China announced that it would make its exchange rate flexible, but also emphasized that it would do so gradually. What this means is that China will have a managed floating exchange rate. China followed a managed floating policy between mid 2005 and mid 2008, with a 21% upward valuation during that period for the yuan. During the 2008 crisis upto now the rate was pegged. The yuan was pegged at 6.83 yuan to the dollar. China is now rebalancing its economy so that it is not overly dependent on exports. The idea is to let domestic wages and domestic consumption pick up the slack in the markets of Europe and the USA. The title of this BBC report is a misnomer as the content of the report is that India and the US are actively negotiating a Trade Agreement after some disagreements on Indian oil purchases from Russia bumped up from 2% before 2019 to about one third to 40% of its imports by 2024. This is being rapidly reversed and some estimates by consultants CLSA show India only made $2-3 billion from Russian discounted oil sales, a miniscule amount. On American interest in agricultural exports India can take in some products other than grain which it sees as important to feed 1 billion people and food security.  DJT says the "special relationship" between India and the US is important, and says "there's nothing to worry about. We just have moments on occasion". India has much bigger stakes in trade with the US. In fact it's growth into the third largest economy in the world means doubling or tripling its trade with the US and the European Union in the next few years. This would narrow the difference in GDP and per capita between India and China, as India and China started at the same GDP and per capita in 1950. Only in 1990 with China's trade with the US has the Chinese GDP and per capita income increased to create the huge gap with India. ...

Greg Ip, Chief Economics correspondent of the WSJ, says there is a disconnect between falling stock markets in Jan 2016 and the economy. This is true not only for the U.S. economy but for China as well, says Ip. He points to the 6.9% growth rate in China for 2015 as close to the target set by China's government. Reports of economic output and exports show China's economy stabilizing. This contrasts with weakness in the way the government and the central bank have managed financial markets since the summer of 2015, sending confusing signals and hurting investor confidence. One difference as the stock markets decline worldwide- the Fed in the U.S has little room to cut rates and plans to gradually increase rates, the Chinese govenment and planners do not plan stimulus as they look for ways to reduce debt in the economy. This means less support for financial markets and less support for high valuations in the tech and startup sectors, which could provide stability in the long run.

China's consumer prices declined by 0.3% in July. There are signs that the economy is slowing. A deflationary trend is taking shape with buyers declining to spend following layoffs at companies, higher unemployment and less growth. Expectations of falling prices could further sap demand worsening the debt situation in China. China's economy has grown in the last decade by assuming ever larger debt burden. The debt in 2022 was three times the GDP of China. Servicing this debt becomes harder when consumer demand is weak. The situation in the US is different with the central bank the US Fed increasing interest rates to lower inflation from 9% in 2022 to 3.2% in July, and expectations of a drop ion inflation with lower shelter costs in rest of 2023.

Most of the credit card companies in the US base these operations in places without usury laws such as Nevada, and charge exorbitant rates on credit cards, a practice that is going on for 6 decades since the 1960's. It makes it harder for families to get out of poverty and living from paycheck to paycheck. It is another aspect of the affordability crisis. Democrats have never raised this up for action. “Please be informed that we will no longer let the American Public be ‘ripped off’ by Credit Card Companies that are charging Interest Rates of 20 to 30%, and even more,” the president says he wants the cap to start Jan. 20, 2026 If this happens it will be a big win for the American people and end a decades long usury type business in credit cards that violates the idea on which the US was founded of opportunity for all and access to credit as critical in making this happen. Interest rates of 30% are a way to reduce social mobility in the way a feudal order once did in the years before the Modern World and the Scientific Revolution. A society without social mobility is one in decline can be seen in the way Spain went into decline after 1700 and Britain emerged to lead the Modern World and the Industrial Revolution. This is the crisis America faces today- change or cede leadership to China or some other nation. It is about this not the capitalist system or other system as many like to portray it, and Adam Smith was all about growth and social mobility that were part of his system which today is sadly forgotten, yet needs to be bravely put forward. ...

Just as Democrats and Mr Biden learned from the experience of earlier lockdowns in the US and opened up the US economy in 2021 and 2022, China is now taking its own steps to move away from its earlier policies that affected the economy with frequent lockdowns and tight restrictions. The question of setting up a carbon market was put off for the future.

On the aid to developing countries to reduce emissions in their generation of power the commitment of $100 billion by 2020 from Article 9 of the Paris Accords was seen by some countries including the U.S. as too high. China does not contribute, and only the European Union with Germany doubling its contribution took the lead. That climate fund has so far raised $10 billion.

The U.S. point of view was that no country should sacrifice economic prosperity and energy security for environmental sustainabililty. Yet the U.S. has participating in developing the rule book for climate change efforts stemming from the Paris Accords.

Strangely Lam has not taken the initiative to meet with protesters or legislators on the other side to calm down the protests and create confidence in her administration. The withdrawal of the extradition bill by Carrie Lam came a bit late after 13 weeks of protests to restore confidence. There are two views on the action taken by Carrie Lam in Hong Kong. One is that Beijing is taking this step so that it can show it has taken an effort to achieve a compromise, if this does not work and a crackdown happens. The other view is that Beijing is seeking a compromise so that Hong Kong does not overshadow the 70th anniversary of the founding of Communist China on October 1. China is also keen on making a serious effort to restart trade talks with the U.S. and not let relations with the U.S. deteriorate any further. A compromise in Hong Kong, or appearing to seek a compromise, prevents the Hong Kong situation from affecting the U.S. trade talks in any way.  ...

