Anthropic's settlement for $1.5 billion at $3000 a book, and it's efforts in Education that conflict with the Nation's need to get 4th graders to Read and Learn. Anthropic's website shows it trying to get into Education and to measure the Economic Index from effects of AI. Yet the pretensions to goodwill for the public cause is not supported by facts, facts that the AI companies have nothing to show for the dismal situation for Global Literacy that is the case today. Literacy in the US that is dismal with about two thirds of 4th graders not able to read and comprehend the English language at a level of proficiency in American schools. These AI purveyors care only for the money they can make using vast amounts of electricity for these servers, and pretensions for public purpose are intended to smooth their access to public resources not some genuine interest in whether kids can read, which requires the hard work of the teachers in the public and private schools of this Nation and others in Europe, Asia, Latin America and Africa. The Movement for Global Literacy is Lyrarc's effort to support reading and learning and Lyrarc serves this purpose without such massive funding and without charging for the public service to the Nation and to other Nations in the world community. Anthropic settlement of $1.5 billion at $3000 a book for its AI bots use of copyrighted books, can lead to future litigation for OpenAI model that consumes vast amounts of data. Anthropic was founded by siblings Daniela and Dario Amodei after leaving OpenAI in 2021 in San Francisco. It hired Google Books Turvey to scan books for its large language models on a massive scale to train Claude its version of OpenAI's ChatGPT.  An investment of $4 billion by Amazon and additional $2 billion by Google provided funding. In this way it is a competitor to Microsoft funded OpenAI which made early advances in AI.  This article in WSJ says by making the settlement for $1.5 billion Anthropic is trying to make it harder for Open AI to scan material easily without paying for the access and thus blocking it's rival.   ...

This article in the Economist says the bad loans in the financial system threaten to derail India's rapid growth. It points out that about 17 percent of all loans are estimated to be non-performing. Government plans to set up a bad bank and have bad loans transferred at steep discounted rate to the bad bank are still at an early stage. India weathered the 2008 financial crisis with a financial system in better shape. Since then a surge in lending has led to an increase in the bad loans. Today both banks and corporate firms are facing this problem. The political system and dysfunctional governance with frequent changes for management at state controlled banks are part of the problem.

The quality of training, the active participation of industry and manufacturing in the training, the setup of vocational training of high quality in schools, has to be the focus of new efforts. Lack of results in meeting the needs of unemployed young people, is also because of the lack of growth in the industrial sector. For this to happen getting rid of the problems of non-performing loans has to be speeded up, partly through recapitalization of banks, and partly through other methods.

The Economist offers this exceptional account of how education makes a big difference in how two cities one hours train ride from London view exit from the European Union. Both have younger than average populations, are growing rapidly, and mostly white collar populations. Cambridge has one in two persons who have gone to university study, Peterbrough is predominantly a city of school leavers, one has many people who have studied till age 21, the other Peterborough where many people left school at age 16. Cambridge it shows is strongly pro-EU, Peterborough is euro skeptic. YouGov confirms the correlation with education of EU support, with the better educated graduates supporting EU membership 62% to 38%, less educated till age 16 43% supporting EU membership and 57% opposing. It says skills for a globalizing compettitive economy and the lack of these skills are creating two types of population with less and less room between them, not good for democracy, and something that will take decades of work to correct....

Akio Toyoda of Toyota Motors resisted making a full scale commitment to EV's leading to Toyota falling behind in EV technology, ceding leadership to Chinese, American and German companies. This report in WSJ looks at how this happened. Toyota vehicle sales are declining and VW has overtaken Toyota. Toyoda failed to make a commitment to a date for going all electric and this has led to criticism of his management of the company and seen as resistance to the climate transition to EV's in the automobile industry putting behind the period of fossil fuel driven cars. Toyoda is the grandson of Kiichiro the founder of the company when it was in textiles in the 1920's. He says the the role of CEO is very lonely and very hard, as his early years were spent without the team spirit seen at the top and he was closer to the grassroots. He is now chairman and has given the decisions of the transition to EV's to the new CEO, Mr. Koji Sato.

