It is hard to imagine that one is even writing about this, as shocking as it is- the 4 or 5 minutes between a decision to launch nuclear weapons and the end of life on this planet earth as we know it. Here Sam Nunn, a U.S. senator who was part of the negotiations for arms control and who is the leading American in this field talks about the unimaginable danger. He says the strategy from the Cold War where Russia and the U.S. put their nuclear forces in a position to be launched within minutes, 4 to 5 minutes, is outdated and needs to be changed. Hillary Clinton described the issue in the television debate. Yet this was not discussed because of the nature of the 2016 presidential election with lack of serious discussion.  And both Nunn and Clinton emphasize that once the missiles are in the air they cannot be ordered to go back. Accidental error, judgemental error, informational error in which one side thinks the other has launched a missile, a firing by mistake, are possible. In this situation Nunn says Trump is temperamentally unfit, and Clinton is fit to take on the responsibility. Yet the question this raises is as Nunn signals- is anyone but God fit to make this decision to launch nuclear weapons. Nunn says it is outdated and wrong to have only a few minutes, as such a decision cannot be made in a few hours or days, much less in 5 minutes. Nunn brings up a discussion he had in Moscow when he brought this up with Russians and president Putin. Russian president Putin told Nunn that he was fully aware of this. Putin's response was- "Senator Nunn, at some point it becomes automatic."  Nunn does not clarify what this means, or what Putin means to say. For people on the planet it is not enough to have Reagan, Gorbachev, Clinton, as Nunn mentions being responsible people for a nuclear decision. The current state of affairs is simply shocking and the lack of attention to this is also shocking. Equally dangerous is that 20 countries have weapons usable nuclear material, and sophisticated hacking of command and control processes is another danger.       ...

The Ukraine, Israel and Indo-Pacific aid bills are passed in the House of Representatives with 316-94 vote on April 19, 2024. Vote rule set with support of Democrats made a simple majority vote sufficient to  pass. It was a significant win for both parties as 165 Democrats and 151 Republicans voted for the bills. 55 Republicans and 39 Democrats voted against. It was as Speaker Johnson had said earlier for each Congressman to vote his conscience. Speaker Johnson said it was the best possible bill "we could get under the circumstances." He said if this wasn't done then Democrats would have bypassed Republican leaders and forced their own package of bills through the House. As a nod to the former president $60 billion in aid to Ukraine has $9.5 billion in forgivable economic loans. Overall similar to what Democrats had passed in the Senate over a month earlier. “I hope at the end we can take care of our responsibilities. Ukrainians desperately need lethal aid right now. Mexico's former president Enrique Pena Nieto, 54 years, is being investigated for corruption. The former head of the oil company Pemex  Emilio Lozoya, 45 years, was arrested in February in Spain and is said to be cooperating fully with the authorites. A wide ranging inquiry was ordered by president Lopez Obrador.  Mexico's Attorney General says that Mr. Lozoya testified that he was asked to give two bribes of over 3 million dollars each to Pena's election campaign and to bribe politicians to pass legislation to open up the state sector to private investment. The money was sourced from Odebrecht a Brazilian construction company that paid hundreds of millions of dollars in bribes to build ports, bridges and stadiums all over Latin America. This shows how quickly the reputations of leaders in Latin America have changed from Mexico, Brazil, Chile, Argentina and Peru. In every case it is corruption or mismanagement of the economy or both. The failure to consider the needs of people in Latin America, the hype and the pretense, show how much good sense, wisdom, hard work and honest leadership is needed.   ...

Fed's Powell sees only a temporary slight effect of DJT tariffs on inflation to 2.7% in 2025 that he says can be "looked through without action by us." Fed will wait for clarity in coming days and weeks. The oldest professional soccer player and goal scorer is Kazuyoshi Miura who signed for the 35th season in Japan. He signed a one year contract extension with Japanese soccer team Yokohama FC. He is 52 years old. He started playing for Brazil's Santos in 1982 at the age of 18. He played for Genoa in Italy and Zagreb in Croatia, and is with Yokohama FC since 2005. He says he still has the same passion for soccer that he had at the age of 18 when playing for Santos in Brazil.

