The situation in 2010 in Monterrey, Mexico's third largest city after Mexico City and Guadalajara, which produces 10% of the country's economic output. Many Americans and affluent Mexicans are leaving Monterrey as two drug gangs the Zetas and the Gulf cartel launch a war in the city. Even the U.S. consulate is taking steps to move out children from the city. Long term resident expatriates are also leaving. Many leave for Texas. Local police forces are corrupted and this leaves the drug gangs free to roam in the city especially after 10 pm and often in broad daylight. So many executives from Cemex, headquartered in Monterrey, are leaving the city that CEO Zambrano is calling those leaving "cowards."

He was chief of staff for an army task force during operations to overthrow the Taliban in Afghnistan so his work with Afghanistan goes back many years. The failure of the MF Global Board of Directors to question the huge bets on European sovereign bonds taken by Jon Corzine. This board had members with sophisticated knowledge of financial markets. Then why did it act passively, asks Davidoff. Boards have some of the same blinkers that the CEO has, and may have been led to believe that this was a good course of action. Failure of boards of directors in recent times include a long list- Lehman Brothers, GM, H-P, Toyota, most recently Olympus, and others. In some cases as with Corzine and the head of Lehman, one sees a headstrong executive with a history of success, in others as at GM and Toyota the Board is stacked with members selected by or favorable to voting with the CEO. And at H-P or Olympus, an inside group that runs things the way they see fit. Most boards of this type are highly insulated from outside opinion, and highly confirmed in the correctness of their own opinion even when the situation has dangerously deteriorated.

Andhra Pradesh on India's southeast coastline with 25 parliament seats and Bihar in India's north and east with 40 parliament seats and long history of being part of the BJP led National Democratic Alliance are now key to a five year term for prime minister Modi in India. Modi's BJP party won 240 seats out of 543 in parliament.  Chandrababu Naidu of Telegu Desam Party won 135 seats in the state Assembly election in Andhra Pradesh (NDA), all but 18 seats. It wins 22 of 25 seats in India's parliament (NDA). It also shows the wide swings in Indian elections that no party is safe. Telgu Desam Party (NDA)  won on the platform of a double engine government at state and federal levels to create jobs and modernize its rural agricultural economy. In the last 2019 election the Opposition YSRCP party won almost all the seats in the state assembly and in 2024 lost almost all the seats. In 1995 Telegu Desam Party joined Atal Bihari Vajpayee's BJP to form a government and during elections that followed for Vajpayee's 5 year term (1999-2004) he was part of the NDA. He has served three terms as chief minister of Andhra Pradesh, two terms before Telengana was formed and one term after Telengana split off from Andhra Pradesh. Andhra Pradesh is centered around the Vizag region on India's south eastern coastline and the cities of Vijayawada and Guntur with a 1000 kilometer coastline on Bay of Bengal. ...

Spain's prime minister, Mariano Rajoy, accepts EU and IMF aid for recapitalizing Spain's banks. Rajoy tells a news conference in Spain on June 10th, 2012, "nobody pressured me," he did this because it would "help the credibility of the European project." The Partido Popular took decisive steps to improve Spain's competitiveness during the first 6 months of the new administration, but was caught by surprise by the problems in Bankia, a bank put together from failing cajas savings banks. The cajas savings banks were heavily involved in the housing bubble in Spain.

Zhang Juwei of the Chinese Academy of Social Sciences believes that the overall fertility rate is at most 1.6. A recent report by CASS says the figure of 1.8 used by the government is an overestimation. CASS says its data shows the fertility rate for migrant workers is about 1.14, much lower than people think. The policy for one-child only was introduced 30 years ago, when the fertility rate was close to 3, having fallen to that level from close to 6 in 1960. Does the policy serve China well in the future as China's population ages and there are more older people for younger workers to support, is a question raised by critics in the Chinese media. China's government family planning officials say it applies to 40% of the people, considering the two child policy operating in some areas of the country.

The figures are huge and it takes the World Health Organization Framework Convention on Tobacco Control to do something however small in Japan about smoking. Now the half million vending machines that dispense cigarettes to some 26 million Japanese smokers can only dispense to adults because users have to have a special card called Taspo or tobacco passport that they insert into the vending machine. This will shift sales to convenience stores like the Lawson's chain. In Japan 29.2% of all adults and probably an even higher percentage of men smoke according to OECD data. In the US its about 17%. Like obesity and poor eating habits and the availability of fast food in the USA, smoking in Japan remains largely untouched by any efforts to educate young people and the public about the great dangers, with companies largely uninterested and the government and schools and universities largely apathetic about what are really huge health concerns that reverberate in so many ways across the fabric of society. For example a obese person consumes more health care dollars, a smoker also consumes more health care dollars. And health care dollars are scarce dollars and need to be spread out in better ways than wasted on preventable things like obesity and smoking through partnership in education and other measures between all groups and organizations in society and the government. ...

This task force recommends $1 trillion in cuts over the next 10 years. Defense Secretary Gates is preparing the Defense department for this change.
