Merkel tells Hungarian news portal Partizan that the Baltic States and Poland made efforts to reduce efforts for dialogue with Russia, and that this dialogue and meetings were also made difficult during the Covid pandemic. Merkel did not address other issues of EU and US relations with Russia over the decade when Russia was not integrated into European structures as a Northern European power. Britain and Netherlands also supported Poland and the Baltic States in efforts to keep NATO as a force and counterweight to Russia in Europe, something Merkel did not cover. Merkel appears to have been selective in covering only this issue in EU-Russian relations and not the larger issues that Merkel never addressed of ending the Cold War structure of NATO that Britain, Netherlands and Poland had favored. The result is that without German or US leadership the Cold War structure of NATO favored by Britain, Netherlands and Poland has been expanded to include Sweden and  Finland, and without a clear resolution of the Ukraine issue created a new situation. This situation is the return of the Cold War in another form with Russia and China, losing the opportunities presented to both sides to use trade and improvements in standards of living to create a durable peace for economic development and addressing the problems that have led to deindustrialization of US and European Union countries. ...

Egyptian president Morsi appoints a new defense minister and two leading generals are asked to retire and continue as advisers. Because Gen. Tantawi was 76, and the new defense minister who comes from the military body the SCAF is 58, it appears to observers that this is a shift to a new generation within the military. In the background is the situation in Syria with the Assad military regime at risk of falling in a civil war, and the focus of Sunni nations in the Middle East and the U.S. on Iran, which could have led to a U.S. effort led by Secretary of State Panetta during his recent visit to mediate between the different factions for a rapprochement. The rapprochement would benefit the retired generals and the military to continue operating businesses that constitute about 25% of the economy, a younger generation in the military better able to adapt to the changes in the Middle East to assume control under civilian leadership, for the Muslim Brotherhood and other political parties the reversing of military decrees subverting the election results, and for the U.S., Sunni nations in the Middle East and European allies better able to focus on the situation with Iran. With vaccine hesitancy in the US the goal of vaccinating a large part of the US population is still elusive. Less than half of the US population is fully vaccinated as of July 30. The vaccination rates in the US are now much slower than India even taking into account the population difference. The vaccination in India is at the rate of 4 to 5 million a day for the past week in India. In the US this report in The Guardian shows 4.7 million vaccinated in the past 2 weeks. On July 30 856,000 people were vaccinated in the US compared to over 5 million in India.  Newspaper reporting that encourages vaccine hesitancy people to delay getting vaccinated because of poorly reported headlines is adding to vaccine hesitancy in the US. This has led to much frustration at the White House. The threat of the Delta variant is making more people to take vaccination. Southern states are seeing a jump in vaccinations. Many prominent Republicans are now endorsing vaccination.  One of the problems in tackling the Delta variant is the confusing nature of the CDC guidance on masks. On May 13 CDC issued guidance saying masks were not necessary indoors and outdoors. Now 3 months later in July the CDC says the threat of Delta variant means mask wearing is essential particularly indoors because of the higher transmissibility of the delta variant.  ...

In Biden's address at the UN General Assembly he talks about climate change and Covid-19, and a foreign policy that brings together US and its allies in Europe and Asia. He said "the next decade will quite literally determine our futures."  He encouraged "competition" but he stressed he was "not seeking a new Cold War or a world divided into rigid blocks." Biden also said the US would spend $10 billion to end hunger and invest in food systems around the world.

Biden also increased US commitment for developing countries to reduce emissions to total $11 billion by 2024- in a recent interview Indian finance minister Sitharaman says India has done its work for COP21 emissions entirely without US or other funds.

In a few days Biden will hold a Covid summit where he will call for vaccinating 70% of the world's population.

