About 30 rail routes in Germany will be renovated under a massive renovation program of Deutsche Bahn that begins July 15. Repeated delays and cancellations of an antiquated rail system is causing frustration for rail users in Germany. Deutsche Bahn's deficit is euros 2.4 billion and the debt euros 34 billion. It paid 133 million euros just for delays over 60 minutes to customers last year, up by 43%. Germany is not investing in the rail system as it should because of a culture that has spread since the 1990's that investment in public infrastructure and public services is not essential. The CDU party and the FDP have adopted this culture as their own, and the people have not voted this out as the FDP is part of the currrent coalition of the Socialists and the Greens under Scholz and FDP's Lindner controls the Finance Ministry. This is the challenge facing Europe and the US, dismantling a culture step by step that does not believe in investment in public services and infrastructure for far too long allowing it to fall apart when financial markets invest and waste capital in dubious projects. In the US inventing a new golf ball gets 100 million dollars in this dysfunction in financial markets in the EU and US, the list is endless which adds up to tens of billions of dollars.  ...

The Trump economic plan would use tariffs as a tool to get foreign companies to make in the US. It does not include incentives to American companies to create American jobs that won't be offshored and would be expanded, and keep American technologies and incentive based expansion with American companies. In this sense Trump's economic policies are indifferent to whether it helps American companies or not. Biden/Harris are determined to make it America that controls its own destiny. Why would foreign companies care about expansion and building America's leadership in technologies in the Free World, they would use their technologies in their own national interests. Even when they build factories for Chips as TMC of Taiwan is doing in Arizona they do so skeptical of the power of US engineering.  A holistic plan is missing when American leadership is turned over to foreign companies. Biden-Harris would use tax revenues from corporations to give them the best infrastructure and logistics in the world that supports their growth. This alone would add to America's growth by 1+ percentage points considering what we see in Indian growth with or without the best infrastructure. America's infrastructure is dilapidated. Churchill came up with the idea of British restaurants that serve nutritious meals at reasonable cost so that no family would suffer from lack of access to healthy food at moderate prices. This would insulate people from the high prices during the war in the 1940's for food and energy. The Guardian shows these public diners in 1940's Britain. At its peak there were more British restaurants of this kind than McDonalds's or Weatherspoon's exist today. There is a need for this type of government supported food place that serves affordable meals serving quality food ethically produced as a new form of national infrastructure. Nourish Scotland is calling for reviving it today. It tackles health inequality and food insecurity. Abigail McCall, project officer at Nourish Scotland, says- "For other aspects of our wellbeing – water, transport, healthcare, even wifi – we have built the public infrastructure to ensure that everyone has quality, universal access. Much of this report concentrates on big name schools ignoring the facts about student debt and value delivered, and the shifts in perceptions in companies that see big name schools as not necessarily an asset as inthe past. In this new situation looking objectively at value delivered the US state university system is its strongest asset and the state universities offer higher value for local students without the unneeded debt loads of big ticket institutions with a lot of debt overhang, and little additional value. In the end education is about persistence, hard work, grit and determination. A  Kamala Harris at Hastings in San Francisco can do as well or better than someone from the big name schools. After the Supreme Court decision opposing quotas for affirmative action the first results of enrollment by ethnic group and race are mixed and sometimes confusing. Some colleges and universities are seeing the same enrollment and some are moving in opposite directions for ethnic groups and race. This NYT report says if universities can get to a fair enrollment for different groups without racial quotas then these quotas may not be essential to achieve their purpose. Schools are looking at students from rural areas in ways they did not in the past, and trying innovative approaches to building a better America after the pandemic because they think it is the right way. ...

Britain's Home secretary, Yvette Cooper, is setting up a Young Future's unit to help teenagers exposed to social media, mental health issues, and other pressures who could get into trouble with the law. As Macron struggles to present EU's case in Washington DC the problems in Germany loom large.The debt brake Merkel to stop debt based infrastructure investment is what ails Germany and the EU. It has had two pernicious effects. It created the AfD's surge by lowering economic growth and investment in public needs - housing, transport, public services. It worsened the SPD and CDU performance by not investing in security, with no policies to return crime committing refugees to their home countries. A combination of aid and other assistance, diplomacy, would have secured the cooperation of countries to take them back. A strong display of action on removing refugees committing any offenses would have lessened the number of terrorism incidents and reduced a surge in the AfD performance with loss of confidence in chancellor Scholz.  CDU's Merz says he wants to remove the constitutional brake from the German constitution. The SPD under a new leader would want the same as it seeks to invest in the economy. Scholz lacked the foresight not to enter into a coalition with the Free Democrats in 2021 who flatly opposed public spending to meet pressing infrastructure needs lowering growth.  Both CDU of Merkel and SPD of Scholz lacked the foresight and the courage to invest and not settle for less for Germany. ...

