Morgenson cites Paul Diggle, property economist at Capital Economics in London, about why the $26 billion mortgage settlement between the state attorneys general, the U.S. government and the large U.S. banks is unlikely to make much difference to the foreclosure problems in the housing market. The agreement provides for reducing principal by $17 billion over 3 years for homeowners under water. Diggle points out that $17 billion is a drop compared to what is needed, because 11 million homeowners are now under water on their loans to the amount of $700 billion. The $17 billion is a mere 2.4% of the negative equity of $700 billion.

China plans $29 billion of local bond sales (200 billion yuan) through the central government, to meet the needs of cash strapped local governments. Its proceeds would go to projects approved by Beijing, for airports, power plants and railroads. In earlier year local governments depended on land sales as abig source of money. China's tax system sends most revenue to the central government, while provincial and municpal governments are left to handle most of the spending on education and healtcare, which is why these needs may not be getting the funding they need. Land sales are now drying up as asource of money as the property market declines. This does not mean that the local governments are not indirectly taking on debt. Chinese law prohibits cities and provinces from taking on debt without Beijing's approval, but companies owned by local governments have borrowed heavily to fund public works projects. Shanghai Chengtou Corporation, a municipal government company that builds infrastructure has taken on 200 billion yuan in debt in 15 years. Economists say this kind of debt may be 20% of annual GDP, which added to the central government debt of 20% of GDP, would bring the combined debt to 40% of GDP. What this new effort does is make the taking on of new debt official and more transparent. The principle behind the earlier tight control of debt issued by local governments was to prevent local governments going overboard and the central government having to take responsibility, as happened in the 1990's in India, Mexico, Russia and in the USA....

This article in The Guardian looks at the role of British authorites in the Empire in the 19th and 20th century that led to famines. Under Lord Lytton in the 1870's and in 1943-44 in Bengal there were famines that were worsened by British policy. Throughout the 19th and the first half of the 20th century India's energies were sapped and its poverty deepened by the British effort to extract wealth from India through commercial policy and taxation. During the Napoleonic Wars Britain used its Empire in India to finance the war in a way Napoleon lacked.  .As can be seen in the British Residency park in Lucknow  British authorites focused their efforts on the Treasury of the collapsing Empires in India whom they replaced. The people seeing tax territories shifted from one foreign authority to another stretching over four hundred years with little difference in development needs being met. After a period of self-rule which struggled with development after Independence in 1947, India's largest state Uttar Pradesh with a population of about 300 million, is finally bringing sanitation, water, roads, housing and medicine to all parts of the state. ...

Kamala Harris made remarkable progress in her handling of Central America (Guatemala, San Salvador and Nicaragua) during her assignment of tackling the problems in this region that were leading to high migration. A drought had hit agricultural regions in Guatemala adding to the surge at the time.  Here is how Harris tackled the problems of the economy, food, poverty, lack of jobs and migration from Guatemala. Harris increased investment in the region getting private and government sources in the US to invest $5 billion in the region. 250,000 jobs were created from this effort with loans from IDFC and US AID and State Department. Northern Central America was facing a hunger crisis and it was Harris who pulled together $300 million in emergency humanitarian assistance. Harris held corrupt leaders to account. Anti-corruption candidate Arevalo was elected president of Guatemala in 2023 through her efforts to ensure the rule of law and democracy are respected after the chaos of the Trump years. Joint taskforce Alpha was set up combining efforts of 3 US agencies to conduct countersmuggling operations.    ...

Claudia Sheinbaum's father was a biology professor at UNAM, her mother a chemical engineer. She studied physics at UNAM (Universidad Autonomo de Mexico) and did her dissertation for doctoral work comparing energy use of the US and Mexico at Lawrence Livermore Laboratory in Berkeley, California. She returned to the faculty of engineering at UNAM in 1995. In 2000 she was appointed energy minister in the Mexico City government by the city's Mayor Lopez Obrador.  From 2018 to 2023 she was Mayor of Mexico City and a close associate of Lopez Obrador who supported her for president in 2024. Mexico limits presidents to one six year term. This period was overshadowed by the migration crisis with the US, building of the Border Wall by Trump, the negotiation of the new trade agreement with the US and Canada, the pandemic and its impact on the poorer classes in Mexico. Obrador attacked corruption in Mexico that had become entrenched under previous parties to bring good governance. Under Obrador Mexico brought millions out of poverty. Sheinbaum's sweeping election win shows that Obrador is one of the most popular presidents in the world. Mexico has an opportunity to bring tens of millions more into the mainstream economy under Sheinbaum. As a neighbor of the US Mexico stands to benefit from a diversifying supply chain for the US that includes Mexico and India that will boost Mexico's manufacturing, create jobs and increase economic growth. ...

