Lower reserve capital ratios of China's mid-size banks, Citic, Mingsheng, China Merchants bank falling below the Basel III requirements of Tier 1 capital ratios- mostly common equity- of at least 8.5% of assets by 2018, 9.5% for systemically important banks. In comparison the higher capital ratios exceeding Basel III requirements of Industrial and Commercial Bank of China, Bank of China and Construction Bank of China, the large state owned banks. The situation is worse when one considers that these midsized banks have tried to grow aggressively taking on credit risks beyond their capacity. China Merchants Bank has off-balance sheet wealth management products, high interest deposits invested in riskier assets of $83.7 billion at the end of Sept 2013, equivalent to 200% of shareholders equity.

What is it like in Fushun, China? A city of 1.7 million in northern China it was a city that led in China's revolution against feudal regime and colonial occupation, and in cutting the birth rate. It is similar in size to Detroit, yet has only 5000 births compared to 20,000 in Detroit. Signs of aging are everywhere in Fushun as China's birthrate drops below 1.  For population to remain stable birthrate has to be 2.1. It is 0.7 in Fushun.

In Fushun most refineries and coal mines are closed. A third of the population is over 60 years old and half of the young people have left the city. In 10 years half of the population will be 60 years old.

Only by learning the lessons of "normal" trade with China, and accepting a feeling of "buyers remorse," says Senator Sherrod Brown of Ohio, will a better bilateral trade relationship with China evolve. He points out that every $1 billion of the trade deficit with China, has destroyed 13,000 net jobs, making the $226 billon deficit a tale of shuttered factories and devastated communities. He says China uses illegal subsidies and currency manipulation, and punitive steps are needed, not the moral suasion that the Obama administration keeps doing with no result. He says price manipulation keeps Chinese products 40% cheaper than comparable American made products. He wants the Senate to give tariff authority to the President, to impose tariffs on countries that manipulate their currency, when it convenes next month. Brown is the author of the book- Myths of Free Trade.

The government sets a goal of reducing the number of automakers in China from 70 currently to a much smaller number by 2015. With slower growth in the Chinese market, 55 of these companies sell only 11% of the total cars sold, and no sales for 10 manufacturers. Foreign car companies are investing heavily and control 58% of the 18 million cars sold in China. Domestic car companies are faring poorly. Cherry sales dropped by 30% in November 2011 acccording to the China Association of Automobile Manufacturers. Changan, Guangzhou Automobile Group and BYD have seen sales declines of 10% in 2011 for domestic sales.

Apple makes most of its products in China. This exposes Apple to high risk with the Chinese tariff set at 46% on April 2, 2025. If it passes on the tariff to customers it faces a loss in sales, if it does not pass onto customers the higher tariff price and cuts margins it will affect Apple profits. Apple's high margin strategy by making in China is now at risk. Apple had been given a warning to shift from over concentrating manufacturing in China. It did not heed the warning since 2016 and only made small shifts of manufacturing to India and Vietnam.

China's economy expanded at 0.4% growth rate in the second quarter of 2020, according to the Bureau of National Statistics. It is not just the lockdowns that are dampening consumer sentiment.  US and EUropean demand for manufactured goods from Taiwan, South Korea and China is shrinking.

Youth unemployment is high with 20% of people 16 to 24 years without work. Some experts say the youth unemployment is increasing because companies are showing less interest in hiring and training new workers, or in investing in the future.

Looking back at China in 1945 Bernstein's book on the period shows the difficult choices faced by Truman as he confronted the problem of dealing with Chiang and Mao in the period following the Japanese invasion and defeat. With the Iron Curtain beginning to come down in Europe, Truman had to take action against the spread of Communism. At the same time Truman did not want to get America involved directly in the conflict because of the nature of the civil war in China following the Japanese invasion and defeat. Christiansen says that if any side put China on the road to communism it was the Japanese imperialists with their invasion of China. Truman was simply choosing between a bad choice of negotiating a solution and ending up supporting Chiang, with a worse choice of getting directly involved in the conflict. That choice of direct involvement came a few years later with the Korean War, by which time America was committed to defending Western Europe from communism.

