This personal portraiture of Sarkozy reflects Sarkozy as a man, but it says little about some changes he brought, which could be regarded as his singular achievements. One is his courage in discontinuing old colonial policy in Africa and the Middle East. Sarkozy took the initiative in Libya and Tunisia, and Libya owes much to Sarkozy. Sarkozy also worked to build closer European ties, something he came under much criticism, such as his ties to chancellor Merkel. Pictures of Sarkozy and Merkel on the beach in Deauville, France, come to mind. This is a path Hollande is also likely to take, except that he would bring to bear the French viewpoint, which is a good thing. It would still benefit from the idea that Sarkozy gave the German viewpoint a good hearing before it was fairly rejected in France on its merits and economic good sense.

With U.S. president Obama's inaction on Syria, the refugee crisis in Europe from Syrian refugees exceeding 2 million in the Middle East, the situation in Syria is at the point where lacking an effective option to setup a no fly zone at this late stage the political parties in Britain and in the U.S. trade charges against each other. German chancellor Merkel and foreign minister Steinmier visit Ethiopia and Nigeria to stem the flow of refugees from economic crisis at the source with aid and support, as Germany works on its own efforts. France's Hollande tells Putin a visit to France would have only Syria as topic for discussions and calls for Syria to be brought up as war crimes. Even the Telegraph's title is misleading as the article covers the debate in the House on Commons on Syria, but the title appeals to Telegraph readers critical of Corbyn when the debate is about Syria and what action to take about the bombings.   ...

Labour's (salaries of all working people including professional classes) share of gross domestic income is 50% in 2026 the lowest since 1947, and profits highest since 1950 at 12%. Then you have hourly wages up 3% since 2019, while profits are up 50%. Greg Ip of the WSJ says the causes are complex and implications sobering. He says you can be a red blooded capitalist and still worry- is something wrong or unsustainable? Political stability, good governance structures, good institutional structures that were set up since Lincoln (the beginnings for the Industrial Revolution), by TR and FDR/Frances Perkins (the basic institutional and good governance structures of modern America and now the industrialized world that allied labor and capital with fairness to all), the entire setup needs to be rebuilt and renewed. Krugman says voters in France, Greece, the UK and other countries are protesting against austerity measures imposed in the EU countries. The policies were based on the assumption made by the Chrisitian Democrats in Germany that the German model if applied in other countries would generate the kind of recovery Germany made in the last decade from the high unemployment under chancellor Gerhard Schroeder. German wage restraint agreement between unions, industry and government made this possible under the Hartz reforms, and France is already embarking on wage restraint, with the two major parties, unions and industry backing the plan. But for this to work France and other countries such as Spain and Italy have to be able to export to Germany or other countries. German workers are suffering from stagnant wages for many years, stemming from concessions made to reduce unemployment. Allowing wages to rise in Germany when there is a shortage of workers in industry, would benefit workers in Germany and help France and other EU countries increase exports. German industry is failing to make this normal adjustment in markets by insisting on smaller concessions, even though there is support within the government for higher wages. German growth was possible because of demand outside for its exporters. The "austerity measures" Germany supports would depress demand inside the domestic economies of France, Spain, Italy and other EU countries, and without the wage and inflation adjustments with Germany leave demand weak outside. Without needed demand output falls, unemployment rises and tax revenues decline, leaving deficits worse than before, and a dangerous downward spiral. Better management of finances as Germany has insisted has ceased to become the issue, as both Hollande in France and Rajoy in Spain, and Monti in Italy, are keen on getting control of finances, especially regional spending in Spain....

