The BBC's Political Editor, Laura Kuenssberg, says there are significant hurdles to reaching an agreement in talks between Conservative Party leader Theresa May and Jeremy Corbyn of the Labour Party. Labour seeks some assurance on Britain remaining in the customs union. Ironically the very reason Brexiteers such as Mr. Davis and Mr. Rees-Moog oppose the Theresa May deal - the arrangement on the Irish backstop a way for keeping the borders open between the two Irelands - is the reason Labour could find a way to support an agreement with Theresa May. For the Brexiteers this is unacceptable because it would keep Britain indefinitely in the EU.  There are two other obstacles. Theresa May has promised to resign after negotiating a compromise with Labour Party. Would her successor including possibly a Brexiteer such as Mr. Boris Johnson, support the agreed to deal with Labour. This is highly unlikely. Another obstacle is that a majority of Labour party members of parliament favor a second referendum, a ratificatory referendum, or a confirmatory referendum whatever you call it.  A related article today on this issue in BBC News by Katya Adler describes the person on the other side, the person who heads Germany's ruling CDU Party, and who is likely the next chancellor. This is AKK, Anne-Margaret Kampbrauer. She wrote an article in The Times about a month earlier with other German leaders saying she would love to see Britain change her mind and stay in the EU. She is in favor of a second referendum. Parts of the Conservative Party also support a second referendum- those Conservative MP's who are boxed in between the extreme Brexiteers who care for nothing except their vision of Britain outside the EU as a Franco-German arrangement, and the MP's who left the Conservative Party or now support a second referendum.  Kuenssberg says that necessity is the mother of invention and something could come out of the talks between May and Corbyn- but the obstacles she mentions may not be overcome leading to a new popular vote as the best option. ...

The Blinken Wang Yi meeting at the G-2- in Indonesia is the first high level meeting between US and China since March when the Ukraine war started. In the press briefing after the meeting Blinken said "more than four months into this brutal invasion the PRC stands by Russia." He pointed to Beijing support of Russia at the United Nations, dissemination of Russian talking points through Chinese state media and joint military exercizes with Moscow. One aspect of the relations that is beyond the control or good intentions of the two countries top diplomats is the tit for tat response that began with the presidency of Donald Trump. Trump may have seen this as a way to talk to the voter base fed up with two decades of one sided trade with China with manufacturing shipped out to China and local communities of families and workers in regions across the US losing jobs and in decline. Much of this shift was done by US companies during the Clinton, Bush and Obama administrations over two decades. The strident tone adopted by Trump was met by tit for tat responses in Chinese media till the pandemic when it assumed a new aspect of Chinese origins of the coronavirus. The result is that Sinophobia in the US is met by a response in Chinese media and in the thinking of the Chinese leadership under Jinping that now sees the relationship as having already shifted during the pandemic. The paradox in this is that the US in its effort to get other countries on its side is only beginning to make an effort of get America's own companies and large business investors on its side. Most American companies are still continuing trade and business with China as before.  The same situation exists with the shift of manufacturing from Japan and the European Union to China, with the loss of jobs and decline of local communities that depended on manufacturing. Japanese and European companies are acting in ways that are similar to American companies. Having managed the shift of manufacturing from European Union and Japan to China these companies have done little to change this business situation in 2022 carrying on as before. This is the paradox of the current situation that business both in the US and EU, and Japan is not on the side of their governments, even as their governments attitude to China, particularly now after the pandemic and the Ukraine war has shifted drastically. Alongside this is the popular opinion that has shifted gradually over the last 10 years in the US and EU, first in these very local communities that lost manufacturing to China, and then across broader sections of the public, and now across whole regions of America, Britain, the EU and Japan. This shift in popular opinion has little interest in the way business conducts business overseas or governments conduct diplomacy in nuanced statements. As a result neither the governments of the US, EU and Japan or the business of the US, EU and Japan are in control of this shifting situation that has its momentum and pace operating quite independently of governments and business. And public opinion across America, Europe, Japan, and also in India is moving in an entirely new direction.     ...

