By boosting US manufacturing and technological advancement with investments inside the US that directly benefit American workers and families the IPEF will serve the US and the free world in ways that will shape the coming decades to 2030 and 2040. Ed Finn, president of Barron's for 19 years from 1998 has observed the economy for decades and comes to the conclusion that the 2007-2008 banking crisis from Reagan style deregulation was the one principal factor the US economy and the people suffered from a lost decade that was extended to 15 years by the pandemic. This has ended under president Biden says Finn, with he says about 10% growth in S&P 500 every year since 2020 and expects growth at that rate for another 4 years under president Biden. What this says about ultra low interest rates is that it was bad for America and a result of the need for tackling the 2009 financial crisis. Interest rates need to be at the moderate level of about 4-5%, the level today, where savers are rewarded, retirees are rewarded, bondholders are rewarded, and excessive risk taking is penalized, says Finn. Moderate interest rates help mortgage holders and new companies start businesses. In short says Finn- this is the way a economy should be run. We were sold the idea of ultra low interest rates because no one wanted to talk about the bad effects of Reagan style deregulation that inevitably lead to lack of the financial oversight of regulatory authorites. Financial oversight by regulatory authorites needed for modern economies to run, whether this is the US, India, China, or any large European economy, it is an essential condition for stable long term growth that serves the needs of the people of every major economy in the world. The idea must be cast aside that economic policy must be determined by the swings in sentiment  every few decades in one direction to too little government from to too much government or reverse, and be determined by essential truths of how a sound and good economy is run. As the US enters 2024 what Powell a Republican, and Biden a Democrat, and the bipartisan group of Senators in the US Congress are saying is that we get it, and are with single minded determination making it happen. ...

Senator Schumer the Majority Leader in the Senate has shown a unique ability to bring together Republicans and Democrats in bipartisan efforts that would have been daunting to lesser men. He was a key driver of the efforts to bring Republican and Democrats together to invest in the country's aging infrastructure. This is a win-win situation for both. He did this again when at Minority Leader Mitch McConnell's suggestion at the end of October that action on the border be an essential part of aid to Ukraine, Schumer  did not say no, he struggled with it talking with his staff till he says an epiphany sort of lightning strikes. He realized it was needed to be tough on the border and to do it right was a win-win situation for both supporters of Ukraine and getting the border situation under control. Because so many Democrats were for Ukraine they would vote for a good border security bill. This report shows him making calls even on Christmas Day.  Only someone of Schumer's dedication, ability to talk and persuade others, and hard work could have done this. As in getting bipartisan support for infrastructure bills he had Democrats who had good relationships with Republicans to persuade Republicans that Democrats were sincere about taking strong action on the border. It is to the credit of president Biden and shows that his decades spent in Congress were worth it for America that he supported Schumer and worked with Republicans. It is this sincerity that made it possible for 22 Republican Senators nearly half of Republicans in the Senate to join Schumer in the new aid package for Ukraine, after a former president shut down the earlier bill that combined the border action with Ukraine. Many in the media and in the country have not grasped the meaning of the way some of the most senior members of Congress including Mr. Biden who was one of the longest serving senators in history are working together showing courage and wisdom in the face of many distractions and factional differences on the fringes of different parties. ...

