Mr. Wei last met Defense Secretary Mark Esper in 2019 in Bagkok. No meetings have taken place since then. Gen. As Eastern Europe became part of the Soviet sphere the situation went on from 1950 to 1990 of 40 years with regional wars in Korea, Vietnam. The Russian leaders including Putin who set Russia on the path to economic recovery had a deep sense of loss of respect as Russia was treated as another European country by Netherlands, Britain and France, Germany former colonial powers that had difficult relations with Russia. It is this deep sense of loss of respect that these leaders felt after the Soviet Union collapsed and Russia suffered economic and political decline from 1990 to 2000 which was reversed by decades of economic growth. This was a period of economic growth in China. As China asserted itself in Hong Kong, Russia pushed back in Crimea and Ukraine regions that had long ties with Russia of language and culture. Had western leaders disbanded NATO and formed a new alliance with new goals with a vision for peaceful coexistence with Russia in the east the situation could have turned to be different. In 2025 the European powers Germany, France and Britain are not willing to see Russia gain points from the outright invasion of Ukraine presenting new obstacles to a peaceful settlement. Ukrainian sentiment is also a factor as giving parts of Donetsk would be unpopular.  ...

Local government elections in the Mumbai region show a strong win for the BJP party running the Federal Government  under PM Modi in City of Mumbai and cities of Nagpur, Pune and Pimpri, with about half of the seats contested won by the BJP Party. Key to winning the election is the voter trust in the Vikshit Bharat goal for a Modernized India by 2036 and 2047 in two phases. This is likely to influence the elections in West Bengal State that are coming up in April 2026 with the city of Kolkata. PM Modi opened several Rail projects for West Bengal and conducted rallies in the state which is governed by a party that has not worked to industrialize the state for two decades using a local linguistic and regional identity to win elections. Vikshit Bharat is likely to come to West Bengal as it has to the Mumbai region, giving the Federal Government run by the BJP Party an opportunity to form local governments and state governments that cooperate with the Federal Government of PM Modi. These 2 regions the Mumbai and Kolkata regions are the last regions that have fought central modernization efforts and promoted politics that are conducive to mismanagement and corruption, clanish arrangements for the 2 states Maharashtra and West Bengal. For India to compete with China, to catch up with China, and fulfill the hopes and aspirations of 1.4 billion people this is one more of the missing pieces that is being put in place for Vikshit Bharat. Seen from Europe and the US it shows how big the visit of Merz and the Modi Merz Kite Flying effort in Ahmedabad recently means for India as well as US and Europe. Merz has chose India as its leading partner, Germany has chosen this road, with lasting confidence in Modi's Vikshit Bharat effort for 2036 and 2047. ...

US banks are awash with cash deposits by companies. During the pandemic companies borrowed- at rates close to zero set by the Federal Reserve at the height of the pandemic- in case they needed the money, and deposited cash at the banks. Verizon increased its cash holdings by 45% to 10.2 billion in the 1st quarter of 2021. Now banks in the US are turning down cash deposits by companies which have to carry it on their books earning no interest. Banks cannot lend out the cash deposits as there is not enough demand for loans.

Between late March and May 26 US bank deposits surged to $17.09 trillion, increasing by another $411 billion in April and May, according to the US central bank.

