A second estimate by the OECD increases the revenues generated from the global minimum tax of 15% on corporations by as much as $150 billion. The original estimate was of $150 billion, so the real amount generate could be twice that. It means it will help countries build the infrastructure they need to revive their economies. The international tax agreement of 2021 sets the rate based on where companies sell to consumers rather than where they are based. It is the most important tax agreement in a century with 137 countries participating.

The original estimate estimated revenues to be $150 billion- it raised this to $200 billion. It sees $200 billion in existing revenues that will be reallocated up from $125 billion. Taxing rights will generate additional $36 billion.

This analysis from The Times of London provides critical information on the strategy for successfully tackling the coronavirus following the example of South Korea and progress in Britain.

The random community testing is key to getting an idea of the scale of infections in the community at large. The critical ratio called reproduction ratio tell one if the virus is under control and how lockdowns can be lifted. For Britain this 0.7 estimated by Imperial College. It has a 2 week lag. 1.0 or close to 1.0 is not good. Germany after being at about 0.7 has moved up to 1.0 with 2 week lag in information says the Robert Koch Institute. Dr. Ezekiel Emmanuel of the University of Pennsylvania gives this early warning on the risks of the sudden U turn in China's zero covid policy to complete reopening. He says the switch from zero covid to population wide immunity via viral spread is coming on too suddenly without preparation. He says China made three mistakes. First, the economic cost of zero covid that dropped growth and created high youth unemployment of over 20%. Second, not procuring Pfizer and Moderna mRNA vaccines with newer technologies. Third, moving to abruptly end the zero covid policy 180 degrees in a sudden move that lacks preparation. Precipitiously ending the zero covid policy for 800 million people means rapid spread says Dr. Emmanuel. He says the key variable the R statistic that measures how many people get infected from one covid patient on average, has moved from 2 to 3 during the early stages of the pandemic to 10 with the omicron variant. Chinese officials report the R to be at 16 in China today, says Dr. Emmanuel. ...

The Japanese stock market index Topix dropped 6.1 percent on August 2, 2024. What caused this is the Japanese yen going from 161 to the US dollar to 150. The strengthening of the yen comes as the markets sensed two things- one the US Fed considering a rate cut based on employment and inflation reports, and the Bank of Japan raising rates. The rate increase of the Bank of Japan leads to a shrinking of the wide interest rate gap between Japan and the US. That gap had shifted money in Japan in the direction of US holdings. On Aug 5 the Nikkei 22 Index dropped 12.2 percent. It rebounded on August 6 by 11%. By August 7 the Nikkei 225 index was up another 1.2 percent. The situation can be summed up by saying that the Nikkei settled into a situation which recognized some strengthening of the yen to 151 to the US dollar. The fundamentals for the US and for Japan have not changed.

Could high oil prices lead to real conservation in the US and lead to the US following Japan's lead in conservation. If this were to happen it would be a good thing. Union pacific is betting on more fuel efficient locomotives and operating trains in ways that conserve fuel. What if this happens everywhere in industry after industry. Would America's wasteful ways become a thing of the past? Some of this is likely to happen if not completely as oil prices have hit already and are likely to go up further. Still this shock may not as bad as previous ones as long asmoney going to Russia and the Middle East is reinvested in the US or Europe or Asia, in the global economy, as it liklely will be, and as long as the rise is gradual which it likely will be as its not a political shock like an embargo, aand as long as the rise is matched by conservation moves by American and European industry following the lead of Japan which also is likely to happen as industry after industry responds to the price increases with conservation and fuel efficiency moves of its own in terms of better technology and equipment and techniques of fuel usage something that extends to airplaners and cars. Also crucial to the reilient response to higher prices is a careful Fed policy that does not hike interest rates in response to the inflation in oil prices and this is also not likely to happen as Bernanke's own research has shown that he will be careful to respond to not adversely affect the global economy. ...

Hernandez and Qin provide this exceptional account of the thoughts and feelings of the 150 million young people in China who are single children of parents, through intervews and description of this generation in Chinese media. Local media calls this generation very lonely because of the lack of a brother or sister, without cousins, uncles and aunts. These children were doted on by their parents and have grown up in an unususal way because of the extraordinary attention they received- unlike what is happening throughout the rest of the world. Were they lucky? Not really, because they now have to face the burden of supporting aging parents alone, without the help of siblings. And for the policymakers there is another shock of realizing that such a precipitate action of a one-child policy from 1990 onwards may have undermined other goals by creating a rapidly aging population and shrinking workforce to support them, especially when Latin America and other poor countries with high birth rates have seen these birth rates plummet over time as living standards and education improved. A 2013 study by Australian researchers shows these children having tendency to show selfishness, pessimism and risk aversion. The other shock for policymakers is that the cost of getting a good education and the scarce number of places in good schools, is leading parents to not have that second child. ...

Strikers at a Honda transmission factory in Hoshan, 100 miles northwest of Hong Kong are asking for raises of $117 or 800 renminbi in cash above the $132 a month or 900 renminbi that they are now paid. About 950 of 1900 workers at the plant are trainees, young people from vocational schools or high schools earn $132 a month. Older employees earn upto 1500 renminbi or $220 a month. The significance of this strike is that the Chinese government is tacitly encouraging the strike as it begins making moves to increase domestic consumption and make the economy less dependent on exports. This requires consumer's having larger purchasing power and higher wages. It also means that China will not remain the low cost manufacturer for manufacture goods makers around the world for very long. Consider the size of the increase and the policy change of the government and this implies a significant shift by China.

Unbelievable as it may sound David Sanger and Katie Rogers show in this report in the NYT that US China relations are being put on a stable level by Biden and Xi Jinping. The slowing economy in China, the rising youth unemployment, have changed th dynamic to the point where Xi will be meeting American industry leaders to attract and retain American investment. WSJ reports $110 billion withdrawn from bond markets in China. EU and AMerican companies withdrawing capital from China and putting some of it into investment in the US called reshoring that Biden supports.

The WSJ looks at $110 billion in projects which get financial support from the US government under the climate law of the Inflation Reduction Act. Many of the projects are being done by foreign companies. Panasonic is planning a third battery plant in the US and will get $2 billion in tax credits from the US government. Other companies are from South Korea such as LG, and from China. The intent is to build a US supply chain that depends on factories in the US and creates jobs in the US, yet because the US supply chain is so undeveloped with so little attention paid to it in the past, foreign companies will be needed.
