The new drug policy in Afghanistan will acknowledge the act that after continuous efforts only about 3% of the opium crop was eradicated through destruction of opium popy fields. The policy was difficult to execute because it was the livelihood of farmers and because of Taliban opposition. The US House of Representatives voted 328 to 93 to pass abill that says any bonuses to employees of firms receiving government help would be taxed at 90% of the payments above $125,000, through aspecial tax. German chancellor, Angela Merkel, appeals to members of the Christian Democratic Party to support the European project at a party convention in Leipzig on November 14, 2011. "We live in times of epic change. Our political compass has not changed. But the context is constantly changing," said Merkel. The 2 day convention used the motto: "For Europe. For Germany." Her message was that it will take years of hard work to fix the crisis and yet this has created an opportunity to put the European project on a sounder footing. Finance Minister Schauble put it succintly as he supported Merkel's appeal: "We now need to build the political union in Europe we never managed to build in the 90's." This comes as changes are taking place in Europe with new unity governments being formed in Greece by Mario Monti, a former EU commissioner, and in Greece by Papdemos, another EU official. And it comes as a head of Italy's central bank, Mario Draghi, who had pushed for stricter controls on spending by the Italian government, is now the head of the European Central Bank. Merkel also hit on the theme of a stricter financial union, and the need for courage to change the treaty underlying the European monetary union to allow strong, automatic sanctions for violations of the treaty. She also emphasized that the government had ruled out issuance of eurobonds that makes the EU as a whole responsible for the debt of individual countries. On that point she said: "Everywhere we look we find behaviour that cannot go on for long. Everywhere people are living as if there is no tomorrow."...

Daiichi Sankyo Company of Japan announced plans to take a majority stake in Ranbaxy Labs for $3.4 billion to $4.6 billion. A patent settlement with Pfizer for Ranbaxy to market a generic version of Lipitor after November 2011 may be part of the effort to give more clarity to Daiichi Sankyo for it to go ahead with the deal. Both Pfizer and Ranbaxy have extensive litigation on this issue. Pfizer could otherwise have seen Ranbaxy bring a generic version of Lipitor in March 2010. About 25% of Pfizer's $48 billion in revenues come from Lipitor and its stock price is at its lowest in a decade because of the uncertainty over Lipitor. Under the agreement Ranbaxy gets to be the only company to market a generic version of Lipitor for 180 days after Pfizer's patent expires. Ranbaxy also gets to market a generic version of Caduet, a pill that combines Lipitor and blood pressure medication Norvasc, in 2011 before the patent for Caduet expires in 2018. The FDA can question the terms of this agreement as it favors introduction of generics competition, and the Caduet portion of this deal may be seen as a payoff to Ranbaxy for settling with Pfizer....

Biden has grown with experience and the changing situation in America, he has learned a lot over the years, has experience and connections with the US Congress that give him a rare sense of confidence to get things done. He also the authenticity that many Republican and Democrats lack, the topic for a recent column by Peggy Noonan in the WSJ. Noonan feels the announcement by Nikki Haley for the presidential candidacy was oddly stuck in the past as politics was done before 2023, which today is not acceptable after the pandemic and a world finding its bearings.  Biden was clear in the State of the Union. He could be himself and tackle the nation's problems from his own understanding and long experience, stating things as they are and how he sees the solutions being developed. It is alright not to have the perfect sentence, it is getting things done that America needs and expects. There is so much that America needs to get done and Biden looked vigorous and undaunted in the State of the Union address to Congress. ...

There are $200 billion of German investments in China and German business concern is snowballing with new restrictions on operations in China and the deteriorating business sentiment. Worse the entire supply chain for solar energy and other renewable energy products to tackle climate change is dependent on Chinese components. Another failure to prepare for the future under different scenarios. And 46% of German business have supply lines that include components made in China. By grossly underestimating the risks of such dangerous dependence on Russia and on China, and ignoring warnings from the US, Merkel has hit Germany's new elected government of Scholz, Baerbock and Habeck with very serious problems that may take the next five to ten years to sort out. On energy and how to build a whole new supply chain in Asia with the US and its allies Japan, India and other countries. The ultimate irony was that Merkel felt that she was the leader of the free world, and a free world that excluded the US and India. Such is folly. And how she was presented as a good leader in the media is today hard to comprehend. ...
