The French view of the DJT administration is that it is a rupture, an "historic rupture with immigration repression, aggressive trade policy, and undermining of federal and state institutions." This is far from the reality. In fact it is not a rupture, and far from that policy that DJT brought in the waning days of a tired cautious Obama administration that extended the war in Afghanistan long after it was clearly a failure from the Bush years. DJT called it common sense during his Inauguration speech waving his hands- so obvious, stay out of wars we have no purpose pursuing. Regain America's manufacturing base shipped out to China in the Clinton-Bush-Obama years 2000-2016 that helped the rise of China in phases of supply chain partner, competitor, adversary. French view Le Monde is that this is "aggressive trade policy," when in fact small towns across the US and France, and other industrialized EU nations, by losing their factory and industrial base to China have gone downhill losing jobs and standard of living. Tariffs and DJT policy was continued by Biden- there is no rupture. What French in Le Monde call "Immigration repression," is a policy of protecting border security including illegal drug and fentanyl flows and gang activity that was accepted by Biden and Biden-Republican Lankford legislation was agreed in 2024 to close the Border. There is no rupture from Biden on closing the Border.  With millions having crossed the Border illegally Republicans now have the support of Democratic Senators Gallego of Arizona and Fetterman of Pennsylvania in passing the Laken Riley Act in Congress to protect Americans and safeguard life in America.   ...

Department of Education invites controversy because of diversity programs and "transgender" as culture ignoring health risks. Established by president Jimmy Carter in 1979. Education in the US is run at the state level by each American state administration compared to UK where it is done at the national government level. It has one of the smallest budgets of any agency at 4%, Transportation is 1.7%, Agriculture 3.0%. Most of its work is overseeing $120 billion of federal grants and programs for public education through high school. It supports districts with low income students with $18 billion aid. Head Start program supporting 883,000 low income pre school children in 2022 gets federal aid from Department of Health and Human Services. National School Lunch Act of 1946 by Harry Truman is not affected as it is run by states,  federal aid comes from Department of Agriculture to 20+ million children. Republicans oppose spending about $1 billion to support Diversity program DEI initiatives and support for "cirtical race theory." There is opposition to "transgender." Britain's NHS had a commission look into transgender and says it poses health risks to children and young people. It also adds to anxiety of parents. Republicans are 53 -47 in majority in Senate- to scrap the agency Republicans need 60 votes in the Senate. The likely option is that they will pass a bill putting many of the functions in other agencies reducing its impact- between HHS, Treasury and Interior agencies. ...

The recent appointment of fast food executive Andrew Puzder as Labor Secretary has caused great concern among union leaders. Puzder supports a $9 minimum wage compared to $15 supported by Democrats. Unions now represent 7% of the labor force, down from a high of 20% during Reagan's time when Reagan appointed a construction company executive as Labor Secretary and cut regulations.  Globalization has thinned the ranks of workers in unions. And the failure of Democratic administrations to stem the shift of factories overseas to China, Mexico and other places, as part of global supply chains focussed on cost, has weakened Democratic support among workers since the period of Bill Clinton. It eroded to the point where Obama won 65% of support among unions and Hillary Clinton won 56% in 2016. Interestingly the Republican Romney gained 33% versus 37% for Trump, showing voters were more inclined to move away from Democrats and only a smaller number willing to support Republicans, but the shift enough to give Republicans a win in 2016 for the presidency. The figures are from a Election Day survey of trade union AFL-CIO, and a larger proportion in midwestern states showed disaffection with policies from Clinton to Obama. In fact Obama spent years promoting another free trade agreement TPP that favored tech more than auto and older industries, just as Bill Clinton had promoted NAFTA, without giving thought to what this was doing to its worker base of support. A similar situation happened with Social Democrats in Germany as a SPD administration moved to the centre and handed Christian Democrats led by Merkel a win in parliamentary elections. As Democrats such as former Labor Secretary Reich, a professor at UC Berkeley who served under Bill Clinton, describe the problems of working class people their is less reflection on the impact of the changes from globalization and how Democrats handled or mishandled it, and more on the politics between the two parties.   ...

