Putin takes the first step for Russia to join in discussions for a lasting peace. More than a ceasefire is needed, as many ceasefires have come and gone and the war is now over 15 years old, pausing for a while and then starting again many times. Russia calls for addressing the underlying issues behind the war.  It started with Russian support for Yakunovich 2010-2014 which ended with the Maidan protests in Kviv and Lviv. Russian and Putin strategy at that time was that as long as  a pro-Russian or a person leaning towards Russia with good relations to the West -as existed in some of the former states in Eastern Europe during the 1980's during the Soviet Union such as Poland and GDR- this would be acceptable. The Maidan protest led upheaval thus had a contrary effect which Germany under Merkel and France under Sarkozy and Hollande failed to grasp. Obama judged Russia by its GDP, ignoring its history and relations among European states as one of the major powers in Europe, a technological state with nuclear power. As China shifted away making the integration of Hong Kong and now Taiwan a priority under president Xi, and asserting the virtue of its state run capitalist system over free market capitalism, the fissures began to develop in the system that prevailed after World War II and which survived the fall of the Berlin Wall. These are some of the origins of the war and are also in some of its aspects geopolitical and relate to world peace,, and peace inside nations in general outside the Ukraine war. And here relate to Venezuela Mexico and US inaction in tackling borders and cartels, the US border with Mexico, Syrian war and Syrian refugees entering Germany/Europe, the anti refugee movements in Germany and the EU, refugee crime in US and Europe, all connected in some way to the unsettled borders of the Russian state with US and Western European + Eastern European states in NATO and the EU nearby. And the limiting or removal of Russian influence in Ukraine seen by Russia as unacceptable in regions nearest to Russia that speak Russian. Britain has the virtues of its parliamentary democracy, yet it is far from Russia's borders and it just like the Russian Empire had an Empire in India and a near thing to an Empire in China, as recently as 1950, over history of western colonial empires of 500 years not too long ago. Which means it is good to be starry eyed but the reality in European history since 1400 is of dominant states and colliding or co-existing spheres of influence, mostly co-existing in some balance of different states in the interests of peace and welfare of the people.     ...

How is the US without restoring its industrial base going to build its Navy? This is a question Mike Pence, the Conservatives in the Republican Party have to answer. Or if they do not take on this question are they using a playbook that is obsolete, was obsolete for a decade, and is now dangerous as if this opportunity to rebuild is not taken USA may lose its leadership in the world. Foreign Investment coupled with US and US Government investment- Mike Pence and Conservatives in the Republican Party, Wall Street interests say the US is losing foreign investment through its tariffs program, and faults it for targeting Europe, Canada, India, America's allies. DJT includes these countries because it makes it easier to come to an agreement with China that offers to abide by the original rules of fair trade when it is not singled out. It is to convey beyond a doubt to China that the US intends to play fair and expects the same from China as one of China's friends throughout its struggle with British and Japanese imperialism and colonialism. Compared to the situation in North Africa in 2016 with emigration to Europe and the migrant crisis happening without any preparation to prevent it in 2015-2016, Germany and France are acting in coordination with Russia and Turkey, Saudis, UAE, to provide stability to the region. Angela Merkel will host leaders Macron, U.S. Secretary of State  Pompeo, and representatives of foreign powers in Berlin to work out a deal for disengagement of foreign powers. Turkey and the United Nations support a government of National Accord in Tripoli which controls the west of Libya, and a Libyan-American Mr. Haftar has a militia that controls the south and east with the help of Egypt, UAE, and Russia. Earlier the U.S. under president Trump had distanced itself from the region, but Mr. Trump and his advisors now see the need to engage in the region to ensure stability, and support the Europeans in the effort to prevent the large scale emigration that threatens European unity. Europe following the 2015 Merkel migrant crisis is acting with the policy of heading off both wars, terrorism and economic dislocation that fuels emigration right at the points of origin, before it even starts. This shows that the French after action in Ivory Coast and Mali and the Germans with aid to Africa are remaining involved in development and stability programs in Africa, lessons learned from 2015. The goal of the Berlin meetings is to arrange high level agreement for foreign powers to withdraw from destabilizing the Arab regions in North Africa particularly Libya by supplying weapons and support to quarreling factions. ...