Republican McConnell and Democrat Schumer in interviews in recent days with The Washington Post, as the focus on the rest of 2024  is on what will the new US Senate look like, who is in majority, and who is in minority after November. A small faction in his Republican party opposed McConnell's bipartisan compromise. McConnell says after 17 years in the US Senate, that one has to remember what Harry Truman said. Truman America's post war president in 1950's said if you want a friend in Washington, buy a dog. Yet the Post also says the two McConnell and Schumer worked closely for 4 months to negotiate the bipartisan compromise on immigration to close the border. The first time the two sides have come  this close in this century says the Washington Post. Looking at the 22 Republisenators that supported McConnell and voted for the aid to Ukraine one finds most are senior and the majority of the senators with the most experience, compared to a small faction of newcomers without anywhere near the same experience. This is why the dissension in Congress can also be seen as not telling the whole story, when the most experienced people in the Senate and the House of both parties have come together on the big issues even when the fringes of both are engaged in unconstructive confrontation. You could see that when the younger J.D. Vance of Ohio addressed the heads of all the major US banks this past week in a Congressional Senate hearing and the difference when the more experienced Van Hollen of Maryland talked to the same banking heads. And when Senator Tillis of North Carolina one of the older experienced Senate Republicans made a strong plea for aid to Ukraine on the House floor and in his earlier support for the bipartisan change to asylum and parole immigration laws in the US. A broad center is emerging around coming together, around the most experienced people in the US Congress that sets the country in the right direction.   ...

Peter Hotex of Baylor Medicine in the US is a pioneer and leader in getting low cost traditional vaccines to billions in Africa, Asia and Latin America.  Here Peter Hotez of the Baylor College of Medicine Tropical School is interviewed in The Hindu. He talks about how the new mRNA vaccines are "shiny toys" pushed forward in the US in 2020 under innovation drives, and that the vaccines made by traditional methods are just as effective and provide lasting protection. Without vaccinating the entire world population including the billions of people living in Africa, Asia and Latin America, there will be no end in sight for the pandemic, he says, and the best way to do this is through vaccines made by traditional methods, methods used by Bharat Biotech for Covaxin and Biological E for its vaccine. He said mRNA is a brand new technology  and "it will take years to scale it up to make 9 billion doses" of vaccine for poor countries. Baylor has developed the vaccine technology using traditional methods such as yeast fermentation expression technology used for Recombiannt Hepatitis-B vaccine. Its been around for 40 years. Baylor will transfer the technology to Indonesia, India, Bangladesh, all over the world. He says in terms of virus neutralizing anti-body immune responses it is as effective as the mRNA vaccines. Hotez is critical of some pharma companies- "the rest of them want to bicker about patents. we're not going to go down that direction." Baylor is providing its technology for manufacture to companies to fill the need in poor countries, without patent protection or quibbling about legal things such as indemnities, says Hotez. Hotez also thing recombinant protein technologies vaccine with its traditional approach could also overcome vaccine hesitancy, a key factor for unvaccinated in Europe and US which have stuck to mRNA vaccines. A ban on TikTok in 270 days is plausible, with credit going to Republican senators in Congress, as they insisted on it being incuded in the Ukraine aid bill package. Not only because of security and democratic process concerns- then one asks why what other real even larger concerns?  A ban on TikTok by restricting its use that does not affect education is already in place in China, yet such a ban is easier implemented in state power centralized government for the benefit of China's young generation and not in the US system of government. Excessive time spent on social media apps in the US including TikTok as the largest are a serious problem in America today -for young people's educational activity such as reading, studies, and for mental health. Taking a large part of the young generation in a direction that is not beneficial for the US, for democratic process to function with young people taking time to be better informed and for the health of the younger generation.  People assume that TikTok audiences will shift to other social media apps such as Facebook, but a large part of the TikTok population may engage in other activities that promote health as the consciousness for food and its preparation increases, for the value of exercise, engagement in sports and viewing sports or music, engagement in Nature and hobbies, and in time spent on travel, all happening as the Nation shifts its attention and consciousness after these troubled decades from financial crisis of 2009 to the pandemic, a period of dismal failure to deliver public services with funding diverted and misallocation in capital markets collapsing or near collapsing infrastructure around us sapping the Nation's spirit and its energies.  A new spirit is emerging in the Nation and a shift in the attention of the younger generation as it feels the fatigue that is now felt for music idols such as Taylor Swift is entirely plausible so that TikTok would have risen and faded away both in the US, India, and even in China as it shifts its attention in a different world. ...

