With the US, India, Australia, and Japan committed to freedom of navigation and international law in the region. It is all about investment, new supply chains, trade and growth, science and technology. NYT reporter Neuman takes a17 hour road trip across the island of Cuba in a 1956 Ford Fairlane. He heads west from Havana near the west end of the island to Guantanamo on the east end. He sees a changing Cuba with houses for sale, little sign of ideological signs in the countryside, old cars, oxcarts, horsecarts, a Cuba that looked like it was stuck in the past. In the five years that Raul Castro took over from Fidel Castro, money and business have gradually taken the place of politics. The average salary of $20 a month is not enough for most workers even with free healthcare and education, and most people dream of making more money to enjoy a better life. Many rely on relatives abroad for additional funds, or buying and selling on the black market, or a second job.

Sweden implements new rules that make it easier for companies to recruit foreigners for jobs in Sweden. The idea is to meet labor shortages in the short run and to support an aging population down the road. For the first 2 weeks the job postings have to be made with an employment registry that reaches all 27 EU member countries and then the position can be made open to foreigners outside the EU. THe Swedish Public Employment Agency is no longer required to examine each individual case for ability to fill it with someone inside Sweden. But employment is still required to meet working conditions and collective bargaining agreements with workers so that these areas are safeguarded. So as the UK moves to a points system, Sweden moves in another direction.

The Fabian Society suggests extending the freeze on income thresholds to generate 12 billion pounds. The reasoning is that it would be fair to most of the middle and lower income households- only the top 20% would pay higher. “The chancellor  (Reeves) recently she wanted to ensure that those with the ‘broadest shoulders pay their fair share of tax’. Our modelling suggests that half (49%) of the revenue raised would come from the highest-earning fifth of households. Conversely, the poorest fifth of households would bear just 4% of the cost,” he writes. “With our public services in dire need of investment, and our public finances under great pressure, there are few good options. Continuing the freeze in income tax thresholds for a further two years is surely one of the better ones." Reeves has been a poor choice for chancellor throughout this Labor administration as she lacked the ideas to go with the grassroots and the people all across Britain struggling to live beyond paycheck to paycheck including the middle class, and follow Labour's own instincts about what was right for Britain at this time in 2025. In this case 49% of the revenue would come from the highest earning fifth of the households and only 4% from the poorest fifth of households. Such choices have inevitably to be made and a lot is needed for the infrastructure and services that benefit all segments of the population and most the four fifths of the population. ...

The U.S. government has spent $18 billion on training and job-search programs, with 47 programs offering training for the year ending Sept. 2009, according to the Government Accountability Office. President Obama proposed spending $8 billion more over 3 years to train 2 million people for new jobs. In addition there are state and local programs which get federal funding. Lawrence Katz, a Harvard labor professor says the money is given out on a haphazard basis and does not have a good track record of matching the training to the job openings. Part of the problem is that the government leaves it to state unemployment offices to evaluate labor markets and help trainees decide on professions to prepare for. A better approach is now being take by getting employers to offer on-the-job training. This approach is being adopted by community colleges and the Labor Department to improve matching of skills training to job openings.

Ukraine president Poroshenko tells a news conference in Kiev in September 2014 - "the doors of the E.U. are open to us; I am absolutely convinced of this. Events in Kiev and Brussels gave us a firm hope, a belief, that we will soon get the prospect of E.U. membership." Poroshenko plans to repeal a 2010 law barring Ukraine from membership in any military or political alliance, so that it can apply to join NATO. The German response from Merkel was to have "a consistent presence" in the Baltic Republics, so that the consequences of threats in Eastern Europe would be made clear to Mr. Putin. Poroshenko says he is in constant communication with Putin about settlement of the situation in eastern Ukraine, showing the costs recognized by all sides to prolonging the conflict....

