The movement for Catalan independence is stronger in smaller towns in the interior of Catalonia. In Barcelona feelings are mixed, and it is possible that Barcelona would vote against independence. The city's leftist Mayor Ada Colau, says Barcelona is a pluralistic city with many opinions and is not pro-independence in the way the rest of Catalonia is. One reason is the cosmopolitan look of Barcelona with some of the residents coming from other parts of Spain. Prof. Bartomeus of the University of Barcelona says the support for independence is low in Barcelona compared to the rest of the Catalan region.

That worst case scenario detailed in an internal oil company report suggested earlier in 2006 that the field's output could fall by about 75% by 2008. Output at Cantarell fell from 1.92 million barrels a day in January to 1.74 million barrels a day in June according to the Mexican Energy Ministry. (Mexico's total crude oil production was 3.3 million barrels a day and it exported 2 million barrels a day in 2005). 2. POLITICS AND HISTORY CONSTRAIN PEMEX EXPLORATION. The Mexican constitution bars Pemex from joining with foreign oil companies to conduct exploration in difficult environment like deep water exploration using the technology of privte oil companies. Mexico however depends on oil revenuesfor a third of its federal budget and declining oil output and future price declines could severely dent Mexico's finances. So there is a new awareness that this situation requires change and action to encourage collaboration and investment in exploration and new technologies. Felipe Calderon who won narrowly in the July Presidential election promised such changesto allow private oil companies to participate. Industry analysts believe that Mexico could find new fields in the deep waters of the Gulf of Mexico if it could use advanced exploration technology....

Former U.S. Supreme Court justice, Sandra Day O'Connor, started a nonprofit civics education group, iCivics, in 2009. iCivics has 19 free online games with lesson plans for middle school students to learn about how the branches of government of the U.S. work, and the Constitution. About 3.2 million students used these online games in 2016, according to iCivics. Justice O'Connor now considers this her most important legacy. She says civics has to be taught to each generation, that it is not inherited. In one of the games Supreme Decision, a justice has to cast the deciding vote in a case. Another online game is Win the White House, and it teaches students about what a candidate has to go through in an election, a political platform, what a liberal or conservative is, selecting a vice presidential candidate to broaden his appeal, and making compromises in his positions where necessary. Justice O'Connor started iCivics after she realized schools were not teaching student how to engage in the political and other processes of governance. Filament Games, a learning games company in Madison, Wisconsin, designed the games for iCivics. O'Connor came across educational interactive online games after retiring from the Supreme Court in 2006, and this has become a passion for her, to teach young people how to become engaged in the process of governance at an early age....

The Federal Administrative Court in Leipzig, Germany, ruled in an appeal of a lower court decision, that German cities Stuttgart and Dusseldorf could ban diesel vehicles from urban traffic to reduce air pollution. Diesel vehicle technology of German manufacturers took a hit with the VW emissions cheating scandal. This ruling now puts pressure on the next German government to force car makers to take on estimated 8 billion euros in costs to refit older diesel vehicles to reduce pollution. Another option for government is to push this cost onto taxpayers, not a popular move. A longer term trend is also underway now that diesel fumes are seen as being more damaging to health than previously thought. Cars made up half of cars sold in Europe before the 2015 VW diesel emissions scandal when VW misrepresented the real amount of emissions taking place. This has dropped now to 44%, and is now more concentrated in delivery vehicles, craftsmen vehicles, according to analysts. This is expected to drop to 20% by 2025. The Leipzig ruling accelerates the decline of the diesel engine in Europe. As the Leipzig ruling is at the federal level the Environmental Action Germany which setup the lawsuit says the first diesel bans could go into effect in 3-6 months.    ...

Rakuten CEO, Hiroshi Mikitani, lived in Connecticut, completed graduate studies in the U.S. and speaks fluent English. It is now two years since his announcement that all business in the company will be conducted in English. July 1, 2012 was set as a target date after which all employee communication, including internal emails and memos would take place in English. All employees were required to take English language classes and employee tests in the language. Mikitani planned to expand Rakuten's operations overseas, and in these two years it has expanded to 12 countries from two countries, and plans to take this to 27 countries with 70% of sales generated overseas. Mikitani runs an e-commerce competitor to Amazon and he sees opportunities for the company worldwide and the need for employees to come out of their shell. He has long been a critic of Japanese elementary and secondary schooling in English. Most of the 3000 hours studying English after the seventh grade are wasted he says because most Japanese have trouble speaking English. A similiar effort to get employees to learn English has been launched at Uniqlo, a clothing retailer, and there is much discussion about this issue of improving the country's language proficiency as Japan's population ages and companies have to focus on overseas markets....

