Wang Xiaofang is a former bureaucrat and writer who documents real life stories of corruption in China's bureaucracy by using fictional characters. A similiar approach by another Chinese writer Mo Yan in literary novels led to him being awarded the 2012 Nobel Prize for Literature. Censorship in China has not affected writings using fictional characters and literary novels of this kind. Wang is the author of the Civil Servant's Notebook, which is described as a guide for the 1.4 million people taking the civil service exams in China each year. This suggests that China's new leadership sees this as one of the ways to give right direction to young people joining the civil service, and comes with a new focus on corruption. Wang is also part philosopher in his musings when he says China has lost its traditional culture and cannot adopt western culture, and so it remains confused at a crossroad. The Congressional Budget Office report in 2011 shows after tax resource flow that a family has to pay for consumption, a better approach to measuring the growth in incomes since 1970 including government help to lower income people and gains in the stock market for upper class Americans. This report shows after tax resource flow for the top 1% in the U.S. tripled from 1970 to 2011. For the middle fifth of the distribution families experienced real net income gains of 36 percent, and the bottom fifth of the distribution real net income gain of 50 percent.This suggests gains of about 10 percent a year if averaged over 30 years for the top 1 percent compared to 1% a year for the middle fifth and 1.5% for the bottom fifth. The report was done in 2011 and this could skew the results. Between 2011 and 2015 the stock market recovered and this would suggest a much higher gain for the top 1% of incomes and the top 10%, while also providing improvement in incomes for the middle fifth and the bottom fifth as unemployment decreased. Working class and minimum wage slowly recovered, and interest income on savings extremely low, with large student and other household debt, so that even at 10-12% gains per year for the top 1%, and 1-2% for the middle fifth of the distribution and 1.5-2% for the bottom fifth the last three decades have not been good for working class and middle income Americans compared to the the period 1950-1970 early postwar period recovery....

The steep decline in popularity of French president Emmanuel Macron in the period of one year. With the yellow vest protests on the economic insecurity of struggling families, Macron's efforts to bring in business friendly policies as a change agent are itself out of step with the times and with France in the provinces and small towns, as pointed out in the New York Times and Times of London analysis of the situation in France today.

As pointed out in the analysis Macron's base itself is small and its anti-institutional posture rejecting conventional politics itself has given momentum to the current yellow vest protests about economic insecurity of struggling families. The support for this comes from all parts of society and single political party, without nationalism, race or migration as factors at all, and comes so soon in one year from the time that Macron emerged with his own movement rejecting the institutional structure.

Analysts sense that the EU's governance mechanisms are always a step behind in dealing with the repeated crises and EU leaders are doing only enough to get to the next crisis moment.

The U.S. Census Bureau shows incomes of American households, the median household income, surged in 2015 by 5.2%. This increased by $2800 to $56,500. This is the largest increase since 1967. It shows that steadily improving employment and hiring is leading to improvement in incomes for the middle and working class. Ris in minimum wage has also helped . The largest increase was for the lowest 20% of the income tiers. Full time working women did better than men, with increase annually of 2.7% for women, and 1.5% for men. Nocitizen incomes increased 10.5% to $45,100, native born households went up 4.4% to $57,200. The number of people without health insurance also declined from 33 million or 10.4% of the population to  29 million people or 9.1%. Another way the changes are helping lower income households is the decline of the official poverty rate to 13.5% in 2015 by 1.2 percentage points from 14.8% in 2014. Through a series of small incremental steps the path is being set for a recovery of household incomes for the middle class and working class. A bright spot is that the improvement has affected all age groups, household types, regions and ethnic groups, though among full time workers women did better than men. In this recession older white men have had more difficulties getting back into the workforce. This is reflected in the political scene in 2015-2016 for the election season. ...

Krugman points to some striking facts about China in 2011. Consumer spending in China is only 35% of GDP and has declined over the years. There are no signs of rebalancing the economy away from exports by increasing consumer spending. China's dependence on exports for trade surpluses is greater than ever. Beyond this there is another disturbing fact. With weak consumer spending and heavy investment spending at about half of GDP, Kugman raises the question where is all that increase in spending going? Real estate investment takes up about half of the increase in investment spending, as the share of GDP of real estate investment almost doubles compared to figures for 2000. Much of the rest of the increase Krugman attributes to firms selling to the construction industry. The speculative fever, the corruption at the local level, the shadow banking system which is not protected and unsupervised, the poor quality of statistics, suggest a bubble phenomena that may not be under control of policy makers, and risks damaging China economy and the world economy in 2012-2013. After all China's economic and financial planners and banks are no better than America's or Japan's, where asset bubbles burst causing serious damage....