Paul Waldman reports in the Washington Post that a lawyer for Michael Flynn, former National Security Advisor to president Trump, has ended communications with Mr. Trump's legal team. This marks a new turning point for the Mueller investigation. Waldman says this could mean Flynn is cooperating with the Mueller investigation, though this is not yet certain. He says president Trump may respond differently to Flynn as the investigation proceeds.

The US president has invoked emergency powers that relate to national security based on the fight against fentanyl -with 490,000 American lives lost over 12 years, 5 times that in the Vietnam and Korean Wars combined. And based on enormous trade imbalances that relate to national security with China having $1 trillion trade surplus 12 times the next highest trade surplus of $81 billion of Japan in 2007.

Note that appellate courts upheld the Nixon 10% trade tariffs based on invoking emergency powers also based on trade imbalances that time in the 1980's with Japan. The SCOTUS would be overreaching its judicial power to strike down the president on his main platform in the election, says one expert.

She is the only Supreme Court Justice not having graduated from Harvard or Yale which says a lot about the lack of different backgrounds in the Court. It is therefore refreshing to learn there is someone who understands what it is like to shop for groceries and pick up children at school, who understands the everyday problems of cost of living and childcare, and housing.

The NYT editorial says the summit came up short on both the Stimulus that Europe was asked by the US to commit to, and the global regulation that the Europeans asked the US to agree to. The regulatory reform is not what it needs to be to address the many issues raised by this crisis says the NYT. And Germany it says needs to see that deteriorating conditions will require a strong stimulus. By committing to $1 trillion in funds to backup international trade and to help emerging countries fight the crisis, the summit did achieve its other goal of helping the vast majority of people in the world in the emerging countries deal with this crisis, including countries in the EU.

Pearlstein argues that the US and the Obama administration achieved most of its goals, even though the Europeans took the credit. On regulatory reform, Geithner's regulatory reform proposal he says, could well have been written at the French Finance Ministry, as at the US Treasury. And it gives Obama ammunition to prepare, as private equity, hedge funds, and banks try to water down his proposals for regulatory reform. By having member countries commit to adding $850 billion to the resources at the IMF, and regional development banks to provide help to countries in serious difficulties- and giving instructions that the money can be used not only for debt rollover, bank recapitalization and balance of payments support, but also for stimulus spending, infrastructure investment, trade finance and social support- the Obama adminstration has accomplished a great deal. It has succeeded in putting in place the necessary financial resources to support not only the financial systems of countries in Eastern Europe, Asia and Latin America that need help, but put emphasis on the need for resources to go for helping reduce job losses, create jobs, and provide some forms of income or support to people in these countries. This is a major step as it means the countries of Eastern Europe and other developing countries can deal with their crises in confidence. Mexico is taking loans from the IMF. Dominique Strauss Kahn had begun the policy of shifting IMF's focus to these social goals as significant parts of the recovery process in countries, but he faced the old mindset among the IMF staff, as when its reported staff wanted to increase interest rates in Pakistan by 10% instead of the 3% that was finally agreed to. That would have caused serious difficulty to the people of Pakistan, created chaotic situation and disturbed the social fabric of that country. See the link to this for S. Korea and for Pakistan. And as Gordon Brown put it the old conditionality that lay behind the IMF loans, is phased out. This makes it the new policy at the IMF backed by the G20 mandate. The Washington consensus which prescribed open borders, floating exchange rates and fiscal prudence is now ended. And to support this change the developing countries will have a bigger say in IMF policy and decisions. ...