For the first time the U.S. focuses on the huge trade deficit with China in a serious way. The trade negotiating team led by Robert Lighthizer has set forth its negotiating terms.  1. China must reduce its trade deficit with the U.S. by $100 billion in the first 12 months. In the next 12 months it must reduce its deficit by another $100 billion. In 2 years the trade deficit the U.S. has with China must come down by $200 billion. The issue is no longer just the tariffs on steel, it is about the core issue of balance in  trade. 2. The U.S. says subsidies to state industries in the "Made in China 2025" program must stop. Here the focus is on gaining an unfair technological advantage with a combination of U.S. technology imports and subsidies to state advanced manufacturing industries to erode over time the U.S. technological lead.  3.  China is expected to cut its tariffs by about two thirds on imported products so that the tariffs match that of the U.S. This is the first serious negotiation the U.S. has conducted with China on the core issue of the trade surplus which is growing with a stronger dollar not declining. The surplus approaches $1 billion each day for about $365 billion a year, unsustainable from any perspective. The vital issue of the erosion of the U.S. technological advantage under the Made in China 2025 has turned this issue into one in which the U.S. is unlikely to back down. Especially now that Mr. Lighthizer is leading the  negotiations and has the confidence of the president of the U.S. Lighthizer is a veteran of negotiations from an earlier period -under the Reagan administration in a similar situation with another national competitor- then it was the Japanese. A relentless negotiator as the U.S. seeks to reverse a trade imbalance of stupendous proportions neglected by previous administrations.           ...

India's Modi government is introducing a new plan to reduce rural poverty. It is implementing Universal Basic Income by depositing Rs 6000 or $84 directly to bank accounts of farmers with less than 5 acres. This helps 120 million poor farming families meet basic living needs in India, where rural poor often make less than a dollar a day. The cost of the program is $10.5 billion a year. The opposition Congress Party also has a plan for Guaranteed Minimum Income. India has national elections in May, and the government plan is also designed to fulfill promises of improving quality of living of Indians with the programs for Clean India, toilets and electricity for all Indians, bank accounts for all Indians, and series of other programs.  The advantage of the program as shown in a government paper in 2017 is that money goes directly to bank accounts avoiding corrupt middlemen or bureaucrats, and that it is possible in India to accomplish a lot by spending a relatively small amount to realize immense benefits. The Budget deficit for the year ending March 2019 will go up from 3.3% to 3.4%, and for year ending March 2020 go up from 3.1% to 3.4%- small increases relative to the immense difference in the lives of rural Indian families as a result. A series of programs for universal access to electricity, health care, toilets and clean sanitation, bank accounts and basic income, are designed to bring forth a New India different from the past. These programs are being implemented or put forward in the first term, with the Modi government looking for voter approval to push forward further development in a second term. The government paper on UBI in 2017 showed that in a country like India a small amount goes a long way in reducing poverty. By providing income of just above $100 a year to around 75%  of Indians, poverty can be cut from 15% to 1%. The paper shows cost at 5% of GDP which can be partially offset by reducing other government  subsidies. ...

This report in the WSJ on the Indian economy says the impact of growth in India's largest state of Uttar Pradesh with 240 million people will play a big part in the growth rate of the Indian economy. It fails to say why. The answer is good governance, investment in infrastructure, logistics and manufacturing, a huge pool of tens of millions of engineers and hundreds of millions of factory workers. The lack of a large enough investment pool of investment funds and  failure to eliminate leakages from corruption, the lack of a plan such as the current Master Plan Gati Shakti for the whole Indian economy, lack of governments at the state and federal level combining setting targets and delivery dates for infrastructure roads, bridges, airports, logistical hubs, factory for advanced industry, lack of governance entirely focussed on delivery and timelines, were the missing pieces in development in India for 5 decades since the 1960's, a period in which as Mr. Modi says repeatedly Japan, Korea, China moved ahead and India fell behind. Does this potential exist only for Uttar Pradesh? India's industrialization model started in Gujarat, population of 72 million under Modi as head of the state government from 2001-2014. It now covers the western region of Gujarat, Maharashtra population 128 million and Rajasthan population 82 million  the region around Mumbai, Ahmedabad and Jaipur of about 282 million people. This will be the fastest growing region and the engine that will propel the Indian economy in the years ahead. Uttar Pradesh in the north is integrated into this development. So is another region Bihar population 104 million and Orissa 46 million, Assam 35 million states in the northeast of the country with a total of 185 million people. What do all 3 regions of over 700 million people have in common? The answer is state and federal government working using the Gujarat tested and proven model for development, rapid delivery, good governance, government working with industry, large investments in infrastructure and modernization, Make in India hubs for manufacturing, digitization. ...

