A former mayor of Mexico City wins the election for president in 2018 with 53% of the vote. Obrador's margin was over 30% over Ricardo Analya of PAN party who had 22.5%, and ruling PRI's Antionio Meade with 16%, with 72% of votes counted according to Mexico's election agency. Issues in this election were corruption, with many corruption scandals for ruling PRI under president Nieto, and failure to maintain rule of law. The last time that a president won this size margin of victory was in 1982. Morena as Obrador's party is called, won 306 of 500 seats in the lower house of parliament and 70 of 128 seats in the Senate, winning majorities in both houses of parliament. It also won 4 of 8 state governor races and the Mayor's office in Mexico City. FOr the first time since 1997 one party will control both houses and Mexico City. Obrador formed his own party after leaving the PRD party, calling it The Movement for National Regeneration. Most Mexicans were highly disturbed by the violence and corruption that prevailed in local administration under president Nieto's PRI government. The PRI's dominance in Mexican politics is now broken. Obrador says he will work to put more emphasis on helping the poor in Mexico in framing his policies, distancing himself from the politics of the PRI which had distanced itself more and more from grassroots and ordinary workers in Mexico. This means adapting the free market economic model to suit Mexico's own conditions, the differences between northern and southern Mexico, and pushing for more worker friendly policies. It also creates more room for agreement with the U.S. as both Mr. Trump and Mr. Obrador agree on raising labor standards and wages for factory workers in Mexico ...

It points out that a major reason Hillary Clinton lost the election in 2016 was because of the failure to establish a needed level of trust with the American people. It goes over the history of the Clinton administration and finds a failure to reveal all the facts early on that led to a long grueling search for these facts by the media and prosecutors. It says president Trump should learn from this lesson. The meetings of Trump Jr. with a Russian official are cited  as an example of a very badly handled situation with the slow and continuous unraveling of the story in the media because of this lack of transparency. This editorial makes a strong call for a complete U turn of how the Trump administration has handled this type of story. It says the Republican party may not stand with Trump if popularity ratings currently at 36% drop lower and the party sees a danger of losing the House of Representatives in the next election. If this happens a Democratic Party with the House could investigate the matters involved, and a strategy of transparency now is the best strategy, says WSJ. This includes not calling everything to the contrary, leaks and other stories critical of the Trump handling of events as "fake news." It says president Trump is wrong to think that his larger than life personality and social media followers is sufficient to insulate him from all this, to make him in the words of the Journal bigger than the Presidency itself. Realities are realities, it says and its a tough world of Washington politics in which the president finds himself in, which offers little respite, and has humbled many presidents.   ...

This Economist article looks at India-China relations and the Wuhan Summit between prime minister Modi and president Xi Jinping. It sees India's reluctance to follow a containment strategy in an historical light from the period in which India followed a non-alignment policy in the early post independence period under prime minister Nehru. During the period of the Eisenhower administration with Secretary of State John Foster Dulles India adhered to a strict nonalignment policy avoiding choosing sides in the Cold War. As a result U.S. policy tilted towards Pakistan during the Eisenhower administration. A balance was restored under president Kennedy, with Adlai Stevenson a close friend of India.  The short Sino-Indian war of 1962 led to a situation in which the U.S. backed India and improvement of relations. A semblance of non-alignment in foreign relations continued under Nehru's daughter Indira Gandhi. By 1990 with the opening of the Indian economy to foreign investment, the collapse of the Soviet Union, and the integration of China into the global economy, a new period of good bilateral relations with the U.S. and Europe was maintained. In 2017 the potential for a conflict in Doklam, Bhutan revived fears from 1962 in India. In 2018 After the U.S. administration of Donald Trump and Trade Representative Lighthizer imposed trade tariffs on China and restrictions on export of advanced technologies China pursued a policy of conciliatory relations with India. China's relations also improved with Japan and South Korea as the U.S. policy was unanticipated and seen as a significant change that would seriously affect China's economy. India's response was to pursue a policy of good relations with China and the U.S., even as the economies of the U.S. and India were drawn closer in India's pursuit of modernization.  ...

