Catalan leader Puigdemont moves from Girona to Marseille and onto Belgium, as he and other Catalan separatist leaders flee Spain. The Washington Post points to the many missteps in the efforts of separatist leaders. The leader of the Catalan Socialist Party which is pro-union says it was a mistake to declare independence. The process of declaring independence is now seen as undertaken hastily without considering the economic consequences, as companies headquartered in Barcelona are moving outside Catalonia, and economic uncertainty is likely to hurt Spain and Catalonia.

JP Morgan Chase CEO Jamie Dimon's confidence in Ina Drew was based on her hands on abilities, especially demonstrated during the 2008 financial crisis. Current and former bankers in this account by the Times Silver-Greenberg and Schwartz, say things changed in the years that followed. In 2010 Ina Drew was ill with Lyme's disease. The conflicts between the risk taking propensities of traders at the London trading desk under Mr. Macris, and the more risk conscious New York trading desk under Ms. Duersten, had already led to shouting matches under Ina Drew. After her illness and her absence from the office for long periods this spilled out into the open. In early 2011 Ms. Duersten left Chase after 16 years. Her replacement who would be new to Chase could not restrain the risk taking propensities of Mr. Macris and the London trading desk, the way Duersten and Ina Drew had done earlier. Macris and a trader reporting to him, Mr Iksil (referred to as the "London Whale" for his massive trading positions and bets), were free to operate without any restraint in this environment. Ina Drew returned in 2011, but she was not the same hands on person after the illness. She moved to the corporate offices on the 48th floor, instead of being on the floor above the New York trading desk. In 2008 she had held daily meetings with traders required to defend their trading positions. This did not happen in 2011. Jamie Dimon learned about the London Whale in the Wall Street Journal, April 6, 2012. Dimon's efforts in pushing back against stricter regulation, stress tests, and other issues were to lead to the CEO of the 2008 crisis becoming a much more distracted person in 2011. He was taken unawares by the breakdown in the relationship between the London and New York offices of the Chief Investment Office, the changed situation of Ms. Drew, and that risk management controls at the bank were not in place. Risk management overly depended on one person and the trust of the CEO in that person, and was not institutionalized. At the same time it should be noted that Jamie Dimon became CEO of Chase after the acquisition of Bank One in 2005, and Ina Drew was hired in that year, only three years before the crisis of 2008. The merger of other banks into JP Morgan Chase created a bank with $360 billion investment portfolio- even Ina Drew had never previously handled a portfolio of this size and the complex risks brought in with the Washington Mutual portfolio....

Faiola points to public opinion in Ireland that shows the recovery in Ireland looks better on paper than it really is. Opinion polls show a large gap between the views of the government and of people in Ireland. EU estimates of growth in GDP of about 1% is inflated by profits of multinational companies such as eBay, Facebook and Google, a large part of which is repatriated. The multinational companies employ only 7% of the workforce. In reality consumer spending, retail sales and bank lending have suffered, and unemployment is at 14%. The feeling in Ireland is that the austerity cuts alone- spending cuts, higher sales and property taxes- with no effort to support growth, will leave the country in this situation for many years. A ruling by Ireland's attorney general that a referendum is required for approval of the new EU agreement on fiscal discipline, means that a referendum wll be held in June 2012. In 2001 and 2008 Ireland rejected EU treaties, only to obtain concessions and approve the treaty in second referendums. This time the referendum is expected to be seen as a vote on the three year agreement reached by Ireland with the EU, the IMF, and ECB in 2010, as its banks were on the verge of collapse in a property bubble. That agreement imposed strict austerity measures. Under the treaty terms only 12 of 17 EU countries have to ratify the treaty. The Socialist candidate in upcoming French presidential elections, Mr. Hollande, has called for renegotiation of the fiscal treaty to include measures to promote growth. For young people in particular, immigration- to Australia, New Zealand, Canada- is looking like an attractive option. For new graduates jobs are scarce, and cuts in university subsidies mean additional out of pocket costs of over $8000 a year with no student loan options....

After public opinion comes out against it, the Obama administration decides to end the NSA's bulk collection of phone data program in March 2014. Under the decision the phone companies will not be required to keep the data for longer than 18 months, as it was determined that older data was not as useful. And the specific phone records can now be obtained ony after permission from a judge with a new kind of court order. The bulk collection of phone data program was justified by Section 215 of the Patriot Act, passed under the Bush administration to tackle terrorist threats following the 9/11 attacks. That program was outside any judical oversight. In 2006 the Bush administration Justice Department had the Foreign Intelligence Surveillance Court authorize the program. Under Section 215 the FBI is able to get court orders for records relevant to an investigation and this authority was broadly interpreted as allowing NSA collection of bulk phone data.