For the first time in three decades US economic growth will be much faster than China's. Second quarter 2021 growth in the US was 12.2% compared to 7.9% in China, and will continue to be much higher for five consecutive quarters. This report in the WSJ says it is the result of the US response to the Covid pandemic. The US vaccination drive, massive fiscal stimulus and near zero interest rates have helped, including the confidence generated by the $1 trillion infrastructure investments planned for this decade. Over the longer term Capital Economic estimates China's GDP around 2030 will drop to 2% growth with demographic decline, just as the demographic factors favor Indian growth to levels that China has seen in the last two decades. This was the plan and vision set out by the Indian prime minister for 2047, on the 100th anniversary of independence. For the future government help has helped US households accumulate $2.6 trillion in excess household savings, which Moody's estimates is 7 times that in China.  In the longer term gaps will have narrowed between Asia and Europe, the US, which is a good thing. More will need to be done in Africa and Latin America. It depends- only if you look at it in actual millions of people. In percent of people Voice of America and this WSJ report show that US obesity rate is much higher with 22 states above 35% and the rate overall at about 25%, compared to China's at about 14%. The fact that this was reported in this way is happening as this issue is taken far too casually in the US, when the quality of life is largely dependent on health. And such high levels of obesity in the US, catastrophic levels in some southern and midwestern states, means one is not doing things right and heading for a poorer quality of life. This report in the WSJ cites estimates of obesity in China of as high as 200 million and likely to grow by another 100 million by 2034, about 14% of the population being obese today and obesity increasing to about 20%. In China the demand for weight loss drugs is growing. The government has a program to reduce the intake of salt, sugar and oil and increase health foods in the diet. Meat in the diet has tripled and there is a need for more health conscious attitudes in China, even more so and urgently in the US. Both the US and China are too auto centric in their culture, particularly the US where public transportation has not been given high priority leading to a lack of enough exercise getting to work. ...

19 percent of China's exports went to the US in 2017, in 2024 this is 15%, but wait, the difference of 4 percent it is simply coming back to the US but through Southeast Asia. As a result some of the same issues that puzzled Trump negotiators exist today. China's exports surged 12.7% in October 2024 over the prior year. Biden was facing this situation and had yet to respond to the surge in exports to US. These exports were sent to Mexico and to Southeast Asia to circumvent the tariffs. It is the same situation revisited in 2024 with two other aspects of the Chinese economy-economic stimulus gets smaller and the housing and construction industry has imploded, the economy has slower growth. The overall price level in the US with a 60% tariff plus 10% for all countries would be 0.72 addition to the price level of 1.10 percent today- that is when including the depreciation of China's yuan by 10%. as it did last time. The result would be price level in the US at 1.82%, according to J.P. Morgan. Drag on China's GDP of the Trump tariffs in first term was 0.65% according to one investment bank GS, with 60% tariffs it would be 2%. Trump secured a return of $116 billion or 58% of the $200 billion China said it would buy of US exports. The other 42%- the deal was not completed in the end. ...

Michael Shear of the NYT describes Biden's thinking about China and his candour during fund raising events for his campaign. Biden says he seeks "competition, not conflict with China." He tells an audience in Utah, "I don't want to hurt China, but I'm watching." Biden signed an executive order last week banning American investment in certain technology industries in China that could enhance its military capabilities. In relations with China Biden is moving forward with easing tensions by having Blinken, Kerry, Raimondo and other officials visit Beijing to ensure open communications and discussion. There is only one way to interpret this. Putin and Russian influence have calmed down the Israel Iran war. DJT opening up discussions and talking to both Russia and China has created a sense in both countries that their vital interests are with the US, China on a trade agreement with the US, and Russia for a settlement of the Ukraine war on terms that it sees as fair. There is the issue of nuclear non-proliferation on which US, Russia, China, India, Germany and the EU, and the rest of the world are in agreement which meant action to end Iran's nuclear program. The meeting planned between Xi and Biden is important for stable US China relations after the Trump administration angry rhetoric, the Covid pandemic, and when imbalances in the poorly managed trade relationship with the entire supply chain shifted to China with millions of its American jobs has shaken working class communities in the US. Following the Ukraine war both the US and Germany, and China, appear to have grasped the dangers of nuclear threats such as were made in recent weeks. India has also shown its serious concerns about wars for territorial gains, and the world community of nations has expressed this through the words and actions of UN Secretary General Antonio Guterres speaking for Europe, and the rest of the world.  Under Biden America seeks decent Competition with China and not conflict, and this is in the interest of both countries and of all the countries in the world. Neither China or America represent the largest share of the world's peoples, and in a world of advanced technologies other regions such as India, Europe, South East Asia and Japan, have just as great a determination and influence to seek a mutually beneficial peaceful coexistence in the interests of all the peoples of the world including the continents of Africa and Latin America. ...

China generates 53% of its emissions from coal in May 2024. All the remaining from non fossil sources. Two factors are evident, yet both do not indicate a big fall off in fossil emissions from this point just a plateauing effect with it flattening out. The first is that China is putting in solar and wind at 8 times the level of the US, taking up two thirds of world solar and wind installations. The second is that the one third of emissions from construction and real estate is falling off because that industrial sector has collapsed. Overall the future points to slowing of emissions as China comes only gradually down from that 53%. What happens in China makes a huge impact on climate change.
