This happens as scientists on the WHO investigation team in Wuhan say they did not have unrestricted access to conduct their investigation. The Biden administration has restored ties to the World Health Organization after the Trump administration cut ties on this issue of transparency. The Biden administration says transparency is an essential condition for the US as it seeks to continue US participation in WHO. The US, India, France, Britain and other European nations have a long history of participation in WHO and were original founders. Recent flawed election processes at WHO and the lack of effective leadership from western foundations have led to the lack of effective leadership of WHO that prevailed in post war world for the first five decades of the organization. Much of that leadership was from western nations, India and Japan, during a period in which the pandemics were managed limiting their spread from the areas of origin. ...

Forty years after a canal around Utrecht's old town was turned into a 12 lane motorway, the Dutch city is replacing the motorway with its 900 year old moat. Utrecht old city is now surrounded once again by greenery and water rather than concrete and fumes of exhaust. Efforts to sideline cars and bring back healthier living with bicycles began in 2002. The city was born in 1122. In 2017 the city opened a 12500 bicycle park next to the rail station. The central Zocherpark has been restored to 1830's design. This should be an inspiration for other cities in Europe. It is also a reminder for other cities in America, in Latin America, Asia and Africa to be careful before they let motorways take over. Even in the waterfront of American cities such as Chicago and Seattle the motorways have taken much space where greenery and fresh air would make for healthier living. The simple fact that other countries are subsidizing heavily the early period for building a new industry, as Taiwan has done in semiconductors, China in solar panels, and European governments in other industries, had serious industrial implications that were ignored for too long. US president Biden is following the same approach to bring back American leadership in manufacturing of semiconductors - supporting and nurturing American manufacturing. The unavoidable fact is that tens of billions of dollars are needed in risky bets on semiconductor manufacturing that is feasible only with the help and cooperation of governments. The choice is do this or lose leadership in one sector after another autos, semiconductors, renewable energy, and so on. What many fail to understand is that loss of this leadership leads inevitably to dependence, and loss of national sovereignty or economic security in some form or other. The path to leadership comes through gaining a storehouse of knowledge and technologies which makes it harder for new entrants including ones such as the US who have ceded this position of leadership completely as in semiconductors manufacturing. ...

Higher inflation and interest rates at 2.2% are having a profound effect on the Japanese economy. Japan is starting a new era of positive interest rates with the first interest rate increase in 17 years this week. Pay raises reached an average of 5.28% in 2023, according to the Japan Trade Union Confederation where the highest for the previous decade was 2.4%. PM Kishida has pursued a course that encourages workers to get needed pay raises. It will affect everything from US mortgages to how much money stays at home and is invested in Japan. Japan holds $4.2 trillion in foreign investment holdings of which $1.1 trillion is in US Treasury bonds. As the differential with US interest rates decreases - varying from 1.5% to 3%- it will increase investment in the Japanese economy and in manufacturing at home. Japan has seen low wages and a hollowing out of its manufacturing sector similar to the US creating a sense of less hope for the future. This shift to investing in Japan is a change for reasons of supply chain reliability and increasing confidence of workers and worker's families in Japan. ...

From 2007 to 2022 US electricity demand flattened with new energy efficient technologies. It is now poised to increase from 2022 to 2035 and the process is happening  with approval of new natural gas plants and new data centers, new manufacturing plants needing large amounts of renewable energy. This say Plumer and Popovich in NYT could very well upset president Biden's plans to get 100% of energy from renewables by 2035 and cut greenhouse gas emissions by half to tackle climate change. Utilities are moving ahead with putting up new natural gas plants, and new data centers are needed for the shift to remote work since 2020, electric automobile and chip making plants are coming up at a rapid pace. Without a sustained effort the climate change action needed may not take place with the long lead times to bring renewable solar, wind and other energy and put it in place for transmission. This report looks at the data centers coming up in Virginia and the EV manufacturing plants in Georgia as examples for the new demand and how it could upset plans for climate change action. ...