Washington Post's new idea of developing content for social media platforms  (Third Newsroom) to cut losses of $77 million in 2023 by earning profit on social brand exercises, comes at a time when the risks of social media platforms to education of children and to their mental health are great. Social media platforms entry into the news business has led to old news companies first interacting with them over a decade and realizing that this was leading to gains for social media platforms and losses for the old news companies. For older news companies such as the NYT, WSJ, Washington Post and others in the US this was a period in which these companies lost control over their news content along with loss of revenues. Over the last five years the companies have become profitable managing their own content and increasing subscriptions. The Washington Post has run into problems and has a $77 million loss. It was sold to Amazon's Bezos for $250 million by the founding family in 2013.  It is now trying to revive its business by doing what failed for the NYT, WSJ and others- by embracing rather than rejecting social media platforms such as Instagram, TikTok, and others using the News Movement idea of UK journalist Lewis and Winnett. That News Movement makes content for Instagram and TikTok but has not generated profits. Under Lewis as head of Washington Post news division, Matt Murray formerly editor of WSJ would as head of Third Newsroom develop this kind of content for social media platforms. This runs the risks of aiding the work of social media platforms at a time when TikTok has raised national security concerns in the US, and along with Instagram is being cited as part of social media platforms that are affecting the mental health of children. Its disastrous impact on the health of the Nation and its future comes from reducing focus on education and studies by diverting an average of 4.8 hours each day away from educational activity for the children that make up the future generation of this Nation. ...

In all the coverage on the Indian election the impossible having been accomplished that of going beyond the 244 million voters in the US, beyond the 373 million voters in the European Union. The eligible voters in India 2024 are 640 million and all the counting done on one day was accomplished by the Electoral Commission and tackled under leadership of the team by Rajiv Kumar, a civil servant who earlier served as the Finance Secretary of India. The results show that the elections were free and fair as the results speak for themselves that the opposition parties did better than they expected. What was not told in media coverage in the US and EU/UK was that the Opposition and the current government are at odds on one fundamental issue that a continental country suffering from centuries of colonialism can only create a modern nation with the infrastructure enjoyed by the US, EU, China, if it creates a large enough pool of investment in the trillions of dollars, has a master plan of proven execution, with no leakages from this pool of investment. Leakages from the pool of investment only stopped after 2014, and actions of direct deposits to 400 million bank accounts or rural households was essential. For modernization to succeed another condition that had to be fulfilled was to create even through a pandemic a core of about 500 million of 1.4 billion people of the middle and lower classes who would approach the conditions o the US, EU, China consumer base for industry. This the Modi government has done with all its projects and hard work by adding the 250 million people to the consumer base pulled out of poverty. The task ahead is doing what the US, EU, China as continental nations have done to modernize and industrialize 2024-2035 to build the third largest economy ahead of the EU by 2035 and every state and city in India aspires to this transformation, from the south and northeast to the north and the west.   ...