U.S. president Trump's statement calling for a list of goods for tariffs on $200 billion of Chinese goods leaves China without a clear response and facing new risks. The U.S. exports about $150 billion in goods to China so that China would have to impose penalties to respond at the same level. Placing restrictions on American firms on access to China's market, and imposing other penalties would have the effect of reinforcing the perception of unfair practices targeting American business and lead to hardening of U.S. response.  The U.S. sees itself as being in a better position with the U.S. economy experiencing a growth trend. China with large local government and bank debt faces a difficult situation. President Jinping's policy of reducing the risks of bad debt in the banking system involved sacrificing some growth to stabilize the system. China's GDP growth in 2017 was 6.9%, the target at 6.5%. Future targets and actual growth now look to be much lower.The trade war with the U.S. has the effect of dampening growth leading to calls for the central bank to loosen its monetary stance. In response to Trump's announcement the People's Bank of China pumped $31 billion into the nation's banks. China is studying Japan's response in the 1980's and 1990's when the U.S. took strong action against Japan's growing trade surplus. Japan responded by appreciating its currency and using stimulus to cushion the effect of lower exports on the economy. The stimulus led to the housing bubble and over time a period of low growth and stagnant economy. The large China stimulus in 2008-2009 has compounded the problems in the banking system. Not deleveraging and controlling financial risks in China's banking system because of the trade war would bring a new set of risks. ...

The rapid emergence of China in manufacturing and overcapacity in steel has led to action on steel tariffs by president Trump. Political commentary that the U.S. was starting a trade war is not supported by the facts showing China's response as muted and a willingness by China to negotiate a balanced trading relationship as its trade surplus with the U.S. continues to grow. The trade surplus is so large that the Trump moves do not tell the real story. They are likely to be overshadowed by the increasing value of the U.S. dollar leading to a continued favorable situation for Chinese exports and a larger trade surplus in 2018, regardless of Mr. Trump's action.  Trump's moves are more significant in other areas- limiting China's access to advanced technologies, with the European Union also taking the same action. US business not willing to rely on US labor created the outshoring that built Chinese industrial growth, shipping out technology in the process, that created this situation. Consultants to Apple at the time such as myself bringing Total Quality of Management from Japan to the US, could see the failure of production quality at the Colorado Springs plant just before Steve Jobs returned to the company in 1998. About 20-25% of PC product was defective on the production lines seen with my own eyes. Looking back I believe it was not just the workers but the managers and engineering that needed to guide and motivate the workers with new ways to build in quality control. These were the days when Apple's Steve Jobs hired Tim Cook to revamp production and ship it to China. American workers got blamed. Yet as Jim Carlton shows in "Apple the Inside Story of Intrigue, Egomania, and Business Blunders," by 1996 a new German CEO Michael Spindler 1993-1996 had driven the company to the ground. The struggle with Microsoft gave Jobs an idea- by shifting production to a low cost location he could make the high margins to outinvest all competitors with new products-ipods, iphones, ipads. There is nothing wrong with American workers and their craftsmanship. Timeline- Steve Jobs returns to Apple 1997-1998 Tim Cook is hired from Compaq to revamp manufacturing in 1998 1999-2000 - the strategy is made to shift all of the production to China. The leaders of India and China, Narendra Modi and Xi Jinping will meet at a 2 day summit in the central Chinese city of Wuhan, China, on April 27, 2018.  The meeting is significant because for the first time the 2 leaders will meet on a one on one basis for a significant part of the time without aides to get a better understanding of each other, and a get a sense of how to establish a good relationship between the 2 countries. Ma Jiali of the China Reform Forum, a think tank affiliated with the Communist Party's Central Party School says a better relationship would serve China's interests for regional calm, so that China can focus on internal issues of tackling poverty in the interior of China, tackle economic issues arising from a difficult trading relationship with the U.S. including the tariffs of the Trump administration.  China's leadership have not anticipated the decisions made by president Trump and the Trade Representative Robert Lighthizer to take a strong stand on correcting an imbalance in trade that leads to about $1 billion in trade deficit each day for the U.S. with China. Previous administrations in the U.S. have not taken action. Also at issue in the U.S. China relationship is for the first time transfer of technology for "Made in China 2025." China's earlier advances were made with a free flow of technology from the U.S. and Europe.  The last time the two leaders met was in 2014. This time the issues of border relations in the Himalayas, and the relations with China in the Indian Ocean and Pacific Ocean region, the growing relationship between Australia, U.S., India and Japan, are seen in a different light with the strong disagreements on trade relations with the U.S.  China sees a need for improving relations with India. Prime Minister Modi faces new elections in 2019 and the need to focus on infrastructure and development to win a second term in office for the ruling BJP Party.  A reduction in tensions serves the interest of both countries and leaders.   ...