Rules going into effect April 18 will restrict the credit only to certain models yet to be announced that fulfill strict criteria on sourcing of minerals in the US or friendly countries. This report in the NYT says a little known donation raising method used by the Republican National Senatorial Committee may affect Republican chances of taking control of the Senate in the US. The method is considered part of hyper aggressive methods that ask people provocative questions such as "Should Biden resign?" in millions of text messages sent out and asked to reply click YES to Donate, the amount is then processed immediately, says NYT. It was so controversial that WinRed the main Republican donation processing platform banned the practice. It appeared to be working earlier but with the cost of living crisis in 2022 donors are holding back. NYT says the digital ads to get these donations cost more than the donations in some situations. It cost $23.3 million for digital ads and expenses and raised only $6.1 million leading to a $17 million deficit, according to NYT. Senate Minority Leader Mitch McConnell now thinks it could affect chances for the Senate. The NSRC Republican group has $23 million about half what the Democrats have. ...

It is because of this effort that candidates who support this effort prevailed in Pennsylvania, Nevada, and Arizona for Democrats to retain the Senate and be competitive in the House of Representatives. Only complacency led to unexpected losses in New York state for the House of Representatives leading to loss of the House by a small margin. In his plain talk on Syria Trump said the primary message to Russia was: "You should have peace in Syria; its enough." This is the message foreign minister Tillerson is delivering in Moscow. He described the Russian support for the Syrian government as: "I think it's very bad for Russia, I think it's very bad for mankind, it's very bad for this world." He also described Chinese president Xi Jinping's response at a state dinner during dessert when Trump told him about the U.S. missile attack on Syrian airfield, as expressing the sentiment that it was OK considering the chemical attacks by the Syrian government on civilians and children. The closest any president gets to the plain talk given by Trump is during the period of the Cold War when Truman also had this kind of plain talking style to deliver the message that needed to be heard.

The situation for organic farmers in the U.S. and Canada where conversion is discouraged by the high costs incurred over 2-3 years for converting to regular farming. A period in which use of pesticides and other chemical products is reduced and new farming practices are introduced. During this period farmers still sell product at the regular price, even as high upfront costs are incurred. The result is tight organic supplies for corn, soyabeans and other food products, with organic prices as much as three times the regular price. In responding to the surging demand buyers are getting involved to support farmers by guaranteeing prices over several years, and in some cases buying farms. This trend should result in lower prices for organic foods as supplies catchup with demand.

France was exceptionally well prepared says France 24, citing a report in Le Monde, for the SARS crisis in 2002 and the H1N1 influenza in 2009. A billion masks were stockpiled by 2009. Following the H1N1 influenza not appearing in any significant way the media, political parties and the public shifted their attention away from public health crises preparation. For H1N1 the government spent 1 billion dollars some of it going to pharmaceutical labs. The eurozone financial crisis that followed the global financial crisis shifted policy to austerity measures. The entire preparation effort for influenza type health crises was abandoned as too costly.  The same pattern repeated in Britain which was also well prepared before 2010. Austerity budgets after 2010 had little room for public health investment.  One could say a similar pattern was seen in the U.S. Today the worst hit countries are U.S., Britain, France and other European countries. France which had 1 billion masks in 2009 to tackle a possible H1N1 epidemic finds itself with 150 million masks in March 2020 and scrambling to find masks. Some masks which were usable were even destroyed as expired, ministers and experts who had built up the prevention effort in 2009 were even demoted and forgotten, as was much of the preparation in these years. It wasn't just medical supplies pubic awareness had practically disappeared. In the U.S., in Europe, the same situation of a lack of public awareness so that experts, government, and the public could work together quickly, was clear to see. In countries such as Taiwan the preparation led to speedy response at all levels, making contact tracing, isolation of clusters effective. In the U.S. and Europe this early, early, period was lost leading to makeup mitigation measures and the growing sense of a loss of control over the virus. ...

This gave him an idea- he now pulls bikes from garages and barns all over the U.S. and restores them to new. Because of the virus related manufacturing slowdowns for bicycles, and people preferring bikes to trains demand has jumped. U.S. bicycle sales at $2.6 billion up 81% and use of city bicycles up 141% in New York city for Citibike- with single trip pass buyer at 516,000. Mr. Van Scyvoc a 33 year old Brooklyn resident collects bikes around Cleveland where his father a retired firefighter lives and takes them by pickup truck to a bike stand he has at Fort Green park in Brooklyn. There he sells bikes bought for $80 to $250 for $300 to 500. First he has to have them washed clean and then serviced in Brooklyn by an IT engineer who now repairs bikes.