Sadanand Dhume in WSJ reflects opinion in the US that is wary of handout politics that has been carried to an extreme in India's election. In Venezuela the bad turn for the oil rich economy was when Chavez's successor Maduro ignorant of the problems it would create decided to give oil at almost no cost to all Venezuelans. In India the leading opposition party offered $1 lakh rupees to every woman in the state of Uttar Pradesh. India's federal government under Modi has given free food to about 800 million people and renewed the pledge this year because of the pandemic's devastating the rural economy- about 60% of India is still rural. This is essential for India to advance to build a broad based growth model for India similar to China 1990-2010 and Japan 1890-1915 and 1950-1970 during the transformation of their economies, similar also to the US under FDR/Truman/Eisenhower/Kennedy 1940-1965.  Clean environments Swacch Bharat was essential for basic sanitation and toilets to reduce health risks, cooking gas to shift rural women from firewood and health risks, direct deposit bank accounts for 300 million rural households essential to eliminate leakages, solar energy is planned to cut energy cost  This has brought and will bring the level of income and consumption power of the lower and middle classes to create a 500 million strong consumer base for industry. It is a carefully planned effort based on the success in states such as Gujarat, and looking at the way this was done in China and the US for learning lessons. It is not a reckless effort to win votes such as the offer of 1 lakh rupees to every woman in Uttar Pradesh state with no plan for industrialization and modernization of the Indian economy to make it the third largest ahead of the EU by 2035. Dhume is right to point this out and it is apparent to any outsider who looks at Sab Ka Vikas Sab Ke Saath- prosperity for all, including all parts of society irrespective of caste and religion.  ...

Vance says he is skeptical and inherently mistrustful about the constructive influence of Silicon Valley on America, on the broader economy in all parts of America, and on education expanding opportunity for all. Vance says of his stint in Silicon Valley starting in 2013 when he moved to the Bay Area after graduating in law from Yale to 2022 when he ran for the US Senate from Ohio, that it taught him something about the influence of venture capital on America. He is skeptical about its constructive influence when seen from the American heartland, from the Kansas prairies of Eisenhower to his own rust belt state of Ohio and the hinterland of Appalachia across the eastern US from New York through Tennessee to Mississippi. Vance says: "I've certainly personally been very close to the technology sector. Because of that experience, I inherently mistrust it or worry about its influence in the broader economy." WSJ's Angel Au Yeung calls it short lived but it stretched for 10 years and Vance returned to Ohio for Narya Ventures, worked with AOL founder Steve Chase on Revolution to look at what could be done in places such as Chattanooga, Tennessee, in the south and midwest with these venture concepts. This is enough experience just to understand its effects on all parts of America. Realizing in the end that it failed to support education or expanding opportunity for all. Even Apple's much touted iPad succeeds as a potentially useful tech device but fails when one sees what little interest or effort Apple put into developing its educational potential to expand opportunity for all. The reasons are that that was never the intended goal to subordinate public interest to profit, when education is inherently public interest. And because tech tools alone cannot do the work of educating minds. Only human beings and knowledge, ideas in books can do this, as they have done in all of America's and Europe's past. ...

Lucie Castets, candidate for prime minister of the largest parliamentary group in the National Assembly of France, the NFP,  is interviewed in The Guardian. Kim Willsher interviews Lucie Castets at a cafe in the Marais district of Paris.  Castets says- “France is a rich country but people are getting increasingly poor, they don’t know if there’s going to be a teacher in front of their kids, they don’t know how long they’re going to wait in casualty if they break a leg, they don’t know how much their salary will be in a year. Who can accept that? Well apparently, Emmanuel Macron accepts that, but I think it’s unacceptable.” A government is needed in France for a budget to be passed by January 2025. A caretaker government of Macron's party cannot do this following its poor showing in the recent election. Macron refuses to let NFP form a government with outside support saying he was doing this for "institutional stability." Macron wants to see cuts of $25 billion. The NFP wants to spend $150 billion for the government to meet the needs of the people. It would like the US, recover most or all of this $150 billion from higher taxes for the ultra rich, and billionaires which would not affect 95% of the French people.  Castets says- Castets rejects the ideas this would be “impossible to apply or finance” and cost jobs. “We will finance each measure with new revenue, unlike the government. The accusation of economic irresponsibility irritates me because that’s not what we’re proposing at all. The NFP’s programme was heavily attacked on this aspect, so it’s important to say that these measures will only affect the ultra-rich. We want to correct flagrant tax injustices, with billionaires paying a lower percentage of tax than the middle classes.”   ...

