Hamburg is the key city in Germany's trade with China. About half of $200 billion in trade between Germany and China passes through the port of Hamburg. The South China Morning Post looks at the dilemma in Hamburg over relations with China in the post Merkel era. Merkel maintained strong and close ties with China signing an agreement with China her last year in office. This was when Mr. Trump was US president. Since then president Biden has changed US policy towards Europe. China seeks to maintain its economic ties in the next few years with Germany while reducing its dependence on other countries under Xi Jinping's new vision for China that seeks to depend less on trade and real estate for its economy and growth. Yet the pace of change has accelerated during the pandemic with a new global supply chain emerging from the chaotic years of 2020-2021. US policy under president Biden is similar to policies under Franklin Roosevelt in the 1930's during the economic and political crises, and look to be setting a new path to the future for the rest of the world. ...

Angela Merkel's handling of the coronavirus crisis wins praise from world leaders and leaders in Germany. Public opinion from Argentina and New Zealand to Britain and the U.S. gives her a lot of credit for the way she has tackled the situation. She now has the highest approval ratings in Germany since 2017, after a period of 2 years during which her popularity waned with the migrant crisis.  Much of her period in office was consumed by crises- the eurozone financial crisis, the migrant crisis, and now the coronavirus crisis. She brings her style of a scientist rationally looking at the situation, her experience, and her willingness to take bold positions under much criticism. Today even one of the premiers in Thuringia from the socialist Left party praises Merkel for being "pleasantly calm and goal oriented, particularly evident in the well structured video and telephone conferences." He says he prefers a leader "a quiet scientist" rather than "pompous men who as populists, dangerously ignore the facts of the danger." Merkel now assumes the 6 month presidency of the Council of the European Union on July 1.  Germany faces the future in rebuilding its economy, in rebuilding its infrastructure and public services, for now Merkel provides the leadership needed for this time. As Andreas Nick, vice president of the Parliamentary Assembly of the Council of Europe puts it she is "always analytically scrutinizing and carefully weighing up, soberly Protestant and refreshingly unpretentious, a trained scientist with life experience in the downfall of an all too self-confident ideological system."   ...

Matt Dickinson of The times of Lonson gives this story of the youngest winner of the Tour de France, 22 years old,  from a small town 25 miles north of Bogota, Colombia. His dad is a guard for the local cathedral and is his son's motor pacer and mechanic.  Cycling is huge in Colombia. Zipaquira is 2600 metres or 8600 feet up in the Andes mountains. A nearby climb of 23 kilometres is described by Bernal as his "office" and his father rides up ahead with him on this daily training.  In the trials Bernal was 22nd and this never fazed him even though on Stage 13 in Pau he fell behind colleague Geraint Thomas by 1 minute 22 seconds. In the final run in the Alps Julian Alaiphilippe of France who had shaken up the race faltered, Geraint Thomas  also did not keep up. so that Bernal with the Andean training and serious work prevailed with 1 minute 11 seconds to spare to win. Much of his maturity comes from working within a family where the mom and dad live together to keep costs down but have separated. As the elder of two children Bernal gained maturity in having to work with both parents to keep the home together. The first thing he has done with his new earnings is to buy a flat for his mom. Sky team's Brailsford who hired Bernal describes the confidence and maturity he has encountered in Bernal. At 22 years of age he is seen as having a bright future ahead of him. ...

Harris proposes a child tax credit of $6000 per family that would cost $110 billion per year estimate from Office for Responsible Budget, offset by Medicare savings achieved by negotiating with Pharma of $36 billion a year, tax on billionaires at 25% instead of 8.2% saving $40 billion a year, for net cost of $44 billion a year the Harris $6000 Child Tax Credit.  Congress including Democrats failed to extend the $3600 tax credit per child below 6 years that was introduced after 2019 yet allowed to expire in 2022 reverting to $2000 per child under 6 years. The concept is accepted as helping children, Vance the Republican VP nominee has suggested $5000, only opposed by country club Republicans oblivious to the importance of children having free school lunches and parents having the money for child care added costs for the future of the children of this Nation.     ...

