Russian ambassador to Kabul Mr Kabulov talks about his experience in the Russian Afghan war when was the top KGB person in Kabul. He describes what he learned from the war, which he is telling Americans there and Nato forces leaders there. He makes a couple of important points. First, he says the Soviet record is largely unknown or unpresented, when it comes to helping modernize Afghan society in the cities like Kabul. This modernizing mission led to billions of rubles being spent on education, advancing the role of women, and building roads, dams and an industrial infrastructure. Of the mistakes Americans are making, he lists them one by one. "Because we deployed very easily into the major cities, we did'nt give much thought to what was happening in the countryside." He says there is an "irritative allergy" in the countryside, which is hard to control in a vast mountainous region, has historical basis which the British experienced, and is easy to stir up by sending large number of troops from European or Western powers. When these troops have to take retailatory steps such as destroying villages where insurgents are found along with the civilians there. That is why he thinks increasing American troop levels to double troop strength from current Nato levels of 65,000, can only stir up this"irritative allergy." The Soviets had 140,000 troops and this did not help. What he thinks would have beeen better was to let the Afghan army do the job, and for the Russians to say goodbye. America may be about to do just that, but in the meantime there may be an effort to create a respected Afghan government and army which inspires confidence and support in the meantime. What is clearly different here is that America is not fighting a proxy war with a superpower, and it is fighting awar for the soul of Pakistan now, so that at some point the wholehearted support of the people of Pakistan may be marshalled, especially if the Taliban alienate moderate Islamic Pakistanis and America can wean away Afghan Islamic moderates and get rural support from tribes and other sources....

Becky Branford of BBC News gives five reasons for Emmanual Macron's win in the French presidential election. She cites experts who say Macron was lucky, had a canny ability to see the timing was right for a new party to be formed so that socialist voters had an alternative. His luck comes from the failure of Republican centre right party Fillon to mobilize right wing voters following reports that he had hired his wife and children for government jobs. Yet this is not a complete explanation. Macron had the intuition that something was happening in French politics and the courage to act on it early, the youthful energy to take up the challenge of a mass movement. The events were the declining popularity of the socialists, and the fragmentation of the left wing, the uncertain prospects of the Sarkozy effort at comeback because of his image from years in power, and the need to counter growing far right support for the National Front- to do this by offering an alternative in the centre. From that one courageous decision things from that point fell into place as the Republican party also failed to attract strong public support.  A mere 24% of the vote enabled Macron to enter the second round. Macron's grasp of the economy and conviction helped him win the final debate with Le Pen decisively. His sense of his own mission to revive the idea of Europe sustained him against attacks from the far right, including the late cyber attack on his emails in the last 24 hours.  Macron could still have prevailed over Le Pen without the strong campaign for staying on a positive message and confidence in his ability to turn France's economy around. Yet without a margin of victory of this size in the face of abstaining voters from the far left, Macron as president would not have looked the same. The next step is parliamentary elections in June, and governing France with a turnaround plan requires winning a majority in parliament of sufficient magnitude that he can implement a program which makes the French economy as competitive as Germany's. People forget that Germany was considered a economy with high unemployment and not as competitive under the Schroeder administrations that preceded Angela Merkel, this includes the French with the layers of pessimism. Emmanuel Macron deserves credit not for winning, but winning with the idea of Europe, and it has done as much for him from the French people who have put their faith in Europe when the chips are down, as he has done for Europe already. How this helps put a turnaround in the economy in place is that he will have the energy and enthusiasm of Germany behind him, as well as the energy of French industry and young people to do what Germany accomplished in the 2000-2010 period to emerge from years of high unemployment with a strong economy. ...