Moderate far right, right and socialist have less meaning in the context of the French government of prime minister Michael Barnier. The NFP as the largest single party sees the turning down of it's moderate candidate Lucie Castets by Macron as not representative of the vote. Michael Barnier's choice as prime minister from the Les Republicains party with 47 members in the new National Assembly, the smallest of the top four parties NFP, Renaissance, RN and LR, means he will have to depend on Marie Le Pen's RN party to remain prime minister. Together the Les Republicains of Sarkozy and the Ensemble of Macron  have 213 members in the National Assembly representing the status quo, 168 for Ensemble Macron and 45 Les Republicians the Gaullist party. These two parties are the largest bloc combined compared to 182 seats for the socialist NFP Front Populaire and the Le Pen party with 143 seats. The strange twist is that Macron started out in the Socialist Party and was part of the Socialist administration of Francois Hollande, who formed his own party Renaissance (now Ensemble) to bring younger faces and replace the old political parties. This led to the decline of the Gaullist Les Republicains party. In 2024 Macron is back to the old parties- becoming part of an alliance with the old Les Republicains Gaullists. Yet the financial crises of 2009, the pandemic, and the inflation crises in France have changed France from what it was in the Gaullist De Gaulle period in the 60's to 90's, with a struggling lower and middle class who have shifted their support to Le Pen and to the Socialist Front Populaire. Barnier is left with the challenging job of combining new immigration policies (Le Pen) with socialist policies to help the middle and working class. A new consensus that says stopping migrants is part of helping working class (in Denmark and other EU countries) is how Barnier has to approach this situation to bring together different parties. ...

In its place will be built Notre Dame. Maurice de Sully becomes Bishop of Paris in the reign of Louis VII in the 12th century. Sully decides to build a great cathedral in honor of the Virgin Mary. The first stone is laid inthe presence of Pope Alexander III. The year 1239- Louis the IX is the first canonized King of France, Saint Louis participated in the seventh and eighth crusade and purchased the relics of the Passion from the Latin Emperor of Constantinople. These relics are seen to be the most honored in Christendom and are installed in the Notre Dame Cathedral.The most significant is the crown of thorns which he carries into the cathedral barefoot in 1239. He build Sainte Chappelle 500 metres away in the Isle de Cite. The year 1594- The Wars of Religion tear France apart. Henry IV is caught in the midst of the Wars of Religion between Catholics and Protestants from 1562 to the Edict of Nantes in 1598 . It is at Notre Dame that the King Henry iV asserts his power against the Catholic League by attending a Te Deum. Notre Dame is again used as a symbol of recapture in 1918 and on Aug 26, 1944 with the Magnificat for Liberation. 1708- With Louis XIII comes the dedication in 1638, the Vow of King Louis XIII putting his kingdom under the protection of the Virgin Mary, and August 15 as celebration day. 1844- Viollet le Duc emerges as the builder of the renovation of the now aging structure of Notre Dame. Two million frances for restoration run out in 1851. When Google and others like it acquire so much power over  distribution of the content it creates a situation where distribution becomes vastly more important than the creation of the content. This is inimical, says Thomson, to creators and creation of the content. Hidden here is that this power is acquired by engineering it from the start. The distribution platforms are not regulated, and are not restricted by anti-monopoly laws, so that the technologies can be designed around products that give maximum power and revenue potential to distributors of content like Google. Content become almost an after thought- it is there simply to be exploited by the distributors of the content who invent the technologies or shape these technologies after acquiring them in a monopoly environment. Otner dangers posed by distributos of content becoming door keepers to "knowledge" in society are that they treat all content good and bad as the same. Some creators of content are also unwittingly adopting strategies that pose other dangers to society, to competition, to an educated public, including News Corp. News Corp strategy is to create affinity, to create communities for content. When actively done and pursued in excess by powerful creators of content such as New Corp. this leads to the fragmentation of civic society into groups not generated by honest discussion among civic minded people, but by revenue generating artificially created groups where the affinity is exploited by the creator of content as an outsider. This is inimical to society, education, honest discussion of civic minded people, and of democracy itself. ...