The idea that strongmen and populist politics are the problems of Sri Lanka is misleading. In the recovery of 2023-2024 it is PM Ranil Wickremasinghe with the help of PM Modi's financial loan assistance and arrangement through the IMF that put Sri Lanka back on the road to recovery.  Sri Lanka was called Ceylon during the colonial era. It became a Portuguese colony in 1505, and by 1600 a Dutch colony from which the Dutch extracted spices and cinnamon. In 1802 it was transferred by treaty to the British till independence in 1948. British left 1948 a country with an economy generating surplus from exports of coconuts, cinnamon, rubber and tea which financed a generous welfare state with subsidized rice. Under the British literacy was highest in South Asia. The failures were in race relations over two decades of war 1977-2009 by the attitudes of Sinhalese and Tamil leaders, and lack of a role model in northern India as PM Modi offers today for modernization. The second is the colossal failure of the "cut" politics where governments use their office for a cut in every business transaction which PM Modi has fought against with calls for good honest governance. The governments after 2009 continued these policies and let the central banks funds be depleted in the process leading to the financial crisis, inflation and inability to fund imports. Lessons are being learned and PM Modi is setting the path for all of South Asia for investment in infrastructure and modernization, good governance and Vikshit Bharat- developed India 2047. The Syrian war started with Arab Spring in 2011 and a popular uprising against the rule by a Alawite minority that came to power in a coup staged by the elder Assad in 1970, says this report on the civil war in Syria. The war dragged out over a decade with the northwest in the control of Kurds, and groups backed by Turkey. Groups backed by Turkey which want to restore Syria to its national origins before the current regime took Homs, Aleppo and Damascus in a week as Iran and Russia withdrew from the country following the war in Ukraine and the Israel conflict with Iran. The US has only a small presence in the country to protect against terrorist groups. One of the effects of the conflict is the flow of migrants to Europe through Hungary into Austria and into Germany during the Merkel years. The opposition to migration that led to the CDU's decline in popularity and to Brexit in Britain started with this flow of migration from North Africa and the Middle East conflicts emerging out of the Arab Spring. In Britain the migration was also from Poland and countries in Eastern Europe.  This led to Reform UK and the Brexit referendum. In the US it led to the Border becoming a major issue in 2016 with migrant surge from Mexico in the last years of Obama's second term.  The collapse of the Venezuelan economy, economic troubles in central America led to another surge in migration in 2021-2023 from these countries making the Border a major issue in the US in 2024, and giving DJT a second term in office in 2025.   ...

"Vaccinating such a large number of people comes with its own share of complexities. Ensuring proper temperature control of complexities, cold chain infrastructure across the length and breadth of the country, timely delivery from the manufacturing plant to the remotest vaccination delivery point, supply of needles and syringes, training of vaccinators and preparing for adverse reactions, from quick registration to certificate generation to reminder for next appointment. We needed to look at the entire logistics, planning, and progress of the vaccination drive." To understand the person completely one has to go back to the origins of his experience, skills learned, and his inspiration for the effort. Modi entered the chief minister's office in the western Indian state of Gujarat facing the Arabian sea in 2001. He entered office at the time of the Bhuj earthquake in Gujarat and describes his taking the chief minister's office as accidental as he had been a social worker for 30 years. In 2014 it was with the inspiration from Swami Vivekananda and taking up Vivekananda's vision for the Indian people that Modi began his campaign to lead the BJP party. It may be looking back that Vivekananda guided Modi in all his projects for a Clean India, Jal Jeevan, Indian infrastructure that benefits the last man in the queue in the country, commitment to hard work. "Global experience says government should be there for those whom nobody is there. Government's whole focus should be on helping them." To do this, to meet the needs of that last person left out in India, he could see that old notions of opposites had to be set aside. "Outdated theories such as the private sector vs the public sector, government vs. people, rich vs. poor, urban vs. rural, are still on people's minds and they try to fit everything into this." Governments since independence in 1947 followed the same political and economic thought. After Gandhi negotiated with the British government for self rule or Swaraj an experimental form was set up with provincial governments ministries with limited powers formed in the 1930's through elections. Many of these ministries had the same problems that were found after independence in 1947, as one sees in the writings in the Gandhi library. They lasted for a few years before they were dissolved by the British government. These problems were more evident under Nehru and Indira Gandhi right into the 1970's and beyond. This was followed by a period of relative stagnation. Most ministries failed to seriously address India's economic problems, urbanization issues and agricultural issues remained unaddressed, and industry building was done with a limited vision and scaled down goals. In some ways the elections created a political class interested in perpetuating itself and did not build administrations based on learning, hard work and delivering on projects with scaled up targets to match the dire needs of the country. One sees similarities with France before 1960, before De Gaulle. A mosaic of peoples all separate from each other, with agriculture the main occupation, and most agriculture done the way it was in the nineteenth century by hand and using horses and cattle- this is the picture of France shown in Nous Paysouns, We Farmers, a documentary on Le Monde French television in October 2021. It was De Gaulle who supported a shift to presidential form of government for France that helped with the transformation through modernization and infrastructure development. Tractors were introduced in 1960 to mechanize agriculture. Road, bridges, rail transport, logistics were planned in the way Gati Shakti master plan for India is now being executed. There can be no transformation without this. Unstable coalition governments in France and lack of clarity and decision making before 1960 made such development impossible. India entered such a period in the 1970's. "The politics of our country is such that till now, we have seen only one model in which governments are run to build the next government (sarkar banane ke liye chalayi jaati haye). My fundamental thinking is different. I believe we have to run the government to build the nation (desh banane ke liye sarkar chalani haye)."  Chalta haye, Chalne do. What is will not change. Families, farmers and workers in India, for a long time accepted this without questioning.  "I take decisions based on Gandhiji's talisman that sees how my decisions will benefit or harm the poorest or weakest person." "While taking decisions, I stop even if the slightest of vested interests is visible to me. The decision should be pure and authentic, and if the decision passes through all these tests, then I firmly move forward to implement such a decision."           ...

