China's vice premier, Li Keqiang, wil visit Spain Jan 4-6, 2011. In an editorial page article for El Pais, Li wrote that China will continue to purchase Spain's public debt in the future. China is a large buyer of Spain's sovereign debt, owning about 10% of the total foreign holdings. Spain's central government will need to raise 170 billion euros in 2011, and its regional governments an additional 30 billion euros. Natixis expects 824 billion of eurozone government bonds to be auctioned in 2011. For China the eurozone is its largest market and it is concerned abou the impact of a eurozone crisis on imports from China. A declining euro would make Chinese exports less competitive and costlier in European markets. And China is wary of the impact on its export industries at a time when its economy is trying to make a soft landing, and strains are showing with an asset bubble in real estate, too much bank lending and high inflation.

Baker and Erlanger describe Russian president Putin's effort to finance parties on the right and the left to oppose western sanctions on Russia. The effort by Russian television RT to spread disinformation in the European Union. The goal is to create fractures in European unity and weaken the European Union and NATO. Other experts such as former national intelligence officer, Fiona Hill, and former assistant secretary of state, David Kramer, are skeptical about the effectiveness of these methods. These methods may also come from an old book of methods from the Cold War period because of president Putin's experience in Dresden during the Soviet days, which current European Union leaders would see as having little relevance to the global economy and global scene of today. The rise of the smaller parties in Europe in opposition to the traditional parties has more to do with the difficult economic conditions in Europe, and has little in common with Russia and its problems with its oil dependent economy and its interests in Eastern Europe. As the 2015 Pew Research survey on Europe shows, opinion is shifting towards greater support for the European Union as economic conditions improve, and is likely to move further in this direction with a return to economic growth. Favorable views of the EU which dropped from 60% in 2012 to 53% in 2014, was up to 61% in 2015, according to the survey. The Euroskeptic parties are viewed "as a good thing," as a way to shake up the complacency of the major ruling parties in tackling the economy, according to the Pew Europe Survey. In the percentage of people who see the Euroskeptic parties as a good thing for the country- Podemos left party in Spain gets 70% favorable rating, UK Independence Party 66% favorable, Five Star Movement in Italy 58%, AfD in Germany 50%, and much less so in France with 36% saying this for the National Front, and 36% for the New Right in Poland....

Brexit negotiation guidelines from the EU rule out parallel talks on both Britian's future relationship with the EU and the separation agreement negotiations, preferring a phased approach. Only when the first phase of separation is complete or at an advanced stage would the second phase of future relationship with the EU be negotiated. The EU Council president, Donald Tusk, says the process would be long, complex and at times confrontational. Der Spiegel online writing on the negotiation describes the approach in a meeting with the lead German negotiator Mr. Oettinger, on the team of Michael Barnier who leads the negotiations for the EU- Oettinger focussed on what Britain owes the EU, estimated at over 60 billion euros. So far apart are the British and EU positions that Michael Barnier has no idea on the pathway for these negotiations, only awareness of the priorities such as the rights of EU and British citizens in each others region, says Der Spiegel. Looking at Theresa May speaking in parliament about her decision to move forward with Brexit in a letter to the EU invoking Article 50, one senses a mixture of confidence and nationalist appeal, far different from reality on the ground. The Leader of the Opposition cited government figures for a sharp decline in GDP as a result of Brexit, and the Scottish leader in parliament went so far as to say the government attitude in negotiations made "Scottish independence inevitable"- all headwinds Theresa May appears to be ignoring or treating with disdain. Deep introspection on both sides with the live events in West Asia of 2025 and 2026, America's willingness to confront the issues in a straightforward manner under DJT, and Modi's patience, willingness to wait and still build for the US the strong relationships that it was loosening up with the European Union to regain the initiative in the western hemisphere with the Monroe Doctrine (Merz visit to India and Modi visit to the Nordic Summit/EU Summit in Oslo), proving the maturity of the relationship. America did not need to cover its own relationships across the Atlantic while attending to the damage done by drug cartels and foreign interventions in its backyard leading to more loss of lives in drug deaths than the Korean, Vietnam and WWI combined. India had already done so and would hold the relationships together in the interests of the Modern World created by Britain, the US, and the countries of Europe through the Renaissance, the Scientific and Industrial Revolutions. In a way Asia had matured- both China and India keen to join the Modern World of science and technology, of modernization, are on the same path, and seek relationships that matter, India on the American side and China in a arrangement of cooperation with competition, at the very time the European nations led by Britain and Germany were faced with struggles from European history from 1700 of how to deal with differences they have with their large Northern neighbor Russia and its concerns about NATO. ...

