major blow to helping spread knowledge of British parliamentary traditions, its history and participation in shaping the Modern World we know today.  It is now hoped and this is a message to Labour's Andy Burnham who studied English at Cambridge, to restore Britain's image and the value of its parliamentary and other lasting contributions to the Modern World, to the benefit of all nations, to cancel this debt and give the British Council new leadership for the next 2 decades. Neil Kinnock, a Labour leader, and a chair of the British Council says- “The British Council does not want to make these cuts. They are being forced into it by the conditions required by the Treasury." “I sympathise very much with the staff, so does the leadership,” he said. The British Council had “camped out” in the Foreign Office for last three or four years and put up a “hell of a fight”. Kinnock said: “What the government should do is either find a way of cancelling the debt, or even rescheduling the debt. Because it’s to absolutely nobody’s advantage to lose the British Council.” A desperate effort to pay an outstanding £197m debt from a Covid-era Conservative government emergency loan on commercial terms, with interest to be repaid by September, is what is causing this massive destruction of a century old institution that belongs to Europeans, to Asians, and to the world at large for better societies through knowledge. Who runs Treasury in Britain? Rachel Reeves, who has no concept of the role constructive Britons have played for two hundred years from the time the British agent at Rajkot encouraged Mohandas Gandhi (Gandhiji) to study in London in 1888, a role that the British Council has played since its founding. Billie Jean King whose effort and persistence created the game of Women's Tennis, is alive and well with some words of encouragement, advice. Billie Jean King Commencement address at California State University Los Angeles, where she graduates in history in 2026, sixty two years after letting go college to play tennis. She grew up in Long Beach, with her brother, her parents a fireman who played basketball and a mother who was a teacher. For those who remember she comes from the period of Arthur Ashe, Stan Smith and in Australia Rod Laver, in the seventies. Stadiums are named after her at the US Open Tennis championships, and it was Billie Jean who helped create women's tennis. Some of her advice- "We can never understand inclusion unless we have been excluded." (the first African American player Althea Gibsen is celebrated in a postage stamp yet African Americans barely made it into the sport during her time. Billie Jean asked why it was all white dress, white people, white clubs.) "I like completing things. Finish what I started." (Sixty two years after postponing college in 1962 Bille Jean completes her history degree at Cal State LA in 1986). Billie Jean in another interview says history is so important and the only way to effect change that is good is to know what happened before and why. Modi in West Bengal - many rallies across the state for second phase of State Elections and goals for Vikshit Bharat (Modernized India 2047) with West Bengal as a key part in Paribortan or Transformation. The state has lagged far behind other states in India in industrial development, in women's rights, in standards of living, with much of the younger generation finding it hard to find jobs in a largely agricultural economy. State policies of the government have provided poor governance, lack of rule of law, and discouraged industries from setting up in the state, leading to a sense that the future is bleak for the state if this continues for any longer. As this poor state of governance has been happening for 15 years. Bengal played an important part in India's struggle for independence. Post war governments under the Congress party, Communist Party, and a local regional party TMC have all failed in succession to modernize the state economy and build its industries, leaving it as an agricultural backwater for the Indian economy. This election is an opportunity for the new generation of people in their 20's and 30's, for women, for all Bengalis to give modernization working together with the federal government and Modi a chance to set it on a new path to modernization.  ...

US DJT administration using Section 301 creates the tariffs the US Supreme Court struck down- the EU, Mexico, Canada at 10%, Japan,, India China at 12.5%- June 2 2026. These countries are not doing enough to control the importation of products made with forced labour. This only goes to show what was said at that time and which the SCOTUS itself said the DJT administration could do, find other laws by which the same tariffs could be imposed. By the time the US Supreme Court reviewed the case it was already clear that all these countries had accepted DJT tariffs, and most had negotiated fair deals with the US including making up for past abuses by these countries of the international trading system. The US Supreme Court its shortsightedness ignored this or did not quite grasp this as Justices legal knowledge of facts does not mean grasp of the facts of commerce, trade and business and the history underlying it. Jamieson Greer interviewed at the Council of Foreign Relations this week and Robert Lighhizer in Foreign Affairs (covered and summarized on these Lyrarc pages this week as found rarely in other places) have documented these abuses in detail leading to the US losing $20 trillion in wealth shifted to these countries and its manufacturing dependent communities devastated by loss of over 5 million jobs through the shortsightedness of Bush/Obama adminstrations who let this happen, and these countries that took advantage with reckless disregard for these communities in the US, on a scale unknown in history.  ...

Reeves wants to remain UK Chancellor (Finance Minister) and is campaigning for the job. Yet there are questions whether she is the right person. Kiran Stacey of The Guardian asks does Andy Burnham need a clean break from the Starmer administration considering the missteps on disability benefits, cutting winter fuel payments, and other actions of Rachel Reeves. These missteps were not necessary and clearly eroded support for what Labour should be standing up for and doing. The idea that she has something that keeps the bond markets happy is a complete myth- in which case the Tories could do just as well or better. Labour was elected not to be like the Tories but to enact its own program. Clement Atlee was elected in 1945 even after the popularity in the war of Winston Churchill. He could not have done what he did without the clear confidence in himself that Starmer clearly lacks, with the added problem of Reeves instincts in the wrong place for a Labour government elected to enact its own program. If Labour cannot believe in its own programs fro the working class how are working class people in Britain supposed to believe in Labour? That is the problem of the Starmer-Reeves running of the British economy and addressing problems of cost of living, the shrinking of opportunity in Britain, mismanagement left by the Tories.  ...
