With a 6% decline in sales in Europe expected for 2012, the problems at GM's Opel operations are expected to worsen. GM's sales in Europe declined by 2% in 2011. Critics say GM has not give enough attention to Opel's operations. Giving it only an afterthought after being overwhelmed by problems in the U.S. operations, and mostly using the design expertise of its engineering center in Russelheim, near Frankfurt. The Buick Regal is based on the Opel Insignia and the work of Opel engineers. Ferdinand Duddenhoffer, professor at the University of Duisburg-Essen, Germany, says GM has neglected Opel and is not making good use of the manufacturing capacity at Opel. The problem, he says is production management and being able to shift quickly to different models based on demand, and using Opel as part of a global factory network. The repeated restructurings at Opel for 15 years have left this problem unresolved. In his view GM is still in the Middle Ages in this respect.

Rep. Paul and Rep Barney Frank call for cutting defense spending as they convene a Sustainable Defense Task Force of defense analysts. This task force recommends $1 trillion in cuts over the next 10 years. Defense Secretary Gates is preparing the Defense department for this change. The poor decisions made by former CEO, Mark Hurd, leading to underinvestment in research and development and lack of funding for H-P Labs, leave H-P in a weaker position. The cuts were lauded at the time by the financial media but left the company with weaker technological capabilities. The distractions since 2005, with changing CEO's and lack of proper direction in the company, a weak board of directors, a large bureaucracy and inefficient sales force, and the emergence of low cost competitors from Taiwan, are hurting H-P's performance and capabilities. Meg Whitman, the current CEO, plans another round of layoffs, following the layoffs under Hurd. About 30,000 of 324,000 existing employees will be retired or laid off. H-P generated only $1.7 billion in net earnign on sales of $127 billion in fiscal 2011. In smartphones, cloud computing services and tablet computers, H-P has either stumbled or still struggles to develop clear winners.