Cyrus Mistry, who is 43 years old, head of the Shapoorji Pallonji Group, a construction company, will be the new CEO of Tata Sons. He was a board director of Tata Sons for several years. His father is the largest shareholder in Tata Sons with an 18% stake in the company. Mistry, who comes from the same Mumbai based Parsi families as the founder and previous heads of Tata Sons, studied civil engineering at the Imperial College in London and management at the London Business School. He is an Irish national because of his father's marraige to an Irish woman. The previous chairman of Tata Sons before Ratan Tata, J.R.D. Tata, who ran the company for most of the postwar period, also had a similiar background, as J.R.D.'s father married a French woman. By virtue of its acquisition of the steel company Corus Group, and the acquisition of Jaguar-Land Rover, Tata Sons is now the largest manufacturing company in the U.K., in addition to being one of the largest and most well known companies in India. About 58% of sales now come from overseas. Companies in the Tata Group include Tata Consultancy (IT), Tata Motors (autos), Tata Steel (steel), and a range of other businesses in India. Didi Kirsten Tatlow describes the experience of Angel Feng, a 26 year old Chinese graduate from a business school in France, fluent in English, French, Japanese and Chinese. She intervews with Chinese companies in 2010, who always ask a last question about whether she is planning to have a baby and refuse to believe her when she says she does not plan this for five years. Her first job is with a company promoting Chinese brands, which turns out to be bad as the company fires people immediately to slash costs, maintains long working hours and does not respect basic rights. One woman has a miscarraige and is ordered back to work in three days. The socialist era structures have been removed in China and this includes some of the protections for women, and the old ideas are returning in force. Angel decides to work for a semi-state organization run by the Ministry of Education. Women's rights are better protected in state sector companies. The pay of $625 a month is abit lower but it has benefits, including lunch at the canteen, housing allowance, and hours are 8.30 to 5 pm for 5 days a week. Her employer, China Education Association for International Exchange, covers childbirth with employees given at least 90 days maternity leave with full pay....

The authors of the book Red Capitalism, two bankers, Walter and Howie, describe the evolution of China's banking system from the early days of 1974 to the present day. The account shows a sophisticated system of markets and companies, but behind the facade, is a more primitive system with its good side and problem areas. Risk is hard to define or capture in this system as the system is for the most part closed, trading entirely with itself. State controlled banks deal with stae entities in ways that are not so transparent. This distorts external perception of China's solvency. state debt for example is low, about 20% of GDP by one measure, but when all government obligations are added together, the authors say it is 76%. The whole business of providing, receiving and regulating money involves different state entities. As the system trades with itself, critical information about liabilities and pricing is concealed or difficult to figure out. The lack of outside entities setting prices disrupts efficient capital allocation and lets excesses grow within the system, making for concern about the future of this system.This is especially true considering that with the Asian crisis of 1997, then the US banking crisis of 2008, and the current crisis in the Euro-zone countries banking systems, excesses eventually take root....

Wal-Mart is expected to announce a five year plan to meet specific targets for lowering sodium, trans fats and aded sugars in a whole range of foods- including rice, soups, canned beans, salad dressings and snacks foods- in packaged foods sold under its house brand, Great Value. Other moves towards healthy foods are to move to eliminate the extra cost to consumers for healthy foods made with whole grains. It will also lower prices on fresh fruits and vegetables. This plan is similiar to other plans announced by companies such as Con Agra Foods which set a target of reducing sodium content in foods by 20% by 2015. New York City also has a public health initiative for healthy foods. another move by Wal-Mart is to get major food suppliers like Kraft, to follow the example set by Wal-Mart. Kraft sells 16% of its global sales through Wal-Mart. The move will be gradually introduced over five years which makes for slow progress, and the targets set for sugar reductions are much less than they should be, says Michael Jacobson, executive director of Center for Science in the Public Interest. Another serious drawback is that Wal-mart has not proposed to tackle the major cause of childhood obesity, which is the added sugars in soft drinks....