Russian proposals for settlement in Ukraine including giving up the whole eastern Donbass region, recognizing Crimea as part of Russia, and limiting its army and long range weapons. These are the same conditions set in 2022. There is a new situation developing in Europe as Germany, France, Britain and most of Eastern Europe looks to be firm in support of Ukraine. Germany is stepping up its military preparedness under chancellor Merz of the CDU led coalition government. The US under DJT is working under two pathways seeking engagement with Russia and at the same time seeking a way to settle the Ukraine conflict. With German, British and EU support it appears unlikely that Ukraine would agree to all the Russian terms as Russia is using some gains on the war front to gain a clear win in 2025. By 2026 with European support Ukraine may look for a settlement that offers better terms than currently offered by Russia. For the US DJT faces pressures from within the Republican party that would oppose giving Russia a win after its role as the aggressor in the Ukraine conflict, and after the bombing destruction of Ukraine's cities.   ...

Independent oil companies are eager to invest in Venezuela says Treasury Secretary Bessent at the Economic Club of Minnesota. He says phone are ringing non stop from these companies. Big Oil such as Exxon is taking longer. Chevron is already in Venezuela and Bessent says in a few months it can increase production by 40-50%. Oil revenue from Venezuela will be in a special fund that will be used for the people of Venezuela. Under Maduro since 2013 the oil revenue was used for regimes in Cuba and not managed well for the investment in infrastructure and modernization. US sanctions made it hard to modernize the oil industry which will now take place. Bessent calls Cuba's economy decrepit and now in bad shape. It also shows that realistically modernization and good standards of living are not possible in the western hemisphere by regimes of the Cuban or Bolivarist type which descend into corrupt regimes and lack foreign capital and technologies. Lula adopted an approach in Brazil that worked with the US and EU to modernize the economy creating a workable model for a Workers party. There is much to learn from these experiences in Latin America which come at considerable cost and suffering. ...

The low number of confirmed cases and small number of deaths in India and Pakistan is being analyzed for what to expect in the coming months from June to August. Some experts see this as just the beginning that the peak will come later on. India has about 75,000 cases and Pakistan 35,000. Testing has lagged behind with only 1.5 tests per thousand people compared to 26 per thousand in the U.S.  one reason the confirmed case count is lower. Some confidence is being drawn from the deaths- 2415 in India and 737 in Pakistan. This is because only 2.2% of cases in India and 3.3% in Pakistan led to deaths, compared to 14.3% in UK and 5.5% in China, 6% in U.S., using John Hopkins database. One reason given is that only 6.4% of India's population and 4.3% of Pakistan's is over 65 years age. Compare mean age in Italy 46 years to 27 in India and 23 in Pakistan. And there is plenty of sunlight which appear to destroy the virus. Other factors that may influence the virus- taking of the tuberculosis vaccine and routine exposure to more pathogens in both countries. Prime minister Modi in India is taking no chances considering the size of India's population. He has put forward a $280 billion economic package and is moving in deliberate carefully prepared steps to lift lockdowns with the current phase No. 4 allowing more reopening. The shift now is to a more self reliant economy in industrial production making "local more vocal."  During the lockdown the large rail network and postal networks with their millions of employees, IT technology driven banking with Aadhar identification for direct deposit to hundreds of millions of the most needy citizens, and farmers, proved to be the most reliable and supportive. ...

Tennis player from Serbia is disqualified for hitting the line umpire with a tennis ball. Djokovic was behind 6-5 to Carren Busta of Spain and lost his serve when this happened. Once before in that match he hit a ball at the stands in frustration. The Organizers of the U.S. Open decided there were clear reasons for him to be disqualified and lose all points he had earned at the U.S. Open. Djokovic had earlier come under criticism for his playing in events where there was no social distancing. Tennis has lost much of the graceful behaviour from the time when players like Althea Gibson, Ken Rosewall and Rod Laver played the game in an earlier era. Too much of the money is focused on prize money, television advertising, star status and number of grand slams won, bringing the game down to a level where the fans enjoying a good game is left behind and focus is all on individual players. The same is true for soccer where so much focus was placed on Barcelona and Messi and the 700 million transfer fee. The message from reality comes from the 7-2 win by Bayern Munich over Barcelona with a traditional approach to the game based on using new players costing far less money, a good dose of common sense and hard work. Coaches at Manchester City and Liverpool, and Real Madrid all attributed their success in the game to hard work and discipline of players, with every player playing for the team and for fans, and not for star status. ...

