Not much will change in Italy's place in the European Union, says Maria Ferraresi, editor of Italy's Domani newspaper. Italy expects 200 billion euros of solidarity aid from the European Union that is dependent on following EU rules. And coalition partner Berlusconi says he will drop his support if Meloni adopts any anti EU rules positions. Meloni's Brothers of Italy party with 26% of the vote has roots going back to the Social Movement in Italy in the 1930's. To attract support she has remained in opposition even when Matteo Salvini of the League and Silvio Berlusconi of Forza Italia parties joined Mario Draghi's unity government during the pandemic. She has turned to a pro EU stand from a EU skeptical stand. Meloni is also forming one of seventy Italian governments since 1945 such is the pace of government change in Italy making every government dependent on fickle political sentiments that shift quickly. The Italian economy has fallen into a stagnant situation with growth less than 1% in 2022, and the main concern of voters and the elected governments is the economy and standards of living, so that EU aid acts as a critical part of rejuvenating the economy. The Eu solidarity aid of $200 billion in coming years is critical for Italy's economic revival. It also shows the European Union in action after the years following World War II when it was realized that some sort of sound European economic framework was needed for the common good. Ferraresi also points out that Italy has also gone through an EU led effort to make the judiciary fully independent and able to function similar to the judiciary in France and other EU nations. The EU summit under the presidency of Germany completes its task for setting up the European Recovery Fund and providing nonrepayable aid to countries hardest hit by the pandemic that would otherwise have to spiral their already high debt levels to unsustainable levels or provide little assistance to their suffering public. These countries include Italy, Spain, Greece mostly in southern Europe. Also needing aid are eastern European countries Hungary and Poland. For the first time the European Union is jointly taking on this debt of nonrepayable aid to member states most in need. This is a historic step. The Dutch prime minister, almost ruined the solidarity of Europe with his continual effort to cut the amount of funds and place conditions. The Dutch have favored austerity in Europe but at what cost and at what does it say about the Dutch in Europe. Reports show the Netherlands have gained back billions of dollars that would have gone in taxes to the governments of France, Spain and Italy by setting up tax haven. The Netherlands population 17 million, Sweden population 10 million, Denmark population 7 million, together make up less than half the population of any one of the major countries of Europe, Spain and Portugal, France, Germany, Italy. The combined population of about 350 million people in southern, eastern, and western Europe was arrayed against these 34 million northern countries in the long negotiations, that show solidarity but are also a sign of the changes in Europe as these countries in northern Europe were always guided by their own personal or country interest. Rutte fought hard because of elections he faces a second time against the far right wing parties, for a second time since the 2017 election. It could not get more personal than that. Even Britain if it was still in the European Union is likely under Boris Johnson to have reversed policies of Cameron to support solidarity in Europe and aid for recovery, considering how the government has tackled the pandemic in Britain. Setting conditions would only go part of the way is the reality today. The bigger part of preventing mismanaging of funds comes from the individual experience and hardship of people in southern European nations of Italy, Greece, Spain and other countries after the missteps in the eurozone finances in the last two decades. This provides the necessary dose of internal financial discipline. Not acting quickly in solidarity today would have been a serious mistake for Europe. Still Mr. Rutte and the Dutch have cut the European Recovery Fund's nonrepayable aid by 110 billion euros from the initail target set by Macron and Merkel of 500 billion euros. India's loan for the bullet train project is for 81% of the 1.1 lakh crores cost of project  from the Japan International Cooperation Agency, at 0.1% interest rate for 50 years with 15 year grace period. These are extraordinary terms provided by the Japanese government agency as part of its international aid for development. Mr. Modi said at the time in 2019 during inauguration of the bullet train project that anybody told about the terms of the loan would find it "unbelievable."  At the time prime minister Shinzo Abe of Japan was visiting Ahmedabad. The loans even of a generous nature would be of 30 years and at that period comparable to the higher yield on 30 year Japanese government bonds. Loans of 50 years are practically unheard off. It could be considered very close to direct grant aid by Abe to India. The Trans Pacific Trade Agreement TPP adds so liitle, only 0.04% to Britain's GDP in 15 year from 2023, says the Office of Budget responsibility in Britain. It is this trade agreement ignoring American workers that Mr. Obama and Hillary Clinton pushed for leading to the Democrats defeat in the 2016 election. Most of the trade deals including ones with Canada and Australia add up to no more than 1% to Britain's GDP when the loss of the EU through Brexit means a loss of 4% of GDP for Britain. Now that finance ministries around the world are trying to save their economies with trillions of dollars in aid packages their finances are stretched to the limit. The so called digital tax is not really a digital tax. And efforts to recover lost tax revenues in Europe are being opposed by the U.S. because tax levies by France go only to France, not the U.S. The U.S. Treasury or U.S. government or the American people would not turn down tax revenues that it normally gets when its finances are stretched to the limit with trillions of dollars for cornavirus leaving little for crumbling infrastructure and essential public health services, other services that determine quality of life in America.  This Washington Post report shows that there is greater awareness that the right approach is to pay taxes based on where revenues are located and by the number of users in each country. But the problem goes deeper than that. The coronavirus changes the entire perspective and take this back to roots. Companies pay taxes because it is the right thing to do. In Japan Panasonic's founder Matsushita felt that it was a national duty to pay its share of taxes as it too was sharing in the benefits provided by society- in the health, sanitation, education and transportation, parks, and hundreds of services provided by government. Once this is seen as dispensable or somebody else's problem, then these very services and infrastructure can be starved of capital. Coronavirus changes this perspective. People crave for outdoor spaces- who is going to maintain them and set up new spaces. People crave for not moving around on crumbling bridges, roads, subway systems. Who is going to provide them? People crave for good schools, community colleges. Who is going to provide them? People crave for good sanitation systems? Who is going to provide them? People crave for good public health systems. Who is going to provide them? Its just good common sense. Is it possible for common sense to be missing? It is- just ask people today, and it is good common sense to have good critical infrastructure such as sanitation, medicine, public health, and local manufacturing of medicine, yet economic experts and economic theories thought it made sense not to do this.  ...