This interview by Ben Cohen gives a glimpse of how Morris Chang now 92 years sees the founding of Taiwan Semiconductor in 1985 in retrospect in 2024. He talks about his early life in the US as an immigrant from China after 1949 and his work at Texas Instruments learning about the semiconductor industry. In the 1980's Japan was the rising industrial nation in semiconductors. By 1985 Intel which dominated memory chips faced challenges in quality and cost and cheap capital from Japanese capital markets encouraging exports. By 1988 Japan took over the market. What Morris Chang is not telling is that Chang already had the Japanese example in 1985. If Japan could do it on all three fronts quality, cheap capital with government assistance, and ten year effort Chang and Taiwan could do this and accomplished this which it has done. ...

Decriminalizing hard drugs led to all sorts of problems in Portland Oregon and citizens feeling unsafe with and increase in homelessness and increase in drug activity. Mike Baker talks to Portland Mayor Ted Wheeler about how a Proposition Measure 110 in 2020 decriminalized drugs with three fourths of Portland supporting it. Not anymore as most people still feel unsafe. Governor Gina Kotek has reimposed criminal penalties for possession of drugs. And Wheeler now supports expanding the police force. It is a three year experiment that went wrong also creating a sense that there a personal safety problem for ordinary residents of the city. The lack of behavioural facilities to help people affected added to the problem. This has lessons for all parts of the country, Wheeler also says the politics also went awry. Safe streets, safe neighborhoods is part of the infrastructure that America is building across the country under the Biden administration, safety and ease of living are what infrastructure and rebuilding America is about. And the perception of the need for good law enforcement and safe neighborhoods, safe transportation is now embraced across America. ...

His niece is shown in the adjoining article as an adviser in the White House and now campaign manager for 2024. She is a softspoken Latina who grew up around Chavez in the fields and farm pickup trucks of the sixties and seventies, as shown in the Washington Post on this page. Biden has proposed an overtime rule for farmworkers, and ensuring farm workers get a fair wage and decent working conditions is the goal of the White House- including recovering $21 million in back pay and wages ensuring 26,000 farm workers get the wages they earned. And remaining steadfast says Biden to ensure workers get paid sick leave, good working conditions. ...

How quickly things can change - Italy is now growing faster than Germany or France. The construction industry is booming with energy efficient home renovation. The superbonus 110 is a payment by the Italian government for energy efficient housing improvements. The government pays 65% of the cost to homeowners making better energy efficient renovations plus 10%. As introduced by the Five Star movement government it was 100% plus additional 10%. Giorgia Meloni's government lowered it to 65% from 75% in 2023. This has boosted the construction industry in Italy and revived Italy's growth where it is growing faster than France and Germany. Germany is seeing about 0.3% growth compared to 0.7% predicted by OECD for Italy in 2024. Giorgia Meloni the new Italian prime minister, after Mario Draghi a central banking official, has continued Draghi's policies and provided a measure of stability and leadership to the government.  Much of the capital comes from the $216 billion or $200 billion euros that will be given to Italy from the COVID Recovery Fund. President Biden is determined to stop the further loss of jobs in the US. He has sent Yellen to China to communicate this. India, the UK and Argentina are opening investigations into China's dumping of goods in their countries. Chile is considering new tariffs. Brazil and Indonesia are feeling the impact. They are joining the EU and the US to fight the danger posed by dumping by China. To offset a large property market bust China is pushing more investment in factories leading to overcapacity in markets, much of the product then ends up at lower prices in other markets around the world putting companies out of business in home countries and loss of millions of jobs. Couldn't other countries do the same. The US is taking that approach to support its own industries. Economists and business leaders in the US who have never felt the pain from factories closing have let America down with textbook theory that ignored this leading to the loss of 2 million jobs in the 2000 era, with failed presidents since then ceding American advantage in manufacturing.  ...

