The White House announced it has the plan for regulatory reform outlined in a 85 page white paper. It provides the bbasic steps planned and the the reasons the administration chose to modernize the existing setup analogous to redesigning and making improvements based on the existing framework rather than building from the ground up. The five key steps are: 1) Increase the power of the Federal Reserve to provide strong and consistent supervision of the larges financial firms. 2) Getting Congress to authorize the government to dismatle large firms to avoid the kind of chaotic collapse that ocurred at Lehman and which worsened this crisis. 3) New rules for derivatives trading and securites built from mortgage loans. 4) Creating anew agency to protect consumers of mortgage, credit card, and other financial products. 5) the administration having a setup to increase coordination with other countries to prevent businesses from migrating to less regulated locations. Obama's comments to CNBC were " Speed is important. We weant to do it right. We want to do it carefully. But we don't want to tilt at windmills. We want to make sure that we're getting the best possible regulatory framework in place so that we're not repeating the mistakes of the past."...

How ACA a company that provided bond insurance for Collaterized Debt Obligation or CDO's basically did not provide good insurance to the CDO issuers becase it did not have the financial resources necessary to do this but instead let banks and investment houses to benefit from the accounting rules in the insurance industry which allow another set of accounting rules different from GAAP (Geerally Accepted Accounting Principles). Under these rules banks and investment houses did not have to follow the mark to market rules of GAAP and could book the difference between interest payments and the insurance premium across the life of the bond (5-10 years), in the quarter they bough the insurance, what were essentially illusory profits. Merill Lynch issued a lot of these CDO's. In November 2007 ACA was forced to take $1 billion in losses for the third quarter. Standard and Poors downgraded ACA from A to CCC a month later. The downgrade forced ACA to come up with more collateral to show that it had the funds to back up its insurance. When it came short of funds Merrill Lynch, UBS, CIBC had to take big losses on these policies. This began the first big shocks on the Street at te end of 2007. Note that $43 billion in securities backed by risky corporate loans and bonds like the ones used for a lot of the buyouts have insurance from ACA. These could be the next to sour and lead to more writedowns as the economy weakens. ...

Much coverage in India's media on the 150th of Gandhi. This essay provides insights into Gandhi for the self-empowerment of women in India's organized and unorganized labor sector. The author worked with the Textile Labor Association founded by Gandhi and Anasuyaben Sarabhai in Ahmedabad in 1920. She reminds Indians that it is about labour and capital working together for the betterment of India not capital against labor, or labor against capital, an idea she says is lost today. Ahmedabad became a textile center in the period between the 2 world wars, and Gandhi negotiated a 35 cent increase for mill workers after a 1917  labor strike. Anasuyaben started working with mill workers after seeing a women exhausted working a 36 hour shift. Earlier she was involved in the suffragette movement in Britain  and had seen the appalling conditions for mill workers in Britain. Her brother Ambalal Sarabhai was an industrialist and her uncle Vikram Sarabhai India's leading atomic energy scientist and pioneer in that field. She says most of the stuff written about Gandhi is laudatory without going to why it worked and knowing its value in bringing dignity to millions of the poorest people in the country. By taking personal responsibility even the poorest person could find dignity and empowerment was Gandhi's idea, and with it the whole country. This idea found its best expression in the Bhagavad Gita to which Gandhi turned as he faced the problems of coolies empowerment in South Africa and rural laborers in India under colonial rulers indifferent to their condition or progress. Gandhi's idea was that this empowerment and dignity was the way out through taking personal responsibility by each person- an idea expressed clearly in his short book "Hind Swaraj" India Home Rule, written in 1910 on a steamship going back from Britain  to South Africa. Taking personal responsibility if each person did it in a country of hundreds of millions would make it impossible for a couple of thousand Britishers to remain in the country. Ideas of non-violence were instruments of action, no more, no less. This was Gandhi's idea, his and the Gita's wisdom, and his shrewdness in a situation that confounded everyone faced by problems of a vast region with mostly rural labor and an indifferent foreign government. The same idea can be translated into action in today's environment in the same way based on personal responsibility for modernization, Swachh sanitation, cleaning up single use plastic, generating employment in manufacturing, and any number of ways in key areas of development. Gandhi saw the British as more a nation of traders. Without commerce the British would have less reason to remain in India. Personal responsibility leading to empowerment for tens of millions would make it impossible for the  few tens of thousands  of British to remain as it would require too much in resources to continue in India as a colonial power. This happened in 1942 as the military leader Wavell was made Viceroy during the war and wrote back to the British government that it would require 7 divisions to maintain order in the country. Economic adviser John Keynes cautioned the British government against prolonging colonial rule because Britain could no longer afford the cost after losing a quarter of its wealth in the Second World War. Starting January 1, 2011, new rules governing European finance will be put in place. Three new European regulators will exercize control over large parts of Europe's financial markets. The new bodies take over from three committees that earlier co-ordinated the supervison of European banks, insurers, pension funds, and securities. Credit derivatives and ratings agencies will be brought under regulation. The new rules centralize authority that was exercized by national supervisors -or as in some cases as in Ireland not exercized at all. Considerable power will be exercized by the new agencies. The European Securities and Markets Authority (ESMA) will directly supervise ratings agencies.