The way Mr. Partovi's idea of mixing keyword search with ads met with resistance at Microsoft, after Microsoft spent $265 million to acquire his company LinkExchage. Some of Partovi's bosses warmed to his idea of auctioning keywords but their eyes were glued to the prospects of display banner ads and did not think much of the search and ads combined together, like searching for a term and seeing the vendors of all kinds of related services who pay a fee every time someone clicks on their name. Bosses changed and the Keywords group was shifted to other parts of the Microsoft business ending up in software. A small trial was made but price of auctioning keywords was not set appropriately. Partovi's insistence was seen as resistance to the ordered way of doing things at Microsoft, and Ballmer in 2003 talked about "discordant and dissident directions" in the company, tendencies which he derided. Partovi's passion was seen as insubordination and finally in May 2000 with $1 million in revenue from Keywords comparing poorly with Microsoft's other online ad revenue, Keywords was shutdown. Partovi left Microsoft in July 2000. He shopped his idea around. Yahoo said it did not fit in with its plans, later buying Overture for $1.8 billion in summer 2003. Google talked to Partovi but declined, instead quietly building its own service. And Google launched its own service AdWords combining search and ads in October 2000. It was under pressure to come up with arevenue generating method.By 2002 Google was stealing advertisers from Goto.com that had pioneered the business of ads and search but lacked the advantage of having its own search engine. Microsoft also faced the same problem. In May 2002 AOL dropped Goto.com and teamed up with Google for paid search. By late 2002 Microsoft executive Yusuf Mehdi was visiting Goto.com and launched an effort to buy Overture the new name for Goto.com. But when in Spring 2003 Mehdi pitched buying Overture for $1 billion to Gates and Ballmer, both tore into the proposal saying that they could do it for less than the $1-2 billion price tag by doing it inhouse. By this time Google was already the dominant company in search ads and Overture was losing out. But even with hundreds of programmers Microsoft did not get its search engine ready till late 2004 and the search ad system in May 2006, about 3 years from the meeting with Mehdi. The resistance of founders to development of new products, is seen at HP for the personal computer which was later embraced, and at Honda where a new kind of engine had to be developed secretly without Soichiro Honda's knowledge. In both cases the product was developed successfully after initial resistance, but in the case of Microsoft the new ideas and people may have been smothered and development done to Microsoft's founders own inclinations for order, and treated the same way as its other products till it was too late. A factor not present to the same degree in HP and Honda's situation was the speed with which the internet developed and search engines like Google developed. So that in 8 years since its launch Google is firmly entrenched, and has 73% of search ad spending, with Yahoo at 13.3% and Microsoft a distant third. Google generated $5 billion in profits from this in 2008. By 2009 search ad spending is estimated to reach $12.3 billion....

It passed the US Senate in a 91-3 vote.  Donald Trump Jr. says  “It's time for House Republicans  to pass the Kids Online Safety Act ASAP.” House Republicans are trying to water down a bill on social media (Facebook and others) by taking out duty of care language that social media companies want taken out. Lobbying by social media companies means Speaker Johnson is holding out even when DJT and Elon Musk, have joined 35 states Attorney Generals, and the Biden Administration's Surgeon General in a bipartisan effort to get the House to pass the social media legislation. Speaker Johnson says "all of us 100 percent support the principle behind it." 100% support means killing the key part of the Kids bill on protecting mental health. Limiting it to physical harm defeats the purpose of the legislation as the WSJ did an extensive investigative report series documenting the harm to mental health and mental health is what needs protecting.   ...