Russian forces in Port Arthur (Dalian, Lushun) like the other European colonial powers in Tientsin took part in the joint operations of Japan, Britain, France, US, and Germany in the invasion of Peking in mid July 1901. Under the Soviet era China was an ally of the Soviet Union yet there was a strong sense of independent action that led to the breakdown of the relationship between Krushchev and Mao in the 1960's. This may be true also today as the European conflict in Ukraine may not be in China's interest of developing its economy and continuing on the path of modernity it adopted throughout the events of the 1930's to the 1990's to today. This report from that period shows the Russian army under Colonel Anisimov and General Stessel rescuing British admiral Seymour's force near Tientsin. The Russian forces under Russian Admiral Hildebrand played a leading role in the battle of the Taku forts that followed in late June 1901. The forces at Tientsin under Admiral Alekseev of about 8000 are mostly Russian. On 19 July 1901, Russia's General Linevich assumes control of the joint Japanese, Russian, British and French forces that conducted the campaign towards Peking.  The American version of the events in China in 1901 is given by Cornell University Prof. David Silbey in his 2010 book- The Boxer Rebellion, The Great Game in China. It shows the depressed condition of China at the time and the struggle to free China of the opium of British traders and conversions by Christian missionaries that undermined Chinese culture and society. The rebellion of 1901 is similar in China's history to the events of 1857 in India with the rebellion against British rule.    ...

The transfer of high speed rail technology by Kawasaki to China, starting with deals made in 2004. Kawasaki did this fearing that other competitors would win the business. It transferred the technology believing that it would be years or decades before China would develop its own capabilities and compete with high speed rail manufacturers in Japan and Europe. Kawasaki says the understanding was that the transferred technology would be used inside China, and not for export. China insists it has improved on the technology that was transferred with its own innovations, and it has the right to compete in the world high speed rail market. A high speed rail line between Shanghai and Beijing is being built using Chinese technology by China South Locomotive and Rolling Stock Industry Corporation (CSR), to cut the time from 10 hours to 4 hours. This is part of a network that will be extended to 9700 miles by 2020 according to the government's plan. As part of its export of high speed rail China Railway Construction Corporation is developing a high speed rail line connecting Istanbul and Ankara. China is bidding for contracts in Brazil and in the USA. The issue of transferring technology is becoming a sensitive one for Germany, Japan and the USA. It means transferring the technology as the price of getting a share of the Chinese market, but paying the price later on with competition from Chinese competitors in the same industry. China is developing its own civilian aircraft that would compete with the Boeing 737 and the Airbus 320. Min Zhu, special advisor for the IMF and former deputy governor of the People's Bank of China, told the Wall Street Journal CEO Council, that China's share of advanced machinery manufacturing could reach 30% of global exports by 2020, from 8% today. ...

U.S. vice president Mike Pence visits the demilitarized zone between North and South Korea and says that North Korea should not pursue its nuclear weapons program. Pence says the U.S. wants to persuade North Korea to abandon its nuclear program "through peaceful means" but "all options are on the table." Pence said North Korea should not test "U.S. strength and resolve."  Snap elections are to be held May 9, 2017 in South Korea, with one of the candidates saying he would reconsider deployment of the THAAD missile system. Following the deployment of THAAD anti missile system in South Korea China has responded with a economic boycott of South Korean goods. Seoul is only 30 miles from the border with North Korea and the sentiment in South Korea is to avoid military action which would affect the region around Seoul of 20 million people. The missile tests by the North are also seen as a threat to South Korea and Japan. China sees the THAAD system as an effort to increase American presence in the region and has opposed deployment. The U.S. response has been to speed up the deployment of the THAAD missile system ahead of the election in South Korea on May 9, 2017. ...