19 percent of China's exports went to the US in 2017, in 2024 this is 15%, but wait, the difference of 4 percent it is simply coming back to the US but through Southeast Asia. As a result some of the same issues that puzzled Trump negotiators exist today. China's exports surged 12.7% in October 2024 over the prior year. Biden was facing this situation and had yet to respond to the surge in exports to US. These exports were sent to Mexico and to Southeast Asia to circumvent the tariffs. It is the same situation revisited in 2024 with two other aspects of the Chinese economy-economic stimulus gets smaller and the housing and construction industry has imploded, the economy has slower growth. The overall price level in the US with a 60% tariff plus 10% for all countries would be 0.72 addition to the price level of 1.10 percent today- that is when including the depreciation of China's yuan by 10%. as it did last time. The result would be price level in the US at 1.82%, according to J.P. Morgan. Drag on China's GDP of the Trump tariffs in first term was 0.65% according to one investment bank GS, with 60% tariffs it would be 2%. Trump secured a return of $116 billion or 58% of the $200 billion China said it would buy of US exports. The other 42%- the deal was not completed in the end. ...

Garlic, ginger, turmeric and similar products are vital for healthy living and healthy food. So it is surprising that so little has been done before the Trump tariffs on Chinese food dumped in the U.S. This BBC report by Pamela Parker says 1994 was when the U.S. confirmed dumping by China of garlic yet the tariff that was placed was of an ineffective type that could be circumvented. As a result the U.S. producers such as Vessey in California that produced garlic for 100 years and 5 generations decided to not produce it beside cauliflower and cabbage. Of the surviving producers one producer today in California produces 100 million pounds of this product that has value way beyond the actual dollars as vital for healthy food supplies in the U.S. In fact after reports of contaminated water supplies in China imports of ginger and other such food products have been shifted away from China.  It is well known that the industrial revolution in China came too quickly and at a large cost to the environment after 1990 including contamination of the water, rivers. For this reason it is stunning that the people setting trade policy in Washington could have ignored the vital need of U.S. meeting food needs for healthy living out of its own soil and trusted farming community. To not have done so and let producers of garlic or ginger or other such vital food products to sustain health to go out of business is nothing less than a part of the growing calamity of self inflicted wounds that have happened so far. At no time more compelling an issue as today in the pandemic. The truth is that when it comes to healthy food supplies it is vitally important, as important as national security. And local supplies grown in one's own state or country particularly for vegetables, herbs, and fruit, are very critical. There is no way to even compare product grown locally to product grown in any country where water supplies may be contaminated by rapid industrial growth. ...

John Fuhnrer, chief executive Walmart, says store owners get an automatic stock grant to make them think like store owners. A 200% store bonus and $20,000 stock grant goes to superstore managers added to average store manager salary of $128,000 a year. This takes it to $400,000 for a superstore manager who runs a small company as it were of 350 employees and $100 million in sales including online sales. This is the way Walmart conceptualizes its business. Store employees provide the pipeline for these managers many who start as clerks and do not have college degrees.

South East Asia is a new target for exports as new supply chains are being constructed.

This report in the WSJ gives the background and positions taken by Patriarch Krill of the Russian Orthodox Church, and his support for the war in Ukraine as part of Russian lands nationalism. Russian lands nationalism is an idea that comes from the beginnings of the Russian version of Christianity that had its origins in Kviv Ukraine in the 10th century. Patriarch Krill has had a varied role questioning some some state policies and then backing off and supporting the state says WSJ. In 2011 patriarch Krill stood up for protesters critical of manipulation in parliamentary elections that year. Patriarch Krill grew up in the years of Soviet rule and was 24 in 1970 when he began his work in the church. He was rector of a seminary in Leningrad by 1984 and after being critical of the Soviets and war in Afghanistan was sent to Smolensk says this report in WSJ. After he returned he worked with the Soviet state, and after voicing concerns in 2011 about parliamentary elections described as manipulated he has supported the Russian state as it becomes assertive about Russian lands nationalism. To understand the Orthodox Church in Russia one has to know its presence in the post Soviet period. About 63% of Russians belong to the Orthodox Church. It also includes Ukrainians. After Crimean invasion by Russia the Ukrainian Orthodox Church that makes up one third of the Russian Orthodox parishes was recognized as a separate church by Patriarch Bartholomev of Constantinople. Patriarch Bartholomev and Pope Francis the two leaders of the eastern and western churches in Constantinople and Rome have been critical of Patriarch Krill and his support for the war and the idea of Russian lands nationalism. Since the war some parishes in Russia have signed a letter opposing the killing of brothers in Christ and one parish leader was fined $500 for his statements. There is now intense debate among Russians about what this war means in bringing conflict on brotherly peoples about their preferences in 2022 for aligning with Europeans in the western part of Europe. For most of Europe in the 21st century there is a big change, in the countries near the Baltic sea in Northern Europe, in countries in the middle of Europe, in Eastern Europe, the 21st century is seen as a time when states and peoples are making their own choices about freedom and what their preferences are particularly the young people. They no longer understand or conform to ideas of the earlier period or centuries. And this is what has made Ukrainian young people oblivious about what Russian lands nationalism means and its relevance today. Buddhism is today not prevalent in South Korea a democratic state and in China a Communist state in the way it existed for centuries. For it to be relevant people need to begin to believe in it as in Japan or Sri Lanka or Thailand. In the 21st century young people are making different choices and this may well be where the Ukraine war shows that people's choices count particularly in the 21st century, and it has little to do with the west or the US or NATO or even Russia. ...