Professor Yann LeCunn of the Sorbonne University, France, is a pioneer in the field of AI.  He is now focusing his work on Advanced Artificial Intelligence AAI, saying that the large language models which are being developed in a surge of data center spending of $400 billion in 2025 alone are not the way AI will develop in the future. Globally cases of infections jumped by 100,000 for the first time to 1.2 million. Health experts say the next 2 weeks are critical for winning the war against the global pandemic. It comes as a shock to central banks and is pressuring governments- the food price explosion that won't go away even as energy prices are moderating. OECD graphs in this WSJ report show food prices up in 2023 over the prior year by 15-20% in France, Germany and Britain, compared to 5-10% in the US, Canada and Japan. In France households have cut food purchases by 10%, and in Germany by 10.4% over prior year in the largest drop since records were being kept in 1994. In Britain the statistics agency shows that 40% of the poorest 20% of people are cutting back on food purchases. Ludovic Subran who worked at the UN World Food Program says it is an "access problem." Food production has not dropped, people just can't afford to pay the prices. In Britain The Resolution Foundation says higher food prices since 2020 means the British public by summer 2023 will have to pay more in food bills $35 billion more than the 25 billion pounds for energy bills. Policymakers call higher profit margins by retailers as a possible cause as in world commodity markets food prices are falling since April 2022. Andrew Baileyof the Bank of England says it is the "fourth shock to inflation" after the supply chain bottlenecks, the energy price increases from the war in Ukraine, the tight labor markets. In Italy, Spain and Portugal governments have offered sale tax relief, in France and the UK government is leaning on retailers to curb price increases. ...

Macron returns to the Sorbonne, France's oldest University, for his second address to Europe, following th first in 2017, 7 years back. Then as now Macron presents a vision for Europe, with a unique role for France. Defense of the ideas and ideals of Europe built through centuries, in contrast to USA and China, and India, other centers of world civilization. It is worth a try to read the whole speech if you are a European or a friend of Europe, to get a sense of the European ideas that come from France, Italy and the Netherlands and Britain, and Germany. It presents ideas not just about defense, including Ukraine. Most of the speech is about how can Europe and European ideas be made to grow and prosper with all the changes happening in the world in technology, content that is less and less European for the children of Europe- less than 3% Macron says. How it can invest to meet the oversubsidizing that the US and China are doing, the investments that the US with Inflation Reduction Act for $1 trillion in spending and investment including chips and science, and the similar investments in China- how can Europe make investments of $1 trillion, and ways to generate the funding. And investing $1 trillion on a Europe wide basis with a plan and a set of goals to maintain European leadership in a world dominated by the US and China, and soon India. Macron says in 12 months plans have to be developed and set into motion for this new European effort. ...

Three NBC reporters talk to people in areas in southern France, including Cogolin, which voted in a National Front mayor. This report describes the contrast between the National Front under Jean Le Pen and his daughter, Marie Le Pen. Marie took over the party leadership in 2011, and has downplayed her father's more racist ideology, even calling her self Marine dropping her last name. About 22% of French women are expected to vote for Marine, according to Elabe polling agency. In previous elections only 12% of French women had supported Marine's father because of overt racism. Yet recent remarks by Marine about Vichy regime shootings have revived some of the old memories of the National Front among some women. High unemployment and sense of neglect has led to a search for alternatives, and the terrorist incidents in Nice and Paris have added to the momentum for the National Front that calls for tougher measures. The Republican Party candidate Fillon, now has the support of Alain Juppe of Bordeaux, and former president Sarkozy. Fillon is also advocating tougher measures, and it is not clear how many votes would shift from Fillon on the right to Le Pen.  ...