Forget Macron who is simply following French policy in the manner of De Gaulle, says Greg Ip in WSJ. The European Union has already set its policy to decouple its relationships in the supply chain from China, it just calls it something else -"de-risking." The EU he says is even tougher about this than the US. The EU's Leyen has stated: "The Chinese Communist Party's clear goal is a systemic change of the international order with China at its center... We need to ensure that our companies capital, expertise and knowledge are not used to enhance the military and intelligence capabilities of those who are also systemic rivals."  Mikko Huotari, the head of the Berlin based think tank Mercator Institute for Chinese Studies says that the US and the EU arrived at this through a process that went on in parallel. In fact the Scandinavian countries such as Sweden and Denmark, and the Baltic countries came across this much earlier before Biden became president because of acrimonious relations with China. This is also true of countries in Eastern Europe such as Czech Republic.  Germany's position is based on finding a transitional period for decoupling to reduce the impact on its economy. And even China is aware of this situation and looking for a transitional period for decoupling. More significant is the attitude of companies says Greg Ip- companies such as Tesla, Apple and even Airbus that have continued investments in China with little change. And it is this that president Biden is seeking to change with US policy positions. Another less observed aspect of this is the realization of both the US and EU, that the clear and obvious mistake of overconcentration of the supply chain in China was made under Merkel and the Bush-Obama adminstrations. China too realizes that it would have been better off - less recrimination from workers in the US,  and less costly damaging growth that led to climate change- if there was not this much overconcentration of the supply chain in China. In short it benefitted no one, and happened simply because companies sought to take advantage of attractive offers of building in China offered by local governments in China with subsidies from the Chinese government, and the manufacturing capabilities that kept expanding in a virtuous circle as better infrastructure and logistics were built over time. It goes to show that unless governments are vigilant and aware of these risks the unintended can happen with different consequences including destabilizing the social fabric and the political structure of western democracies.  ...

Alibaba, the internet commerce company in China, will split into 6 independently run companies. This reorganization comes as the company had grown too large and become a competing center for financial direction for China rivalling the government. Jack Ma was critical of financial regulation in China leading to a period in which the internet company founder was seen as providing a different direction for the Chinese economy from that of Xi Jinping. As China cracked down on some of the problems from lack of regulation of the economy, pollution of the environment,  worsening of climate change, and wide disparities in wealth in the country, Jack Ma was becoming increasing at odds with the new trend for better distribution of wealth, and attention to problems of neglected regions, tackling problems of corruption that had developed in the boom period of the economy.