Upward mobility in China was weak and income growth for average workers sluggish during the years before the coronavirus outbreak. In this sense China is similar to the U.S. and Europe where upward mobility gains after the second world war were lost in the last 30 years partly from the loss of manufacturing to China. It is much worse now as the effects of the coronavirus lead to drops of as much as a third in income for ordinary workers. Lower income workers, the vast majority of Chinese numbering hundreds of millions now suffer from lost work or diminished wages. Small businesses cannot afford to pay the salaries paid before and as workers dip into savings or increase borrowing the retail spending is taking a hit. As a result economists see a vicious cycle of lower spending and lower incomes for the hundreds of millions of ordinary workers in construction and smaller businesses. Some small businesses could just close down because of weak demand affecting the economy over the long term. Before the coronavirus China went over three decades from being a Communist country with relatively equal distribution of wealth but lack of growth and technological development to a capitalist country with the structure of state control of the economy from the Communist period. The result is that 1% of the people control 33% of the wealth and the bottom 25% having 1% of the wealth, according to a 2015 Peking University study. China's president Xi Jinping, head of the Communist party, tried to reverse some of these trends by attacking corruption and making changes that began the task of reversing decades of unequal distribution of wealth under state sponsored capitalist growth. Investments were made in rural medical care, infrastructure and basic services. This did not have much impact because much of the pattern of growth over three decades continues including the housing bubble.  With coronavirus the trend is set for even more unequal distribution of wealth as many workers at the bottom half of the population in incomes either lose work, or see drop in incomes as businesses that hire them struggle from shoe factories to other retail business. Reports of informal economy and street markets in Chengdu in western China and bringing this part of the economy back by the state are effort to get people work in other ways. Researchers estimate that China's bottom 60% of household in incomes lost about $200 billion in income in the first half of 2020. In May premier Li Keqiang said 600 million people in China earn only about $140 a month. Many who lost income or jobs do not have support from the government as China lacks a program of comprehensive unemployment insurance as in Europe and the U.S. to help people get over bad times. 300 million migrant workers are particularly vulnerable to loss of income and dipping into savings.   ...

China's rapidly aging population is leading to a new problem of rapidly increasing rural suicides. With urbanization about half of the people over 60 have no adult children living with them and 10% live alone. With meagre savings there are more suicides in isolated communities. 

Over two decades the number of people over 65 has risen from 7% of the population to 12%. The one-child policy is only partly to blame. A rapid drop in births as seen in Latin America was also taking place in China with urbanization and modernization.

Women gradually returned to where there are 1.2 million more women in the workforce as of March 2021. In the new workforce remote work is an option for two career couples with children, wages are up, child care is up. The Asian-American voters are significant in some states such as New Jersey 7% of voters, Nevada 9%, Minnesota 3.1%, and California 15%. Compared to the 2012 election this is the fastest growing demographic up 16%. With lower immigration from Mexico this is likely to continue for several decades. Nationally it is 4% but growing rapidly. The Asian-Americans come from countries such as India, China, Indonesia, Vietnam, Philippines. Seib says Trump has lost as many Asian-Americans as he has gained whites who chant "build that wall," by using such rhetoric. The Asian Americans are about 48% moderate and about 23% liberal, 19% conservative. Many are in the tech and white collar fields, in the suburbs of major cities including the South. Its this location that can make them an important influence. The Democratic Party has reached out to these generally better educated voters, who have heard about building that wall with unfavorable views- 40% saying they would vote against a person with "anti-immgrant views" regardless of what the other issues are. The early 2016 poll done by the Asian and Pacific Islander Vote project shows 61% having unfavorable views of Trump and 61% having favorable views of Clinton in 2016.   ...