This Editorial in the WSJ says Obama's complete inaction in Syria led to problems later on. It destabilized the entire Middle East in a way that Reagan destabilized the region with intervention in the region. Russian unease with NATO at its borders was not sensed in US and EU- and no efforts to address these concerns to reach an agreement to create the right kind of environment for peaceful coexistence that is only now being beginning to be seen as needed. Other serious consequences were the migration from the Middle East to Europe after Arab Spring in 2011- migration to Greece and Italy and onwards to Hungary, Austria and Germany. During the Merkel years little was done to identify and act on the sources of the problem- instability in the Middle East and Africa and dealing with the problem at the source. This led to AfD in Germany taking up the unease felt by the German people at the size of the illegal migration. This led in ricocheting manner to migration fears in Britain and Reform UK taking up the unease felt by the  British people.  This problem of migration found new sources in 2024- Venezuela and Central America for the US and cross Channel migration in the UK and again it's size stirred up unease- because of the size of illegal migration in the millions. ...

Jake Spring of the Washingotn Post shows how DJT, Kevin Hassett of the National Economic council and NY Governor Kathy Hochul are putting jobs first to work together to revive the northeastern communities that have hurt the most. This one is a waterfront that has seen better days in Brooklyn before 1945, when it was one of the busiest ports in the world- gone into disrepair and abandoned by the 1970's. Norwegian company Equinor invested $2.7 billion in a huge wind farm for Sunset Park in Brooklyn which would bring clean air to a chemically polluted Asian and Latino neighborhood. It would create thousands of jobs and provide clean energy for a million homes.  The DJT Interior Department under Doug Borghum stopped the project and it could have been cancelled, if not for NY Governor Kathy Hochul working with the DJT administration to support pipelines that will take Pennsylvania shale gas to New York hub for where it can reach all parts of the northeast. Interior Secretary Borghum wrote on X- “I am encouraged by Governor Hochul’s comments about her willingness to move forward on critical pipeline capacity.” Hochul supported the revival of the Constitution pipeline for shale gas.  It is this kind of cooperation to support jobs, workers and create a space for projects in the public interest that are needed today. ...

Adjusted for inflation wages for automakers have fallen 19% since 2008 because of tiers new workers making about $17 an hour significantly less than the $32 an hour. UAW seeks an end to tiered hiring.  For GM it is about committing to a long term contract in an industry that is unpredictable and uncertain. GM wants to make substantial investments in the EV industry with president Biden's help even when not making profits from EV's. For the UAW Ms. Janis of Jobs to Move America says labor is a very small part of what it costs to make EV's, batteries are the most. None of the earlier difficulties are likely because much fewer workers are needed making labor cost a much smaller component. Toyota has been slow in its EV start, BYD in China is leading but US carmakers are supported by the US government for EV's. Auto workers want a fair contract . And GM working with partners can still build joint venture factories for batteries in the South just like Tesla where work is not unionized. In the competition in EV's R&D and quality of management will play a bigger role. Fairness for workers will motivate American carmakers, with worker training and quality+value of EV's important for success.   ...

Manjoo of the NYT describes Apple's new product HomePod which is similar to the Amazon Echo, a smart speaker that has inside it a Amazon virtual assistant. The price tag of $349 is twice that of the Echo.

Manjoo says the surround sound is better and can be customized to the room you are in, though from a distance Echo works better. Apple is now building its capabilities in the cloud services and artificial intelligence field to do better than Amazon in the home assistant product segment. This will help Apple make its personal assistant Siri handle requests better, in many languages. This is a part of the transformation at Apple as it shifts from focus on hardware to focus on "deep learning," and " machine learning.," fields that are now considered transformative.

Huruhiko Kuroda, the new Governor of the Bank of Japan, Japan's central bank, told parliament in confirmation hearings: "If I am confirmed as governor, I will clearly communicate to markets that I am prepared to do whatever it takes to beat deflation... The Japanese economy has suffered from deflation, for over 10, almost 15 years, which is a global anomaly of the most extreme. The view of economists who point to anegative feedback loop, a vicious cycle where tight credit conditions weaken the economy which furter deteriorate the condition of financial markets and banks resulting in even more depressed economic activity. The collapse in consumer lending in October for instance leading to a collapse in the automobile markets resulting in more layoffs and plant closures which in turn exacerbate the economic condition and reduce consumer spending even more. The housing market is a key to all this as the root of the credit market problems of banks have to do with mortgage securities that have soured as house prices went down and foreclosures losses rose. With a drop in consumer spending and increase in umemployment as a result of the tight or nonexistent credit the housing prices are further depressed, resulting in a virtual collapse in credit, as happened in October with issuance of securities backed by consumer debt drying up for lack of buyers. The government steps in to unclog credit markets but housing price decline is still underway as these measures like the Fed's decision to buy $600 billion in Fannie and Freddie securities do not change the fundamental mechanism of dropping prices, as homeowners under water or potential buyers facing layoffs or no access to mortgage credit shy away from the market. ...

