Jawaharlal Nehru was leader of the party under Gandhiji which fought for independence in the 1930's. Under the India Act of 1935 India was given the opportunity to setup state assemblies and free elections  for local self-rule that prepared for eventual Dominion status similar to Canada and Australia. Rab Butler as India Secretary fought hard to get it passed through the British parliament. See Rab Butler in the adjoining articles gist. This is very important as none of what happened in 1947 the task of writing a new Constitution and a Constituent Assembly to do this for India would  have been possible without India Act of 1935- the initial training for elections and assemblies. Some good work was done for example in Tamilnadu Chief Minister Kamaraj under Nehru changed that southern state with progress in education, health, and industry over 15 years 1950 to 1964. By the seventies to the 2010 period the progress ran into serious problems first with one party followed by weak coalitions that led to poor governance, corruption and economic progress stalled. After the experience of China's modernization India is attempting a similar effort with Vision 2047 for modernization of infrasructure and development in speed and scale with one difference- the legacy of Rab Butler who no one knows about in India and forgotten in Britain, the simple document Hind Swaraj written on a British steamship from South Africa to England in 1912 by Gandhiji that asked Indians to self-reflect on their part in letting the British in "who made the Company Sardar?", the post 1950's leadership of Sardar Patel who like Rab Butler was also forgotten till 2014, Jawaharlal Nehru who won a third term in 1962 but was followed by a series of weak governments unable to steer economic progress of scale similar to China or Japan, Lal Bahadur Shastri cut short like JFK, and Narendra Modi who is bringing to the task the hard work and discipline that made it possible for first Japan and then China to modernize infrastructure and emerge as dominant manufacturing nations. Like Japan and China India with its own stumbling periods is making its way in the world today. Both Shastri and Modi are in the direct tradition of their Master, Gandhiji, in the words of Shastri "hard work is equal to prayer." ...

From Europe Chancellor Scholz of Germany says of Harris whom he knows from her attending 3 consecutive Munich Security Conferences as Biden's representative. “She is a competent and experienced politician who knows exactly what she is doing and has a very clear idea of her country’s role, of developments in the world, and of the challenges we face." France's Macron has spent hours with Harris on her 5 day visit to France to soothe French feelings as reassure them following the US deal with Australia for nuclear submarines that excluded the French. During this trip she spent time at the Pasteur Institute where her mother Shyamala Gopalan once worked. From Mexico and South Korea one has another side of Harris where she has used official trips to hold discussions with women's groups to take notes and ask questions to understand women's issues around the world. This makes her exceptional as a choice for women in 2024, not just for reproductive rights but for a person who will listen with profound interest to what they say and relate to them. There is a saying in India that prime minister Modi also cites which says society does well only when it gives women the best place to make their own unique contribution. America takes the first step to improve relations with Belarus as part of improving relations with Russia. For the British, French and some northern European interests arguing for continuing policy of war in Ukraine, one can only see a long history of opposing Russia from the beginnings of the British and French Empires after defeating the Spanish and the Dutch by 1700 and for the last 325 years. American interests have diverged from the British in the policy of freedom for Asian and African people under FDR that led to decolonization after the war.  America has the greater responsibility to reduce the buildup of nuclear weapons, to ensure that fertilizer and food supplies flow to all countries, build peaceful relations with 3 billion people in China and India, and to reduce international tensions. A Dreamers deal between president Trump and Democrats looks less likely now after meetings between the two parties show Democrats and Republicans have little they agree on. A meeting on January 11, 2018 was convened to discuss a proposal from Senator Durbin, Senator Graham and four other senators that would allow children who arrived in the U.S. with their parents (the Dreamers in the DACA Act of president Obama) to stay in the country with a path to citizenship, give $1.6 billion for a wall or fence on the U.S. southern border with Mexico, and change the diversity visa lottery to move to a merit base system.  President Trump's remarks at the meeting disputed by the president and confirmed by some senators have created added animosity. Trump is reported to have made some remarks derogatory to immigrants from Haiti, while saying why not get more immigrants from Norway, as Trump prefers a merit based system. The remarks have alienated African countries and were refuted in Norway. This also complicates the situation for the U.S. image overseas as diplomats struggled to represent the U.S. in a different light. In Congress the presidents remarks make it more likely that Democrats and some Republicans will make it harder to pass spending bills including on defense. As a result short term spending approval action will be taken, and there will be a prospect of government shutdown. ...