Kamal Ahmwed says in this BBC report that the WTO has belatedly recognized that the losses from world trade for workers in industries that are hurt can be significant, and public sentiment matters especially when there is unfair trade. He visits a small Pennsylvania steel town of 40,000 where the population declined to 7000 after closure of steel mills. This is why the WTO now recognizes that the gains from fee trade are "often uneven," and "may have led to rising inequality." 

Even if the overall gains from free trade are significant as Kamal Ahmed points out the downside and losses are still smaller but significant, and concentrated in certain regions such as the midwestern U.S. or eastern U.S. can lead to public anger that led to the change in administration in the U.S. in 2017.

It is no surprise what we see in the US today- the loss of the middle class, the unaffordability crisis for education, healthcare, childcare, and poor, broken infrastructure. Over 10 years the US trade deficit with China has led to loss of about 25 million jobs and $250 billion in taxes that support local infrastructure and public services. Where 20% of the people do 80% of the spending, 80% of the people only 20% of spending (Moody's Analytics). This is how the uneven trade led to the destruction of manufacturing centers and communities across the 51 states in America, devastating families and young people. This is no longer Washington's, Lincon's or FDR's land of opportunity. Each $1 billion in additional imports to the US costs 4252 jobs. (CPA) This can be read as how many jobs are being lost in the additional trade of goods when one side is exporting more than the other.  There are three levels of losses. There is also an indirect job loss in the number of jobs created by that one job in manufacturing to serve the needs of these factory families in communities. This can be estimated at 1 job that depends on 1 manufacturing job. Together this means 8500 jobs lost for every $1 billion of goods in a trade deficit. US trade deficit of $295 billion in 2024 with China translates into about 2.5 million jobs lost every year. Over 10 years this is about 20-25 million jobs, enough to decimate America's entire manufacturing capabilities and manufacturing infrastructure, whole communities and towns disappearing or suffering destruction across the country.  With the loss of these jobs comes a third cost, the taxes paid that maintain small town infrastructure and public services like libraries, schools and health centers where these factories are located. At $10,000 in taxes lost per job, for 8500 jobs lost per $1 billion in uneven trade there is a loss of $85 million.  For the $295 billion deficit the US has with China this loss adds up to $25 billion per year. Over 10 years this means taking out this much in local infrastructure and public services like libraries, schools and health centers worth $250 billion.  ...

The G20 declaration from Indonesia says that it "is essential to uphold international law and the multilateral system that safeguards peace and stability." It called the threat of use of nuclear weapons "inadmissable." It said "most members strongly condemned the war in Ukraine." Overall this was a major step forward with meetings between Biden and Xi, Trudeau and Xi of China, and discussions that led to Macron of France announcing his intention to visit China to get China to mediate for peace in Ukraine. It sets the path forward after Covid pandemic for peaceful cooperation in places other than Ukraine and efforts to bring the war in Ukraine to a close. The midterms in the US Congress also set the stage for Mr. Biden to offer a stable US participation after the volatile Trump years in peaceful competition with China, and growth in India, Africa, and other parts of Asia and Latin America.

The fight for electing a new Speaker that led to 5 days of voting could lead to month of turmoil in the US House of Representatives. Kevin McCarthy made concessions that could lead to more fractiousness among Republicans says this report in the WSJ. A single House Republican can challenge the Speaker under one of the concessions. Other concessions would make it harder to pass legislation. The WSJ Editorial Board says some Republicans who agree more with Democrats than positions taken by the 20 Republican holdouts in voting for Speaker, such as spending on infrastructure and support for Ukraine may actually join Democrats in future voting.  This brings in a new period in which party affiliations will be only one of the factors deciding how members vote, other factors being where they stand in the US support for Eastern Europe against Russian threats, and on issues such as spending on fixing broken American infrastructure .