Contrast the slow US vaccine export response with that of India, Russia, EU and China. Only in May 2021 after India's daily Covid cases were close to 400,000 a day did the US make a serious offer of vaccines to other countries in need of assistance. U.S. president Biden says that 80 million vaccine doses would be exported by the end of June 2021. The WSJ says citing Airfinity, a London research firm, as of May 10 more than 333 million doses of vaccine were produced by the US and only 3 million vaccine doses were exported. Contrast that with the European Union which has shipped 111 million doses overseas one third of its total production, Russia which has exported 27 million doses.  India has exported 66 million doses according to the Ministry of External Affairs website as of May 17, 2021. This includes 4 million doses to Brazil, 4 million to Nigeria. Within its own region Bangladesh received 10 million and Sri Lanka 1.2 million doses, Afghanistan 1 million. Mexico received about 1 million doses. In Africa the Democratic Republic of the Congo which has suffered from many epidemics including Ebola virus received 1.7 million doses, Nigeria 4 million doses, Kenya 1 million, Uganda 1 million. Of the 66 million about half of it is a direct grant assistance and Brazil, Mexico, Morocco received all vaccine as grant assistance, 70% of Bangladesh's is grant assistance. The list on the Ministry of External Affairs site of the Government of India shows 95 countries including many of the most struggling nations of Latin America and Africa, bringing hope to countries which are struggling to hold onto hope for a better life beyond the pandemic. Sending help overseas through vaccine supplies is suspended for the moment but will resume in July after India has pulled in all of its pharmaceutical manufacturing industry under a government guided effort to go all out. Never has so much help bringing much needed hope gone to so many countries of the world in the twentieth or twenty first century from a nation that is struggling to meet its own needs. The US in pursuing a US first policy of vaccinating all its citizens has not taken into account the need to bring this evolving vaccine technology into the hands of as many qualified pharmaceutical manufacturers as possible. This in a rapid response to expand manufacturing capabilities to meet world wide demand. The risks of not doing so were not taken on early- the very same way the virus spread in January to March of 2020 can be repeated as people travel around the world particularly for tourism, business family reasons. This risk takes on anew dimension of contagious mutations of the virus which are 50% more- the Indian variant being 50% more contagious by some estimates than the UK variant, which itself was estimated to be 50% more contagious than the original one.  The result a pandemic that stretches out indefinitely unless billions of doses are made in a short timetable to beat the timetable of Nature through the coronavirus. India is doing this for the first time with plans to produce billions of doses by engaging the whole of the Indian pharmaceutical manufacturing industry in the effort in a rapid response so that July to December would see 1.2 billion people vaccinated. The US effort, the European effort is left to the individual effort of pharmaceutical makers in the US and Europe, not a government guided effort to engage the entire pharmaceutical industry of the US and Europe in a rapid response timetable of 2-6 months.  ...

DJT's 32% reciprocal tariff on Taiwanese goods including chips is working. When reports under president Biden showed TSMC investing in Arizona it was still a slow process with much foot dragging including articles by TSMC executives about how difficult it was to make in US. Lyrarc commented specifically on this as TSMC founders got their education and training in the US and it sounded a bit too condescending. Now that the Trump administration has its tariffs in place this WSJ report says the factory in Arizona is advancing production by several quarters, and it has started production late in 2024 with quality comparable to TSMC plants in Taiwan. How quickly DJT's approach with tariffs to level playing field and letting Taiwan know it owes defense and its education in semiconductors to the US is working, is shown by this example like others. And the $65 billion investment is now up to $165 billion in the US that TSMC is planning. The extra $100 billion is a commitment made to DJT. TSMC revenue growth is higher now at 30% than 20% it had previously with AI and robotic demand in 2025 so that it needs to make more chips quickly. ...