U.S. president Obama called Libya and the policy of not following up on helping establish a stable democratic government in Libya his biggest mistake. Kristof of the NYT says people looking back would say Syria and not establishing safe zones is Obama's biggest mistake. He describes the 470,000 deaths in Syria as a huge tragedy that could have been avoided to a large extent by setting up safe zones. In addition the UN estimates that millions of refugees on a scale similar to the partition of India in 1947 were created.There is bipartisan opinion on this. Kristof cites General Cartwright's opinion in a conversation he had with Cartwright that this should have been done. Others who agree are Madeleine Albright, Bill Clinton's Secretary of State, who spoke at the Democratic Convention about how America helped change her life as a young refugee after Russia's invasion of Czechoslovakia following Prague Spring. Albright says force should be used carefully so as not to aggravate the situation but action taken where needed, something that was done successfully under Bill Clinton in the Bosnian conflict following Serbia's ethnic cleansing policy under Milosevic. Not only that, with the diplomacy of ambassador Holbrooke Clinton was able to negotiate the peace accords that hold till today- a huge achievement.  Kori Schake, director of defense strategy in the George W. Bush White House also agrees. This would have improved U.S. relations with Turkey as this was a key Turkish request. And it would have reduced the dimensions of the refugee crisis in Europe, which has hurt the European Union. The Brexit "No" vote many in Britain have attributed to ads showing refugees in endless numbers streaming across Europe's borders. Similar ads were used in Austria's elections. Kristof points out that Secretary of State Kerry's job of negotiating a peace is difficult in these conditions. Another issue raised by Kristof is the lack of Obama's leadership in helping the refugees in Jordan, Lebanon and Turkey, as he points out only 41% of this is funded. David Miliband former British Foreign Secretary, who heads the International Rescue Committee , says 200,000 Syrian kids are growing up in Lebanon without an education. George Washington counseled against getting involved in the wars on the European continent for a young nation, this advice was not followed in the Reagan and other administrations without showing the carefulness needed before action is taken. As Hillary Clinton has once pointed out the situation has resembled a pendulum swinging in the other direction under president Obama, and former Defense Secretary, Panetta, has expressed similar views. Hillary Clinton and Leon Panetta, Gates, Gen. Jones, served in the first term of the Obama administration, many of these mistakes were made in the second term by president Obama and his White House advisors Dennis McDonough, Valerie Jarrett who clearly lacked the deep foreign policy experience of Hillary Clinton, Leon Panetta (who served under Bill Clinton), and Gates who served under many presidents). ...

DW.com on what international students from India or China pay at EU universities-  44000 euros in UK vs 4000 euros or less in Germany and France. For Chinese or Indian students Germany and France offer education for bachelor and masters degress that is attractively priced even at the higher prices being now set by the government. In the past Chinese students in France were able to get Masters degrees at very little cost. Germany is looking at the higher prices as a way to increase the salaries of teaching staff and professors whose salaries lag far behind the salaries in the US and other countries. For China and India no aid program is as vital for their economies and industrial development as the access the EU provides to its universities and educational system at a fraction of the real cost. Today German universities are attracting large numbers of Indian students from middle class families where the parents life goals are to get their children into European universities. American universities cost significantly more today as American bachelors and masters degree can cost upwards of 50,000 euros a year. Even local students in the US pay between $30,000 and $100,000 a year making bachelors and masters degrees no longer affordable for much of the American middle class and leaves working class parents children totally out of the universities system. One immigrant is from Cuba- Marco Rubio of Florida, now Foreign Minister of the US. He describes in his book - "Decades of Decadence How America's Spoiled Elites Blew Up Inheritance of Liberty, Security and Prosperity"- an average factory job in Florida in the seventies enabled his parents to send him to college, which he says is no longer possible for immigrants to the US today, and no longer possible for working class parents in general. For this reason Germany and France have to be commended for their generous policies towards Chinese and Indian students. Increases in the university prices in Germany and France to 4000 euros a year for international students makes a lot of sense when British universities charge about 44000 euros a year. ...

U.S. president Trump pulls back from a threat to pull out of NAFTA trade agreement after calls from U.S. business, and calls from the leaders of Mexico and Canada. Mexico said the threat would hurt constructive negotiations, Mr. Trudeau told Trump it would hurt jobs on both sides of the border. Canada is facing headwinds for growth as business is reluctant to invest under the uncertainty for NAFTA. U.S. businesses lobbied heavily including the American Chamber of Commerce. Trump administration aides say they had used this as an effort to get Congress to act- delays resulting from a 90 day rule and from negotiations not to start till Congress approves of the new trade representative Mr. Lighthizer. Helping the situation was the effort by Commerce Secretary Wilbur Ross showing Trump the states that had voted for Trump that would lose jobs, and that nothing was to be gained from the action of pulling out when constructive negotiations were possible- and when Mexico and Canada were eager to start negotiations to reach a new agreement. Mexico is also eager to renegotiate NAFTA because president Nieto faces a strong competitor from the left parties in coming national elections. ...