India's lunar probe released from the orbiter circling the moon is diverted from its expected path in the last 20 minutes before a landing on the lunar surface. As it reached 2.1 kilometers from the moon's surface communication with the ISRO satellite center in Bengaluru was lost. Landing on the moon is a difficult task because it lacks atmosphere, the distance preventing landing control in real time, and landers depending on thrusters to set down at the lowest speed in the right place away from craters and rocks. As a result a lander module is programmed to scan the surface and make the landing on its own. A similar Israeli mission recently failed for the same reasons. China landed a rover on the far side of the moon in January, and plans a Mars mission in 2020. The plans to build a space station orbiting the moon in 2023, and make a moon landing that year, land a person on Mars in 2033. Fei Fei Lee and John Etchemendy co-founders of Stanford Univeristy's Institute for Human-centred Artificial Intelligence the public sector needs to lead AI development.  Acceptance and advocacy by the people at Stanford University that AI is too important to be left to the private sector. That like space exploration conducted by NASA and the Hoover Dam and Tennessee Valley Authority during the Depression, the Erie Canal in the mid nineteenth century, some work is better done by the public sector. For this to happen Stanford needs to accept its position as one of the many great educational and cultural institutions of this country not what Silicon Valley and the Reagan era hand it to being its preeminent beneficiary and representative. This marks a change at Stanford after thinking long and hard about the dangers to America that have emerged from the Reagan era thought that took in its fold Democrats like Clinton and Obama- the 2009 financial crisis fueled by deregulation and defunding of infrastructure and manufacturing, that laid the seeds for America's downward spiral.  ...

It started out as a crazy idea but Paris Olympic organizers began to see the beauty of it. The Olympics on the River Seine itself. Organizers saw the 2018 Youth Olympics done on the streets of Buenos Aires showing that it could be done. And they were upto the challenge with a 1.4 billion e French government project to clean up the river and its rancid dirty water in time for the event in 2024, and to make it swimmable for the first time. Swimmers would dive into the Seine. It would be risky but after the pandemic it was worth trying to bring back the idea that Paris is back. As China shifts away from construction to support the economy no government support is given to real estate company Evergrande to reorganize it operations. Evergrande has $300 billion in debt and its sprawling operations all over China will now be dismantled. The decision is made in an Hong Kong courtroom on the 12th floor of the Hong Kong Court Building as reported by Alexandra Stevenson of the NYT. China is now moving away from the economic support of internet companies such as Tencent and Alibaba and construction firms such as Evergrande. More investment is going into renewable energy and companies that are leading in technologies such as BYD in electric cars worldwide. Investment is also being made in funding improvement in standards of living in the rural interior of the country that was neglected during the boom years and in tackling climate change. This is a very different China as president Jinping looks for other ways for economic development that fulfill the Sustainable Development Goals of the UN and the goals of building a better China for all its people in less developed rural areas and in urban areas.  ...

A new terminal is taking shape at 41st st and 8th Ave. in New York City. This is the new $10 billion Port Authority Bus Terminal. NYT taks a look at the design of this new terminal that will replace one that had become old and haggard looking. Port Authority officials say the old building was a rundown 1950's era building that was a poster child for a failed infrastructure facility. The NYT says this brick building darkened two full blocks of midtown Manhattan. In its place will be a a brighter open looking space that is state of the art and has 2 office towers. Much of the US infrastructure was built in the period of the 1950's and 1960's. Much of it is crumbling and old, and the investment taking place step by step under the Biden plan for rebuilding infrastructure with trillions of dollars in investment is working. Construction will take 8 years by 2032 with coronavirus pandemic delay figured in. Five of eight unions in the German Confederation of Trade Unions DGB have increased membership. There is a shift to younger members as older workers retire. Membership is more engaged than ever before. More unions are taking up the issue of wage increases after workers were accomodative during the pandemic and Ukraine war. DW.com shows graphs of German workers having lost 18 days due to strikes coming ninth in the developed economies compared to 92 days in France, Canada 78, and the US 9 days. Cost of living action is seen as needed by workers for fair wages. There are 1.8 million open jobs and workers are now getting more confident to ask for better working conditions and higher pay, say experts. This is also happening in the US with president Biden's support. The problem is that only 50% of jobs in Germany are covered by collective bargaining agreements designed to ensure that companies pay decent wages. The EU directive in 2022 set a target of 80% for collective bargaining agreements. This makes it harder for unions yet the unions and workers are taking up the work with enthusiasm.   ...