The resistance of some youth and younger people to social distancing and mask wearing guidelines and restrictions on gatherings, is one of the hard to understand behaviours in France, Florida, California and other parts of the western world. On one day alone 500,000 persons went to bars in Los Angeles County the day after after they reopened on June 20, according to some reports. The surge in California today is not something that just happened or fell suddenly from the sky.

In France after 72 cases were detected in the Quiberon peninsula the top regional official told about "the irresponsibility of young people vacationing or living here gathering in large numbers for festivities, ignoring the danger." Some of the people 18-25 years have with the risky behaviours increased the level of the dangers in this pandemic in many countries.

The $125 billion rescue package adds 10% to Spain's debt, increasing it to 90% of GDP, say analysts. Fitch Ratings says, Spain's debt would reach 95% of GDP in 2015 even if it uses only 60 billion euros of the rescue package to recapitalize banks. An earlier forecast by finance minister Luis de Guindos put the debt to GDP ratio at 78% for 2012. The lack of the architectural underpinnings for a common euro currency such as deposit insurance and guarantees for deposits at eurozone banks, and the fiscal supervision of banks by a European financial authority that goes with it, has resulted in the continued lack of confidence in financial markets after the rescue package.

Tariffs imposed on Brazil for cocoa, coffee, meat and fruits have been lifted. Lula asserted Brazil's independent institutions and Brazil as a sovereign country. The tariffs were never popular in Brazil and Lula's popularity in Brazil is now up to to 33% after an earlier decline. He is more energized and at 80 is expected to run again for office. COP30 just completed in Belem, Brazil, and Lula has received favorable response in trying to salvage the climate agenda following the shift away from costly climate change decisions to the cost of living crisis.

Orlando Patterson, a Professor of Sociology at Harvard, says Mr Obama is seen by inner city blacks as too remote from them and their lives to be a role model. And that he is more likely to influence the racial attitudes of middleclass blacks and younger white Americans. He sees constructive effort in policies for education, improved parenting in black families, and efforts to help disadvantaged white and minority families. But he does not see Obama in any way ending America's long ordeal with race.

The Pirate Party, a party of digital activists favoring more transparency and sharing of information online has about 10% of voter support according to recent polls. The Pirate party concept started first in Sweden, but it is in Germany where it has gained political support. This party was founded in 2006 in an underground Berlin nightspot C-Base, where many digital activists gathered. In Sept. 2011, the German Pirate Party gained 9% of the vote, 15 of 249 seats in the Berlin state elections. This was repeated in the Saarland state elections, and now is likely to happen in elections in Schleswig-Holstein and North Rhine-Westphalia. These votes are coming at the expense of the Free Democrats and the Greens. The Free Democrats are hurt badly, and may not make the 5% of votes needed to win seats in North Rhine-Westphalia. The Greens are seen as part of the establishment, giving the Pirate party support from people thinking outside of the establishment. The polls show the Christian Democrats having voter support of 35%, Social Democrats 27%, Left 7%, Greens 14%, Free Democrats 3%....

Medvedev set up athink tank last year with Igor Yurgens as head , which was to come with new ideas for Rusian economy and foreign relations. He called for Russia to change course and work with the US and Europe t o work its way out of the crisis. T do this he told a seminar organized by the American Chamber of Commerce in Moscow, that Russia should create dialogue with the people, and experts should be brought into the discussions, and the government guys need to dialogue with both the people and these experts inside Russia and abroad. The suggestion is that policy should come out of vigorous discussion, and the government guys should consult, listen and they should win honestly in the discussions in this policy debate or change course as necessary. On Georgia and Ukrainian gas supplies cutoff, these wounds he says should be healed by making symbolic gestures to Europe and the USA, like the one that Vice President Biden made, in saying in Munich that the US needed to press the reset button in its relations with Russia. The Russian government says that the economy will contract by 2.2% in 2009....