This editorial in the WSJ argues against Trade Representative Lighthizer's move to increase the percentage of North American content in a vehicle so that it creates more jobs. Currently Nafta rules require 62.5% of a duty free vehicle be made in North America. Lighthizer wants to lower the content coming from Asia or Europe. This is not favored by Canada and Mexico and it makes Mexico less competitive than it is now.

In Germany the mood is changing in favor of vaccination as people are try to cut into the line for vaccinations based on age groups. Younger people even say they are caring for older parents to get vaccinated in this report from Hamburg and other cities.

This may be an encouraging sign even though it may not be following the rules because Germany's vaccine skeptics are giving way to vaccine envy. The word "Impfneid" refers to the feeling vaccinated people get with vaccine documents enabling them to travel freely. German took 52 million vacations in 2019, and only half that in 2020. In New York city people do not answer or say they do not want to get vaccinated in a door to door drive reported in NYT.

Boris Johnson, British prime minister has a close knit team in the new cabinet. The separate back office teams of the prime minister and the chancellor are now integrated so that there is a clear direction coming from 10 Downing Street. This was not happening when Mr. Javid was chancellor as there were wide differences on policy and compromises were being made. Mr. Javid was in the views of Mr. Johnson's team too focused on balancing the budget. Fiscal rules had to be relaxed if infrastructure promises are to be kept and action taken quickly. Mr. Johnson told his new cabinet at the first meeting- "we have to repay the trust of people who voted for us in huge numbers in December and who look forward to us delivering."

Looking back Mohandas Gandhi's effort to prevent separate electorates was an important contribution to today's rapid industrial development and modernization of India. Delivery of infrastructure, education, healthcare and other improvements could not have been delivered as they are today with weak governments. Gandhi understood clearly the effects of divide and rule and how this had led to over one hundred years of disinvestment in India by 1900. Even after 1950 it took another 70 years for governments to follow the experience of Japan and China and rapidly modernize. Separate electorates as suggested by Ambedkar for lower castes would only further weaken India, as would communal representation of that type. Not integrating the one third of India that was under princely states would have had the same effect. Sardar Patel grasped clearly the effects of not integrating these princely states would continue the effects of divide and rule. In this way the foresight and wisdom of Gandhi and Patel have given a new generation of leaders the sound fundamentals on which to build a modernized nation, the largest democracy, and a nation with a young population that is fulfilling the aspirations of its young people. ...

France has made the health pass for coronavirus mandatory for leisure and cultural venues starting July 21. The health pass will be mandatory for having a coffee, eating at a restaurant, or shopping in a mall from the beginning of August. The health pass is already in use in some form in many European Union countries. Denmark and Austria are using it for 2 months. Germany and Portugal are using it regionally depending on where the epidemic is severe. Greece which has a surge of tourism in summer from other EU countries is making it mandatory starting July 16 for entry into shops and restaurants. It was the absence of  any form of constraints on behavior in places such as Croatia with high tourism in summer that increased the surge in Germany and Austria last summer. Italy and Ireland are planning to make vaccination mandatory following France as the number of cases from the variants increase. Establishments that are violators of the mandatory rule in France will be fined 45,000 euros and persons responsible having to spend 1 year in prison. The mandatory rule has significantly increased the number of people seeking vaccination in France.      ...

Brahmins are a caste in India that held sway under the British rule in Madras in the Madras Presidency and dominated the professions and local government. Madras presidency was named Tamilnadu after independence. Think of Brahmins like the Boston Brahmins as upper caste, and the Irish as another deprived caste the Vanniyars in Madras state.  Madras was a very caste conscious state Periyar led a movement of Self-Respect for the lower castes improving their social condition. Kamaraj was from the entrepreneurial Nader case and was part of Gandhiji's satyagraha in Tamilnadu in 1925, going on to lead the Indian National Congress Madras wing by 1940. Madras state was very poor in those days- with 80% of the population illiterate under British rule and with agriculture based extreme poverty. Kamaraj changed the face of Madras, adding schools and high schools, midday meals in schools, and set up industry with large public sector projects, brought dams and electricity to the state, between 1954 to 1963, 13 years of transformation, may be the biggest in India in the period 1950-1975. ...

The former commander of the NATO US forces in Europe 2014-2018, Gen. Ben Hodges, says the war could end in 2023 with air support to Ukraine. Hodges tells DW.com's Ines Pohl, that the only red line for Washington's support in Ukraine is "boots on the ground." Hodges says Ukraine must retake Crimea to maintain the international rules based order and the UN Charter.

About the Russian offensive in Feb 2023 Hodges says Russia was attempting to "surge" a new offensive but it does not have the capability to launch a "major' one. "They don't have the armored forces, the ability to break through," and that it will not change the "overall operational environment in Ukraine." This is the first serious assessment of the new phase in the war on an overall basis looking at the larger picture of Russian and Ukraine plus outside support capabilities.

