Higher inflation and interest rates at 2.2% are having a profound effect on the Japanese economy. Japan is starting a new era of positive interest rates with the first interest rate increase in 17 years this week. Pay raises reached an average of 5.28% in 2023, according to the Japan Trade Union Confederation where the highest for the previous decade was 2.4%. PM Kishida has pursued a course that encourages workers to get needed pay raises. It will affect everything from US mortgages to how much money stays at home and is invested in Japan. Japan holds $4.2 trillion in foreign investment holdings of which $1.1 trillion is in US Treasury bonds. As the differential with US interest rates decreases - varying from 1.5% to 3%- it will increase investment in the Japanese economy and in manufacturing at home. Japan has seen low wages and a hollowing out of its manufacturing sector similar to the US creating a sense of less hope for the future. This shift to investing in Japan is a change for reasons of supply chain reliability and increasing confidence of workers and worker's families in Japan. ...

From 2007 to 2022 US electricity demand flattened with new energy efficient technologies. It is now poised to increase from 2022 to 2035 and the process is happening  with approval of new natural gas plants and new data centers, new manufacturing plants needing large amounts of renewable energy. This say Plumer and Popovich in NYT could very well upset president Biden's plans to get 100% of energy from renewables by 2035 and cut greenhouse gas emissions by half to tackle climate change. Utilities are moving ahead with putting up new natural gas plants, and new data centers are needed for the shift to remote work since 2020, electric automobile and chip making plants are coming up at a rapid pace. Without a sustained effort the climate change action needed may not take place with the long lead times to bring renewable solar, wind and other energy and put it in place for transmission. In the 1980's Japan was the rising industrial nation in semiconductors. By 1985 Intel which dominated memory chips faced challenges in quality and cost and cheap capital from Japanese capital markets encouraging exports. By 1988 Japan took over the market. What Morris Chang is not telling is that Chang already had the Japanese example in 1985. If Japan could do it on all three fronts quality, cheap capital with government assistance, and ten year effort Chang and Taiwan could do this and accomplished this which it has done. ...

Decriminalizing hard drugs led to all sorts of problems in Portland Oregon and citizens feeling unsafe with and increase in homelessness and increase in drug activity. Mike Baker talks to Portland Mayor Ted Wheeler about how a Proposition Measure 110 in 2020 decriminalized drugs with three fourths of Portland supporting it. Not anymore as most people still feel unsafe. Governor Gina Kotek has reimposed criminal penalties for possession of drugs. And Wheeler now supports expanding the police force. It is a three year experiment that went wrong also creating a sense that there a personal safety problem for ordinary residents of the city. The lack of behavioural facilities to help people affected added to the problem. This has lessons for all parts of the country, Wheeler also says the politics also went awry. Safe streets, safe neighborhoods is part of the infrastructure that America is building across the country under the Biden administration, safety and ease of living are what infrastructure and rebuilding America is about. His niece is shown in the adjoining article as an adviser in the White House and now campaign manager for 2024. She is a softspoken Latina who grew up around Chavez in the fields and farm pickup trucks of the sixties and seventies, as shown in the Washington Post on this page. Biden has proposed an overtime rule for farmworkers, and ensuring farm workers get a fair wage and decent working conditions is the goal of the White House- including recovering $21 million in back pay and wages ensuring 26,000 farm workers get the wages they earned. How quickly things can change - Italy is now growing faster than Germany or France. The construction industry is booming with energy efficient home renovation. The superbonus 110 is a payment by the Italian government for energy efficient housing improvements. The government pays 65% of the cost to homeowners making better energy efficient renovations plus 10%. As introduced by the Five Star movement government it was 100% plus additional 10%. Giorgia Meloni's government lowered it to 65% from 75% in 2023. This has boosted the construction industry in Italy and revived Italy's growth where it is growing faster than France and Germany. Germany is seeing about 0.3% growth compared to 0.7% predicted by OECD for Italy in 2024. Giorgia Meloni the new Italian prime minister, after Mario Draghi a central banking official, has continued Draghi's policies and provided a measure of stability and leadership to the government.  Much of the capital comes from the $216 billion or $200 billion euros that will be given to Italy from the COVID Recovery Fund. President Biden is determined to stop the further loss of jobs in the US. He has sent Yellen to China to communicate this. India, the UK and Argentina are opening investigations into China's dumping of goods in their countries. Chile is considering new tariffs. Brazil and Indonesia are feeling the impact. They are joining the EU and the US to fight the danger posed by dumping by China. To offset a large property market bust China is pushing more investment in factories leading to overcapacity in markets, much of the product then ends up at lower prices in other markets around the world putting companies out of business in home countries and loss of millions of jobs. Couldn't other countries do the same. The US is taking that approach to support its own industries. Economists and business leaders in the US who have never felt the pain from factories closing have let America down with textbook theory that ignored this leading to the loss of 2 million jobs in the 2000 era, with failed presidents since then ceding American advantage in manufacturing.  ...