Obama is not going to shy away from developing a solution for the 12 million estimated illegal immigrants in the country, for some form of path to legal staus. The issue will be taken up this year. It does not have the same priorities as health care and energy and education, but as a human issue it will be addressed this year. The lives of people who are doing a lot of the work Americans normally do not want to do is entertwined with the economic crisis, as the lives of these immigrants are likely to be made even more difficult by this crisis. The idea is to give those who are here, and as it appears are likely to remain here, and their families, the opportunity to lead normal lives. Not see families broken or torn apart as a husband or wife has status and the other does not, or lives worsen for those who have done the menial and labor intensive jobs in factories, agriculture and in construction, that Americans born to parents from an earlier generation of immigrants do not wish to do because they have better opportunities. As it is an issue that has drawn opposition and aroused emotions, it will be tackled by framing it as "policy reform that controls immigration and makes it an orderly system." Rep. Gutierrez, who is from Chicago, is building support for the cause by speaking at churches around the country, and having church leaders speak at these meetings, in a movement that is reminiscent of the civil rights struggles for black people. Mr. Obama will speak publicly on the issue in May, in the summer he will convene working groups, including lawmakers from both sides and a range of immigration groups, to begin discussing possible legislation by early fall. The plan would not add new workers but normalize the living conditions of people already here, and who information shows are not returning home. Its also supported by a key and growing constituency in American politics, the Hispanic voters. It was a campaign promise that Obama intends to keep, and if successful only draws the Hispanic vote closer to Obama....

Micheline Maynard gets diverse views on bankruptcy filing and bailout for General Motors and Ford. Out of hundreds of comments, (looking at the comments based on reader recommends from 70 to 15 readers recommend range), with over 90% of comments favoring no bailout money for automakers without coming to grips with problems and replacing management and the board, it is clear that readers cite in order of importance the following against the automakers. Complicity with Congress and lobbyists in keeping fuel efficiency low. This sent billions of dollars to mideast nations for oil, which in turn bloated liquidity here at home, helping fuel the cheap credit era in the US and building consumer and mortgage debt. This lack of conservation in gasoline use burdened economies around the world with high oil prices, and then hit the car companies in Detroit hard as sales of large vehicles collapsed. Its entirely the Detroit carmakers own shortsightedness they say. Second most mentioned is bad management, and bad decisions and arrogance. Third the unions bloated contracts, and bankruptcy as the only way to get rid of them. Fourth failure to make green cars. Fifth the lack of any idea what $25 or $50 billion given to GM and Chrysler would get the taxpayer, because if the market has collapsed then more money will be needed each year to pay salaries and contiinue operations in 2009, followed by 2010. The market has gone from 16 milllion to a 10 million rate in October 2008, if it drops to 8 million in 2009, it would require the companies to shrink by 50% as a rough guess, and the union contracts just negotiated would be totally inappropriate for the new market and financial conditions. Getting rid of those union contracts could only be done in a bankruptcy filing, as in bankruptcy everything would have to be done from scratch. Whereas in a bailout the unions would simply refuse to cooperate as they have done in the past. This is also what readers are saying when they say let the market economy work. A look at the reader comments on similar articles in the Washington Post and the WSJ also show an overwhelming number of readers not favoring taxpayer money for automakers without serious changes, and bringing a completely new management and board to get things off to a fresh start, with no legacy from the past. ...