IMF Director, Christine Lagarde is critical of the action taken by Thomas Jordan, president of the Swiss National Bank on the exchange rate of the Swiss Franc on Jan 14, 2015. Nicolas Tenzer, who teaches at Sciences Po in Paris, says that the new relationship between U.S. president Trump  and the French president Macron, is a result of Macron having the capacity to react quickly and follow his intuition. He says there is even a bit of seduction in this for the younger Macron to bring the older Trump back into the circle, knowing that Europe needed someone who could talk to the American president in a way that others did not choose to or just could not. This includes chancellor Merkel of Germany. The relationship started out awkwardly with Macron expressing some disdain after the Trump decision to withdraw from the Paris climate change agreement. Soon after the initial differences Macron's spokesperson Castaner said that it was an important task, that "of bringing the president of the United States back into the circle." It is an intelligent move and typical of Macron to move quickly and do things that make sense in the interest of the EU and America. On Bastille day the French are also honoring the U.S. for the sacrifices in two wars, and it made sense to bring the U.S. president in so that other differences could be set aside to work together on issues such as terrorism, mutual security, and trade. It is not uncommon to have seen such differences, and they were handled differently in the past. German chancellor Schmidt had a difficult relationship with president Jimmy Carter. Carter with his rural Georgia background as a peanut farmer was seen in the way Trump is seen in many parts of Europe. President Bush was also treated with skepticism in Germany, more for policies of going to war in Iraq.  For Macron it shows his uncanny ability to do things which for other people may not sound convincing. Being critical of the U.S. president may also have set the stage for a real relationship because it may have earned him the respect of being someone who had his views and was not hesitant to express them, just as he was on Algeria and other issues. And yet willing to have a friendly, open conversation with someone from a different background and with different views. At Lyrarc we singled out the Spiegel Macron interview on the fast train to Bordeaux, as something that showed him to be comfortable and calm  in unusual settings, and not affected by the magnitude of the task at hand or people's opinions. ...

Edouard Philippe resigns as prime minister as he begins a new phase for the 2022 presidential elections. His popularity increased to 50% for his handling of the coronavirus pandemic in France, exceeding Macron's 38% in June. Mr. Philippe won the race for New Havre in recent municipal elections in which Mr. Macron's party failed to win a single large city, making its future uncertain. The Ecology party recently split from Mr. Macron's party in parliament. In 3 years in office Mr. Philippe maintained his independence and did not join the Macron party. Mr. Philippe followed a conservative path in government. His replacement is Mr Castex, mayor of a small town Prades in southern France.

In the first round of elections for the presidential primaries of the Socialist party in France, Francois Hollande defeated Ms. Aubry with 39 % of the votes to Aubry's 30%. 2.6 million people voted. Polls show a Socialist party candidate would win agianst President Sarkozy in the upcoming election. This comes 15 years after Mitterand and the rejection of socialist candidates Lionel Jospin and Ms Aubry in earlier elections.

Britain to lead coalition efforts in Strait of Hormuz- in the 1950's this part of the world was still part of the British Empire. Britain was the dominant power in Iran in 1900 and was also dominant in Turkey for a period after the First War in 1918 in Turkey. With the collapse of the Ottoman Empire Britain and France assumed a stewardship role over what is now Israel, Iraq, Syria. Only after the rise of Ataturk in Turkey in the 1930's were there independence movements and anti-monarchial movements in the region. Ataturk was an avowed modernizer who Europeanized Turkey, that was not so with the anti-monarchial movements in Iraq, Syria, which led to a great deal of unheavals and the wars we know today as Iraq war, Afghan war, Iran war. In Iraq and Syria it was a form of Soviet Communist/ Socialist  style movements that took power, and in Iran it came in the form of a religious movement based on Shia Islam that by the 1990's clashed with the socialist movements in Iraq and Syria. Syria and Iraq disintegrated costing the US dearly in resources and men, and the Afghan wars hurt both the Soviets (Russia) and the US. The Iran war may be the last of these wars as the US and Europe, and Russian Europe, China, India and Japan, close this chapter in their interactions to a region that is impervious to the kind of modernization that started in 17th century Europe with the Renaissance, in 18th and 19th century Europe with the Scientific Revolution, and in 20th century Europe with the Industrial Revolution, that was fervently desired in Russia, Japan, China and India as these ideas spread over western and southern Asia like wild fire and were adopted as emancipating and with a sense of wonder by the Asian people as their own.  The world may soon decide it can do without Hormuz. China Japan, and India can secure alternative supplies of oil from US and Russia, and ramp up their production of renewable energy to make Hormuz redundant by 2030 and- history. Germany already has shown the way - getting only 6% of imports of energy from that region. ...