A Defense Department biannual report that is mandated by Congress points to little improvement in the last 6 months in Afghanistan. In 92 districts studied for the their support of the Afghan government or opposition to it, not one supported the government. In 44 districts the people were neutral in this evaluation. The number of districts sympathetic to the insurgency increased to 48 in March 2010 from 33 in December 2009. Clearly the Afghan government of Karzai has little support in the country and this remains the major question: whether this war can be successful in the face of this fact and its continuance, and whether the merits of expenditure of time, effort, resources and lives to keep a government like this in power makes sense for America's security interests. About $6.6 billion is allocated by Congress for the training of Afghan security forces. But the Afghan police force consists of mostly illiterate and poorly trained persons and virtually nonexistent judicial system. Combine this with corruption, incompetence and threats and this force is really ineffective. Overall the Afghan security forces once trained don't appear from this report to be able to sustain themselves in the face of an insurgency whose "operational capabilities and organizational reach are qualitatively and geographically expanding", and with "strength and ability of the shadow governance to discredit the authority of the Karzai government increasing."...

Overall consumer prices were up 4.4% higher in October 2010, than a year earlier, according to the National Bureau of Statistics. Most of the increase in prices was concentrated on food and energy. China is taking action to limit price increases. During previous rise in inflation in 2004 and 2005, the government has resorted to detailed price controls. China's cabinet of ministers, the State Council, has issued orders that local governments and other government entities provide temporary subsidies to help the needy cope with rising prices and to increase allowances for needy students. Chia fears social unrest if prices go much above 5%. The Food and Agriculture Organization of the UN warns that food prices have gone up by 10% in the poorer countries. According to economists, China is effectively printing its currency renminbi to buy $1 billon a day worth of dollars to keep the renminbi weak, so that its exporters retain an advantage in overseas markets. The central bank takes away some of this renminbi but not all from the system, by selling bonds to state owned banks and increasing the amount of reserves required at the central bank. To keep the renminbi from rising, China's central bank buys up the investment dollars that are coming into the country, as well as dollars coming into the country from the trade surplus....

Salzberg pays attention to tried and tested ideas and this adds to the value of what he has to say about managing and leadership. He emphasizes being prepared, being a little proactive and forward looking, thinking ahead. Its about being transparent and having people reporting to you being comfortable with being open and direct, sharing everything they know. He talks about the importance of being open to feedback, even as in his own personal experience when it takes effort, and takes some maturing to learn from what one hears and what people are saying. Questions he says that reveal more about a person are asking- was there something in the last few years that did not go well, why didn't it go well, and what did you do about it. In work his advice is cascade the things you learn through the organization by sharing it with others. Be yourself not what what someone wants you to be, find that thing which makes you unique, find ways to express this and make your contribution this way. And he says get out of your comfort zone to widen your horizons and see and experience new things. As Salzberg says these things were true in 1980 in his early years and are just as true today in 2011....

Krugman tell Obama, he will be facing his own personal 1937, if he doesn't get ready another stimulus plan. THe job numbers for June with job losses of 467,000, he says, are a sign of continuting economic weakness. The chaiewoman of the Council of Economic Advisors, Christina Romer, recently published an article on the lessons of 1937. Krugman points to earnings decline in the Labor Dept numbers and points to this as signs of possible deflation. He says the centrist Democrats did the wrong thing when they reduced the portion of the stimulus that went to help local and state governments as the local and state governments face the prospect of making harsh cuts that would only hurt the most vulnerable sections of society. And the cuts in the state and local government spending would undermine the effects of the stimulus spending at the federal level. He sees the Obama jobs program as just not upto the task. With 6.5 million jobs lost since the recession began he says and the 100,000 additionaljobs needed each month just to keep up with growing population, the joblosses hole he sees is around 8.5 million. And the Obama administration's goal of three and a half million jobs by the end of 2010 just does'nt prevent the bad scenario that is unfolding....

To see the changes in East Germany after the fall of the Berlin Wall one has to go beyond the larger cities like Dresden, Leipzig, and Berlin. One has to go to the smaller towns, which are rapidly losing population as young people leave for jobs in the western part of Germany. The government says the gap is closing between the western and eastern parts of Germany. It says $60 billion was spent on infrastructure and to support businesses in 2006-2008. ANd economic activity per person is now up to 71% of western part of Germany from 67% in this last decade. But look at the smaller towns in the east and you see young people leaving, the average of the people going way up, the population dropping, and with this unneeded or abandoned apartment buildings have to be bulldozed. Unemployment is double that in the west. In some areas the number of women between 20and 30 has dropped 30%. About 1.7 million people or 12% of the population has left East Germany since the fall of the Berlin Wall. About 2000 schools have closed because of ascarcity of children. The demographics were such in the early years after the fall of the Berlin Wall, that for a number of years East Germans stopped having children, says the Director of the Berlin Institute for Population and Development....