The South China Morning Post provides this view of China on the day of the 70th anniversary of the Communist Party of China, on the long road from the founding of the government in 1949 under Mao, the Cultural Revolution, and the shift to a state sponsored market economy under premier Deng in the 1980's.  From being at early stages of industrialization to a fully developed modern and industrialized country over three decades.  The challenges China faces are whether its growth will slow with a high debt situation, trade war with the U.S., aging population and the housing bubble that has created problems in Hong Kong. This could lead to a situation where its per capita income stays in the middle range at around $12,000 per capita, referred to as a middle income economy by the World Bank. Some experts believe that the factors that propelled China since 1990- a youthful labor force, globalization reducing tariffs and benefitting from entry into WTO, easy access to western technology, land sales for local governments to finance industrial development, rapid urbanization, and infrastructure investment in electricity rail and highways, are now reaching their limits with smaller incremental steps and growth in the future. The big gains made in the last three decades could be limited by other factors also such as the high debt economy, build up of industrial overcapacity, limited domestic consumption to take the place of exports facing high tariffs. Countries normally face some slowdown in such situation after a period of rapid growth, Japan and South Korea being recent examples. During the transition period to a new kind of economy from the manufacturing export push Asian model many unseen social and other problems emerge. The situation in Hong Kong shows how the housing bubble can also lead to problems that require resources and attention.  There are other social problems that continue to remain hidden. It does not take long for hidden problems to emerge as the situation in Brazil for lack of sanitation and epidemic prevention shows. In China the cost of too rapid development has led to pollution of rivers and land that will need to be cleaned up. The effect of contamination of food supply is an ever present risk with the contamination of land and water. Little attention is paid to prevalence of smoking and its damaging effects on health. The one child policy also brings with it cultural issues of how a whole new generation of children without siblings. Many other social problems that affect the quality of life become evident as growth slows and addressing these problems can actually benefit the country and its people. ...

We can make only more turbines as fast as we can access the last of some 8000 components says a Vestas executive. Windmill generated electricity was only 0.4% of the electricity generated in the US compared to 0.1% for solar and 0.4% for geothermal but of the new energy added in the US in 2007 it was 30% of the new energy generating capacity added. So it has a disproportionate share of the increase in generating capacity starting from an insignificant base. Its a new industry but with many companies the largest being Vestas of Denmark, GE Energy, Nordex of Germany and Accoiona of Spain. Germany, the US, Spain India, and China are countries at the forefron of the wind energy business. Because the business is relatively new manufacturers were not providing the installation and maintenance required in emerging market countries in 1995 when Suzlon which had powered its yarn business in Surat, Gujarat with 2 wind energy turbines from Vestas entered the business seeing an opportunity. Mr Tanti of Rajkot, Gujarat, Suzlon's founder saw the opportunity and used European firms to design his turbines and blades and provided energy to Bajaj Auto and large Indian companies that have an erratic supply of electricity because of chronic electricity shortages. Starting with a tax break which allowed Suzlon to deduct windmill costs against its sales tax bill enacted in 1999 and retracted in 2002 Suzlon took advantage of lower manufacturing costs in India. Its main plant is in Pondicherry, India. By 2002 sales had increased to $131 million in India from $32 million in 2000. The company entered the US market in 2003 and in 2004 with the boomin stock market in India Citigroup took a 9% stake in Suzlon for $22 million. By 2005 Suzlon because of lower manufacturing costs had margns of20% compared to 8% for European companies and Suzlon raised $340 million in an IPO. With loans from Barclays and Deutsche Bank Suzlon bought European parts makers Hansen Transmission in 2006 and set up a factory in Tianjin, India. Early on in the 1990's it had set up an R&D center using engineers in Germany of a supplier company in wind energy Sudwind that had exited the business, this R&D center now designed its largest turbine for US and European markets of 2.1 megawatts and blades 50 yards in length. Today Tanti and Suzlon are faced with problems accessing the world class technology of the western companies as its technology has not kept up with the technological advances especially in addressing the needs of western markets. It has about 8% of the US market and about $1.8 billion in global sales. Its pricing to Edison Energy in 2006 for 1.2 megawatt turbines was 20% below European and American manufacturers. Its latest designs have flaws because Edison Energy of Irvine , California, has seen cracks in the blades at 3 windmill sites in the midwest USA and Suzlon has withdrawn 1251 blades, the majority of the ones sold in the US. Deere and Company another customer has experienced the same problem. And even though it has moved to acquire technology by taking over 33.6% of REpower which has advanced technology and makes 5 megawatt turbines. its mired in its efforts to get the blueprints of advanced designs from REpower because German law considers minority shareholders like Suzlon as competitors, other shareholders Areva of France and Martifer of Portugal have to be bought out and minority shareholders also bought out before Suzlon can access the designs. Speed, funding, tax breaks, and timing to attract capital, and most of all insight and courage to see a growing opportunity from its own experience of using two 2.1 megawatt turbines from Denmark's Vestas, and looking deeper into problems with maintenance and support in Asia and lack of technology for homegrown development that hamstrung development of energy alternatives in dire and chronic electricity short Indian companies, this has helped bring windpower to India and a new company in a new industry from scratch. ...