Argentina's government of president Alberto Fernandes is making a state takeover of Vicentin, a soyabean exporter which filed for bankruptcy in 2019 and is in ongoing court proceedings. Mr. Fernandes says he is doing this to rescue the century old agricultural firm to protect Vicentin workers, and 2600 farmers who sell crops to the company. Vicentin is Argentina's top exporter of soy meal and soy cooking oil. Mr. Fernandez says the company is a very important asset for the entire Argentine economy. Argentina's farm exports are its main source of earnings in dollars.  A drought in Argentina's farm sector in April 2018 led to a drop in export revenues and worsened Argentina's financial position leading to the 2020 default on Argentine debt. In 2018 the farm sector lost a third of its crop value and 1.5% of GDP. Growth in 2017 was 3% but declined to 1% in 2018. A number of other factors including overborrowing using dollar denominated debt led to the economic crisis in 2020 right in the middle of the pandemic in May 2020. Fernandez is a moderate compared to the previous Kirchner administrations and was elected in 2019 to get Argentina out of the debt crisis after confidence in president Mauricio Macri declined. Fernandez has tackled the coronavirus crisis with an early lockdown compared to neighboring Brazil which has not taken decisive action making Brazil the second largest after the U.S. in cases. This gives Argentina some room to tackle the debt crisis and negotiations with the IMF, lenders. ...

The situation in China with recent rural migrants shown to be different from the migrants from rural areas in the earlier phase of development after the opening in 1990 under Deng. The overnight eviction of recent rural area migrants from Beijing, referred in official documents as "low-end population" leaves this segment of the population (about 90 million) facing uncertain future. The previous generation of rural migrants were seen as more stable as they could farm and had connections to the villages and rural areas. The new migrants lack connection to villages and have little experience working on farms. They were born since 1980, and are seen in party documents as a new generation of migrants. The earlier generation had seen the upheavals of the Cultural Revolution and memories of poverty, and were focused on basic needs.  The new generation of migrants is more dissatisfied, has more education but of lower quality, some were left behind in rural areas by parents who migrated to cities, and men in this group face a lack of women partners because of the one child system and decline in female births. Two thirds of these migrants are unmarried and the men lack the income to pay what is called a reverse dowry of having an apartment and a car to attract women for marraige. The governing party sees this new group of $90 million which has no access to subisidized education and health care under the resident "hukou" system as a source of instability in urban areas of China. ...

Sunderland in the northeast of England voted 69% for Leave in the Brexit referendum. It is one of the most deprived cities in the UK and after years of neglect by leaders and political elites it voted Leave to express its resentment of its treatment. Following the collapse of the shipbuilding industry the northeast of England has suffered from high unemployment with a third of the children living in poverty. Yet today there is a marked shift and cooling of the sentiment for Leave, as many of the promises made by the Leave campaign that more money would go to National Health Service, the economy would improve, and contributions to the EU would be diverted to England, appear to be broken. About $445 million was sent to the northeast of England from 2014 and helped the local economy. Benefit cuts, and austerity measures were continued by the May government in the northeast causing people to have doubts about the Brexit Leave campaign's promises. The EU's requirement that people of EU origin could work in the UK had riled residents in the northestern England deprived areas. Now a more realistic assessment of withdrawing from the EU is now taking place. About 60% of the exports of the northeast of England go to the European Union. The effect of this will be felt in this part of England and the costs of Leave are finally sinking in  for Sunderland residents. A Nissan factory in the area is a major employer and the government has stepped in to protect jobs. ...

As Keith Bradsher of the NYT points out in this report too much may be made of the tariffs of 25% imposed by president Trump on steel imports. The effect Bradsher says on China is trivial because China imports make up a fraction of 1% or 0.1% of China's production, and only 2% of American steel imports. Most of China's aluminium is made into products such as auto parts and solar panel frames, and little of it is imported as raw metal. On the day the tariffs were announced, China's top economic official Liu He met with economic officials of the Trump administration and China's reaction was cautious and reflected the fact mentioned b.y Trump about its huge trade surplus with the U.S. of $375 billion in 2017. China's officials stated "that its dialogue with the U.S. was very useful, constructive, and helpful."  China's principal goals are first to preserve its broader trading relationship with the U.S. which gives it th $375 billion trade surplus for 2017 and creates millions of jobs in China, and to preserve its ability to invest in the U.S.  This has given China access to American technology and manufacturing expertise that would be difficult to develop independently. The Trump administration is meanwhile working with senior members of Congress to come up with new rules for tighter scrutiny of Chinese investments in the U.S. as a new phase of competition in technology takes place between China and the U.S.  ...