On World Soil Day DW.com provides this reminder about how important soil is to our life. It is a reminder too of the all things that are really important during the pandemic. Few remember the words of FDR in 1937 during the Dust Bowl days in America when overplowing and displacement of prairie grasslands that anchored the topsoil reduced once-fertile plains to parched, barren wasteland that were swept by dust storms. This was brought to life in Steinbeck's novel Grapes of Wrath. American president Franklin Delano Roosevelt (FDR) said in 1937 that "a nation that destroys its soil, destroys itself."   This is true for India and all parts of the world, now more than ever. The promotion of ancient grains by Mr. Modi in India helps in the way that crops can be varied so that the soil can regenerate itself, and is not drained of nutrients with one or two crops such as rice and wheat. A 2015 study by University of Sheffield in UK showed that one third of the world's arable land  was lost to pollution and erosion in the last 40 years. That study says it takes 500 years to form one inch of topsoil. Countries like India cannot afford land degradation and Modi's emphasis on improved practices in agriculture away from pesticides and careful use of chemical fertilizer, with natural substitutes in traditional agriculture taking precedence, cannot come at a better time. Healthy soils also create carbon sinks storing greenhouse gases and reducing climate change. A square meter of soil can contain 10,000 different species of worms, insects, bacteria and fungi, with a single gram home to a billion bacteria. Rich fertile earth that nourishes ecosystems is a world apart from the dust storm swept land that led to crop failures in Depression period America, leading to farmers migrating and poverty, Some of the agricultural practices that promote biodiversity are more labor intensive, and suited to India, and can actually increase agricultural production. With the added advantage of produce being organic. It can increase crop yields through better biodiversity, to yield 2.3 billion metric tons of additional crop yields per year worldwide, worth 1.24 trillion euros, (imagine that) according to the International Union for Conservation of Nature, cited by DW.com. For Indian farmers this is a great opportunity in agriculture to improve agriculture and increase incomes. It is also an opportunity for farmers everywhere, in Europe, America, other parts of Asia, Latin America and Africa. ...

Arm has 90% of the market for small processors going into smartphones and tablets, laptops. Intel does not license its microchip designs for them to build their own versions except for AMD and Via Technologies. A study by BuzzFeed shows that all but three of 20 fake stories by hoax sites or hyper partisan elements with likes on Facebook spread fake news with stories on Trump or denigrating Hillary Clinton. During the last 3 months of the campaign in 2016 the fake stories or bogus news stories appearing online and on social media had a greater reach than authoritative reporting by mainstream news outlets, according to a study of Facebook activity by BuzzFeed. President Obama and chancellor Merkel took aim at the fake stories on social media and hate opinions in talking to the public in Berlin at their final meeting in November 2016. Obama said "because in an age when there is so much active misinformation and it is packaged very well and it looks the same when you see it on a Facebook page or you turn on television." He added it is a big problem that 43 percent of eligible voters do not vote and when "we are not serious about facts and what's true and what's not, particularly in age of social media when so many people are getting their information in sound bites and off their phones." Merkel compared the situation today with digitization to the social disruptions during the Industrial Revolution and gave her own warnings. ...

How Obama's new selection for Fed governor, Daniel Tarullo- who taught banking law at Georgetown University- is shaking things up at the Fed. He is in charge of regulation of the banking system at the Fed. He has instituted a review of bank review practices and supervision at all of the regional Federal Reserve banks. With many banks failures in the south, the Atlanta Fed came in for serious review, and regulators from outside the area were sent to the Atlanta Fed. Tarullo did not hesitate to make new appointments for serious oversight, as regulators had simply become lax. Tarullo has brough in economists to take a fresh look at how the banking system would perform in the event of another crisis, and what action needs to be taken. This compares to individual bank examiners having alimited perspective what damage the overall banking system could do with lax regulation. He has also asked the Fed regulatory staff to look closely and hard at the troubled commercial real estate loans and toughen regulatory measures. Welcome and overdue as this is, in another banking crisis this could be too little too late. Congress has weakened regulatory reforms proposed by the Obama administration, and the Obama administration itself has not the will to address the tough issues raised by the banking crisis. Both have buckled under pressure from the lobbying of the banking industry, and the close connections between some banking executives and the administration. This has raised the level of urgency felt by Tarullo, Volcker, Mervyn King and some in the financial industry itself, with the issue of "too big to fail" and breaking up the larger banks into smaller ones, moving to the top of everyone's agenda. With the simple fact that if banks were "too big to fail" before the crisis, then they are much bigger now, and the question of what action must be taken shoved aside as too big to tackle....