French president Sarkozy, and German chancellor Merkel, announce the decision to seek treaty changes to make fiscal discipline a critical part of the new EU treaties. They issued an ultimatum to other EU countries to decide within a week whether they wanted to be part of a eurozone under this arrangement. In any case France and Germany will move ahead for a tighter union. Merkel stated- "We need structural changes. It is not possible to do this in the framework of the current treaties." Germany secured France's acceptance for having national budgets submitted for review by a supranational European body and automatic sanctions. France secured Germany's acceptance of a way to override this if automatic sanctions are blocked by a strong majority of members voting to this effect. On the issue of bondholders, of private creditors sharing in losses, France and Germany agreed to limit this to Greece. Merkel stated: "Greece is and will remain an exception," to which Sarkozy added, "the message to investors from across the world is that in Europe we pay back our debts."...

It looks likely that after ignoring the chances of the former Iraqi army disappearing in the war and becoming insurgents the Bush administration military has now embraced them in the form of Awakening groups in Anbar province, initially with tribal groups with ageold traditions predating even Islam but now more dangerously in Baghdad itself with former members of the Baathist military. The tribal groups have limited loyalties but are not friendly to the Shiite led government and fight among themselves. But the Baghdad Sunnis who have already suffered from the Shiite led national police and militas are hostile to the Shiite led government. This is why the movement is growing so quickly as the war against the Americans is turning into an effort by Sunnis of all kinds of politics to turn their attention to the eventual conflict that they see with the Shiites. These Awakening Groups are numbering some 65000 and could quickly reach 100,000 and are watched suspiciously by the SHiite led army and police who refuse to integrate them into the army and police making them more likely to look to money from elsewhere once the Americans stop paying them. The Americans for their part are paying them $300 per month which will cost the US military budget some 234 million dollars and save a lot of American lives and give the US already convinced that this is quite possibly a civil war situation not entirely of its own making , an opportunity to have cover for a withdrawal that shows honorable intentions to Sunni and Shiite alike. The American officers clearly say that once they withdraw there won't be anybody to administer the contracts. Would other Sunni countries like the Saudis step in with economic aid. This is a possibility. This may be why some Iraqis are actually now going back home from overseas, adefacto partition is already taking place, And the Awakening groups only provide the safety to Sunnis in their Baghdad neighborhoods. from the Shiite led police and army. Why would'nt the US simply recognize the defacto situation call it partition or anything else, its the defacto situation. Is it because that leaves most of the oil in Shiite or Kurdish areas, Basra and Kirkuk? But in effect thats what the defacto situation is because most of the oil production as figures show is from the South Oil Company in the Shiite south. Of 2.5 million barrels 2 million barrels came from South Oil and 500,000 from the north. Not much of the oil money is going to the Sunni areas anyway and the national government members are not willing to even meet with the Sunni representatives in some areas. From the larger standpoint of oil supply in world markets and oil prices this means that the current increase supply into world markets will see two new phases. For a while there will be good supply as the insurgency settles down to prepare for a sunni led government in sunni areas under cover of US protection and withdrawal because violence against pipelines ect will diminish. The when the US withdraws this production will decline for a period as the sunnis and shiites form their own separate governments. After that as peace settles down on the region in a kind of coexistence of sunni and shiite governments oil production in Iraq will see a modernization and significant increase. As the new Shhite government will need a lot of money to fund reconstruction of its areas Iraq may hav an incentive to really bump up production like the Russians did afterthe Yeltsin chaotic years. Note that of the $2.4 billion oil investment budget for 2007, only 30% of this was spent in 2007 according to the link WSJ Dec 13, 2007, even though the industry is using dilapidated and old equipment and facilities and badly needs investment, so the impact of a real modernization and investment once the country's Shiiites and Sunnis have their own governments and coexist and peace settles in the region would be huge increase in oil supply. In this sense this is why its been so difficult to understand oil prices and supplies. Twisters have been thrown into the works for the Iraq area because of the civil war situaton and for Iran the nuclear situation and the rhetoric simply complicated matters even as Iranian production was declining and its internal demand growing. ...