Malaysia's debt to GDP ratio increased to 242% in mid-2012 from 192% in 2008 according to McKinsey. As export growth has slowed the Malaysian government is relying on credit expansion to consumers and large capital projects such as the planned subway project in Kuala Lumpur to sustain growth. Similiar credit expansion is seen in other Asian countries- Thailand, Vietnam, Singapore, Hong Kong. The period 2008 to 2013 has seen a rapid acceleration in credit expansion in these countries and especially in China. China's debt to GDP ratio increased to 183% in mid 2012 from 153% in 2008, according to McKinsey. Nomura Holding's economist Zhiwei Zhang, and other economists say it is above 200% when government data on "shadow banking" lending institutions such as trust companies is included. IMF economist Giovanni Dell'Ariccia has studied of debt expansion and credit booms since the 1970's. He and other economists at the IMF have found that credit booms- the rapid increase in credit to GDP ratios- end up in crises one third of the time, result in below par growth in another third of the time, and only in one third of the time does growth continue at the high pace. Alex Frangos talks to government officials in Kuala Lumpur who do not take seriously the high vacancy rate for office buildings in the capital of about 20% even as new office towers are being built. Bob Davis gives the example of government owned Hunan Expressway company in China which has a huge road building program and doubled its 2009 debt levels. Another state owned company in shipping China Cosco Holdings increased total debt from 85 billion yuan in 2009 to 123 billion yuan in 2012. As export growth slowed in China in 2009 credit expansion is driving growth. The normal restraints of the market are absent in China's state owned companies. Charlene Chu, senior director of Fitch Ratings Inc in Beijing, says 2012 demonstrated that the Chinese government cannot slow credit growth without risking a decline in growth. China's GDP growth in the 1st quarter of 2013 slowed to 7.7% from 7.9% in the 4th quarter of 2012. This poses a serious problem for China. China has never experienced the kinds of problems seen in Asia after the 1997 banking crisis, in the eurozone today, and in the U.S. following the financial crisis of 2008, making government officials prone to complacency about the risks....

Lim Chow Kiat, chief investment officer of GIC Pte. Ltd, Singapore's sovereign wealth fund, says he sees returns on financial assets in developed markets being much lower in future years, including possible negative returns, because of a sharp runup in recent years and changing monetary policy. He sees more opportunities in emerging markets because of younger populations and opportunities from overhauls to economic structures and behaviour. He says he will still look for opportunties in developed country companies that have significant international expansion. GIC invested $1 billion in Indian online retailer Flipkart recently, $680 million in Bank of the Philippine Island, and $1.3 billion in the Time Warner Center building in New York along with Abu Dhabi Investment Authority.