It may come as a bit of a shock to learn, that the entire country of Nigeria produces about as much electricity at electricity generating facilities, as the electricity used around Japan's Narita airport. Most people in this country of 150 million people, get electricity only for a few hours a day. As a result two thirds of all electricity consumed in Nigeria is produced using small scale generators. President Jonathan's plan to raise $3.5 billion to increase electricity supply 13 fold. Since the 1990's the capacity increased by half, but distribution is extremely poor, so that the actual supply has remained flat. One result is a very small manufacturing sector, of about 4% of GDP.

This WSJ editorial after the riots in Baltimore, points out that the "blue city model" is not working. Baltimore has 8.4% unemployment compared to the 5.4% unemployment in the state, and 21% unemployment in the neighborhood of African- American Freddie Gray in Baltimore. It says failing public schools, economic decline with people leaving the city, and a general lack of opportunity, are causes for the breakdown in the city leading to the call of the National Guard by the governor to maintain law and order. The editorial emphasizes the need for private economic development, "broken windows" policing of the type encouraged under Mayors Giuliani and Bloomberg in New York City, a culture of personal responsibility, and school choice, as a way out of the crisis in American cities such as Baltimore that are failing.

Jean-Marie Le Clezio is hailed as "author of new departures, explorer of humanity beyond and below the reigning civilization," by the Swedish Academy. This Frenchman loved to explore foreign cultures from North African immigrants in France to native Indians in Mexico and islanders in the Indian ocean. He wins the Nobel Prize for Literature for 2008. His novels include "Desert," about a Sahara woman and her encounters with European civilization, the "Prospector," and others. Le Clezio's novel "Onitsha," is based in Nigeria during the British colonial period. His father was a British doctor with connections to Mauritius where he also lived. He was born in Nice and studied at Bristol university in the UK and spent a year in Nigeria. He now spends time between Nice, Mauritius, and Albuquerque.

In parts of the country like South Mountain near Phoenix the prison rate is 6 for every 100 people. The overall prison rate according to a Pew study is 1 person for 41 for black people 1 for 96 for Hispanics and 1 for 245 for whites. So Black and Hispanic people are the most overrepresented in the nations prison system. Arizona spends $900 million on corrections. Black people between the ages of 17 and 35 are extinct in South Mountain say some older residents of this area who take care of the grandchildren left behind. The emphasis on law enforcement has created safer quieter neighborhoods but it has also created a problem of missing young people.

John Githongo is appointed in 2002 by Mwai Kibeki, an an anti corruption official, but his efforts only bring him grief. Kibeki is from the Kikuyu tribe, and like Jomo Kenyatta before him in the years after 1963 he is engaged in ramopnt corruption. In the intervening years between Kenyatta and Kibeki, Daniel Arap Moi from the Kalenjin speaking group of tribes aslo was engaged in enriching officials from his tribe. So Githongo, who once reported for the Economist in Kenya, concludes that the election of Odinga would have changed nothing, as he like Obama's father is a Luo, and the Luo's would have in Githongo's words have seen the election as making it "their time to eat". Its interesting to note that Obama's father was like Githongo standing up for something to his great grief that was never to be because of the lack of education among the elites and the leaders of the tribes of their true role in nationbuilding.

In a time of relative prosperity in the first months after the boom years uptil 2007, in April 2008 to be specific, it is strange but true that food crisis is overshadowing the credit and housing crisis in the USA. At the G7 meeting, World Bank president, Zoellick, made a passionate statement about the crisis that is developing across Asia and developing countries elsewhere as food prices go through the roof. The World Bank and the IMF are stepping in, but the focus at the G7 meeting was on the US dollar and the world financial system. There have been serious problems about food shortages in Philippines, Indonesia, Haiti and Egypt, and even in other countries like China and India the increase in the price of rice by 146% makes for a serious food crisis. Morello of the WP describes the situation in Afghanistan with about 10,000 U.S. troops remaining in the country and the Taliban refusing to continue negotiations started earlier. About one in five migrants to Europe are from Afghanistan as more educated people leave the country for better lives overseas. The Taliban is tapping into the discontent in the country with the large number of unemployed following the U.S. withdrawal. Morello says the poverty rate has increased to 49% by 2016.