The chairman of India's Tata Group, Ratan Tata, talks to the WSJ's Paul Beckett. Tata Group now employs 357,000 people and gets 65% of saes from overseas. He describes the difficulties with the Jaguar and land Rover acquisition. And says Tata Motors did very well to extinguish $3 billion in debt arising from the acquisitions by raisng new capital, liquidating some assets and doing away with loose practices. The experience at the new location in Gujarat for the Tata Nano minicar is very positive and production is planned for January 2010. He has some words for India's government, saying that India will remain an agricultural country unless the government finds some better way to fairly and justly compensate farmers for their land where industrializaton is takng place. He sees an alien view of industrial development in W. Bengal and says Tata is better off from being away from that place. For the US and Indian firms operating in the outsourcing space he has some advice. He wants Indian companies to be sensitive to the American unemployment situation, the stress being felt by jobless people, and that its important not to be aggressive and alien to pain that is going on in the USA. Ratan Tata is a graduate of Cornell University in aeronautical engineering, and closely connected with the University. ...

Sweden's new government elected in 2006 after years of Social Democratic governments, is not in favor of state involvement in industry. The enterprise minister Oloffson says, the Swedish government is not prepared to own car factories. Southwest Sweden where Saab in located, in the town of Trollhattan, will be hard hit if Saab closes. It has 54,000 people, with 4000 employed at Saab. Saab turnedout its first car here in 1947. But its not the same Saab that became known for its engineering. Under General Motors Saab lost its edge as a car with advanced engineering. And last year Saab sold 93,295 cars, 21,383 in the USA, and this year demand will drop steeply. Already losses for 2008 are $343 million. No matter what the label meant in the past, the hard facts are that here is a neglected car company, which may sell only sixty or seventy thousand cars in the years ahead and keep going down in numbers, with no money for investment in new technology in these credit markets for declining numbers, and offering huge losses that may approach half a billion dollars in 2009. Even a Social Democratic government might think to pause. Given Sweden's generous employee retraining, would the money for rescue be better spent in some new field with better prospects....

Policies and actions taken today to reduce future consumption and to conserve oil will create expectations for lower prices in the future in relation to today's price. It will lower price pressures as these expectations get embedded, and as this makes it more profitable to produce more oil rather than leave it in the ground. In addition see the supply of Iraqi oil, and efforts to reverse the oil supply situation in Iran which may happen with a different administration in the US. The reduction in fuel subsidies in Iran would lower oil consumpion in Iran. Efforts to reverse years of decline in Mexican oil fields, and increase supplies in the US by drilling in new areas, would create new supplies. While supply would see changes, demand would see a new fuel efficient car fleet on the streets in several years, and better use of mass transit and rail transit, and oil conservation across the board, this would then create anew and favorable dynamic. But look for oil prices to stabilize at lower levels in relation to current levels of about 140 and higher as it rises in 2008 and 2009 till new expectations get embedded, and not a sharp decline in prices, as pressures from the developing world's demand will continue for years to come. Think a billion people being absorbed over time into urban type economies....

A locally produced ton of hot rolled coil steel in India, an industry benchmark, is up 42% in price to $675, since January 2008, when Tata unveiled the Nano. Raw materials account for a higher portion of the costs of making a car like the Nano, and account for 23% of the costs of making the Nano, according to consultants Global Insight. This means margins will be harder to preserve on the Nano. As Ratan Tata, Chairman of the Tata group of companies put it at a shareholder meeting July 24, "if we passed on all costs to the consumer, it will affect demand, and if we don't it will affect margins". Tata is accomodating suppliers like Rico Industries that make the engine blocks that use steel for increased costs of raw materials. Other costs also are going up. For new car loans the interest rates are between 14 and 16% and fuel prices are going up making the cost of operating the 50mpg Nano costlier for those riding motorcycles. Tata faces other higher costs, its managng director Ravi Kant says the project for the Nano plant in Singur is costing more. The $470 million invested so far is 18% more than it had projected in January and double the amount stated when the prject was started in 2006....

Britain's National Health Service IT initiative failed because of a top down emphasis and focus on procurement. The project was started by Labor in 2002 and budgeted for 12 billion pounds. Lohr talks with Dr. David Brailer, and Dr. David Blumenthal, who headed the program for health IT in the Bush and Obama administrations, and with Richard Alvarez of Canada Health Infoway, which is the nonprofit corporation setup for conversion to electronic health records in Canada. Dr Brailer says the program in the UK was forced top down on doctors and nurses, and seen as a procurement program, ignoring the human aspects related to doctor preferences. Dr. Blumenthal empasized the need for collaborative effort all the way with doctors and nurses in a program of this kind. The confrontation that resulted from the lack of participation by health care professionals led to failure. Britain's new Cameron government ended the program.