India's lunar probe released from the orbiter circling the moon is diverted from its expected path in the last 20 minutes before a landing on the lunar surface. As it reached 2.1 kilometers from the moon's surface communication with the ISRO satellite center in Bengaluru was lost. Landing on the moon is a difficult task because it lacks atmosphere, the distance preventing landing control in real time, and landers depending on thrusters to set down at the lowest speed in the right place away from craters and rocks. As a result a lander module is programmed to scan the surface and make the landing on its own. A similar Israeli mission recently failed for the same reasons. China landed a rover on the far side of the moon in January, and plans a Mars mission in 2020. The plans to build a space station orbiting the moon in 2023, and make a moon landing that year, land a person on Mars in 2033. That like space exploration conducted by NASA and the Hoover Dam and Tennessee Valley Authority during the Depression, the Erie Canal in the mid nineteenth century, some work is better done by the public sector. For this to happen Stanford needs to accept its position as one of the many great educational and cultural institutions of this country not what Silicon Valley and the Reagan era hand it to being its preeminent beneficiary and representative. This marks a change at Stanford after thinking long and hard about the dangers to America that have emerged from the Reagan era thought that took in its fold Democrats like Clinton and Obama- the 2009 financial crisis fueled by deregulation and defunding of infrastructure and manufacturing, that laid the seeds for America's downward spiral.  ...

Organizers saw the 2018 Youth Olympics done on the streets of Buenos Aires showing that it could be done. And they were upto the challenge with a 1.4 billion e French government project to clean up the river and its rancid dirty water in time for the event in 2024, and to make it swimmable for the first time. Swimmers would dive into the Seine. As China shifts away from construction to support the economy no government support is given to real estate company Evergrande to reorganize it operations. Evergrande has $300 billion in debt and its sprawling operations all over China will now be dismantled. The decision is made in an Hong Kong courtroom on the 12th floor of the Hong Kong Court Building as reported by Alexandra Stevenson of the NYT. China is now moving away from the economic support of internet companies such as Tencent and Alibaba and construction firms such as Evergrande. More investment is going into renewable energy and companies that are leading in technologies such as BYD in electric cars worldwide. Investment is also being made in funding improvement in standards of living in the rural interior of the country that was neglected during the boom years and in tackling climate change. This is a very different China as president Jinping looks for other ways for economic development that fulfill the Sustainable Development Goals of the UN and the goals of building a better China for all its people in less developed rural areas and in urban areas.  ...

A new terminal is taking shape at 41st st and 8th Ave. in New York City. This is the new $10 billion Port Authority Bus Terminal. NYT taks a look at the design of this new terminal that will replace one that had become old and haggard looking. Port Authority officials say the old building was a rundown 1950's era building that was a poster child for a failed infrastructure facility. The NYT says this brick building darkened two full blocks of midtown Manhattan. In its place will be a a brighter open looking space that is state of the art and has 2 office towers. Much of the US infrastructure was built in the period of the 1950's and 1960's. Much of it is crumbling and old, and the investment taking place step by step under the Biden plan for rebuilding infrastructure with trillions of dollars in investment is working. Construction will take 8 years by 2032 with coronavirus pandemic delay figured in. Five of eight unions in the German Confederation of Trade Unions DGB have increased membership. There is a shift to younger members as older workers retire. Membership is more engaged than ever before. More unions are taking up the issue of wage increases after workers were accomodative during the pandemic and Ukraine war. DW.com shows graphs of German workers having lost 18 days due to strikes coming ninth in the developed economies compared to 92 days in France, Canada 78, and the US 9 days. Cost of living action is seen as needed by workers for fair wages. There are 1.8 million open jobs and workers are now getting more confident to ask for better working conditions and higher pay, say experts. This is also happening in the US with president Biden's support. The problem is that only 50% of jobs in Germany are covered by collective bargaining agreements designed to ensure that companies pay decent wages. The EU directive in 2022 set a target of 80% for collective bargaining agreements. This makes it harder for unions yet the unions and workers are taking up the work with enthusiasm.   ...

It took 25 years for the US to recover from the 1929 stock market disaster and the Great Depression. It took Japan 25 years to recover from the 1989 stock market collapse and the lost decades since. It is finally emerging from that period with a healthier economy and business structures. China faces a situation today of a struggling economy after years of excessively rapid growth that hurt the environment and climate and health. And the uncertainty that faced Japan after 1989 also faces China in 2024- growth is never linear over very long periods and has pull backs that could stretch for decades much too familiar for Japan. For India there are lessons to be learned from Japan's and China's experience. In environment not to risk polluting the environment as China experienced with breakneck unchecked growth, to be mindful of bringing up all sectors and parts of the population, and to manage growth so that the basic instability that resulted from excessive shift to China of manufacturing and deindustrialization in US that led to worsening trade and people to people relations between US and China is not repeated. ...

Krugman points out that even though the economy has the lowest unemployment and inflation has dropped significantly, wages of working class Americans are up significantly, there is a huge infrastructure building effort, and investment in Make in America, there appears to be a disconnect when people are asked about the economy. Many tend to say they are personally better off yet the economy is not doing so well which is not reflected in  what is happening on the ground. Part of the problem could be the pandemic and the economic difficulties of the last three years that is only now gradually changing for the better and that the benefits of the better economy have not reached all people. So feisty was that speech that one has to go back to president Kennedy's first Inaugural in 1961 to see that kind of direct call to all those looking for the nation's future in the face of seemingly intractable challenges of the new Cold War, and of the lack of imagination, candor about problems and lack of action. Trump 2017 tax cuts have been studied in detail at Princeton, U of Chicago, Harvard, and Treasury Department. The effects are that it is adding $100 billion each year to the national debt of $34 trillion. And gains to individual workers are only about $750 a year not the $4000 promised per worker. The corporate tax rate was reduced from top rate of 35% to 21%, and investment spending was given accelerated deduction for income taxes. The studies show investment growth in years after 2017 was the same as the years before. To test if the rate of investment was slowing and the law pushed it up studies show this not to be the case. It was also shown that accelerated deduction of investment was more effective in increasing investment for individual companies based on 12000 corporate returns studied. ...