"To Invest (at home), To Align (with allies), To Compete (with the world)" sums up the approach of president Biden with China. It also sums up the approach at home and overseas. Biden senior adviser, Jake Sullivan at Council of Foreign Relations sets out the framework and path for managing US-China relations into the future for many decades. Here at the Council of Foreign Relations he shows how- through careful study of the relationship's history, the changes in the relationship, and where it is today in 2024. Having participated in previous administrations Jake understood how it has evolved, where mistakes were made by both China and the US, where misperceptions took hold and need for clarification, for action. The old Strategic Dialogue followed by Paulsen under Bush 2000-2008 allowed the relationship to be guided by business interests, -without any clear strategy or idea where it was going except maximizing interests of business on both sides- was continued by Kerry under Obama 2008-2016. Sullivan, Blinken and Biden have built a Strategic Economic Cooperation Framework that has clear goals on the American side and goals on the Chinese side, and work between the two presidents and their cabinet ministers. Trump 2016-2020 rejected the earlier Strategic Dialogue but was not able to set up a sound framework that would guide future relations for decades. Sullivan helped set up a new framework around three principles- To Invest, To Align, and To Compete.   Here he describes how the plan to invest trillions in infrastructure in the US was part of this plan's principle To Invest. On Align it was to derisk not decouple by reducing the excessive concentration of supply chains in China, that was revealed as a problem in the pandemic years. Building up manufacturing at home and in India, Vietnam and Japan. Align also was to have allies Japan, South Korea and India to be aligned with the US policy. It also meant that all three countries would follow the same framework for their economies To Invest, To Align, To Compete.  By combining the strengths of the 2 largest economic centers Seoul/Tokyo with New Delhi/Sydney in Indo-Pacific the leveraging effect of US strength could be felt to support its position. And third to compete on level field so that America retained control of its technologies and implementing exports controls. And sharing this in  open communication with China that the US was protecting its technology and interests the way China has done in the past for its interests. The benefit of open communication even where there are differences had the advantage of not turning this into open rhetoric that damaged relations as had happened under previous administrations. Wang Yi on China's side having seen and approached it with careful study and reflection had similar goals to stabilize and put the relationship on a sound footing. Sullivan met extensively with Wang Yi in meetings in several locations around the world. Ministers Yellen, Raimondo, Blinken, Kerry, were sent to China for extensive discussions as part of this strategy in 2023 leading to remarkable change in the mood and confidence in US- China relations after tumult in 2016-2020 and uncertainty in previous administrations. Much credit goes to president Biden and Jake Sullivan, Anthony Blinken, and also to Wang Yi and Jinping in no way diminishing their own initiative, so that for the first time in decades the US China relationship is now on a stable footing. Both countries faced common challenges around counter narcotics, around climate change, and other issues. These are being addressed. Competition is managed carefully and no rhetoric is taking place so that the largest two economies and about 1.7 billion in US and China and 2 billion people who are allies in India/Indonesia/Vietnam/ Korea/Japan living on the same planet earth can have economic and other cooperation  with different cultures, economic structures and systems of government. The result of such a framework also gives the basis for cooperation with America's allies to invest in Africa and Latin America and in the people of these two continents as another level of alignment and investment for a safer better world. ...

In math at 8th grade cores fell from 34% being proficient in 2019 to 26% in 2022. For 4th graders from 41% being proficient to in 2019 to 36% in 2022. Reading scores declined in more than half the states in a downward trend and only about a third of students were proficient.

Under worst case scenarios for Greece, and some other countries, their economies would do better in 2011 than in 2010, and improve on 2011 in 2012. The UK Financial Services Authority tests use an unemployment rate of 12.4%, in contrast to the 10.6% rate for the U.K. used by EBA in its worst case scenario. The actual unemployment rate in the UK was 8% for the 3 months to Jan 2011, according to the UK National Statistics Office....

BBC along with other media say little about the lack of business investment in the state, and an environment that is not investment friendly, which means industrialization and modernization is falling behind in West Bengal, Bihar, Orissa region with a population of close to 300 million people, about half the size of the European Union, located in northeastern India.In this attitude by the media including the BBC in the US and European Union one finds a feeling that is similar to that shown during the evolution of China into a modern state from the conditions of the 1930 with Japanese occupation, corrupt leadership and roadblocks to modernization and industrialization that mattered little to the world outside China and India. ...

An important investigation by the Wall Street Journal looks at the 60 day sprint to find the origins of the Covid virus that killed about 6 million people worldwide, with excess deaths three times that. Did labs in the US and in China and scientists experiments cause this or did it happen naturally in the wilderness or in wild animal markets in China. Were other points of view excluded, asks the WSJ by NIC in it's 90 day sprint meeting with president Biden on August 24, 2021. WSJ Investigation says the FBI WMD scientist Banaan and scientists at the Defense Intelligence Council Hardham, Cutlip and Chretien were kept away from the president at a crucial final meeting of National Intelligence Council with Biden on the 90 day sprint to discover where this virus came from. Comparable is the  25 million people who died in the Black Death plague in Europe in 1348- Europe's population did not return to its pre-1348 level till the 16th century, says Britannica.  A scientist working at the FBI offices in Virginia Banaan was brought to main FBI offices for WMD to look into the origins of the virus in Feb. 2020. He and the FBI expected to be called in to see president Biden at a special meeting with Avril Haines, James Murphy of NIC. The FBI and Defense Intelligence Council scientists were not called in to see the president. Scientists on the DIC Council section on the Virus were not given a chance to share views or join the meeting by the Director DIC Scott Berrier who had his own theory on the virus, says WSJ. These scientists had done genomics research that showed a spike protein part of the virus that enable it to enter human cells was constructed in a lab, says WSJ. The WSJ investigation says the investigation sought by president Biden in a 90 day sprint was done with the National Intelligence Agency officials under Avril Haines, a State department official who joined the agency after the 90 day sprint, and James Murphy of the NIC who headed it's WMD section. WSJ report says the heads of Defense Intelligence Agency and NIC believed in what is called the zoonotics theory that the virus was of natural origins and simply transferred from animals to humans. A Lancet article in Feb 2020 by a group of scientists including Daczak of EcoHealth Alliance that supported coronavirus research at Wuhan had supported this theory in the interest of global cooperation to fight the virus but called any alternative explanations conspiracy theory, says WSJ, politicising something that should never be politicized.     ...