The 140 billion in stock market losses in GE stock in just the last 12 months (2017-2018) ranks as the worst in history in the corporate world. In this report a retired GE worker at 61 years is shown looking for a second job after the losses wiped out a substantial part of his retirement savings in the form of company stock. This is the worst in history and is about twice that in market losses for Enron, and more than the losses in bankruptcies of GM and Lehman Bros. As a result GE is one of the worst funded pension programs in the corporate world. About $100 billion in pension obligations for 600,000 people who get GE pensions is underfunded by $30 billion. GE will need to borrow $6 billion in 2018 to contribute to the pension plan.

This report in The Economist shows how Nairobi is coping with years of haphazard and disorganized development. As land prices jumped new investment has led to a unregulated disorganized building boom that has affected rivers and sanitation. The city's water supply and colonial era sewers are barely coping, says the Economist. To try to fix this the city has launched a demolition campaign for 4000 buildings. Meanwhile Nairobi's population has grown by 1.5 million over the 2009 figure of 3.1 million. Projects to build 200,000 low income housing is also underway. Four problems need to be tackled- a skills shortage, insufficent government investment, enforcement and rule of law, and last rent seeking typical of underdeveloped countries with corruption, complicating the tasks ahead. The biggest problem is large population growth for most African cities.

Chile's experience in Latin America stands out for the painful experience of the dictatorship years and the mismanagement of the economy by the government preceding it. The governments of the last 20 years of the Concertacion have studied the mistakes of these years and corrected them to aremarkable degree, like no other country in Latin America. The new politicians decided that the economy had to be managed so that inflation was under control and these Concertacion administrations produced budget surpluses in all but 4 years says Finance Minister Velasco. Velasco himself was 13 years old when the dictatorship of Augusto Pinochet was set up, and his father a law professor had to leave the country for criticizing human rights abuses. He studied economics at Columbia University, and his principal focus there was he says, " to understand how did this happen to Chile and how do we make sure it will nhot happen again." His finding was that runaway inflation had created so much unrest among the people that coup plots could take place, and that political stability could not be maintained without good management of the economy. It also meant that Chile must avoid extremes, try to take amoderate position, which meant preserving the free market reforms that had taken place, and introducing policy measures, projects and investment which helped to bring up the vast majority of the people including the least well off of society. Velasco also studied the history of Latin American economies with their boom and bust cycle, the situation in countries especially Argentina and sometimes in Brazil and other countries since the fifties. He found as he says that when " a country seems very creditworthy, everyone wants to lend to you, capital flows in and consumption booms." At some point excessive amounts of capital flow in which cannot be absorbed and is wasted in unproductive ways, which becomes adebt burden as the bust part of the cycle takes hold. So Chile has been careful to control speculative inflows of capital. But Velaco went further. In 2006 he left a Professorship at Harvard University to become finance minister of Chile under President Ms. Bachelet. Copper prices were surging and Velasco insisted on caution. In 2006 he pushed through a law requiring the annual budget to be based on an independedt committtee's estimate of the average price of copper in the next 10 years. Any copper income above the budgeted price goes into a savings fund maintained outside the country. In 2007 the copper price used in the calculation was $1.21 a pound, while the market price was $3.23 a pound. The profits $6 billion for 2007 went into the rainy day fund, which is invested conservatively in government bonds or money market instruments denominated in dollars, euros and yen. This fund is now at$20 billion. What is remarkable for Velasco is the way this was executed. The price used was conservative, the political pressures from unions and students and other groups was resisted effectively, and the whole exercize was carried out to successful conclusion even as popular support for the government dropped. When the crisi hit in December 2007 copper prices plummeted. Velasco announced a stimulus package, getting the $4 billion stimulus package through both Houses of Congress in January 2009. Chile expects only adrop of 0.5% in GDP in 2009 year over year. $500 million was given to stae owned bank BancoEstado, which reduced consumer lending rates by half. The package offers subsidies for businesses to hire younger workers, $700 million for large infrastructure program designed to create 60,000 jobs in road paving, airport upgrades and housing construction. And 1.7 million families, the poorest 40% of the population received cash stipends from the government equivalent to $70, with another stipend due in August....