This NYT article describes the disastrous investment in Valeant Pharmaceuticals by hedge fund manager William Ackman. The hyped up investment was portrayed as resembling Berkshire in its early days, but ended badly. So badly that Valeant stock price went from $262 to $11. This is a blow to the personality cult in hedge funds where focus is on a few personalities and their investing approaches taking huge risks. Ackman's approach was to take large stakes so he could influence the management. In this situation of Valeant there was a breakdown in the due diligence analysis of the company say experts, and a troubling aspect was that the hype about the company was not toned down early.

The US Saudi Strategic Alliance is modeled on the US Japan Treaty and commits US to defend the Saudi kingdom. A draft of the treaty is being negotiated. It is this intervening period of three decades of war that led to China's gains in relation to the US, with twin strikes to the US of China's domination of supply chains, deindustrialization, and loss of manufacturing jobs for working classes in US and Europe. Coupled with this is the opportunity for Biden and Blinken to give Israel an opportunity it never enjoyed for most of its life as a free nation since 1948 to have peace with its Arab neighbors. It is even possible that the prospect of this happening without a settlement for Palestinian statehood that would leave things in Gaza and Palestine at status quo that propelled the sudden attack on Israel. Biden and Blinken want to do the Saudi deal with a new element of getting Palestinian statehood on a basis of respect for dignity of people and of economic independent country which would put to rest decades of Arab neighbor disapproval of Israel. This is both a new vision of West Asia, what we call the Middle East, and an opportunity to focus and also cope with on Asia with the rise of China, India, as the two largest economies with EU and US in the world. ...

History will see the lack of working on a bipartisan basis from the beginning of the Trump and Biden terms to stop illegal migrants and fight CMC (Canada, Mexico and China) on fentanyl flows as a blot on both parties. A remarkable change has happened in a matter of 100 days in Canada's stance on immigration and fentanyl flows. Trudeau now calling for eradication of fentanyl, his deputy prime minister saying Canada has more fentanyl deaths per capita than the US because of smaller population, and the need to wipe it out off the face of North America. The Canada Conservatives generally support DJT. The Trudeau Liberals have shifted policy to support DJT policies on immigration and fentanyl flows. In general Canada is making a pronounced shift towards support of the US position on immigration.  It is not just DJT policy as closing the border was part of the agreement agreed by Biden in 2024 with Republicans in Congress led by Lankford-Graham-McConnell which was not passed because it was too close to the election. One can only say the Covid pandemic, vaccination shortfalls, failures of supply chain distracted Biden from acting early and similar to DJT on the first phase of immigration action on illegal migrants committing offenses. The release of illegal migrants across the US is something that Democrats will years from now see as a major error in its policies. Fomer Defense Secretary Leon Panetta says America needs to take up a vigorous foreign policy in his book "Worthy Fights." Both Panetta and Hillary Clinton, and Gen. Dempsey of the Joint Chiefs, Gen. Petraeus of the CIA, supported U.S. taking a strong stand in Syria by supporting Syrian opposition forces in the summer of 2011 and were overruled by president Obama and his election advisers because of the approaching 2012 election. Here Mark Landler provides more insights into Hillary Clinton's deeply held belief shared with Panetta that the U.S. had to take strong action where necessary to deter foes, to get into the ring to use Panetta's expression. The U.S. support for action in Libya to support Britain and France comes from the efforts of Clinton, and any lack of followup one of president Obama's errors in foreign policy. In April 2016 president Obama said that he considered his failure to followup in Libya to help the new Libyan government his biggest mistake in his presidency. Here Mark Landler looks at Hillary Clinton's entire career as showing a conviction and belief on the need for action where necessary in the U.S. global engagement. Compared to the bluster of the candidates Trump, Cruz and Sanders, with little experience to back this up in their careers in real estate, law or the Senate , Landler says Clinton is the last remaining hawk. Here he describes Hillary Clinton's contact and empathy for the troops from her trip to the American base in Tuzla, Bosnia, in March 1996. In fact many have forgotten that Yugoslavia is what it is today after the Milosevic years and the ethnic wars with Slovenia, Croatia, Montenegro, members of the EU and Serbia negotiating to enter EU, because of the bombing campaign taken by Bill Clinton through NATO in 1999 to prevent ethnic cleansing in Kosovo, and peacemaking following the Bosnian War using diplomat Holbrooke to negotiate the 1995 Dayton Accords. Here Landler describes the meetings with Gen. Keane who pushed for the troop surge that worked in Iraq under president George W. Bush. Clinton supported Keane's proposal made in April 2015, for a no-fly-zone in Syria that would help opposition forces till a settlement could be negotiated. Keane pointed out to Clinton that there was a flaw in Obama's policies- that negotiation would work only if the no-fly-zone was used to support opposition forces. By the end of 2015 Hillary Clinton publicly adopted this position. During a period when Americans are weary of foreign entanglements but understand the need to provide leadership where needed, Hillary Clinton, provides a balance between the pendulum swinging too sharply in one direction in the Bush years and in another direction in the Obama years, says Landler. A view also articulated by Leon Panetta, who was chief of staff for President Clinton during the Bosnian conflict and the Dayton Accords, where the U.S. showed strength of purpose in war and also in negotiating the peace without major entanglements....