Sharp price reductions in cloud services of over 40% and upto 85% in 2014 are being offered by Amazon, Google and Microsoft. Amazon has $3 billion in sales in cloud services increasing by 85% in 2013 over the prior year, according to Bernstein Research. About 10% of corporate computing center services are handled by these companies. The sales in pay-as-you-go cloud computing services are estimated at $13.3 billion for 2014, an increase of 45% over 2013, according to Gartner Inc. A website with 50 million monthly page views costs about $1219 using a company's own servers, compared to $468 for Amazon EC2, $402 for Microsoft Azure (Linux), and $395 for Google Compute Engine, according to SADA Systems. Amazon also offers services for $390 with a 1 year contract for heavy usage.

Turkey's inflation rate continues to rise even after a government effort in December to stabilize the economy by stabilizing the lira. Annual inflation jumped from 21% in November to 36% in December, according to the Turkey Statistical Institute. The true inflation rate could be much higher. The ENAGrup estimate after assessing thousands of prices is that true annual inflation is 82%. Ordinary Turks have difficulty affording essential food supplies, says this WSJ report. Turkey has overdependence on the US dollar in its government and bank borrowings which has intensified the impact of the cost increases world wide with the supply chain problems and higher energy prices. Food imports now are much costlier. Depreciation of the lira currency by about 50% added to the impact of the overall global inflation. The lira has come back a bit to 40% loss of value after an unorthodox government plan, yet inflation continues to rise. Deeper problems within the economy that were hidden when the economy was in high growth years are now apparent as the world sees an inflationary surge during the second year of the pandemic. ...

In Europe, France, Spain, Germany and other countries are giving cash subsidies to customers to buy cars when they turn in older cars. These refunds range from 1000 to 2500 euros, and reward the purchase of smaller more fuel efficient vehicles. It has boosted sales in Europe where sales are running at an annual rate of more than 13 million because of the subsidies, according to Credit Suisse analyst, which is well above the 11 million level of last year. The average American car says the analyst has been on the road for 9 years similar to that in Germany, so it makes sense for the USA. He says it could increase sales in the USA to 12 million cars, down from the 16 million sold in 2007 or the 13.4 million rate of 2008, but far higher than the 9.5 million rate in the first few months of 2009. In Europe small cars are dominant and it plays to the markets of large carmakers like Peugeot, VW, FIat, and Renault. But in the US Japanese carmakers are dominant in the small car market. Detroit carmakers make too many large cars and pickup trucks so the impact would be less. But the program could be fashioned in the US on a drop down in size and increase in fuel efficency, so that the clear direction is towards smaller cars. Turning in a pickup truck for a family car like a Malibu or a LaCrosse might promote fuel efficiency, and move things in the right direction. Its useful to note that even in Germany more expensive cars or brands have barely benefitted German car sales jumped 21.5% in February, but mass market manufacturers recorded a 37% surge, while sales of premium cars fell 19%. In Italy which started its program Feb. 6, buyers receive 1500 euros for trading in acar at least 10 years old. Fiat Punto sales have shown a strong increase. Fiat's facory in Melfi, southern Italy, is now running at full capacity after running on areduced scale from October 2008 to February 2009. It makes the Punto. In France 30-40% of car sales are coming from the scrapping deal, according to French Auto Manufacturers Association. Overall sales are running at about 6% below last year's rate, but in the absence of the scrapping deal sales might be off 10-15%. One concern for the French is that sales not drop off after the scrapping deal stops.France saw this happen in 1997and 1998 after ascrapping deal in 1994-1996. However considering that the cost to the German government for scrapping deal was $2 billion, the solution to this would be continue this program till the economy recovers and car sales are strong. Considering the benefits for an important industry and the societal benefit in lower pollution, it would be worth the cost....

How Calpers went over its head and invested in risky properties at the crest of the real estate boom when there were signs of a weakening in property markets and did this with borrowed money for 60-80% of the deals, so the returns on the downside are magnified. Much of it is for land near Pheoenix and Los Angeles that are empty tracts and now worth little in the depressed property markets, with losses of over $ 1 billion on the Los Angeles area land deal which was a $2.5 billion deal. alpers expects paper losses of 103% on its housing investments in the fiscal year ended June 30. Calpers residential and property investments represent 10% of its $182 billion portfolio and its real estate holdings are twice the percentage of the portfolio of average pension funds. Its also showing a 41% loss on its stock portfolio. Greed seems to have motivated Calpers as it sought higher and higher returns even as the market was showing signs of weakness, with returns on real estate deals in the good years averaging 12%. Calpers is the pension fund of the 1.6 million stae workers in the state of California. The average employer contribution rate for California governments including cities and counties is 13% of payroll. Calpers has estimated that if its investments show a20% decline then the payroll of employers would be hit with another 2 to 5% increase....