William Galston in the WSJ says outright for the first time in the WSJ that the years from the last term of Clinton, through the Bush, and Obama administrations were an outright failure for the American people. He documents the losses- 5.7 million job losses in 2000-2010 as Clinton opened China's entry into the World Trade Organization without any precautions taken to prevent abuse of world trading rules after the experience with Japan. Worse no help to the displaced workers which fed into the resentment of workers. Sex scandals weakened the presidency and acted as the major distraction during the last years of Bill Clinton. Over the administrations of Bush and Obama almost the entire US manufacturing base was dismantled and shipped to China. Pharmaceutical companies were allowed to charge recklessly when Bush disallowed Medicare to negotiate prices for pharmacueticals placing additional burdens on the American people. Bush started long wars in Afghanistan and Iraq that cost the US dearly in lives and resources wasted with no vital US interests at stake as in Europe. This distracted attention from problems simmering at home. Obama continued these wars preferring to focus on reelection. The migration crisis, the neglect of infrastructure worsened during this period. The Bush deregulation of banks led to the 2009 world banking crisis that led to large layoffs worsening a bad situation from outshoring and creating a class of unemployed, and shrinking household wealth and savings. The Biden administration, the first Trump administration and now the second have started the process of revival of the US. And yet Biden, DJT are relative outsiders who came to the presidency and were not favored in the established order of the 1990-2016 period. One can say about Blair, Cameron, Boris Johnson in Britain, about Clinton, Bush, Obama in the US, and Schroeder, Merkel in Germany that the leadership was mediocre and failed the people of Europe and the people of America.     ...

The 2009 budget of the Obama government has some optimistic assumptions built into it for the deficits in future years. For 2009 the GDP declines by 1.2%, for 2010 the GDP growth is 3.2%. With these assumptions its possible to bring the $1.75 trillion deficit in 2009 to less than $600 billion by 2012, and getting to that point requires GDP to rise by 4% a year by then. This is assuming the growth quickly returns to the growth rates of the 1990's. In one area the administrations' forecasts are more optimistic than the Fed's and may turn out to be too optimistic. The administration's assumption is for unemployment to average 7.9% in 2010 when it may be close to 9% or higher. For example Goldman Sachs economists expect the unemployment rate to be at 9.5% by late 2010. And Goldm,an's growth rate for 2010 is just 1.3%, and that also may prove to be optimistic whereas the budget assumes 3.2%. What all this means that money has to be spent on the priorities outlined by the President, but the most buck for the money has to be obtained because further outlays will be needed in future years. This is a very important point, and a lot of checks and transparency and careful monitoring of projects has to be put in place throughout 2009....

Airlines are learning to price aggressively, and sophisticated pricing models are helping to improve revenues. Online buying and search habits of travellers aim at getting lower prices, even as the airlines are using pricing models to price aggressively by monitoring passenger buying throughout the day. Further consolidation, as for instance a merger of Delta with US Airways, would further shrink airline fleets and raise prices as seat capacity is filled up. Southwest Airways continues to expand its fleet and is moving in the opposite direction, but it is also expanding routes flown and is increasing its presence in the market visa vis the other airlines. Overall, with 80 to 100% of capacity filled, airlines are finally obtaining some of the pricing power to operate at a profit. Note that leisure fares and business fares are moving in the opposite direction. Leisure down 9% year over year, business up 20% year over year. After the seats fill up the unsold seat is discounted as a filled seat vs a unfilled seat, means at the margin pure profit for the filled seat even at highly discounted rates. It also raises the capacity filled per flight to a higher level....