The National Highway Traffic Safety Administration failed to take action when asked by drivers to investigate incidents of unintended acceleration. It also failed to take up action with the company's quality staff in Japan- who were in charge of things related to quality- after what appeared to be years of inaction and stalling by Toyota. Where it did investigate, the agency did nothing about the complaints when Toyota failed to provide the necessary information. Internal agency documents show that since 2003 the agency opened inquiries into possible Toyota problems, and six times closed them without action of any sort. With agency managers joining Toyota after their work at the agency, there appears to have been a cozy relationship with Toyota. Add to that the lack of a steady hand at the agency- with about 6 changes in directors since 2005- and the current administrator David Strickland only confirmed in December 2009. Throughout its 6 investigations NHTSA regulators were told they have to talk not with Toyota USA but Toyota people in Japan who made the decisions and had the answers, yet no effort was made to break the logjam and get Toyota Japanese managers to provide answers. At one point State Farm Insurance brought the incidents of accidents and near accidents to the attention of NHTSA, something that happened a decade before this in the Ford Explorer roll over accidents. On both occasions NHTSA was slow to act....

Elliott Abrams quotes former President George Bush from November 2003 when he asked the question: "Are the peoples of the Middle East somehow beyond the reach of liberty? Are millions of men and women and children condemned by history or culture to live in despotism? Are they alone never to know freedom and never even to have a choice in the matter?" Abrams, former deputy natonal security advisor for President Bush, says the autocratic regimes and dictators of the Middle East have offered a false choice to the US- its us or the Islamists. Roger Cohen also points this out in a recent article in the New York Times. For Tunisia he says this was never defensible. It is a largely secular nation with a literacy rate of 75% and per capita GDP of $9,500, and Ben Ali, the dictator of Tunisia, jailed moderates, human rights advocates, editors, anyone who represented hope and change. Abrams says Mubarak has done the same in Egypt. And he warns that if you make moderate politics impossible as Mubarak in Egypt and Ben Ali in Tunisia have done, then you make extremism more likely. Ruling by emergency decree for decades creates a real emergency, as has happened in Egypt. Bush made that speech at the 20th anniversary of the National Endowment for Democracy, and he reminded Americans that "sixty years of Western nations excusing and accomodating the lack of freedom in the Middle East did nothing to make us safe- because in the long run, stability cannot be purchased at the expense of liberty." He admits that the Bush administration did not always conduct US diplomacy in this vein, but the President took the lead and the Obama administration's abandonment of that mindset is nothing short of a tragedy. Obama's policy of "engagement" actually endangers the US position as a supporter of liberty and freedom wherever it is stifled or muffled, because it turned a blind eye to the people themselves as it engaged with the dictatorial regimes in the Arab world and other countries. When the elections in Iran were stolen the Obama administration hesitated, waffled in its committment to liberty, fearing that it would affect nuclear negotiations. Obama did not -as of late Friday night Jan 28, 2011- call for free elections or clearly demand democracy. The law school analytical processes that Obama brings to the presidency and the demands of geopolitical diplomacy are impervious to the loud voices demanding freedom in countries denied liberty. Obama has forgotten the very same voices he passionately heard when he wrote in his first book that in the words "we hold these truths to be self-evident" he could hear the spirit of Douglas and Delaney, as well as Jefferson and Lincoln, the struggles of Martin and Malcolm and unheralded marchers to bring the words to life. He could hear the words of interned Japanese families, the voices of Russian Jews in lower East side sweatshops, of dust bowl farmers during the