Many Russians in Moscow and other cities do not support the invasion of Ukraine on Feb 24 on multiple fronts. There are also 3 million Ukrainians in Russia, and Ukraine neighbors with whom Russia has a close relationship. In this sense the invasion is a strange event, coming more from the failures of leaders from Merkel in Germany, leaders in the US and Russia. And leaders at NATO and the EU (Stoltenberg of Norway and Leyden at EU), the US and Russia, who stuck to positions of strict sanctions and buildup of forces at the border, and did not explore other new approaches for building common ground other than trade and finance. Trade and finance are too fragile and complicated for enduring relationships, the emotional relationship that Adenauer and Brandt built, that post war Russian leaders and American leaders built during those years offered a stronger basis for peace and a better future.

The US sends aircraft carrier group of the US 7th fleet with the aircraft carrier USS Reagan and destroyers on a freedom of navigation mission through the South China Sea. What is a freedom of navigation mission and what is the US goal? "Our presence in the Pacific is to demonstrate our commitment to a free and open Indo-Pacific," says commanding officer of the aircraft carrier USS Ronald Reagan, Captain Fred Goldhammer. Seen on a map the Paracel Islands are far from China's coast. They lie on the waters further south in the South China Sea closer to the coast of Vietnam and between Vietnam and the Philippines. Till 1974 the Paracel Islands were part of Vietnam. In that year China took control of these islands after a war with Vietnam. The name Paracel is of Portuguese origin on maps in the 16th century. There are 130 islands or reefs with total area of about 3 square miles spread out over about 6000 square miles of ocean in the middle of the South China Sea near the coast of Vietnam. The French had  weather station there in 1932. After independence South Vietnam controlled the islands. In 1974 the islands were taken over by China from Vietnam. The result is that by taking over the islands China put itself in the position it is in Tibet. In Tibet it has put itself right across the Himalayas in a position that interferes with security on the border with India in the Himalayas that for centuries almost going back to Buddhist times 2500 years ago had very little and most of the time no Chinese presence. The passes in the Tibetan region are at heights over 15,000 feet that were mostly inaccessible except by yaks and other animals for transport for most of the 2500 year period. This is true also of the Paracel and other islands in the South China Sea as they are right in the middle of the seas of open navigation used by traders before the coming of the Europeans and for ocean going trade since 1500. Britain and the US have enjoyed free and open navigation in these oceans which connect past the Philippines into the Pacific to the Japanese islands and on to Hawaii and the US Pacific coast. What the US and European allies are saying is that the free and open navigation of the seas has always been the case for the last thousand years in the Pacific. The taking of the islands in 1974 by China from Vietnam now put it up against the US and European allies, and their Asian allies, as it interferes with navigation in the open seas essential for trade and travel between Asia and the Pacific. This is how the Chinese invasion of Tibet and the taking over of the Paracel Islands have put China into the position of interfering in the normally open and free areas in the Himalayas and the Pacific. This is where the Quad group shares a common interest in preserving what always existed in history-  a free and open Pacific and a free and open Himalayas. It brings together the US, Japan, India and Australia which stretch all the way from the Himalayas and the Indian Ocean uninterrupted all the way through Indonesia to Australia and Japan and the US. From the Mediterranean through Egypt into the Indian Ocean all the way to the Pacific and the US keeping free and open seas for trade and navigation. Or across the Cape of Good Hope into the Indian Ocean and the Pacific to the US. ...