Climate protection goals require rail to get its standards up and modernize quickly in Germany. Deutsche Bahn, the German Rail Network accepts that it needs radical changes. It is important to attract more people to urban transit and rail to promote climate change initiatives and to reduce gas consumption in Germany.  The head of the Deutsche Bahn Richard Lutz says the German Rail has been neglected for years and pushed to its "absolute limit."  Many rail points and signal boxes are obsolete and highly prone to failure.  About 51,000 passenger and goods trains travel through Germany every day going up to 59,000 in 2030.  Lutz says it cannot stay this way- "Increasing demand, combined with aging infrastructure and construction work, is leading to traffic jams and delays with a massive impact on all customers." More than this there is the the question how do you attract more people to not drive but take the train to save gas consumption and reduce the impact on the environment when things are so bad in the rail network? The dilemma says Lutz is "how to grow and modernize at the same time?" Under Lutz and Transport ministry plans high performance corridors are to receive a first class quality standard. More customer friendly construction should be used. And planned construction done in such a way that some sections are construction free sites for several years. Heavily used sections make up 10% of the network or 3500 kilometres and operate at 125% of capacity. By 2030 these sections will be 9000 kilometres or triple that now. Japanese prime minister Fumio Kishida  holds talks with Indian prime minister Narendra Modi in New Delhi. Japan has pledged to increase trade with India with $42 billion in investment in India over 5 years. In the 20 years 2000-2019 when Japan invested heavily in China, Japan invested only $32 billion in India. The US and Germany also invested heavily in China, compared to the investment in India.  Business in the US, Germany, the EU, and Japan integrated their economies with China over two decades. The Trump administration brought attention to the US working class and the effects of trade and investment that hurt workers in the domestic economy. The election of Biden in the US, Scholz in Germany and Kishida in Japan have shifted focus to the working class, inequality, lack of infrastructure investment in the domestic economy, and the effects of business decisions that cost jobs in the domestic economy. It is in this context that foreign investment is being shifted to India, Vietnam, and other manufacturing locations in Asia as the entire world supply chain is being reinvented to protect workers in the domestic economy, and the local economies. The pandemic and the war in Europe are now accelerating the reinvention of world supply chains. An argument for the market economy is that it enables social mobility, so that persons willing to work hard and use talents can do better than their parents and move up in income level.  Yet this is proving to be wrong as there is less social mobility in developed countries, and even less so in developing economies. In the U.S. it would take 5 generations or 100 years, says this OECD report, for someone in the bottom 10% of earners to secure an average income. Even in a country like Denmark it will now take 2 generations or 40 years. In Colombia it would take 11 generations, almost as long as the country has been separate from Spain. Globally, says OECD, the social mobility was better before 1975. OECD's Gabriela Ramos, the chief of staff, says families and communities have been trapped since the 1980's at the bottom rung of the social ladder. In the U.S. 42% of men with low earning fathers end up in the same income level, much higher than the OECD's 31%. At the other end 48% in high income groups see descendents in the same group, similar in the U.S. and Germany. This the OECD says is bad for economic growth in the long run. This "broken elevator" is causing a backlash against the market economy and democracy, disturbing the social cohesion in society. The answer says the OECD, is to provide federal funds to make up for gaps in education so that access to higher education is provided to people on a broad level to include all parts of society. ...

What oil analysts would like to know about the Khurais oil field in Saudi Arabia is can it deliver. This is the Saudis big effort to sustain and increase oil production as other fields are aging and declining. The Saudis would like to see it add 1.2 million barrels a day to its current production of 11 million barrels a day. no date is set for when this oil field will come on stream and how much of the 1.2 million barrels a day will become reality. The Khurais field has been sitting there for many years while the Saudis tapped the Ghawar field just 60 miles away because of the complexity of the Ghawar field which situated deep within the rocky layers of the earth and dunes. Its been described as a hard sponge compared to the wet sponge that Ghawar is. The natural pressure is not enough to bring the oil up so natural gas or filtered salt water would have to be used. As natural gas is needed for soaring power generation needs filtered salt water will be brought from over 120 miles away from the Persian Gulf through pipes to Khurais and more than 100 injection wells have to be drilled so that 2.3 million barrels a day can be pumped down in a manner that would push the oil up but not kill an oil wellby going through a rocky fissure. All this has to understood through geologic mapping of 2700 square miles down to the microdetail for an area the size of Connecticut so that nothing goes wrong. 2.8 million 3-dimensional images of underground strata to trace any fractures in the rock that might cause trouble and building of models to simulate how the oil field may respond to water injection. The production would have to be monitored from Dhawan where the central monitoring facilites are for Aramco. Aramco the Saudi Oil company brought in for oil field services Foster Wheeler as project manager, Halliburton for drilling wells, Eni SpA's Saipem unit for water injection work, in the plan developed in 2005 with estimated cost of $6 billion. Halliburton is drilling more than 300 wells that go over a mile deep and then branch out horizontally, and 125 water injection wells. Nansen Saleri who heade reservoir management for Aramco and headed the Khurais revitalization effort is now running his own firm in Houston.