Eric Cantor is the senior Republican leader in the House of Representatives. He is a key figure in the negotiations with the Obama White House over the budget, deficit reduction, and raising the debt ceiling. Cantor and House Speaker Boehner are leading the negotiations on the Republican side. Cantor rejects any compromise on tax increases. He told reporters: "I think behind this notion of 'We want shared sacrifice' that they continue to say means 'We want to raise taxes,' and we don't accept that we raise taxes in an economy like this." Cantor is a lawyer and a former state legislator from a district that covers the Richmond, Virginia, suburbs. He was elected in 2000. Through his "Young Guns" program Cantor recruited many of the 87 new Republicans who were elected in 2010. It is this support from rank and file Congressman that has propelled Cantor into a leadership position for the deficit talks. Responding to critics that say a compromise is needed from both sides in the talks, Cantor says- "I don't think the White House understands how difficult it is for fiscal conservatives to say they are going to vote for a debt-ceiling increase." On June 23, Cantor pulled out of talks with the White House. In the current round of negotiations Boehner pulled back from "a grand bargain" which included tax increases, after consulting with Cantor....

The S.E.C. anti-bribery unit investigation focusses on the hiring of the son of a former Chinese banking regulator, who is now chairman of state controlled China Everbright Group, and the daughter of a senior railway official by JP Morgan Chase bank. The China Railway Group, a state owned company that builds railways for the Chinese government, raised over $5 billion in 2007, with the help of JP Morgan. The October 2012 meeting of EU leaders ends with agreement for setting up the EU banking supervisor in the course of 2013. German chancellor Merkel turned down Spain's push for direct aid to its troubled banks and not aid from the ESM bailout fund to Spain which would increase Spain's sovereign debt. The Spanish government has indicated that it might take 40 billion euros out of the 100 billion euros approved by the EU for Spain. Merkel's view is that any direct aid will only go for future recapitalization not to clean up the mess at Bankia and other banks that stems from the failure of Spain's banking regulators and the housing bubble. Merkel said at a news conference: "If recapitalization is possible, it will only be possible for the future." Merkel also said preparations to set up the single banking supervisor would probably go into 2014, and by then "we won't have any more problems with the Spanish banks- at least, I hope not." Germany sees the need to have a carefully developed banking supervision system setup rather than a hurried approach. Merkel is aware that this might be seen as action taken to avoid committing German taxpayer money before elections for chancellor in Sept 2013- "No matter what I'm going to say, it will probably not be the right answer by your standards." ...

The decline in fertility rates in Brazil from 6.1 children per woman in 1960, to less than 1.9 children per woman in 2010, has astounded experts. Especially because this is observed in all parts of Brazil, in poor and affluent areas. The tend is observed throughout Latin America, from Chile and Mexico to Ecuador. The fertility rate in Latin America has declined sharply from about 6 children per woman in 1960, to 2.3 in 2010. The rate in the U.S. is 2.0, which is enough to keep the population at a level where it remains stable.

Toyota follows the increase of 25% for 146,000 workers at Ford, GM and Stellantis with a wage increase of its own of 9% to take wages at Toyota to $34. It cuts the time for newly hired workers to reach that level from 8 years to 4 years. The UAW had won similar gains for its workers in negotiations with Ford, GM and Stellantis. This also shows that the UAW was speaking not only for its worker base but also for workers at non unionized plants such as Toyota.

This report in the Guardian says U.S. Vice President Mike Pence supported the decision to recognize Jerusalem as the capital of Israel. Pence had hoped to use this to focus attention on the situation of evangelical Christians in the Holy Land. Instead it has backfired as Christian leaders are refusing to meet Pence in Jerusalem and Bethlehem. Pence is now seen as not welcome at the Nativity Church in Bethlehem, the major pilgrimage place for the Christian world. Jerusalem is such a sensitive issue that instead of gaining help for evangelicals in the U.S. who supported Mr. Trump, it may have damaged relations with Christian leaders who do not want to further aggravate tensions in the Holy Land.