His father made a living selling paint to hardware stores and the family struggled in the early years.  He tells students he lived only a short distance away growing up "in a three and half room rent controlled apartment, and going to quality public schools." Mr. Sanders is the top choice in the early primaries including New Hampshire, competing with former vice president Mr. Biden. People have to take charge of their own lives by eating healthy food and lots of fruits and vegetables, to reduce obesity in this pandemic. Studies show that people with obesity were twice as likely to end up in hospital, and 74% more likely to end up in intensive care. Obesity has reached unbelievable and scary levels - 66% in the UK, U.S., high in the Middle East, and increasing all over the world. Added risk is high smoking levels in China and India. As the deadline of July 22 approaches for the 160,000 members of the UK Conservative Party to elect a leader, former Foreign Secretary Boris Johnson and the current Foreign Secretary Jeremy Hunt are running for the leadership position. Boris Johnson has 68% member support with Hunt at 23%, according to YouGov survey. Both candidates are in favor of Britain leaving the European Union without an agreement. Hunt has stated he would cancel leave for Britain's 16,000 civil servants in August to prepare for the departure of Britain from the EU by October 31.  Only 27% of Conservative Party members believe Mr. Hunt can do the preparation needed for an abrupt exit after 45 years of economic integration with the European Union. By contrast 90% of members think Johnson would do the preparation needed. Preparation is needed because of food and medical supplies trucks and in flights awaiting customs at border points. The result could be chaotic without adequate preparation. Under a Johnson government many ministers would leave the government including Mr. Hammond who runs the finance ministry. He is expected to join rebel ranks in the Conservative Party that does not think an abrupt exit like this is good for Britain. If these members in the House of Commons join Labour party members they could vote to block this from happening. Britain's opposition Labour Party led by Jeremy Corbyn has finally decided to call for a second referendum if Johnson pushes to leave the EU abruptly, and to campaign wholeheartedly this time for staying inside the EU. During the last referendum Labour leaders did not push hard for Remain, and David Cameron as prime minister and head of the Conservatives proved to be a weak and ineffective leader using the promise of a referendum as a ploy to win votes for the Conservatives in an earlier election and then finding himself stuck with promises made in the election with his party's right wing led by Johnson. Years of austerity policies promoted by Germany in the EU after a flawed entry of southern European countries with faulty not transparent finances such as Greece too early  into the eurozone had soured Britons on the EU. The friendly migration policies of German leader Merkel for economic as well as war torn country migrants from North Africa finally not just soured Germans on Merkel policies but also soured British working class families struggling to make ends meet and seeing migration as taking British resources that were needed at home. This has split most of Europe including Britain along lines of the major cities and the rural areas plus smaller towns, and in Eastern Europe, East Germany region along the lines of the old Soviet bloc countries which with deeply conservative thinking do not favor such migration policies. These divisive changes have taken place over along period of decades and will take time to heal through economic recovery and a fairer distribution of wealth, better investment in infrastructure, health, education, public services, neglected during the Tech driven flawed investment diversion of economic resources. Yet the hope of this type of change if grasped by Britons as well as Europeans could bring new life and revive the vision of a Europe with shared benefits for all Europeans, not just a French-German project. For this to happen new leaders have to rise to the challenge inside Britain and the rest of Europe.      ...

They emphasize that the U.S. has the technology and capacity to do this even with the Russian systems added in Syria. The lack of a U.S. response in the face of the Assad regime's attacks on civilian populations and use of chemical weapons, the support to the U.S. from the Arab world and Turkey, and the huge refugee problems in Jordan and Turkey, say Keane and Pletka, will lead to creating a worse situation than the relatively small risks of destroying the runways for Assad's warplanes and the airdefense system.

Car sales in Germany are up 40% from ayear ago. This is not about to happen in the USA. The cash for clunkers program in Germany is broad and less complicated.In Germany eligible cars have to 9 years old and the subsidy covered the purchase of any new car, regardless of size and fuel efficiency. In the US the program just signed by President Obama covers a narrow profile of customers. In the US customers who benefitare economically challenged and in the midst of adeep recession. Cars can't be over 25 years old, and can't have a combined highway and city fuel economy rating of more than 18 miles per gallon as calculated by EPA. To get the full $4500 credit customers must buy either a new truck or sport utility rated 5mpg higher than the clunker or scrapped vehicle, or a passenger car rated at least 10 mpg higher.And the credit is given instead of the trade in value, so if the trade in value is higher it doesn't help. The German government is giving away upto $4500 but it started out with 1.5 billion euros to get 600,000 clunkers off the road, but because of the popularity of the program has expanded it to 5 billion euros for 2 million cars and extended it to end of 2009. The US program only has $1 billion for 250,000 cars or one eight of what the Germans are doing for amuch larger car market. Because of the dire shape Detroit and much of the midwest is in, because of the slump in the auto industry, this may be a mistake and a missed opportunity to do what the Europeans are doing, and get an even bigger impact. The American car market and industry is taking a severe blow from the deep recession. Because of the depressed region the impact of a real clunkers for cash program that targets a broader profile, with bigger financing and designed to give a boost to the market, could make a real difference. At this point it is more of a program designed to help people turn in their gas guzzling trucks for passenger cars, and those driving a $200 car are not likely to be the kind of customer who goes out and buys a new car say dealers.