depression, all these voices clamoring for recognition and asking the question about what is community and how it can be reconciled with freedom. This failure to recognize these voices clamoring for freedom and economic opportunity is all the more striking because it was vision and a bold sense of purpose that energized the Obama campaign and both the vision and the bold sense have eluded the administration. Abrams calls for a clear unequivocal committment by the US government in favor of freedom and peaceful efforts to achieve it in the Middle East, because he says that as the demonstrators are telling the world outside supporting freedom is the best policy of all. ...

This important WSJ report shows how the CDC labs failed to come with the test after contamination of a component and failure of the third part of the three part test components. In the absence of a working test from CDC where delays cost three weeks of February the private labs all over the country and state labs could have developed their own test, yet HHS and FDA required approval for these labs to develop their own test and use it. From Feb. 8 when state and city public health labs detected problems with the CDC test to Feb 29 when solutions were developed including simply excluding the third part of the three component test, and letting labs around the country do their own test, were 3 crucial weeks that let the virus spread out of control. The CDC, HHHS, and the FDA and their managers and heads of departments bear responsibility for these errors. Week after week the delays continued, instead the two component test which detects if the genetic material in the sample is coronavirus material, could simply have been approved at the outset instead of the approval for this given weeks later. The third component of the test checks if the virus mutated, according to this report. There is no explanation why the labs all over the U.S. were not allowed to go ahead on February 9 itself or within a few days after that to develop their own tests once it was clear the CDC test did not work on that day. CDC officials failed to recognize that there was a possibility that they may not be able to fix the faulty third component of the test and the risks if they gave false reassurances. There is also no explanation of why a German designed test was not used once the CDC test failed on Feb. 9, which would be a proper way for action considering that this pandemic had already shutdown parts of China by this time. Alarming also is the mention in this report that on Feb. 22 a FDA official in charge of lab diagnostics  flies to Atlanta where the CDC Respiratory Diagnostic lab which developed the test is located. His boss FDA medical device center director is cited from later information as describing the lab as "filthy" meaning the lab had the potential to contaminate, and going so far as saying that if it had been any other lab it would have been shut down. Considering that investment in public health has deteriorated over the last two decades and that there has been a massive misallocation of capital in the country away from public infrastructure this is appalling. The thought of critical labs for emergency health needs as not being up to high quality standards in the U.S. as a result of two decades of misspending, that this shows, is very disturbing.  This WSJ report is based on interviews with people who know about the testing crisis, and undisclosed emails, correspondence on the issues involved. Community transmission began in January 2020 in the U.S. These delays were costly in February and could have been prevented either by going with the German design on Feb 10 or asking labs across the U.S. to develop their own test, and letting other labs immediately use the modified 2 component test of CDC that worked instead of doing this action weeks later. Mardi Gras on Feb 25 and other places where large crowds gathered in sports stadiums could have been stopped had testing gone forward and shown the true extent of the community transmission in these critical weeks.  First China delayed a U.S. team of experts coming into the country for weeks, and then the CDC, FDA, HHS, failed to get testing started, creating  a false sense of complacency. Two crucial errors outside and inside the country that caused so much damage to America and the world.   ...

