This editorial in the Economist looks at China's relationship with Russia. It says the Ukraine conflict and western sanctions have resulted in Russia moving closer to China. The major oil and gas deal signed in 2014 provides Russia with a new outlet for oil and gas with the cooling of the relationship with Europe. Yet Russia has strong ties built with Germany over the entire post war period, and differences have emerged in U.S.- German relations. Germany's relationship with Russia- cooled by sanctions and German wariness over Russian intervention in Ukraine and Russian wariness over NATO close to its borders- spans 7 decades and is likely to remain strong in the long term. This comes from the shared sense of awareness of the terrible conflicts of an earlier period, just as it has for French-German relations, and from the strong efforts made by Germany to preserve the relationship and peace in Europe. Chinese president Xi's visit to Moscow on May 9, for celebrations of victory over Nazi Germany, will be followed by a visit May 10 by Chancellor Merkel of Germany. A factor in German-Russian relations is the close trade links, cultural exchanges, and history going back to the GDR where Chancellor Merkel is from, built up over many years, that are likely to set the long term future of relations. China's dominant partner relationship in the China- Russia relations does not bode well for the future of relations, compared to the equal partner relations with its European neighbor, Germany. In this different light Ukraine is a temporary pause, in German-Russian relations and peace in Europe, a situation which is in China's long term interest as it focusses on its economy and the next phase of development for a modernized economy. Especially as China continues to build on its own vital trade relations with Germany and the European Union, the latest example being Germany, other EU nations, and India, joining the China sponsored Asian Infrastructure Investment Bank. ...

He finds a mood of despair and resignation to a permanent partition of the country following sectarian conflict between Shiites and Sunnis. The situation is being dictated by the facts on the ground as the refugees see little prospect of returning to their homes, and the different regions controlled by Sunni, Shiite and Kurdish forces with borders.

The funny German ad for the Jazz is playful and funny. Its a redesigned Honda Fit minicar sold in Europe as the Jazz. Acura's TSX is essentially a European Honda Accord. Saturn is offering a version of the European Opel Astra compact. Ford is bringing the Fiesta here from Europe as the new Verve compact car and it unveiled a prototype of a New York City taxi built on a van Ford sells in Europe. VW is planning to bring more European cars here and build a factory in the US. And Mercedes is brining models here equiped with its new Blue Tec diesel engines. And Daimler is bringing its tiny Sart Fortwo car to the US with a website that has taken 30,000 orders already. The market is going global for cost reasons. And its a market looking more and more like the European market where the local carmakers and the foreign carmakers are all jostling for a share of the pie with a fractured market and each car maker having a small share of the market. Ford, GM and Chrysler compete with Toyota, Honda, Renault-Nissan, VW, BMW and Mercedes all with a small share of the overall market and all these companies now operating as global companies with operations all over the world and building models now for a worldwide market. Ford is clearly following this trend and Mullaly wants to see good European modelsbrought quickly into the US and costs for developing models shared across a worldwide market. Smaller size also works to bring European and Asian models adapted to the US because the US market is moving towards fuel efficient smaller cars. So there is a convergence from a number of angles, for it to make sense to build a good car and sell it in as many places as possible, and the old region based logic does not make sense any more....

The new South Korean government proposes a resumption of military dialogue with North Korea in an effort to bring down tensions in the region. A military hotline existed between North Korea and South Korea till early in 2016. North Korea cut off the hotline after relations with the South Korean government of President Park Geun-hye deteriorated following a missile test in January 2016 by North Korea. By May 2016 the North Korean leader, Kim Jong-un proposed military dialogue and talks, an offer rejected by the Park government. With the impeachment of president Park the newly elected government of president Moon proposed improving relations. The recent series of North Korea missile tests was a setback for that effort. With China the new U.S.missile defense system called THADD that was installed in 2016 for South Korea was seen as a setback for China-South Korea relations. As a result the tensions are high in the region. The rhetoric and tone deteriorated after the Trump administration took office in the U.S. in early 2017. After the last missile test the South Korean government of president Moon is now reaching out to the North especially for restoring the hotline that connects the two governments in the event of a crisis, so that a disaster can be avoided on both sides. ...