France's public finances and how this affects the strength of the euro-zone package of 750 billon euros to support eurozone countries facing financial crisis. France has a ratio of government debt to GDP of 80%, with BNP Paribas forecasting it to go up to 90%. France's budget deficit is forecast at 8% for 2010. And with high taxes it is risky for President Sakozy to raise taxes. The government's target is to cut the deficit to 3% by 2013. Part of the plan is to close tax loopholes, unwind stimulus spending, and to address the social security deficit. Weakened by poor midterm election results and facing strong unions, Sarkozy's options are limited.

The new US president DJT says- "I have had many talks with China about the massive amounts of drugs, in particular fentanyl, being sent into the United States – but to no avail. Representatives of China told me they would enforce their maximum penalty, including the death sentence, for any drug dealers caught doing this, but unfortunately, they never followed through. As a result, drugs are pouring into our country, mostly through Mexico, at levels never seen before. Until they stop, we will charge China an additional 10% tariff, on top of any existing tariffs, on all of their products entering the United States.”  "On 20 January, as one of my first executive orders, I will sign all necessary documents to impose a 25% tariff on all products coming into the United States from Mexico and Canada, along with addressing its ridiculous open borders. Reilly raises the question why asset allocation decisions of the type made by JP Morgan Chase since 2008, does not make it similiar to a mutual fund or a hedge fund, and why this should itself not be considered a form of proprietary trading. JP Morgan Chase had $600 million of corporate debt in its overall debt portfolio or 1% in 4th quarter 2006. By end of 2008 this increased to 5% or $10 billion. By end of 2009, this went up to 17% of the portfolio or $62 billion, and they are at that level today. The holdings of non-U.S. residential mortgage securities was also increased, going up to 20% of holdings or $75 billion at end of 1st quarter 2012, from $2 billion or 1% of the portfolio in 2008. Corporate debt holdings at Bank of America at the end of the 1st quarter of 2012 were about 1% or $2.4 billion, and at Citigroup were about 4.5% or $12 billion. The Chief Investment Office unit of JP Morgan handles this portfolio, which is the result of deposits of $1.12 trillion exceeding loans of $700 billion. The low interest rate environment after 2008 creates incentives for banks to look for ways to improve crimped margins and in the process adding risk....

The shift from non-conventional polluting single cylinder engine contraptions used by poorer Chinese called "Inkfish" to conventional fuel efficient engines will reduce oil consumption in China even as more cars are on the road. This explains the paradox of Chinese vehicle sales being up by 77% year over year in the first quarter of 2010, and still gasoline demand went up by only 3%. Kack Perkowski, founder of Chinese auto-parts manufacturer Asimco Technologies, says the shift from the low tech "inkfish" type vehicles to fuel efficient small cars popular with the Chinese and encouraged by government policies to reduce oil consumption is a big factor in this development. Perkowski says 50 million engines are manufactured in China each year and if you subtract the 13.6 million cars, trucks and buses sold in China last year, another 36 million low tech highly fuel inefficient engines including "inkfish" engines were sold. China's car buyers are very price conscious and prefer smaller cars. Smaller cars are also well suited to the crowded roads in the coastal cities. And the Chinese government wants to keep oil consumption down so it is pushing buyers in the direction of smaller engines with tax breaks. The Chinese governmet is expected to announce subsidies for plug-in hybrids worth about one third of the sticker price. The motives are environmental and energy security related, but also have the intent of enabling China's car manufacturers to gain experience and leadership in newer electric car technologies. Bottom line: some experts including Deutsche Bank's Sankey view China's oil demand growing much slower, at about 2.6% a year over the next 15 years. This would mean oil demand tapering off at 13-14 million barrels of oil per day by 2025, much higher than the 9.1 million bpd in 2010, but growth curbed by fuel efficient engines and increasing fuel efficency of the Chinese vehicle population....