US House Republicans are pursuing cuts in spending of as much as 50% in many programs that are considered essential, such as a 50% cut in foreign aid at a time of global food insecurity, deep cuts in the FBI's counter intelligence budget, deep cuts in healthcare services and housing to low income Americans following the pandemic and high inflation, and other cuts to services benefiting workers and families. Democrats in Congress and president Biden oppose such cuts and hope to eliminate the deficit with cuts that do not place an unfair burden- taxes on the wealthiest with over $100 million and on stock buybacks would generate about $2 trillion to cover the whole deficit which is in the range of $1.4 trillion in 2023 moving to $2 trillion a year. Much of the Republican plan is being shaped by Mr. Trump's former Budget Director, Russell Vought, says this report in the NYT. Mr. Vought calls it an attack on the bureaucracy and woke spending. Germany's Foreign Ministry warned in a cabinet note that investment by China's COSCO in Hamburg port terminal "disproportionately expands China's influence on German and European transport infrastructure as well as Germany's dependence on China." Germany handed over a 25% stake in the Hamburg port terminal to China's COSCO shipping with the decision approved by chancellor Scholz. Several government ministries in Germany including the Economy ministry headed by Habeck and the Foreign Ministry have opposed the bid which is seen as having geopolitical aspects as Germany has no stakes in Chinese ports. "On behalf of the Foreign Ministry, I point out the considerable risks that arise when elements of Germany's transport infrastructure are influenced and controlled by China- while China itself does not allow Germany to participate in Chinese ports," said the note from the Foreign Ministry brought forward by Anna Luhrmann, Minister of State for Europe.  China is seen by Germany and NATO as posing security challenges. This editorial view in The Guardian says the Tories win in 2019 was a result of homeowners and mortgage holders feeling richer with the soaring house prices in England. It could hurt the Conservatives as interest rates rise and house prices drop. Conservatives could lose support gradually, then suddenly as home prices drop fast. It cites the forthcoming book Shattered Nation by Prof. Danny Dorling of Oxford University on the extractive model of housing in Britain being out of step with its European neighbors. Dorling says that had house prices gone up with inflation in the last 70 years, the average home in Britain would have cost 63,000 pounds, that is twice the median UK salary of 31,000 pounds. Instead government's ONS shows price of average house in Britain is 296,000 pounds in 2022 August, up 36,000 pounds- the price increase of 14% is one year's salary. Dorling says money is siphoned off from the less well off to the already wealthy when paying excessive rents, buying an overpriced house, or keeping up with larger mortgage payments. India's Commerce and Industry Minister Piyush Goyal sets out the new Foreign Trade Policy. It moves away from giving incentives to exporters to remission of taxes and lower costs for smaller medium sized enterprises. The new export target is for goods and services exports to reach 2 trillion dollars by 2030 from $760 billion in 2023. The new policy will go into effect in April 2023. India's exports have grown 75% from $435 billion in 2015 to $760  billion in 2023. Under the new policy Indian exporters can source goods in one country and send them to a third country without touching Indian shores. Wider engagement will take place with States and Districts to promote exports at grassroots level. DGFT, Director General of Foreign Trade offices of DGFT will interact with district collectors to push exports. India's Commerce Ministry will also conduct a massive global outreach sectorally and country wise in tandem with the External Affiars Ministry  over the next 4-5 months. E commerce hubs will be established to generate $200-$400 billion in e-commerce exports. India's share of world trade is very low and needs to be pushed up to 7-10% says Commerce Secretary Sunil Barthwal. ...

Indian exports to China declined in the covid pandemic years when China experienced little or no growth. This has worsened the trade deficit, yet this is temporary. Imports have worsened with Chinese dumping of products into the country. This should not alter India's policy of building close trade and investment relations with the US and the European Union as its main partners. This is also consistent with the prime minister's Atman Nirbhar Bharat policy. The author of this report in Hindustan Times says policy should integrate India with China and Factory Asia, yet this ignores India's growth trajectory as it is only now building up momentum and will for the next decade see the kind of growth Japan and China made in their peak growth period, even as China slows down and forms a smaller part of the global supply chain. US policy is for India to form the major part of the supply chain replacing China at some point as the leading supplier, even though it is moving gradually to get there. India should make policy as Modi has done for 2030, then 2047, and reach its own potential acting in concert with US and EU. ...