UAW's Shawn Fain's support of US 25% auto tariffs April 2, 2025. Fain says-“We applaud the Trump administration for stepping up to end the free trade disaster that has devastated working class communities for decades.” US president Biden supported the UAW, even standing in a picket line to support UAW negotiate a contract for fair wages for workers with the three US automakers, Ford, GM and Stellantis. For decades workers in the US faced the threat of outshoring to Mexico to reduce wages. This action on tariffs will increase depressed wages for American workers in the same way that president Biden's action helped negotiate better wages. In this sense both Biden and DJT are on the same track. In fact president Biden 2020-2024 decided to keep most of the tariffs put up by president Trump in 2016-2020. It is likely that a future Democratic administration will continue DJT tariff policies to achieve domestic goals such as fair wages for American workers, and for rebuilding American manufacturing in the way president Biden has done. This is in fact one of the singular achievements of the Biden administration for building the working class and middle class neglected by Clinton, Bush and Obama administrations. On this issue both Biden, Trump and any future US president will be on the same page, because it is about fair trade, to even the playing field, and is right by American workers and American values. History will show that this required courage and persistence on the part of Biden and DJT, and was done not on whim as is falsely portrayed but on the advice of people who had the experience, wisdom and sought the best for America such as Robert Lighthizer ,the US Trade Representative in 2016-2020 and his deputy Jamieson who is the USTR in 2025. Lighthizer is notable because he handled the unfair trade with the Japanese in the 1980's as Deputy USTR under Reagan, and knows fair trade and how to get it to build a strong American economy. ...

During the first quarter 41% of the passenger cars sold in N. America went to rental car fleets. A big number. GM expects to reduce this by 5-10% in 2007. In 2006 GM sales to fleets are expected to be 600,000, with an estimate of 540,000 for 2007. Changes in rental car fleets include- older cars being phased out and replaced by newer models at higher prices which will now stay on the rental fleet for 9-12 instead of 6-8 months, with higher mileage approaching 30,000 which puts them outside the range of new cars. In previous years a rental car company would put cars used for 6-12 months back on the market resulting puting them in competition with new cars and bringing down new car prices. Rental companies like Hertz Avis etc buy about 2 million cars a year.

The Spratly Island reefs are located in the shipping lanes near Vietnam and Indonesia in the South China Sea, a great distance from the Chinese mainland. U.S. Secretary of Defense Ashton Carter made it his top priority when he took this position in 2015 to assert the freedom of navigation in the South China Sea. The action was taken after the Xi Jinping visit to the U.S. to tackle this issue without affecting bilateral economic and global cooperation relations with China.

The Indian Finance Minister Mukherjee presented his new budget and talked about the new administration's plans for investment and its priorities. The Rural Employment program which guarantees 100 days of work to each indigent family will get an increase in funding to $8.1 billion or 391 billion rupees for this fiscal year. THe goal was set for cutting in half the percentage of the people in India that are poor in five years, which the government measures by calories consumed. The Indian government estimates that 27.5% of Indians were poor in 2005 using this measure. To finance investment government spending will increase 36% and the deficit for the 2009-10 fiscal year will reach an estimated 6.8% of GDP, up from an estimated 6.2% in 2008. Abig part of this spending will be increases in infrastructure spending which will go up from 6% to 9% of GDP by 2014.