Savings for China and Japan by increasing oil imports at low prices could amount to about 1% of the economy for each country. Japan imports of oil are one tenth of total imports, and amount to $75 billion. At prices half of what they were before coronavirus the savings are about $40 billion a year. This will offset some of the drop in economic growth of about 3% in the year ending March 2021.

For countries where the coronavirus has been relatively controlled with manufacturing and infrastructure projects ready to go ahead the benefit is greatest. China expects to see about 7% decline in GDP in the first quarter resulting in minimal growth for the year as long as export markets in the U.S. and Europe remain weak. For India it depends on how long the lockdown continues and how quickly economic activity can resume under new conditions.

Countries dependent on remittances of workers overseas are hit hard by the coronavirus. This WSJ report shows the situation in Central America which gets $24 billion in remittances form its workers in the U.S. E Salvador gets $5.6 billion in remittances. This is down by 40% in April central bank numbers show, because of jobs lost in the U.S. by workers from El Salvador who migrated to the U.S.  Unemployment rate for Hispanics in April was 20%. El Salvador depends on remittances more than any other Latin American country as remittances are higher than exports. In some rural areas this means older residents have no money to buy food and depend on charities for food supplies.

Today the situation in India, Pakistan and Bangladesh, and other countries in Asia which depend on remittances of overseas workers is also leading to a difficult time for families dependent for such support.

Anat Admati, is a professor of finance and economics at Stanford University School of Business. He says banks should depend on generating 30% of their assets from equity, something the banking industry of today in the U.S. and Europe considers heretical. More of the bank's assets should come from equity and much less from borrowed funds. Outside of banking healthy corporations in the U.S. carry debt at about 70% of assets and there is no reason banks should not do the same. In 2013 says Admati, the situation is not much different from that after the 2008 global financial crisis- large banks carry liabilities and debt at over 90% of their assets. The $2.2 trillion in debt at JP Morgan Chase bank is about 91% of assets of $2.4 trillion. Basel III regulations allow banks to borrow upto 95% of assets, and proposed banking regulations in the U.S. put this at 95%, with the way this is measured still being debated. At such high levels of debt the margin of error is small, and systemic risk which is high in a globally interconnected banking system means the whole banking system can freeze from one large bank going into failure such as Lehman Brothers. This happened in 2008 and the margin of error is still small, which is why global banking is such a high wire act with the U.S. Federal Reserve, the ECB and other central banks issuing regular warnings and regulators faced with the task of keeping the banking system in check through vigilance and investigations of banks violating laws. How much difference has Dodd-Frank legislation in the U.S. made after 2008? Jason from Atlanta says in response to Admati's article, that the Glass-Steagall Act of 1933 was 37 pages and the banking system did not freeze up in the way it did in 2008 for the rest of the twentieth century until its repeal. The 879 page Dodd-Frank legislation of 2011 is overly voluminous and still leaves 243 rules to be written by regulators in consultation with the financial industry. Banks are larger now than they were in 2008 and have an outsized influence in shaping the rules, leaving the U.S. Federal Reserve's supervisory committee and Fed Governor Daniel Tarullo with the job of somehow keeping banks out of trouble. Russian shadow fleet and about 80% of Russian oil now sanctioned after US sanctions on Rosneft and Lukoil- Feb 2026. This is putting more oil onto a fleeet of vessels operating under Comoros, Sierra Leone and third nation flags, or even two flags, which the Americans and Europeans are tracking and diverting. Russia seeks to put this oil on an alternative tanker fleet it owns and which is insured by Russia, that goes from the Baltic and Black seas to the Mediterranean to refineries in Turkey, India and China. What thsi does is increases risks for Russia in shipping and for the Euroepans and Americans when ships fly Russian flags with military convoy. The overall effect of cutting Russian oil exports in addition to India committing to buy American oil and Venezuelan oil instead of Russian oil in its trade agreement with US, is that Russian economy may be in risky territory. Inflation is higher than official 6 percent at 16% interest rates, and this increases the risk. Budget needs within Russia may not be met as this continues. It is in Russia's interest now to conclude a peace agreement with Ukraine, now that the US has moved away from NATO/Europe to peaceful cooperation with Russia and competition with China. ...