Bangladesh prime minister Sheikh Hasina wins a third consecutive term in office, winning 288 seats in parliament. Sheikh Hasina's Awami League was challenged in this election by a coalition of parties after her main opponent Khaleda Zia was jailed earlier in 2018 for corruption and was barred from running in the election. Hasina is the daughter of independence leader Mujibur Rahman. Khaleda Zia is the widow of a military commander who founded the BNP party. Both have alternated in office- with Hasina in office for the last decade having run Bangladesh focusing on development and economic growth that was about 6% each year over the decade.

The Independent Panel Report on the Flint, Michigan, contaminated water crisis says the Department of Environmental Quality in the state "failed in its fundamental responsibility" to enforce drinking water safety regulations. It also says the Governor Mr. Snyder should have acted when the senior staff memebers at the governor's office asked him to do so.The EPA is faulted for prolonging the crisis by delays in enforcing drinking water standards. The problem began with the emergency manager appointed by the governor acting to make cost cutting moves for a city in financial trouble. The Panel Report puts the responsibility for overseeing the emergency manager role on the state government and the Governor.

David Stockman, Director of the Office of Management and Budget under President Reagan tells Tom Keene that the first step to deficit reduction is to means test the 2 milllion to 5 million or 10 million people who are very affluent, and have the benefits of some part of this population eliminated entirely. The next step he suggests is for spending much less on defense. A defense budget at $800 billion he says does not make sense today, because it is 35% larger in real terms than the budget when Reagan was President and the U.S. faced the Soviet Union. The U.S. does not need to be the world's policeman.

His focus is to learn from efforts made by countries such as China, Brazil and India in modernization and reducing poverty, so that Mexico can fulfill its potential. China's GDP growth rate slowed to 7% in the 1st quarter of 2015, compared to 7.3% in the 4th quarter of 2014. China's Office of National Statistics reported industrial production growth at 5.65% year over year in March 2015, and fixed asset investment in the 1st quarter at 13.5%. The statistics agency reported unemployment at stable level of 5.1% for the 1st quarter 2015. Experts say the low unemployment is the one positive sign in the economy, easing pressures on economic policymakers to take action considering the high debt levels in the economy. As a result China can pursue selective monetary easing efforts and smaller, selective, better targeted stimulus.

Microsoft offers a version of its Windows software and a small version of Office plus educational programs for $3. What this does is keep One Laptop from bringing Linux and AMD competitors of Intel and Microsoft out of the developing countries markets throughout the world. Intel and Microsoft definitely responded to the threat and countries in the developing world see the Intel Microsoft machines as definitely a winner over the One Laptop machine which is now floundering. It did help to bring about this change and in this sense Negroponte succeeded.

Jair Bolsonaro, a former army officer, is expected to win by a large margin in the runoff election in Brazil against Fernando Haddad of the Brazil Workers Party. Crime, corruption including the Car Wash scandal involving the state oil company and politicians, a deep recession with the fall of commodity prices, have led to a shift in Brazil away from the Workers Party. Polls from Datafolha show about 60% of the vote in runoff going to Bolsanaro. About 30% of supporters say they are voting for something new after the deep recession and failure in providing government services with no money in the budget for adequate spending on infrastructure and services, education and health.  Both the centrist PSDB and the Workers Party that came in following the shift to civilian rule from military dictatorship in the mid-80's failed to win a significant part of the vote. The conservative PSL party only had 5 seats in the outgoing 313 seat house showing the deep dissatisfaction with the existing Congress and politicians in Brazil. Crime is a big issue with 64,000 deaths in Brazil in the last year, with failures in government services, including a failure to tackle a yellow fever epidemic over 2 years, are other issues that have led to the change in the mood of the voters in Brazil. ...

Stephen Miller, as both intellectual and organizer, is shaping policy on immigration at the White House as adviser to Kristi Noem, head of Homeland Security. He is a dedicated follower of DJT and White House deputy chief of staff. He also brought Prof. Navarro to the attention of DJT on trade policies.  He was a key figure in the first DJT administration at the age of 31 having served as communications secretary for Senator Jeff Sessions and developed his ideas during the period with Sessions. As director of speech writing and senior adviser to DJT,  he wrote some of president DJT's policy speeches in the first term, the speech to the Republican National Convention 2016 , and the Inaugural Address of 2017,  including the speech on Jan. 6th 2020 following the storming of the Capitol building.  Who is Stephen Miller? He comes from a Jewish family that immigrated in his grandfather's generation in 1903 to Ellis Island from Belarus, during a period of discrimination in Russian regions. During the period on campus at Duke University where he graduated in Political Science, Miller was a follower of a prolific author, David Horowitz. Horowitz was part of the Jewish leftist intellectual movement in New York in the post war period, but after the 1980's joined the Reagan movement and questioned the ideas he had believed in, questioned what he saw as the antisemitism on US campuses. At Santa Monica public school in California in 2000-2003 Stephen Miller questioned the multiculturalism that replaced the America of the founding fathers, that he saw at the school. It is this perspective that also underlies Stephen Miller's ideas about universities, about immigration, about the economy and China under Bush, Obama and Biden. Miller is also an organizer as he set up the America First Legal in 2020 with funding from donors on the right which has filed many lawsuits during Biden's term in office.  ...