The slowing of manufacturing activity and slowdown in growth expected in 2012-2014. Export growth declines to 6.8% from 14.2% in the fourth quarter of 2011. Chancellor Scholz went ahead with a smaller stake after opposition from 6 ministries within his administration including the Free Democrats and the Greens. In this report in TOI, Vijay Gokhale, former foreign secretary, points out the big shift taking place in how Germany like the US is paying attention to its mistake of overconcentrating its supply base and investments in one country, China. This type of overinvestment in one country does not make sense for a country for its supply chain, until one accepts that China succeeded to a great extent in building next generation infrastructure, logistics, and ease of manufacturing in China. India is only now learning this lesson- and Modi's experience in Gujarat stemming from studying China's evolution as an industrial nation. Lessons that are now being applied all over India to do, to build the kind of next generation infrastructure and logistics that would make it attractive to make in India and invest in India for Germany and the US. Gokhale describes the intense discussions that are taking place in the inner circles of all three parties, Merkel's CDU out of power questioning Merkel's policies of building so much concentration of business in China, the SPD questioning why it went along, and the Greens knowing that India is their natural partner and the one partner that thinks and acts most like the Greens Baerbock and Habeck. Baerbock is critical of the sale of a stake in Hamburg port to China. No other German leader is like Baerbock, who feels really at home in India in a way that few German leaders have during her recent visit. There is so much change in the Biden administration and in the three major parties thinking about China and how the future of the western nations rests squarely on India's shoulders and its young aspiring population of 1.2 billion, that even India under Modi's leadership for technological change and infrastructure has not kept pace with these changes. Reading the AI summary of this simplistic editorial- taking the first 50 of the 258 comments as a sample shows about 95% of the Comments are strongly critical of social media companies, and support a ban on social media for under 16 year olds, for the safety and education of children. Most consider this Editorial as poorly written, simplistic and many say it could have been written by the social media companies.  They question the motives as Amazon founder is owner of the Washington Post. A look at the AI Summary of the Comments itself show why AI is good for routine tasks processes where no intelligent thinking is involved. On something involving risks to children, risks to society, AI is the wrong tool and can lead to disastrous decisions as it cannot understand the dangers and what is being discussed, its implications for children and education. It serves as an eye opener of why AI should only be used very carefully because of serious risks when used in an indiscriminate manner. The list of countries in Europe pursuing the bans show Canada following Australia and Britain, France, Greece and Spain, a big part of Europe imposing social media bans for under 16's. Indonesia, Brazil and China itself (by limiting its use with strict controls possible in a society like China's) are also doing the same. These countries have not arrived at this conclusion without months and years of discussion- none of this is even considered in this editorial by Washington Post Editorial Board. Another factor that is not put to the forefront is that over time the advantages of the US and Europe in education are being eroded because social media takes time out of education and study so that it handicaps US and European societies which leads to gradual decline. On the 250th Anniversary everything the founders did, and the vision of the founders for America is put at risk by not educating the next generation of Americans in the best possible way, and this means sticking to binders and books, pen and paper for schools not even using electronic means such as iPads or laptops. This is the view of one of the most carefully thought out education centers in the world. For years Sweden across all segments of society and experts in different fields studied the poor performance in reading comprehension, writing and other educational skills from the use of screens instead of pen and paper. Sweden now is implementing a program that is removing all screens in schools and replacing it with binders that have pen and paper and book lists, and hard copy books in libraries to read holding them in ones hands as has been done for centuries of western civilization. Forget about social media screens one of the smartest countries on the planet is thoughtfully getting out of screens altogether. Lyrarc.com has covered this Swedish example. Sweden is fighting back. European societies are fighting back  one by one. It may come as a surprise that changing retirement age in France faced huge opposition yet was enacted into law for moving it from 62 years to 64  years in 2023,  but was never acted upon in China where it is 60 years. China raises its retirement age for men to 63 years from 60, to be done incrementally a few months at a time till 2040. For women it goes from 50 to 58 years, 55 years for blue collar workers. Why the hesitation. It appears that there is much age related discrimination in China so that many workers feared they would be laid off in their fifties and not get pensions till 60-64 years. This could have created much unrest as it did even in France where there is more discrimination for age than other parts of the EU.  When countries have aging populations do they have an alternative? How could they support pensions at 60 or 62 years as in France and in China? In China the social safety net is weak which leads to more resistance and caution by the government fearing unrest. Yet it is not the best time to tackle this problem as the economy slows, resources are constrained, and there is higher unemployment. ...

For years Apple concentrated all its iPhone production in a few factories in China. The Zhenzhou factory with 300,000 employees is one of the largest of the Apple suppliers. These suppliers including Foxconn and Luxshare work witn Apples NPI process in which manufacturing is designed around Apple designs and prototypes. For the first time WSJ reports on protests at the Zhengzhou factory over Covid controls and wages, conditions. Young people in China are no longer keen on working in these conditions and protested. Apple finally recognizes the need to reduce concentration in one country and plans to bring 40 to 45% of the production of iPhones to India. Initially it plans to bring NPI trained suppliers such as Luxshare that have facilities in Vietnam to assemble outside China. Over time suppliers in India will have to develop the needed skills, planning and engineering concentration of people to Make in India what is now Made in China.