Geithner gets the help of a seasoned economist known for thoughtful and vigorous articulation of policy. Ted Truman has spent 26 years at the Federal Reserve and is one of the most senior people at the Fed, and has worked as Geither's deputy when he headed the international department at the Treasury during the Clinton administration. Now Geithner has him back to help strengthen the US effort to get the countries like France, Germany, Canada, South Korea and Brazil to build up their stimulus spending. Geithner has expressed this in a softspoken manner that may not have registered with the G20 leaders meeting in Washington. Truman has toughened up the tone and message. Truman gave Geithner a memo stating how the G20 and the IMF should address the crisis. And Geithner reflecting this memo has now put this in forceful language instructing the G-20 "to commit to substantial and sustained actions for a period that matches the likely duration of the crisis. Truman wants the IMF to keep a scorecard to enforce the coordinated plan and identify countries that are not doing their part, part of an activist approach that Truman wants to see happen. Considering how shortstaffed Geithner is, the addition of Truman at such a critical moment is necessary and useful. ...

Liz Goodwin and Riley Beggin report from Hillard Ohio where Amazon is building a large data center using land adjoining a school and a park for children. Parents are collecting signatures for a ban. About 70% of Americans are opposed to the data centers building in their local area, after an aggressive push with tax breaks and incentives provided by some states. Virginia, Georgia, Texas, and Ohio most aggressive data center builders in the US by 2026- construction jobs, and investment, as pros, electricity usage and use of farmland cons. Ohio's governor DeWine paused tax breaks after realizing that it cost the state $1 billion in lost revenue. Amazon says it has invested $70 billion in the state since 2016. Democrat politicians are not taking up the bans because of some unions supporting the data centers for jobs created in construction. Another reason is that politicians in general face attacks from the tech companies donating to campaigns against them if they call for a ban. Sherrod Brown Democrat in Ohio asks data centers to pay for their electricity but has not supported a ban-  “With data centers, we make sure the investors pay for electricity. Not the people who live in Zanesville or Coshocton or in Cambridge.” The big reason to support it from the jobs perspective is stated by the unions. Tim Burga of the AFL-CIO in Ohio says-  “These are creating good union jobs, both in the construction, but also in the keeping them secure and maintaining them."  Now you have a public frustrated particularly in quiet suburbs of America who see this as an intrusion into their lives, which means Republican and Democrat, Red State and Blue State, makes little difference. Construction workers and unions excited about the prospects for decent jobs after the Obama and Bush elites shipped 5 million jobs (Lighthizer USTR estimate) to China over 2000-2016, and transferred $20 trillion in American wealth to foreign countries by blindly accepting unfair trade with China, EU, Canada, Mexico. And see this as part of the MAGA effort to bring back the supply chains to America for all manufactured products in the interests of reliable supply, national security, and the promise of good paying jobs for the communities across America that depended on these jobs since the industrial revolution inthe US at the turn of the century in 1900. It took only 2 decades to wipe them out under what Lighthizer and Jamieson call "shortsighted leadership" of  Republican Bush and Democrat Obama and their corresponding elites. These communities were hit more than once, twice, thrice, four times in fact- in 2009 by the banker's aided and abetted financial crisis, by Bush starting and Obama continuing the Afghan Iraq wars on different pretexts (diverting trillions of dollars that otherwise go to job creation and manufacturing, new technologies), and then by Covid in 2019. This is the America in which the data center building spree is taking place- a plus if done right and with some carefully thought out plan for water/electricity usage costs and for AI guardrails, protection for farmland and areas near parks and schools, and residential suburbs.   ...

Earlier period of Chinese infrastructure projects led to the debt trap with building of Hambantota port and facilities which Sri Lanka could not effectively utilize, and led to buildup of interest on loans. Sri Lanka now has the opportunity to make a new beginning as part of the SAGAR (Security and Economic Cooperation for All). The whole range of intitiatives in many areas show India's long experience in working with Sri Lanka since 1900 when early development projects were initiated. India has a long list of projects to help Sri Lanka keep up with India in its development- two education tourism projects, ITEC Indian Technical and Economic Cooperation, and Technology Adoption Project. This opens a new path for Sri Lanka to make steady progress on a wide range of projects for the next 10 years for sustainable development. As India grows this will expand the range of possibilities for Sri Lanka that it could never achieve on its own. Many new projects can also be done with the economic cooperation and assistance of UK, U.S. Japan and India to broaden the range of possibilities and financing. ...