In this move he now has the support of both Democrats and Republicans. As Greg Ip has pointed out in the WSj no one during the Clinton administration when it engaged China with the World Trade Organization on trade imagined China would replace America as the dominant nation in manufacturing, the size and th scale also affected the climate, the environment in China, and created huge inequalities in the US and China that both nations are trying to correct, Biden in the US and Xi in China. It could even be said these policies were a failure because the size and scale simply overwhelmed everything else with growth rates in China of 12-14%, and the fallout in the near collapse of the economy in the years ahead from hypergrowth.  ...

Elizabeth Warren has announced a plan to invest $85 billion in fiberoptic infrastructure to bring faster internet speeds for broadband service in rural areas of the U.S. which are poorly served. The Trump administration has recognized this for rural areas which is its support base. Trump's broadband efforts have mostly tried to remove barriers to investment. The FCC proposed its own $20.4 billion fund to expand rural internet service over 10 years using federal service fees for funding. Warren's plan by contrast is to provide 90% of the cost for construction of public fiber optic networks. Its part of a plan called "My Plan to Invest in Rural America." It includes investment in rural health care centers, and annual payments of $15 billion to farmers for adopting environmentally sustainable practices. Warren would fund this with a 2% annual tax on wealth above $2 million, and a 1% additional tax on wealth above $1 billion. The increasing use of millet grains to substitute for wheat and rice is good for India as it copes with climate change. Millet grains are more resilient in the current heat waves that will continue for some time. Millet grains are also better from a nutritional perspective. The entire chain, planting season timing, irrigation and fertilization of crops, need to be researched and the research used to prepare for climate change with new agricultural practices, say experts. Nutri cereals such as jowar, raagi, bajra, have the physiology to be resilient and have lower water demands, higher tolerance for coarse soils and heat, says a professor of ecology at Columbia University. The UN has declared 2023 as the Year of Millets and PM Modi has also launched a campaign for greater use of Millet grains. Millet grains have a high level of iron, fiber and certain vitamins.  With obesity increasing in all countries  after the world moved away from these Millet grains and other ancient grains the time has come for a return to the more nutritious grains of the past. Only one or two generations ago in our families history these Millet grains and ancient grains were used widely resulting in better health and fewer of todays medical conditions. ...

Four million elderly women live alone in Japan. For some like For Chikako Tanaka in Aichi prefecture in central Japan who is 85 years old, social isolation is a real problem. She had no pension and lived on her savings till the savings ran out, with no one to visit her as her dementia progressed. Chikako was an unlikely person to go to prison for shoplifting because she dresses with care and looks different, yet this was the only way out of social isolation. In prison for the first time in years her 85th birthday was celebrated. 

Physiotherapists help women prisoners over 70 years with rehabilitation, walking skills and balancing exercizes. Prison services help women to integrate back into society when they return, with service centers in each neighborhood when they return.

At its core what Peter Baker of the NYT calls a question that settles the future of American democracy-Mr. Trump's indictment for efforts to reverse 2020 election result- is a question of culture, of American culture and education having deteriorated in profound and unthinkable ways. Peter Baker who has covered 5 American presidents writes in the NYT that the fourth indictment gets to the heart of the matter, which will define the future of American democracy. This indictment asks whether a sitting president can spread lies to hold on to power when the election shows voters have rejected him. The indictment says that Mr. Trump "knew that his claims were false," yet he "made them anyway to create an intense national atmosphere of mistrust and anger and erode public faith in the administration of the election."  Baker also points out that one third of the electorate still believes this to be true as a result of the claims Trump made. And 75% of the Republicans in NYT-Siena poll think Mr. Trump was simply acting in good faith to question election results in some states and it was nothing more than pursuing his legitimate legal options. This is about 40% of the American electorate. How is this possible unless the education and culture of the country has been allowed by successive failed administrations to deteriorate to an extent never before seen in this way since the country's independence in 1776. Even recent reports that two thirds of America's fourth graders fail basic reading comprehension tests have not jolted the nation out of its tech based glorification of a failing culture and education. ...
