The US budget spending bills were delayed right up to a deadline- when government would lack funds to operate- on March 22. The US Congress had no choice but to agree on passage of the $1.2 trillion funding bill, yet only about half of Republicans 101 Republican House members supported it to pass 286-134. To get it passed at the last minute a 3 day opportunity to go over a 1014 page bill was suspended by two thirds majority. It was decided by senior members of Congress on the Republican side with Biden Democrats in a negotiation between Speaker Mike Johnson and NY Senator Pat Schumer. Additional funding was authorized for border immigration control- the Senate immigration bill that passed 70-30 in the US Senate changes the asylum and parole policies that are the root of the immigration problem at the US border with Mexico, yet it  remains stalled in the House as the Republican nominee for president has blocked it. The border will get 2000 more agents and more detention beds, increase in technology budget by 25% and a cut for State Department of 6%, as a temporary measure. Vegetable prices in China went up by 22% in July 2010, from a year earlier, and grain prices went up by 12%, eggs by 8%. About a third of household budgets go to food in the budgets of people in India and China. Wheat prices are climbing on world markets after the ban on Russian exports, and rice prices are also climbing with the floods in Pakistan ruining the rice crop- Pakistan being the No.3 world's rice exporter. Personal spending accounts for 36% of overall GDP in China and 57% in India. Food prices in China were up 6.8% in July, 2010. Industrialization in China, and agricultural land freely taken over for factory sites with the consent of local authorites, may be a complicating factor. Crude oil or crude world. This book by Peter Maas "Crude World: The Violent Twilight of Oil," shows how places like Nigeria and Equatorial Guinea suffer from the lack of infrastructure and jobs, as the oil industry does not create many jobs and the companies and the ruling classes in these countries are the main beneficiaries. Nigeria's anticorruption official, Nuh Ribadu, is cited in the WSJ, with an estimate of $380 billion of $400 billion in oil revenues in Nigeria over 3 decades being wasted through corruption and misuse of funds, with little money going into infrastructure and jobs. Manufacturing in China, Vietnam, and Malaysia for basic consumer products from textiles to shoes, creates jobs even at low wages, making the people in these countries better off as wages rise. Oil on the other hand creates few jobs and companies do not move upscale manufacturing tech products in the next stage of manufacturing, leaving the people as worse off as before. The margins are thin in manufacturing, whereas much of the oil revenue can be deposited in accounts of influential individuals. Mouwad in the NYT points out 93% of profits go to the government in Nigeria, only 7% to western oil companies. Even in countries which have tried to root out corruption through socialist experiments such as Venezuela and religious parties such as in Iran, the failure to integrate with the globalized economy and extremist policies leads to lack of development and backwardness. This shows that the best way to develop is through emphasis on education, science and technology, building a culture that thrives on modernization and technological advancement over several decades, even if this means starting with basics and continually moving forwards into higher technologies. Japan, South Korea and China moved from shoes and textiles to iPads and smartphones, Japan starting in the 60's, S. Korea in the 80's and China in the 90's. ...

Mario Draghi, former head of the European Central Bank, who ran ECB policy to rescue the Euro currency in 2012 is being asked to form a new government by the president. Mr. Conte's coalition failed to get the support of Matteo Renzi's left party in parliament leading to its collapse.  Italians are wary of the austerity policies of Mario Monti,  professor and EU bureaucrat appointed by premier Berlusconi to the EU Commission, who was appointed  during the eurozone financial crisis in November 2011 by the president.  At the time prime minister Berlusconi had lost the confidence of EU officials. Mario Draghi has a different history after his work at the European Central Bank counteracting the austerity approach of German finance ministry. He also steered the ECB policy at a difficult time for Italy with rising interest on debt. Today Italy has lost about 89,000 lives, and 8.8% of GDP was lost in 2020. Moderate factions of all parties right and left wing are expected to support Draghi. Draghi also has the advantage of 200 billion in euro funds coming from the EU for Italy's recovery in 2021. Germany today is not the austerity policy Germany of 2011, as it supports going big and spending for the recovery. ...

It took Scholz one year after the start of the Russian invasion of Ukraine to visit Ukraine. By comparison new German chancellor Merz visited Ukraine in three days after taking office. Merz in his first speech in parliament said- “In Ukraine, nothing less than the peace order of our entire continent is at stake. In this historic moment of decision, Europe must stand together more closely than ever before.” Starmer of UK and Macron of France had already formed close relations with Ukraine in 2025. Merz, Starmer and Macron now have a clear objective not to let Russia advance its objectives in Ukraine or Eastern Europe.  This report by NYT's Schuetze and Santora from Berlin and Kviv, shows the changing situation in the war. The war is now expected to to go on for another year as the Russian side sees its economic industrial base larger than Ukraine's industrial base letting it prevail over time. Russia has spurned the offer of US peace negotiations or tacitly agreeing to it but continuing the war with large missile attacks on Ukraine. In this situation Germany plans to help build industrial base in Ukraine for war effort and supply arms and equipment, financial help. Ukraine says it needs $30 billion to continue the war effort in 2025.   ...

Declan Walsh in another exceptional piece on the ground at customs offices in Torkham, Afghanistan, near the Khyber Pass bordering Pakistan in the southeast. He describes a network of corrupt officials that extends from border customs offices all the way to the central government in Kabul. It is so widespread that one minor customs official at the border paid $10,000 for a customs position where the salary is $150 a month, but money gained through unofficial payments and bribes is $4000 a month. At every step from the guard opening the gate for a truck to the border customs official, to the provincial department officials, to officials in the capital Kabul, there are payments involved for every truck entering Afghanistan. Upto two thirds of customs revenue is lost, and the $500 million of customs revenues collected amounts to 26% of the governments tax revenues.