Prof. Peterson of Harvard and Hanushek of the Hoover Institution, authors with Woessmann of the book "Endangering Prosperity: A Global View of the American School," offer some startling reminders about the importance of education to economic growth and incomes in countries. Simply by raising the math standards in the U.S. to the higher standards in Canada would raise GDP by three fourths of one percentage point. One advantage that the U.S. enjoys comes from its good university systems, open markets, rule of law, tax rates, and open immigration policies, which give it about two thirds of a percentage point in higher GDP growth per year. The estimates are from the authors calculations. For the period 1960-2009, a period of rapid growth in Asian countries Korea, Taiwan, Singapore and Hong Kong, higher test scores in math and reading compared to the wrold average as measured by NAEP test and PISA, have led to 2% higher GDP growth. NAEP shows only 32% of U.S. high school students proficient in math compared to 45% in Germany and 49% in Canada and 63% in Singapore. By contrast to Korea and Taiwan, Peru, Argentina, the Philippines and S. Africa have about 2% less in GDP growth because of lower scores compared to the world average....

How Renault- Nissan execute plan to build low cost cars for markets in Eastern Europe, Russia, Brazil, Mexico, North Africa and India, China. A new plant with initial capacity of 200,000 Logan type small cars to open in Tangiers, Morocco. Plants already operate in Brazil, Columbia, Mexico and Russia for Logan type vehicles. The Logan small car at $7500 is still a middle class car in countries like India so Renault is talking to Bajaj Auto of India,a maker of motorbikes and scooters, about making a $3000 car. The scenario that large automakers are looking at is one in which makers of small cars in India like Tata and Cherry in China master the art of making small cars with lower cost components and good quality and then move upscale using this expertise to underprice them in their segments like Toyota and Honda have done. Renault moved into the low cost segment in Sept 2004 with the Logan made in Romania, so its moving quickly in this segment and it is becomin a key part of Renault-nissan's global strategy. Note that Logan sales are about 400,000 but only 50,000 of these sold in France and Germany relatively small sales in Western Europe. ...

France with about 6 million Muslims and a history of colonial rule in North African Arab countries (Algeria, Tunisia, Morocco, and other countries) faces a challenge of integrating Muslims into French society. Germany with a large population of Turkish origin also faces a similiar challenge. The attack on the satirical weekly Charlie Hebdo for poking fun at Islam, in a manner similiar to its satirical work on Catholicism, leads to the death of 12 journalists, a policeman and a policewoman. Erlanger and Bennhold describe the reaction of people in France. Peter Neumann, director of the International Center for the Study of Radicalization at King's College , London, says about anti-immigrant sentiment increasing in Europe to the point where it is uncoupling working class families from the elites in Europe and reaching into the mainstream of society.

There is a price for a socialist state run society adopting capitalism without understanding it. Russia experienced this in the 1990's as the Soviet system collapsed and the capitalist system took its place by 1990 with flagrant abuses. Only to be stabilized in the Putin years till the war in Ukraine affected the Russian economy. China avoided this fate by continuing its accelerated path to industrialization till the 2009 financial crisis. But hidden in its seemingly successful modernization effort was the role of LGFV's and selling of land to support the LGFV's. Local governments did not take on debt themselves, they passed on the debt to Local Government Financing Vehicles LGFV's- about 8 trillion dollars of debt 80%-90% not serviceable for interest payments, zombie status requiring borrowing for annual spending.  Most city councils or mayors did not understand these vehicles were debt and some even asked "do we have to pay it back?" LGFV's were not understood by mayors and city councils brought up under a socialist state run economy. They used it to follow the central government in Beijing's orders to come up with projects to boost growth year after year to rates of growth of 10% in the 1990's and 2000's, heedless of the risks because they never really understood the capitalist system and its pitfalls.  As long as land could be sold there was some revenue for local governments and room for shifting $8 trillion in debt to other LGFV's. Once the construction industry collapsed and companies went bankrupt their were few buyers for land. The central government cannot take on some of this $8 trillion in debt. As a result China is now facing what the Russians faced - a crisis from lack of grasp of the severe pitfalls of capitalism when its risks are not understood for economies that were in the 20th century experiencing upheavals, wars and then socialist state run economies. What this means is that the Chinese economy will slow, has no choice but to slow down for the next decade to find solutions to this debt overhang over its economy and industrial plans. It also means China's support for Russia in the Ukraine conflict is also problematic for China's internal growth to meet the aspirations of its people. As long as the administration in the US continues to pursue its own economic policies for growth as Biden has done by investing in the American economy, it will have the opportunity to lead the free world and be able to hold out hope for aspirations of countries and regions such as India, Africa and Latin America. ...
