In a policy shift the Bank of England's Governor, Mark Carney, announces that the central bank will keep interest rates low and bond purchases at the current level till the unemployment rate drops to 7%. This is similiar to the policy action of the U.S. Federal Reserve chairman, Ben Bernanke, to keep interest rates low till the unemployment rate reaches 6.5%. Carney said conditions under which this could change are if inflation increased or financial stability was affected by the easy monetary policy. He said: "Our biggest concern is the possibility that as the recovery gathers pace, that there is an unwarranted change in expectations about the pace of the withdrawal of monetary policy stimulus." "That is one of the principal points of providing explicit forward guidance." BOE said the official unemployment rate was 7.8% in the three months to May, and it is unlikely to decline to the 7% level till early 2016. The inflation rate for Britain was 2.9% in June. The higher inflation rate is partly due to the higher taxes and large increase in university tution fees which are unlikely to be repeated. The BOE's Monetary Policy Committee sees inflation declining to 2% by 2015....

US president Biden will give his farewell address on Jan 15 at 8 pm Eastern Time. It marks a vital point in a five decade career of public service, unprecedented in US history. Its impact is huge coming at the time of Covid pandemic and at a turning point in rebuilding America's infrastructure. What Biden missed was that migration needed to be brought under control taking immediate action as a top priority in 2021, not getting blindsided by the fact that Republicans were using strong language and the issue had become politicized. Biden did this for tariffs with China in 2020 keeping most of the DJT tariffs, he could have done the same keeping the basic border policies of the DJT administration and negotiating with Republicans in 2021 when he was in a good position to have legislation passed. A potato farmer in the Himalyan foothills is able to buy his first refrigerator using his Jio smartphone, even though he lives in a remote part of  India with no paved roads or indoor plumbing. Jio is the company founded by Reliance Industries head Mukesh Ambani, that is changing the way India shops and how it accesses the internet. Jio brings 4G technology to India and dramatically brings down data prices. To do this Reliance used its past success in executing big projects. It was designed to be a network that reached 18,000 cities and towns, and 200,000 villages, some lacking electricity, requiring 200,000 cell towers and 150,000 miles of high tech fiber optic cable. The project is now essentially completed, according to the company. This may be the biggest one it has tackled. Starting in polyester yarn and textile business, and in oil refineries, the company sought to diversify into digital platforms to compete with the likes of Google and Netflix. Ambani sees Jio not as a telecom business but as a digital platform and plans to use it to sell advertising, sell content, and financial services, also selling high speed broadband services. Ambani's project was designed to give India the opportunity to leapfrog into 4G and high speed internet and do this along with expanding the access through lower prices in the market to reach millions of people in remote regions of India including rural areas. Low cost access to data helps level the playing field between the rich and the poor. There are about 390 million internet users in India, penetration of 28%. This is now changing rapidly as prices drop - the potato farmer who bought his first fridge did this on his phone, connecting online with Jio which built a tower nearby that beamed nearly unlimited 4G data for about $2.10 a month. Jio has now signed up 215 million subscribers with its low cost service. Bharti Airtel and Vodafone are larger competitors but it is Jio that has revolutionized the market in India, and which now enables companies like Amazon to use the new 4G services to build its retail online business.   ...

As the US gets serious about defeating the Taliban and Al Quaeda militants in Afghanistan and in Pakistan's border areas in Waziristan and the Northwest Frontier Province, and as Pakistan's army and government are at loggerheads and are also each in its own way unable or unwilling to take action against these militants operating out of or near the border areas between Afghanistan and Pakistan, it appears that the situation will result in the US having to make some tough decisions including going ahead anyway regardless of agreement with Pakistan. At the same time Defense Secretary Gates is saying that he wnats to see the Afghan army numbers to be doubled from the present 65,000 to be able to spread out across the country and not just be stuck in the urban areas. Any success the US and NATO see in Afghanistan would stem from some of these tough decisions including some tough decisions of a different nature that deal with Afghan government provincial officials tacit involvement in the opium growing areas. Like Iraq this will be a tough one for the US and the Europeans to sort out and make take a lot of patience and effort and some disappointments on the road before serious and lasting results that do not compromise basic American and European goals and intentions. With these goals and intentions the American and the Europeans seek to leave behind a peaceful modernizing state keeping its own faith and traditions with tolerance for others, at the same time that it respects women and economic development and modern education in science and technology that would make this development possible. And these goals would have to be applied as the vital test for the whole region Iran, Afghanistan, Pakistan, and India and for the basis of all policy towards the region, foreign policy, economc policy, development policy and regional issue policy like that of Kashmir. ...

US president Biden's State of the Union speech on Tuesday Feb. 7 is much awaited as he prepares for the 2024 election. Much of the major legislation including the Inflation Reduction Act and the Chips and Science Act had bipartisan support. America is back and building better, and Biden hopes to continue his efforts in this direction, even as he faces a divided US Congress. The changes in Saudi Arabia being made by 30 year old Prince Mohammed bin Salman amount to a large cultural change for Saudis. It means Saudi Arabia is now seeing a new generation of Saudis taking over, and making economic and social shifts as the Saudi young population surges and change becomes inevitable. Younger women are entering the workforce and foreign workers are leaving the country. Changes include having retail locations close by 9 pm instead of later so that people can spend time with their families. New jobs are being created in unlikely places such as renovating architectural monuments in Riyadh.

Allan Meltzer says a Fed QE III woud be bad monetary policy. He puts several questions to Bernanke- how the Fed and Ben Bernanke can know now what is the right interest rate policy in mid 2013, and what reason can the Fed give for adding excess reserves when U.S. banks have $1.6 trillion in idle reserves at the Fed. Meltzer cautions the Fed and other policymakers not to pay attention only to short term forecasts, which can be susceptible to large errors. And calls for attention to the long term consequences of their actions. One point he emphasizes is that the unemployment problem cannot be resolved with short term policy actions nor can it be resolved in a short time. It will take population growth, falling housing prices and rising rents to create opportunities for new construction. Another change is the transition to a less consumption driven and more export oriented economy. This transition which has started will also take time. He urges the Congress and the administration to focus on: reducing corporate tax rates by closing loopholes, long-term reductions in entitlement spending, a 5 year moratatorium on new regulations, and the Fed adopting an explicit inflation target between 0% and 2%....

NATO airstrikes played abig role in defeating Gaddafi's army. NATO has so far flown 7,459 strike missions, covering thousands of targets. The result has been the destruction of the Gaddafi regime's infrastructure and fighting capabilities of his forces. With every passing week the coordination betwen the rebel units and NATO for pinpoint strikes has improved. And in the final assault towards Tripoli NATO strikes destroyed any attempts by Gaddafi forces to launch an attack to retake Zawiyah. On the ground special British and French units have helped train rebel forces and improve their coordination and capabilities.

This editorial in the WSJ points to Bernie Sanders 15% lead over Donald Trump in a Jan. 2016 WSJ/NBC poll- with Hillary Clinton having a 10 point lead- as proof that Sanders should be taken seriously. It says that electability of Sanders is no longer an issue, especially because the 2016 election is coming up with many surprises, including a changed election environment. Other possibilities raised in the editorial- the possibility that an independent like Bloomberg might run if Trump is nominated, further increasing the chance for Sanders to be elected president. By splitting the Republican party a Trump or Cruz nomination could also put the House in jeopardy for the Republicans, removing the House as a check if a Democrat is elected president.