Michael Boskin, the elder president Bush's chairman of the Council of Economc Advisors was instrumental in setting up the North American Free Trade Agreement (NAFTA). Here he points to the dire need to open up trade between India and Pakistan. Trade today between the two countries is $2.7 billion. What is the oldest man alive like. Bob Weighton was presented with his certificate by the Guinness World Records this week. He lives in a assisted living home and is self isolating. Here is someone who has been through the 1918-20 Spanish flu pandemic that took millions of lives all over the world. What is he like? He was a professor of Marine Engineering at the City University of London till he retired at age 65 in 1973. Weighton says he is very pleased he was able to live so long and make so many friends. He has had serious medical operations but nothing he has experienced is like the coronavirus and self-isolation. He calls it "bizarre." But his advice is that there is nothing you can do about this so you might as well do what you can and  never mind about what you can't. He has 3 children, 10 grandchildren and 25 great grand children. He and wife Agnes traveled and worked around the world then settled back in the UK. She and his wife Agnes who passed away in 1993 volunteered in retirement as marraige counselors and helped youth groups in Alton.  ...

The thinktank Onward says a relatively small shift rightward on cultural issues would deliver for the Labour party a 1997 type of landslide at the next election. Adam Nossiter of the NYT describes the clearly presidential nature of Macron's appearences during the first month in office. First at the Louvre during the night election results showed him winning easily, and later in appearances at the G 7 summit meeting and at Versailles with the Russian president. This is in sharp contrast to the chatty, "little jokes" and other efforts of president Hollande that left people with the impression that he was not decisive and strong. The French presidency from the time of Charles De Gaulle by its very nature compared to the prime minister's position of England, requires a strong presence and decisive personality. Macron shows every intention of fulfilling that role. Observers have traced this to Macron being a research assistant to French philosopher Paul Ricoeur. Peter Bernstein's says it is vital to address the household sector that is the root of the problem. And the only way to do this effectively is to change the terms of the mortgages themselves and stop the flow of foreclosures, with the government taking on some of the losses from these changes in the mortgage terms. First, he says, thats where the crisis has originated. Second, in the previous recessions the household sector was not the problem, in this one it is the problem. Without returning it to better health, America cannot reverse the devastating course of this recession. Households are the primary customers of American business, and the wave of foreclosures, dropping house prices and job losses, destroy the optimism and morale of millions of Amrericans. "The risk here is not just humanitarian. Indeed the risk is also the preservation of the social structure of democracy and the future progress of America, " says Bernstein. Essentially Bernstein is saying that President Obama should put campaign promises for health care reform, and other agenda after addressing this issue. Obama has extended unemployment insurance as afirst step, he has responded to Detroit's auto industry needs, and has set up the stimulus package. But in the household sector and on mortgages the response has ben weak, thus letting this problem grow and leaving the roots of the crisis unattended. "To intervene promptly, directly and powerfully to counter the home price debacle" has not happened. Something that the New York Times has repeatedly stated in its editorials, including one last week. And without this hope and optimism is not likely to be built on firm ground. A sudden recovery in the stock markets, as in the 2nd quarter 2009, cannot substitute. ...

At one point Jobs gives Christie, the engineer leading the very small project team, 2 months to put it together or he would find someone else to do it. This is similiar to the way in which Sony's Morita approached his project team working on the Walkman telling them what he wanted to see and the size of the device. Jobs payed attention to all the details from how the phone names addresses appeared on the screen, dialing from the phone book, the swiping action to start the device, the music, and the colors on the screen. Only in on the project's detail were Bill Campbell, Apple director, and Jony Ive, Apple design chief. Christie was approached by Scott Forestall in late 2004 about this secret project codenamed "Purple." Christie is the engineer who joined Apple in 1996 to work on the Newton, and early touch screen device that failed because the technology was not developed enough at the time, making the device bulky and cumbersome. Christie was working on software for Mac computers in 2004. Greg Joswiak, Apple vice president for iPhone marketing, monitored other phone makers to see if they were coming up with a device that migrated the iPod's music features to the phone. David Brooks says one of the good things about the ugly election campaign of 2016 and its depletion of moral capital, is the way people are responding to it by finding their voice for something better and uplifting. He cites Michelle Obama as one example of someone who acts not as a politician but as a mother in her behaviour and talk. He praises Hillary Clinton for adopting this Michelle tone and giving 3 answers he calls great in the final debate with Trump. The answers came on the questions about Trump and denigration of women,  on the contrast between the experience gained on a television show "Apprentice," and the experience of Clinton as senator and secretary of state. Brooks says they were given in a gradual understated manner, showing moral sentiment and a quiet contempt, similar to how a mother or parent would respond and not a politician. Another way to look at it is that the contrast was so great between her and her opponent's experience and respect for parenthood, and the campaign so long with so many people who had shown indifference when they should have known and done better, that Hillary Clinton simply stood her own ground based on her own Protestant Methodist faith and conviction.  ...