How to deal with Bush era tax cuts is a big issue dividing Democrats and Republicans in the U.S. If no deal is reached by Jan 1. taxes on the average middle income family would increase by $2000 in 2013. Median inflation adjusted income declined 8.9% to $50,054 in 2011 from $54,999 in 1999, and economic mobility has fallen. The Democrat's position is for Bush tax cuts to apply to incomes below $250,000. Peter Orszag of the Congressional Budget Office and Jared Bernstein point out that while this makes the tax code move in a progressive direction it also creates handicaps in providing a sufficient revenue base to support middle class spending programs down the road. According to the Tax Polcy Center, if Congress is unable to reach agreement and all tax increases go into effect Jan 1, taxpayers in the bottom 20% of income distribution would see a $412 increase in taxes compared to an increase of $633,000 for the top 0.1%. New York Mayor Bloomberg has supported eliminating the Bush tax cuts for all groups, saying there is no free lunch. Alan Krueger, head of the White House Council of Economic Advisors, says the trends caused by globalization and skill-biased technological change which have increased inequality are likely to continue or accelerate. ...

President Trump outlines a plan for Afghanistan that increases the U.S. troop presence from about 8500 with an addition of 4000 more troops and advisors, in addition to a counter terrorism force. To war weary public in the U.S. he says: "I share your frustration over a foreign policy that has spent too much time, energy, money- and most importantly, lives- trying to rebuild countries in our own image instead of pursuing our security interests above all other considerations." About his criticism of the war when president Obama was in office as a huge costly waste of resources Trump said: My original instinct was to pull out, and historically I like to follow my instincts... I heard that decisions are much different when you sit behind the desk at the Oval Office." After resisting the advice of his own advisers Trump decided to fire Bannon who had supported use of American private security contractors for the war in Afghanistan, and used parts of the media to question national security advisor McMaster's views on this. Gen. Mattis, completed a strategy review that showed the mistake of creating a vacuum would repeat the situation of Iraq where president Obama withdrew forces in 2011, leading to a sequence of negative events- with Russia, Iran and Islamic State moving into the vacuum, making American intervention in the war necessary, increase in terrorist incidents worldwide, and a flood of refugees into Europe. Ironically clearing the path for an outsider's bid for the White House, with Brexit in which refugee fears and uncontrolled immigration played a part, and the news of terrorism and the war in Syria-Iraq creating a sense of insecurity. A key difference in the Trump approach with Obama's approach is that "conditions on the ground, not arbitrary timetables will guide our actions from now on," in line with Trump's criticism of Obama's approach. The military in the U.S. has long maintained that the best approach would have been to insist on U.S. presence in negotiations with the Iraqi government under the sectarian prime minister Nouri Maliki. Gen. Mattis was head of Central Command under the Obama administration and must have pushed the view of the military to president Obama to no avail. Failure to do so led to the growth of Shiite militias and the alienation of Sunnis in Mosul, leading to the fall of Mosul to Islamic State thus creating the current crisis. Gen. Mattis and Lt. Gen McMaster are intimately aware of the problem and must have convinced Trump that this is what really happened, that a repeat would waste the sacrifices of American soldiers in the twin wars. Trump gave this as his reason when he said in his televised speech to the nation- essentially a criticism of Bush that he expanded the conflict too quickly, and Obama exiting too quickly to create a void. Trump call his policy "principled realism."  The roots of the crisis are in the India-Pakistan conflict. Like the conflict in South East Asia the conflict in South Asia extending from Iran to India and Pakistan, may take a generation to overcome. A rapprochement between India and Pakistan, beginning with trade and economic relations, is not only in America's interest, it also provides the basis for a realistic American withdrawal. ...