NYT's Catie Edmonson covers Speaker Mike Johnson as he meets other Republicans and organizations supporting Ukraine such as American Coalition for Ukraine, European leaders including Polish leaders, that show he is looking at different approaches to bringing up the supplemental bill for Ukraine and Israel in 2 weeks.  Options include doing two separate bills for aid to Ukraine and Israel to avoid the problem of Democrat far left voting against Israel aid and Republican far right voting against aid to Ukraine. The bill would require a two thirds majority because of House rules and some members of the Freedom Caucus opposing it. It would require a bipartisan effort. Speaker Mike Johnson has the advantage of coming in without any preconceived views, is philosophically similar to other younger ardent Republicans, as he is relatively new in Congress, and his style is such that nothing is personal. Former Special Counsel Mueller answers questions in the U.S. Congress related to his investigation of the president's election campaign and interference by Russia. Mueller continues to say nothing exonerates the president for his actions. And insists that he did not act on his investigation findings as a sitting president cannot be indicted according to Justice Department rules. Only Congress can do this and it was upto Congress to act. Mueller also replied in the affirmative that in this case the investigation could continue and action could be taken on findings after the president leaves office. The 74 year old lawyer calm demeanour appeared to be under strain as he handled question after question from Democratic Congressmen. The appearance of Mr. Mueller only brought the details about the flawed election process and poor judgement of officials at U.S. government agencies and of the candidates themselves, to a larger audience. It left the issue unresolved, with new questions, and no one looking good in the process. ...

France and Italy are imposing strict rules for their lockdown and tougher enforcement to control spread of coronavirus. India has imposed a quarantine, a total ban on leaving the home with a televised address by prime minister Modi that set a 21 day lockdown period. Modi said "if the pandemic cannot be managed in 21 days it would set India back by 21 years." 

Fines of $3000 euros are imposed in Italy and cars seized by the police. A special form has to filled out in Italy showing where one is going and checked by police if leaving the home. In France one needs an Affidavit of Movement by Special Dispensation is a filled form required for everyone outside the home. All open air markets are closed in France and drones are used to warn people outside.

All domestic and international flights in India are stopped. All domestic passenger trains and bus services in India are also stopped.

Matt Garman, head of AI and Cloud Services at Amazon talks to Emma Tucker of the WSJ. Garman says Amazon was not slow, just being deliberate and thinking it through rather than coming up with something quickly as Microsoft had done with ChatGPT. He sees the need for regulation, only that it not create a situation where others including China go ahead and the US falls behind. This means that the US needs to coordinate AI rules with other countries including China, India, Russia, for comprehensive solutions on how AI is to be managed to work towards good.

On a five day week vs remote work Garman says Amazon takes the view that the creative work can best be done with humans interacting at the office. It sees this as essential for good work. On the 3 day week with 2 for remote work, the only problem he says is that everyone picks different 3 days and this leads to loss of human interaction at work.

Presenting the ReARM package in Brussels the European Union president Von der Leyen says- “This is a moment for Europe and we are ready to step up.” The proposals Leyen said “could mobilise close to €800bn of defence expenditures for a safe and resilient Europe." About $650 billion comes from increasing the European spending on defense by 1.5% of GDP from numbers below 2% that reflected underspending on defense. The EU will loosen strict deficit rules. The CDU coalition government in Germany with SPD under Merz that is being setup will remove the debt brake in the German Constitution that limits defense spending to 1%.  Another $150 billion in loans can be generated from joint EU borrowing that could be given to countries. That will Leyen says- “It will help member states to pool demand and to buy together. This will reduce costs, reduce fragmentation, increase interoperability and strengthen our defence industrial base.” The European Investment Bank will participate in the lending. ...

Smaller companies are being squeezed by rapidly escalating costs as costs are going up as fast as oil prices, and face tighter emissions rules in Alberta's oil sands projects. Some projects now cost 2 to 3 times the original projections and there is a severe labor shortage. Even the big players will find it difficult and expensive. To meet the stringent emissions rules, as Prime Minister Harper signs on to new international greenhouse emissions targets, Shell may have to use a technology that captures CO2 from the plants that process the oil sands and store the gas underground. This costs $120 a ton, and would cost Shell upwards of $2 billion a year just to capture and store the CO2, for the 15-20 million tons of CO2 that would be emitted when it increases production to 770,000 barrels a day. The cleanup from oil sands processing is costly because processing is very pollution intensive. Production of one barrel from these oil sands is 3 times more polluting than producing conventional oil. Synenco Energy, which had a project in partnership with China's Sinopec for mining and processing the oil sands called Northern Lights for $10.8 billion, called off the project last year because of all these hurdles, slashed its work force, and decided it may sell the company. Currently 1.1 million barrels a day come from the Alberta oil sands. 2020 output was expected to rise to 4.3 million barrels a day. But now this looks too optimistic. CAPP forecests 3.8 million barrels a day, but even this may be on the high side. ...