As Mr. Maliki resigns from the premiership in Iraq, a former aide says of his eight years as prime minister that Maliki never battled to preserve the state, only to preserve his own premiership. And other colleagues says he thrived on demonizing the Sunnis and the regular crises under his leadership. The new prime minister Mr. Abadi is also from the same Shiite Dawa party that Maliki belonged to, and it is not clear how is leadership will turn out. The final push for Maliki's ouster came from Ayatollah Sistani of Iran. The U.S. and western allies also pushed for a new leader. The use of sectarian Shiite militias by Maliki to fight the Sunni insurgents from ISIS in 2014 further aggravated Iraq's religious divide.

Catalonia looks more like Scotland as the Socialists win just as Labour wins in Scotland in 2024. The separatist cloud over Spain and UK finally clears and the people become wiser to unscruplous politicians seeking to divide and exacerbate economic problems. Wilkinson of The Times looks at the period 1980-2003 when Jordi Pujol ran the state of Catalonia in the years following the 1975 return to democracy from Franco's dictatorship. Jordi Pujol confessed to $11 million in embezzlement with Andorran bank accounts a decade back. Some reports say $290 million. This report looks at views in Spain that the shift to Catalan nationalism under his successor Arturo Mas was an effort to keep his party in power by appealing to nationalist sentiment. This led to the 2007 independence referendum, and shows how fickle public opinion can be, how it can be moved in different directions to the detriment of the people, the local region and the country by unscruplous politicians. In May of 2024 sentiment in Catalonia shifted as shown in the adjoining article from The Times. The Socialist party of Pedro Sanchez and its leader in Catalonia Salvador Illa became the largest party in the May 2024 elections. The separatist party of Pujol and Puigdemont winning only 39% of the vote.  Pujol is being rehabilitated, the Catalan independence movement having run its course and dissipated, the best course for Sanchez and Spain and the People's Party opposition in Madrid being to close this chapter, as the Catalan people become wiser.   ...

Yet today only a few states in the midwest and in the east determine the outcome of an election. Gen. Martin Dempsey took a cautious approach to U.S. involvement in Afghanistan and Syria. He did not approve of the way Gen. McChrystal expanded U.S. involvement in Afghanistan, and the hasty manner in which the Iraqi army was trained under his predecessors leading to some commanders being appointed who later became members of sectarian death squads. Under his command the U.S. limited its role in Afghanistan and Iraq and handed more responsibility to local forces. Gen. Dunford who succeeded Dempsey as chairman Joint Chiefs of Staff for the U.S. follows the cautious approach set by Dempsey. Dempsey's approach extends to what he believes is an Heisenberg effect in physics where when you you observe or touch something it changes the way it functions and operates. For critics such as Senator McCain, who served in Vietnam as a pilot, if Dempsey did not want to intervene in some country, he could invent the reasons not to get involved. President Obama exceeded the caution exercized by Dempsey, leading to a situation where the U.S. after hasty action under a Republican president seemed to lurch in the opposite direction under his Democratic successor by not taking action where U.S. presence was needed, followed by a corrective course to make up for this....

After an emergency cabinet meeting and a vote in the Spain's Senate prime minister Rajoy imposed direct rule on Catalonia, dismissing the government of Mr. Puigdemont in Catalonia. He set local elections in Catalonia for Dec. 21. Rajoy was responding to a vote in the Catalan parliament with 70 in favor, 10 against and the rest abstaining, in favor of independence. As the BBC points out Catalonia has 16% of Spain's population and generates 25% of exports, 20% of foreign investment, leading to a feeling among Catalan people that they are sending resources to other parts of Spain. The vote was still far short of the large majority that would show Catalans overwhelmingly support Mr Puigdemont's move for independence. As the reality of the consequences of such a move- when the EU and other parts of Spain have shown little support -begin to be felt it is possible that new elections could bring a result like that in Scotland where the Scottish Nationalist party lost ground to the Conservative party in the recent British parliamentary election. It is significant that the BBC cites a recent poll which shows 41% of Catalans favor independence, 49% opposed. Particularly now that Catalans may have time to consider carefully the difference between redressing a grievance and making a complete break into an uncertain future outside the European Union. Also relevant is that Catalonia enjoys a high degree of autonomy, and that other parts of Spain including Mr. Rajoy's home region of Galicia also suffered under the Franco dictatorship. Even the Basque region has come to terms with the past from the period under Franco and has opted to be part of Spain. ...