Over 50 countries have asked for negotiations with the US over reciprocal tariffs imposed by the US on April 2, 2025. US president DJT says- “There will be fair deals.” DJT says a number of foreign leaders have contacted the White House since April 2nd.  Israel, Japan, Taiwan are beginning negotiations with the US over tariffs. Britain, South Korea and India will follow. The European Union is waiting for an opportunity to do the same. “They’re offering things to us that we would have never even thought of asking them for, Nobody but me would do this.” With China the situation is different and China is unlikely to negotiate. "We have stressed more than once that pressuring or threatening China is not a right way to engage with us,” says the Chinese embassy in Washington DC. After DJT said he would impose a 50% tariff on China over and above the 34% of April 2nd if China does not take back its retaliatory tariffs. This would happen on Wednesday April 9. The second proposal by the DJT administration is described by the WSJ as being one that may be worse than the first for Ukraine as it opens up repayment of the money US gave as aid to Ukraine to defend against Russian invasion. DJT administration maintains it is $350 billion not the $100 billion Ukraine and the EU say Ukraine received in US aid. In this report Ukrainians say the Ukraine parliament would never be able to pass such an agreement and it sets up more difficulties in US Ukraine peace negotiations if released. The US proposal would set up an entity called the US Ukraine Reconstruction Fund. This fund would have first right to all infrastructure and minerals projects in Ukraine. It's approval would be required for other investors to invest in Ukraine infrastructure and mineral projects. It is written as a commercial agreement, not as a nation to nation agreement. Scott Bessent who runs Treasury is a finance executive overseeing the negotiation and this proposal. He worked for George Soros Fund and provided advice for the bet on the British pound during a difficult time for the UK economy that led to a billion dollar gain for Soros Fund. DJT is a real estate developer. As a result their thinking is based on their experience in the US real estate and capital markets.     ...

Moritz Schuller of Tassspiegel writes a moving story in BBC News about Helmut Kohl, former chancellor of Germany, who died at the age of 87. Kohl helped bring chancellor Merkel to prominence by appointing her to positions in his government, first as Minister of Women and Youth in 1991, and then as Minister for the Environment in 1994. The two developed a bond that lasted. Merkel said on Kohl's 85th birthday -"Germany has much to thank him for."  Schuller presents a different side of Kohl in this article. There is this Kohl who had this tactical grasp of events as the Berlin Wall fell and German reunification was within reach. Who had this warm touch with other leaders, including a special relationship with French president Mitterand that advanced relations between the two countries. Yet he also describes the Kohl who was forgotten after being pushed out of office in a donations scandal. The rush to setup the eurozone currency and expanding it without the needed financial arrangements were seen by Germans as a weakness coming from the Kohl years in office. By 2008 Kohl had a debilitating fall and by this time was forgotten by Germans. Close to the end in 2014 at the Frankfurt Book Fair to present a book on his own view of the events of 1989-90, Kohl was seen as a frail figure, in a wheelchair and unable to speak much. ...

Britain's prime minister survives a vote in parliament called by the camp in her part that opposes a hard Brexit that calls for Britain severing connections with the EU. After she caved in to some demands from the camp that supports a hard Brexit on the issue of EU customs union, others with different views in her party called for a vote in parliament through an amendment. Theresa May survived this vote by just 6 votes following a vote a few days before called by the Brexit hard liner camp in her party which she survived. Britain's electoral Commission ruled that the Vote Leave campaign had violated the law by exceeding the spending limit of 7 million pounds by funnelling 675,000 pounds to BeLeave a pro Brexit youth group. There is now no certainty that a Brexit deal can make it through parliament if it is reached with the EU. Yet this view does not look at the infrastructure needs of the state and the nation which require effective government and government that can concentrate on delivery. It is similar to Bumrah like Modi telling the Indian team that it had prepared well, now one should trust the process- which leads to Vikshit Bharat modernizing the nation - and give one's best. This led to Jasprit Bumrah taking the Indian team to a 297 run win over Australia at Perth after losing 3 Tests in New Zealand. A 14% vote margin for the NDA alliance called Mahayuti that is PM Modi's effort in Maharashtra, one of India's largest states which includes the city of Mumbai. This report says waves such as 2019 or ones in which Rajiv Gandhi won in 1985 were felt on the ground. This one was not anticipated. Yadav says in just 5 months after PM Modi's party lost in the Maharashtra Lok Sabha elections by 1-2% the shift is 15-16%. He says there is an additional 5 % deficit when a party contests a state election after a national election, widening the vote margin to 20 percent.  Of this he says the welfare schemes for women account for only 2-3%.