The yield on Italy's two year bonds reached 7.269% on November 9, 2011. Italy needs to rollover $300 billion in debt over the next 12 months. And liquidity is becoming a serious problem as investors become cautious about buying Italian bonds. Investors who were attracted to the higher yields on Italian bonds now see the market as too unstable to make purchases. Peter Schaffrik, head of European rates strategy at RBC Capital Markets in London, says that the Italian bond market, the third largest in the world, was quite liquid, with investors buying or selling 500 millon euros of Italian bonds at a clip. Now, he says, its hard to trade more than 50 million euros. The only hope is to get enough stability and confidence back into the market, as Italy is too large for any rescue effort by the ECB, IMF or the EFSF. With some stability Black Rock's Fundamental Fixed Income portfolio's chief investment officer, Rick Rieder, says Italian bonds are something he would buy.

Textualism or strict interpretation of the Constitution word for word may be back but one can never be sure. No sooner is one decision made in a certain direction with a particular approach to the law whether it be textualism or something else it then comes up for rethinking a few years later, under a different approach to the law or from a new angle. This is the law practiced in most British style courts of law including the US.  Former Justice Breyer of the US Supreme Court replaced by his law clerk Ketanji Jackson, is interviewed by NYT's Adam Liptak. Today so much is written about Breyer as a non textualist, and Gorsuch, Kavanaugh recent additions to the Court as textualist or strict interpreters of the Constitution based on when it was written with what intent. Yet as thinking individuals who like the rest of the American people grow in their understanding all Justices cannot be categorized  in this way. Breyer says he worked with retired Justices Kennedy and Souter and found them to be willing and keen on hearing all angles. Then it has to be said that both Kavanaugh and Gorsuch were law clerks for Kennedy. Much of American law at the highest court actually is no better than any other human creation - it tries to approximate as best one can the people of the US. Sotomayor coming from Puerto Rican descent, Ketanji Jackson from minority black, Kavanaugh and Gorsuch from Georgetown preparatory schools where Kavanaugh's paternal grandfather attended Yale something even JFK could not claim, Chief Justice Roberts coming from a company professional type background, Barrett a professor at a Catholic university, Kagan with a Bostonian JFK style background, Alito old Italian and Clarence old minority black background. Breyer retired recently to make way for a younger judge, Judge Ketanji Jackson who was law clerk to Breyer. Breyer is writing a new book which he hopes the conservatives on the Supreme Court will read- Justices Kavanaugh, Barrett and Gorsuch. The book coming out March 26 has the title- Reading the Constitution- Why I Chose Pragmatism not Textualism. He hope these Justices will read the book and say their colleague was making sense, would say that it was not a bad point. ...

Germany's new president Steinmeier vigorously defends democracy and the European Union, in his first major speech after accepting the post of president. He calls for "push back together" against the foes of democracy. Passion and commitment marked the style of president Gauck, says Furstenau of DW.com, and this is true also for Steinmeier. Both also share personal conviction matched with personal experience, Gauck as a pastor in the former GDR looking for alternatives as the GDR crumbled, and Steinmeier is respected for his exceptional work in diplomacy for Germany. Both bring a striaghtforward manner but tremendous sincerity, so that the message is heard with respect from all parts of Germany. Furstenau calls him a German and European patriot. In Gauck's last speech he called for affirming Germany in the EU- "although voices may praise the fool's gold of long outdated nationalism, we will remain Germans- as Europeans, although the uncertainty of our times may be alarming, we will not flee from our responsibility." Steinmeier echoes the same message, backed up with personal conviction and long experience in serving Germany. Gauck called for a "vigilant democracy" that maintains the basic conditions for peace and dialogue, and also shows the willingness to defend the republic and the Basic Law, because " we do not want our country or other European member states to become the playthings of actors who are pursuing entirely different interests." In his acceptance speech Steinmeier called for courage, after Gauck had laid down the theme of Germans "not overlooking the potential within us.... trusting in our own strength and staying calm and composed."   ...