President Xi is preparing for a long struggle reminiscent of how Mao led China to fight the US forces under Gen. McArthur in the 1950's Korean War, says the WSJ. In the past the state subsidy system worked to take huge share of new industries such as semiconductors, smartphones, solar, electric cars. US administrations Biden's and DJT's say this pushes the rules of export controls. It also undermines the US lead in advanced technologies needed for the US to keep the peace in the Pacific and in Europe as new tensions emerge over Taiwan and in Eastern Europe. For years the US egregiously restricted the flow of technologies to democracies such as India and allowed a concentration of semiconductor manufacture in Taiwan, over concentration of manufacturing in China, both of which led to supply chain issues in recent years and pose supply chain issues in the future. Ironically restrictions on technologies sale to India which with 1.4 billon people, and a similar culture in Indonesia forms homogenous culture of 1.7 billion people, is the only place of this size where parliamentary democracy has taken root. With an exercise of legislative assemblies through elections in all Indian states in the 1930's under the British with Mohandas Gandhi's leadership and example. Because of Gandhi and the leaders who preceded him Dadabhai Naoroji and Vivekananda in the 1890's India has older democratic forms than Germany, Japan, Italy, Spain and most of Europe, all of Asia, Latin America and Africa. It also has among the ordinary people a deep respect for Lincon, FDR and his fight to help Gandhi with Sukarno fight the British and Dutch Empires to bring freedom to 1.7 billion people.  ...

This revealing account of Jinping's life shows that the actual story of his life is quite different from the title of "princelings" or privileged sons of former communist leaders that is suggested by this reference in the media. Because of the volatile nature of Chinese politics, his father Xi Zhongxun, who led communist partisans in the struggle of the pre World War II years, was rehabilitated twice after falling out of favor. The first period was in 1962 and it was not till 1979 when he was fully rehabilitated. During this period which coincides with the growing up period of Xi from 9-26 years of age, Xi experienced many hardships. During the years of the Cultural revoultion Xi was sent at age 15 to Shanxi province where his father had led partisans. He lived there for 7 years in a traditional cave dwelling in the village of Liangjahe doing farm work. He was denied admission to Tsinghua University twice before being accepted in 1974. There he graduated with a degree in organic chemistry. This was followed by three years working as an assistant to Geng Biao, defense minister and a partisan who was a colleague of his father. The next job was deputy Communist party chief of Zhengding county in Hebei province. Iowa Governor Branstad visited Hebei in 1984, and Branstad played host to a animal-feed delegation led by Jinping in 1985- the visit to Muscatine was part of this trip and which Jinping has told others he enjoyed more than his visits to Oregon or California that year. The second time Xinping's father went out of favor was after his criticism of the crackdown of protests at Tienanmen Square. These experiences have given Xinping a confidence and experience in different situations that other Chinese leaders including the current leaders lacked. If Jinping has inherited some characteristics from his father he may also have the courage to take China in a new direction, and make the kind of changes China needs as it shifts away from an export based economy. At the same time rule in China is by consensus of leaders on the communist party's standing committee. His father helped initiate the special economic zone in Guangdong province in 1978, and Xi Xinping held senior posts in the provinces of Fujian and Zhejiang and in Shanghai, giving him close ties with industry and local government in areas that led the export based economy. Prime Minister Lee Kuan Yew of Singapore puts Jinping in the" class of Nelson Mandela type leaders, who has great emotional stability to not let his personal misfortunes and sufferings cloud his personal judgement." Of political positions Jinping has a certain wariness. He once responded to mention of him as the potential leader with the words: "Are you trying to give me a fright."...