During the campaign and in the crucial Iowa primary Obama used newspapers, small and large, to get his ideas across. At one point he gave six interviews to one columnist for the Daily Times Herald of Carroll, Iowa, (circulation: 6,000). He chatted with reporters from papers like the Mason City Globe Gazette, Fort Dodge Messenger, and met with editorial boards of papers throughout Iowa. Some of these media may just be curious to hear a new kind of message, and Obama could use the communication skills developed in years of writing to express his ideas and his vision all in a casual setting, seeing faces, expressions, feeling the way the way people responded, and all the time listening to what they had to say. Now the same approach is to take world newspapers as another outlet through the Tribune Media Services which enables him to run an oped column in 30 papers around the globe. Here is the list: Arab papers are Al Wataan (Gulf States) Asharq Al Aswat (regional paper in Arabic), Gulf News (Gulf States), Saudi Gazette. European papers are: Corriere della Sera of Italy, Die Welt of Germany, International Herald Tribune of Paris, Eleftyropiea (Greece), Kristeligt Dagblad of Denmark, Le Monde of France, Lidove Noviny of Czechoslovakia, NRC Handelsblad of Netherlands, Svenska Dagbladet of Sweden, WPRost of Poland. South American papers: El Mercurio of Chile, Estado Sao Paulo of Brazil, Clarin of Argentina. South Asian and Asian papers: Hindusthan Times/ The Hindu of India, The News of Pakistan, South China Morning Post of HongKong, Straits Times of Singapore, Yomiuri Shimbun of Japan, Bangkok Post of Thailand. In South Africa the Sunday TImes, in Australia the Sydney Morning Herald, and The Australian, and in the USA, the Tribune papers which are Chicago Tribune, Los Angeles Times, Baltimore Sun. These are all distributed through the connection and means of the Tribune Media Services. The key point inthis communication effort is to signal something that may not have sunk in, in many parts of the world. A deep and all pervasive truth that is emerging from this crisis. We are all in this together in ways you can't imagine, as were in one boat and we float or sink in it together. Leave language, culture, borders aside, its aprofoundly new world in which the Obama story itself of multiculturalism may just be scratching the surface of really deep pervasive changes that are happening. Obama may actually not have hit this point hard enough. "Once and for all, we have learned that the success of the American economy is inextricably linked to the global economy. There is no line between action that restores growth within our borders and action that supports it beyond. If people in other countries cannot spend, markets dry up- already we have seen the biggest drop in American exports in nearly four decades, which has led directly to American job losses." This is dramatically proven by the latest Commerzbank estimates that show the 2 largest export based economies, Germany and Japan will see a contraction of GDP of 7%, USA 4% contraction and China, Eastern Europe and other parts of Asia and Latin America will also be impacted severely by the same phenomenon of markets drying up around the globe. And Obama offers the simple message that the United States is ready to lead, and asks its partners in the G20 to join with a sense of urgency and common purpose. Obama goes on to say that " we need not choose between a chaotic and unforgiving capitalism and an oppressive government-run economy. That is a false choice that will not serve our people or any people." ...

Neil Irwin in the NYT why the U.S. China Phase 1 Trade Agreement is more than a hill of soyabeans as he puts it, more than about all the soyabeans that the U.S. farmers can sell to China. China's economy was seeing the effect of U.S. tariffs. Additional tariffs to cover all imports from China to the U.S. would have worsened this. China avoided this by agreeing to Phase 1. The U.S. had looked for some enforcement mechanism based on China putting this down in a written agreement particularly for avoiding subsidies to state enterprises and improper access to U.S. advanced technologies. China's reluctance to do this led to Mr. Trump saying that China had reversed its position and Trump expanding the tariffs stage by stage. These issues are now set aside for Phase 2 still to be negotiated. Both sides taking what they could get. China relief from the threat of tariffs on all exports. The U.S. under Mr. Lighthizer's negotiating leadership retaining the enforcement idea through the tariffs that are still in place of 25% on half of China's exports to the U.S. The bonus for Mr. Trump is the goodwill China generates by agreeing to buy all the U.S. farmers can produce, farmers having not only stood behind Mr. Trump but also forming a key part of his support base. China will continue to compete in technological areas with the U.S., and the state enterprise model which worked for China as Mr. Xi tells visitors will continue. Phase 2 is just that Phase 2, when and if it can be negotiated between Trump with his negotiator Lighthizer and Xi with his negotiator Liu He. On key points neither side is budging. A key goal for Mr. Trump is to put the trade surplus China enjoys of $300 plus billion a year with the U.S. on a serious downward path, and bring so many of the jobs and manufacturing back home. On this trade data for 2019 and the plan for 2020 of both countries is clear. It should be down each year by 10-20% for the next few years, a major achievement of Mr. Lighthizer, who did the same with  Japan under president Reagan. ...

The failure to shake German chancellor Merkel's hand was not a proper diplomatic move and shows lack of public respect for Germany with which America shares a common history. China, Japan and South Korea routinely provide assistance to their companies and through this to the workforce.  Economists who lacked understanding of business stuck to an ideological idea that the capitalist system of Adam Smith was built on fair competition. What they did not understand was what was meant by fair and what capitalism prevailed since the beginning of the Industrial Revolution in the 1750's and Adam Smith's days. Much of the British business was based on its own version of fairness and trade which meant whatever worked for British domination of trade, the oceans, and markets. These economists missed this completely. Now the US shows it is able to do what Britain of Smith's days and Japan, China in the post 1950's and 1990's have done to dominate world trade and world shipping and logistics, and has the funds to provide assistance to American companies for world markets. $550 Billion from standard 10-15% tariffs charge for all nations to access US market as a fund to finance US Manufacturing.  ...