Turkey's parliament authorizes the government to take steps needed for national security as Islamic State forces approach its borders, attacking the Kurdish town of Kobani. Turkey is reluctant to participate in the coalition against Islamic State until the Obama administration makes clear what its policy is in relation to the bigger problem it sees causing the conflict- the Assad regime's violent suppression in Syria. Turkey wants the U.S. to impose a no-fly zone so that the Assad air force is grounded. Feldstein, adviser to the Romney campaign, refutes the assertion based on computer models that the Romney Tax Plan of a 20% across the board cut in taxes cannot be paid for by limiting the deductions of high income tax earners. His own analysis based on IRS data, shows taxpayers with adjusted gross incomes of over $100,000 made itemized deductions of $636 billion in 2009. By taxing these deductions at a 30% marginal rate, additional revenue of $191 billion can be raised to pay for the Romney Tax Plan's static revenue loss of $181 billion. A smaller revenue loss of $148 billion is predicted based on increased incomes and taxes from the behavioural effects of lower taxes on earners. He says this was the thinking behind the Reagan tax cuts of 1986 and the Simpson-Bowles commission plan that would generate economic growth by reforming the tax system's distortions.

Women won the right to be heirs in the family lineage, and perceptions of women as well as the opportunities open to women changed in this period. Today the Korean government provides $177 a month for the first 5 years for child care at home. The story of one mother and daughter and their experiences, of Ms. Lim and Ms. Ko, both teaching at the university and having daughters only, shows how South Korea has changed by 2016. Moving further South Korea's government now offers incentives to companies to make paternity leave policies generous, with municipal governments adding cooking classes and housekeeping courses for fathers. ...

Marina Force of the WSJ gives this excellent report on Carles Puidgdemont, head of the Catalan party that is holding a referendum for independence from Spain in October 2017. The referendum is to be held on Oct. 1, 2017, and will be held in a tense region divided by pro and anti independence supporters, with the central government of Spain declaring the referendum illegal, and police obstructing voters. This has pushed Spain into a major crisis, as Puigdemont says he will declare independence after the vote, and the possibility that many voters may not have voted at all in this tense atmosphere. Here Marina describes the recent history of Spain that dates back to the period under General Franco's dictatorship when state rights in the Basque region, in Catalan region and in the northern region in Galicia, as well as other regions, were suppressed. Today there is regional autonomy and the languages in the regions such as Catalan are used in the autonomous regions. Prime minister Rajoy is from the Galicia region. His family suffered under Franco's dictatorship as he points out in his book- Mariano Rajoy, En confianza, Mi vida y mi proyecto de cambio para Espana. As a result Catalan leader Arturo Mas and other Spanish leaders including Rajoy from Galicia worked hard to establish autonomy for all the regions in Spain, including use of the local language in Valencia, Catalonia and the Basque region, a variation of Spanish. As in Scotland for most of the period after the end of the Franco dictatorship in the nineties, this focus on regional autonomy was seen as a big step forward. Puigdemont is journalist who was editor in chief of a Catalan newspaper in the 1980's. In 2006 he was elected to the Catalan parliament. In 2013 he was elected mayor of Girona, a city just north of Barcelona. It was in this period that the movement for Catalan independence moved forward setting the stage for the 2014 referendum with 81% voting for independence. In 2016 pro-independence parties won a majority in the Catalan parliament. This set the stage for a confrontation with the central government in Madrid that is now taking place. ...

The ruble has declined from 35 to the dollar before the Ukraine crisis and sanctions in 2014 to 86 to the dollar in Jan. 2016. Interest rates were increased to tackle inflation.A key rate was raised to 17% in Dec. 2014, dropping by Jan 2016 to 11%. Inflation was 12.9% in Dec. 2015, the target for 2017 is 4%. The economy has contracted by 3.7% in 2015, and expected to contract by 1% in 2016, according to the IMF. Alexsei Kudrin, former finance minister, expects modest growth in 2017.

The failure of the northern electricity grid in India and the huge power outage in 8 states affecting 369 million people on July 30, 2012. This includes the capital city of New Delhi. The outage was a result of the northern grid taking more than its quota of power from the national electricity grid in India. Analysts say India has a shortage of about 10% of electricity needs. Over half of India's electricity generation capacity of 205 gigawatts is based on coal. Coal India which is the largest producer has failed to meet growing demand and the coal shortages are making it difficult to expand power capacity. The national plan is to increase capacity by 44% in 5 years.