A total of 65 Senators vote to support an aid bill for Ukraine, Israel, and humanitarian aid, all Democrats and 18 Republicans as a group led by Senator Mitch McConnell, the Minority Leader. The Republican Senators include Senator WIcker the senior member on the Armed Services Committee, military veterans, and centrists. Voicing strong support were Senator Tillis of North Carolina and Moran of Kansas on the Senate floor. Tillis said "there is a common conviction that if we fail on this vote, if we don't support Ukraine, this is not bluster, not hyperbole- bad things will happen." Tillis also said that after the earlier vote to break a filibuster by Republican colleagues -"I slept like a baby last night." The list includes senior Republican leaders Cronyn of Texas, both senators from Iowa including Grassley, Bill Cassidy of Louisiana, Mullin of Oklahoma, Rounds of South Dakota, Thune of South Dakota, Todd Young of Indiana. Only a last minute change of heart by Senator Tillis gets the 50-50 tie that was broken by VP Vance's vote to get the Hegseth nomination through. Armed Services chairman Wicker in questioning in the Senate supported Hegseth as he faced tough questioning from Democrats Duckworth, Slotkin and Peters.  Wicker cited Hegseth's service in two wars in combat as a Major in Iraq and Afghanistan and the way many who had fought in these wars had struggled and overcome difficulties, the need for second chances in some situations. Other Republican senators said the position was held by others who did not have experience running large organizations. Panetta was a lawyer and Gates an academic who had CIA positions before appointment to Secretary of Defense. Perry had experience running defense supplier companies. Chuck Hagel served in combat in the Vietnam war and started his own company Vanguard Cellular and was a talk show host.   ...

Marcel Furstenau in DW.com says the Federal Police (BKA) have done well to foil several terrorist plots, and the failure to arrest Anis Amri is a result of the rule of law that prevents detention without evidence. The investigation of Amri went on for 6 months and the length of the investigation shows that police were alert to the risks, says Furstenau. He points out that it would be irresponsible to say security services are not doing their job, and the focus should be on mistakes or errors on which improvements can be made for tightening security.

The protests in Hong Kong could end up as a failure because of the lack of any leadership in the movement for Hong Kong rights. In the early stage the lack of leadership helped build up mass support. As the movement grew it also had weakness in the form of a lack of a coherent program for negotiations with the central government in Beijing. The risks inherent in internet mass media communication are apparent as it brings out people in large numbers nd amplifies all grievances, but fails to produce tangible or concrete results as time passes and lack of coherent leadership weakens the mass movement or makes it overreach.  The lack of communication between the Hong Kong government and protesters with Carrie Lam Hong Kong's CEO not meeting them also led to a lack of a negotiated way out.  This overreach is what Friedman talks about in the NYT saying that the limited universal suffrage offered by China in 2014, with Beijing crossing off candidates openly critical of it, should have been accepted by Hong Kong protesters in negotiated settlement with some protections. The 1200 electoral body would vote for which candidates should stand for election in the Beijing formula. This was not such a bad thing as it offered limited suffrage where there was none in China, says Friedman. By rejecting that formula the protesters gained little because the "perfect" is not always the best option or a practical option when all the realities are taken into account. This is happening again in 2019 with the protesters and Beijing moving further apart and creating a bigger gap with very little constructive communication between the two sides. The efforts to bring the U.S. into protecting Hong Kongers rights by protestors marching to the U.S. consulate also could be seen as going too far by the rest of the people of mainland China, as the U.S. has its own problems including growing inequalities and confrontation between different socio-economic groups. The gradual shift to more disruptive tactics and confrontation with police led to damage to public structures that affected the image of the protesters. The overall lack of a coherent leadership that could negotiate some form of agreement for the future is now seen as a problem for the protest movement. It could lead to a failure to secure the Hong Kong rights protestors seek, says Friedman in the NYT, creating a story of missed opportunities with missing communication, missing negotiation around a "do-able" agenda that builds on common ground between the opposite parties. ...