This report in The Washington Post shows how hard it is to reach a deal on intricate details and how it might not take place till January 2024. Adam Nossiter of the NYT describes the coalition of right and left parties in France that have united against the National Front, called in France "the Republican Front." In the 2002 Marine Le Pen's father made it to the second round of the presidential election, but lost to centre right party leader Jacques Chirac who won 78% of the vote. Analysts say the Republican Front is coming up this time once more for daughter Marine Le Pen, as she goes into the second round of the election in 2017 fifteen years later with support in the north and northeast of the country and in the coastal south east around Marseille and Nice. Le Pen appeals to working class people with nationalist slogans. The Republican Party of former president Sarkozy represents the centre right, and it is combining with the centre left Socialist Party of president Hollande to call for the election of Emmanuel Macron and for support to Macron's En Marche movement. One expert predicts the National Front may leave the centrist views of Le Pen adviser Philippot, and return to hard right roots. Former president Sarkozy was mentioned on French television Fr24 as hoping to make a comeback by boosting the chances of the Republican Party in the June parliamentary elections, and creating a situation in which a future president works with a prime minister from the Republican Party. As the Macron En Marche movement is only one year old, it is not well prepared to contest the parliamentary elections, opening the door to the formation of new coalitions for government in France. ...

The Turkish example is proving how difficult it is to get effective international sanctions against the development of nuclear weapons without the cooperation of the international community. A recent surge in gold exports from Turkey to Iran, or to Iran through the U.A.E., is the result of Turkey using a loophole in sanctions against Iran to pay for natural gas and oil imports from Iran with Turkish lira. The lira is is then converted to gold to be sent to Iran. Under sanctions Iran is frozen out of the international SWIFT banking transactions system. Turkey imports 51% of its oil and 18% of its natural gas from Iran.Turkey's deputy prime minister tells a parliamentary budget commttee- "in essence gold exports to Iran end up like payments for our natural gas purchases. Turkey is depositing the payment for the gas we purchase from Iran to Iran's account in Turkey. I don't know exactly how they then transfer it." Turkish state run bank, Turkiye Halk Bankasi AS, is in charge of processing payments. Halkbank raised 4.5 billion lira ($2.5 billion)in Nov. 2012 in a secondary share sale of a 2.8% stake, according to the Istanbul Stock Exchange. Turkey's gold exports to Iran in the first 9 months of 2012 increased from $54 millon in 2011 to $6.4 billion. This is helping Turkey's problems with its high current account deficit from an unsustainable 10% at the end of 2011 to 7% 0f GDP. This helped Turkey with short term external financing needs by getting Turkey its first investment grade credit rating in twenty years. Two way trade with Iran for the first 9 months is at $18.8 billion, up from $16 billion in 2011, the $16 billion was an increase of 50% over 2010....

Wilkins was British inventor, scientist and educator with profound unbelievable impact. Some thoughts on what it means for America to reject Science in 2024 for Climate Change in the face of sudden floods, wildfires- for Western civilization was based on Science since 1648, Eastern civilizations missing it completely. When George Washington was fighting in the Pennsylvania country against American Indians and the French, on the other side of the Atlantic a Britisher from Somerset was part of the British East India Company that had won control of Bengal in northeastern India. In 1760 Wilkins arrived in Calcutta a youth of 21 as clerk for the British East India Company, rising to examiner for new employees at the company. It is Wilkins as a printer who creates the first typography for both Persian and Bengali, and who translates for the first time the Bhagavad Gita into English from Sanskrit in 1785.  This is of interest mainly because the American colonists were fighting an Empire whose chief base of the Empire was in Bengal and which generated the funding of the British war against the American colonists led by Washington, Adams and Jefferson. This was before Bengal also funded the British fight against Napoleon in Spain and Portugal. And by the 1850's funded Britain's wars in Chinese ports including Hong Kong. Wilkins is key to this puzzle about India and China- why they succumbed to European colonialism? Gandhi says the Indians invited them in as they were mainly shopkeepers and commercial interests. It is also true that after the end of the 30 years war in 1648, the British, French and Dutch followed Science creating the scientific revolution and the industrial revolution, that India and China missed.  Imagine then what it means to reject Science in the West in 2024 on Climate Change? Gandhi wrote Hind Swaraj in November 1909 on the boat Kildonan Castle from London to South Africa. In it he says Indians have to look in the mirror and accept that it is they the princes of India who invited the British sepoys of the British East India Company into Indian states for their wars and losing Bengal, then the rest of India. ...

The coverage of the Republican healthcare bill and how it affects the elderly, and people on Medicaid, people in rural areas, is likely to have changed public opinion in the U.S. about the necessity of ensuring all Americans have health coverage. The Pew survey cited here in this NYT report by Zernike and Goodnough was done in Jan 2017, and shows a shift. The shift would be much higher today after people look hard at the consequences of what were simply hypothetical positions or ideological positions taken without looking at consequences in daily living. On Medicaid that opinion by July 2017 compared to Jan 2017 has shifted 10 percentage points for Republicans to 53% who think Medicaid is important to them and their families, according to Kaiser research. There is stronger sentiment about people having benefits taken away.  [article-55059] The opinion has shifted to where people see that coverage is important and people should not have coverage denied or benefits taken away from them. Opinion remains strong in favor of changes to reduce the high premiums, but not to replace the existing health benefits and law with no law at all to replace it. That leaves 20 million more uninsured according to the Congressional Budget Office. Changes have to be constructive is the popular view today,  and this requires dialogue between Republicans and Democrats- which has not taken place. ...