Saudis are now prepared to increase oil production after weeks of US diplomacy in exchange for security guarantees against attacks by Yemeni rebels and Iran. Russian oil output has declined by about 1 million barrels a day since the start of the war says WSJ. Drops in production lead to a rise in oil prices more than making up for the decline in revenues for Russia. This makes oil sanctions a weak deterrent for Russia in its invasion of Ukraine unless Saudis and UAE step in with increased oil production to make the EU embargo on Russian oil work effectively to cut Russian oil revenues financing the Ukraine invasion. Europe has stepped up with its embargo on about 90% of Russian oil- all except pipeline supplies to Hungary and Czech Republic, Slovakia as an exception. This will reduce oil production in Russia as EU is the biggest importer of Russian oil, bigger after previous German chancellor Merkel's failure to see the risks in such dependence and increased imports. For the oil embargo to lead to sharp reduction in Russian oil revenues that reduces financing of the Ukraine invasion, and for the EU oil embargo to bring results the missing piece is Saudi action to increase production. This may now be in place as Mr. Biden visits Riyadh next month. Crown Prince Salman of Saudi Arabia has pushed Saudi Arabia to make changes to modernize the country's culture providing the US with a partner that is now different than the Saudi Arabia steeped in tradition and inward looking under previous rulers. Under president Obama Democrats favored Iran and reduced security guarantees that were set up since president Franklin Delano Roosevelt met the Saudi King in 1944 aboard an American ship during the war. The turn of events with Russian invasion of Ukraine with Chinese support have created risks of a China invasion of Taiwan with aggressive action of China. President Biden has made this clear and stated straightforwardly the American position on Ukraine- Russia winning by invading a neighboring country sets the precedent for a Chinese invasion of Taiwan. This is why the US remains resolute with its European partners in seeing to it that Ukraine remains as Biden said in the NYT  "independent, sovereign and able to deter invasion and defend itself." For Europe it is about defending its neighborhood from the Baltic Sea to Bulgaria in the Balkans with American support. For the US it is about keeping its leadership presence in Asia in an alliance with Japan, India, Australia and most of South East Asia including Indonesia, Bangladesh with a population of close to 3 billion people. China which was supported by the US throughout the period of colonial dominance since the 18th century preventing its breakup and foreign rule as happened in India, and a major recipient of American aid and investment in the 20th century is now where Japan stood in the two decade period 1925 -1945 with its aggressive expansion under Japanese imperialist rule. In this sense the world is moving back to the days of the Free World's struggle in the days after the Iron Curtain fell over Europe with Soviet expansion in Eastern Europe. Saudis, UAE, and Turkey as part of NATO, are also moving back to the positions they had over a long period for centuries from 1800. Saudi Arabia and UAE came into prominence after discovery of oil and were backwaters to Egypt and Turkey which were supported by Britain to keep Russia from advancing in Asia and Europe during that period. India under the British Empire is now in the Indo-Pacific Framework with Japan which was inward looking and under European influence for most of the last 200 years.  ...

The triple C credit ratings of Greek banks, Alpha Bank, National Bank of Greece, Eurobank Ergasias SA, and Piraeus Bank SA, were lowered to selective default by S&P on July 1, 2015. S&P cut Greece's credit ratings to junk, down to triple C minus with a negative outlook, saying Greece is likely to default on its commercial debt within 6 months, unless the situation changes.