Farhad Manjoo takes us through the origins of News Feed at Facebook, and its origins with Chris Cox who set up the News Feed operation in 2006 after leaving Stanford's computer science program at the age of 24. Manjoo describes the pain in Silicon Valley and many parts of America at the way the News Feed has acted as mere way of reinforcing people's own biases and creating different echo chambers for different biases. It has fragmented more than brought people together. The very idea of wiring people into the app as connecting people to talk to each other from different parts of the world and share different views is now called into question. Social media founders are also questioning whether wiring and connecting mean positive things in the context of what has happened with Google News, Facebook News Feed and Twitter in 2016-2017. The worst impulses have come to the fore, and it has happened to the point of shocking people who believed only positive things would come from technology and its application in news. Algorithm based news is open to error in many more ways than news discerned by human eyes and intuitive sense, and has the dangerous aspect of spreading misinformation like a wild fire on the internet. As Tim Berners-Lee points out the news is taken to the lowest common denominator because it is based on clicks, the social media sites make money on clicks and how often we click on something. Berners Lee says- “ the net result is that these sites show us content they think we’ll click on - meaning that misinformation, or ‘fake news,’ which is surprising, shocking, or designed to appeal to our biases can spread like wild fire.” Worse bots and people with bad intentions can game the system. The view at Lyrarc is that news was never intended to be taken up by algorithm based computer programs in the driver seat. Google started in 1998 and Google News started in 2006 making it only a decade old today,  Facebook started in 2004, and Facebook News is even more recent- less than a decade old. This is a period when “news” is experimenting with new technologies, and social media or search engines may never have been intended to serve as purveyors of news- that may never be their real role or purpose. For corrective action new developments have to take place taking technology out of the driver seat, and yet harnessing technology in other ways to help human eyes and intuitive sense work more productively, which is the vision at Lyrarc.   ...

The EU summit under the presidency of Germany completes its task for setting up the European Recovery Fund and providing nonrepayable aid to countries hardest hit by the pandemic that would otherwise have to spiral their already high debt levels to unsustainable levels or provide little assistance to their suffering public. These countries include Italy, Spain, Greece mostly in southern Europe. Also needing aid are eastern European countries Hungary and Poland. For the first time the European Union is jointly taking on this debt of nonrepayable aid to member states most in need. This is a historic step. The Dutch prime minister, almost ruined the solidarity of Europe with his continual effort to cut the amount of funds and place conditions. The Dutch have favored austerity in Europe but at what cost and at what does it say about the Dutch in Europe. Reports show the Netherlands have gained back billions of dollars that would have gone in taxes to the governments of France, Spain and Italy by setting up tax haven. The Netherlands population 17 million, Sweden population 10 million, Denmark population 7 million, together make up less than half the population of any one of the major countries of Europe, Spain and Portugal, France, Germany, Italy. The combined population of about 350 million people in southern, eastern, and western Europe was arrayed against these 34 million northern countries in the long negotiations, that show solidarity but are also a sign of the changes in Europe as these countries in northern Europe were always guided by their own personal or country interest. Rutte fought hard because of elections he faces a second time against the far right wing parties, for a second time since the 2017 election. It could not get more personal than that. Even Britain if it was still in the European Union is likely under Boris Johnson to have reversed policies of Cameron to support solidarity in Europe and aid for recovery, considering how the government has tackled the pandemic in Britain. Setting conditions would only go part of the way is the reality today. The bigger part of preventing mismanaging of funds comes from the individual experience and hardship of people in southern European nations of Italy, Greece, Spain and other countries after the missteps in the eurozone finances in the last two decades. This provides the necessary dose of internal financial discipline. Not acting quickly in solidarity today would have been a serious mistake for Europe. Still Mr. Rutte and the Dutch have cut the European Recovery Fund's nonrepayable aid by 110 billion euros from the initail target set by Macron and Merkel of 500 billion euros. The agreed target now is $390 billion euros. ...

The percentage of credit card balances owed by subprime customers, according to Keefe Bruyette and Woods, is 30.3% for Bank of America, 29.8% for Capital One, 27.9% for Discover, and 27.3% for Citigroup. The companies ranked by market share in private label cards are GEneral Electric 39.2% and Citigroup 21.7%. All these companies that have turned risky customers into cash cows with hefty fees and interest rates will see much of this disappear with the President's new law banning some of the practices of these companies that hurt consumers. Most of the credit card industry has operated without some of the basic consumer protections one would expect in a highly educated and literate society with democratic governance. Even retailers like Target depend on this for profits. Target which has its own credit card operation earned $355 million in credit finance charges and $87 million in late fees and other revenue in the last fiscal quarter.
