US president's sweeping powers to use tariffs as a tool for policy when American people's jobs, communities, health, is threatened by fentanyl and concentration of manufacturing jobs in China, unfair trade by EU and Japan, is the issue presented to the US Supreme Court. The US president presented it in this way- tariffs as a foreign policy tool, not a way to impose economic policy in the form of a tax on American importers or buyers which is the power allocated to Congress by the US Constitution. Justices who mentioned these powers called them sweeping powers but would not say the word fentanyl or look back at the recalcitrant behaviour of Asian nations Japan and China when it comes to unfari trading practices, where the US could literally negotiate forever and get no result, or to the enormous concentration of manufacturing power and supply channels in China that not only ships out American jobs but leaves Americans at the mercy of foreign powers for cost of living. Nowhere was this more evident as during covid years and now in rare earths export restrictions from China. The Justices assumed it was just alright to ignore this or leave it unsaid.  The cost to American buyers is small because most of the tariffs are borne by foreign suppliers in China, Japan and Germany, who as in the case of automobiles unfairly benefitted for decades and are now bearing most of the cost of tariffs. The large business in the US have increased their margins so much in the 2020-2024 period that they are now bearing some of the cost of the tariffs, as reported in WSJ. So that inflation in the US is at 3.0 % in the US less than anticipated, when average tariffs are at about 10% overall, not what the headlines say of 15-20% because of the product exceptions made in the tariffs for each nation. Justice Roberts may be right when he says more care should be exercized in the placing of a tariff, but even Roberts and Justices Barrett, Gorsuch, Kavanaugh and others know that the US has used this as a last resort, as a policy tool to protect the American people. Sweeping powers need care and caution as Justice Roberts stated- “power to impose tariffs on any product from any country in any amount for any length of time. It does seem like that’s a major authority."   ...

With a redrawing of the tech map and where the jobs are tech jobs shift to mainstream manufacturing, health, banking and retail, says this report in the NYT. These companies invest steadily in tech jobs but did not go into manic hiring sprees in the way Amazon or Alphabet once did. Overall employment in tech occupations increased to 6.39 million in November 2022, a 12% increase over the prior year. Chase, Amex, Nike, Wal-Mart and General Motors offer more stability for tech workers. Overall US tech workers increased from about 3 million workers in 2000 to over double that in 2022. Unemployment is at 2% for tech workers compared to 3.7% for workers overall. The problems at Alphabet and Amazon and layoffs are making it easier for mainstream retail and banking companies to hire tech workers. Chase Bank alone has over 50,000 tech workers.

Krugman says the the higher population growth in Texas has led to higher job growth there relative to the rest of the country. Other factors mitigating the effects of the recession in Texas- the housing and mortgage lending laws in Texas prevented the building up of home equity debt and foreclosures that hit other states, and the oil industry in Texas helped with higher oil prices. Lower wages in Texas, lower living costs, and lower housing costs have attracted jobs to the state. In June 2011, the Texas unemployment rate was 8.2%, lower than California and close to that of New York.

In December 2009, the Obama administration assumed an economic recovery was underway. But administration economist Christina Romer was proven wrong in her assessment of the situation. The Trump administration sends an official notice to Congress that it intends to renegotiate the NAFTA treaty with Mexico and Canada. The new U.S. Trade Representative Mr. Lighthizer served as Deputy Trade Representative under president Reagan in 1983. He says the focus of the negotiation will to promote economic growth and jobs by making improvements to the treaty. The notice does not mention major modifications of the type that were hinted at by president Trump earlier. The leaders of Canada and Mexico had asked president Trump to renegotiate. Republicans in Congress and business in the U.S. favor improvements instead of the drastic changes. Mr. Lighthizer's approach is stated in his letter that said "NAFTA was negotiated 25 years ago, and while our economy and business has changed considerably in that period, NAFTA has not." New provisions will be needed said Lighthizer for intellectual property rights, state owned enterprises, labor and environmental areas, with effective enforcement.  Because of the rhetoric and language used in the election campaign, it is important to note that Lighthizer has in the past negotiated favorable terms for the U.S. steel industry to prevent dumping from overseas. His style is the opposite of the president. He has stated- "I am friendly when negotiating. I am not theatrical. The art of persuasion is knowing where the leverage is." ...

Brazil lost 650,000 jobs in December 2008, with automobile manufacturing one of the hard hit industries. Also affecting Brazil is declining demand worldwide for Brazilian exports of iron ore and other commodity exports. The job loss is higher than the job loss of over 524,000 jobs in the USA in December 2008, and 533,000 jobs in November 2008, according to the Bureau of Labor Statistics. Brazil will see a contraction in GDP in the fourth quarter 2008, and first quarter 2009. Brazil has an inflation of 7%, but there is a always a fear of hyperinflation from its experience in past decades, and even a trade union leader like President Lula has resisted calls for rate cuts in the last 6 years because of this. This time Brazil's central bank has relented and reduced rates by 1% to 12.75% which is still the highest rate in Latin America.

Mines sending trainloads of northern white sand are now sitting  idle in Wisconsin , hurting jobs and local revenues to finance budgets of local government. Mines have closed in Wisconsin for this sand that is blasted into silica and used for shale oil production. This has cost jobs in a rural area near the Mississippi river which borders Wisconsin, Minnesota, Iowa and Illinois. Even though these areas do not produce any oil and gas. Companies supplying trucks, lubricants and drilling tools are also affected all the way into Youngstown, Ohio, which provides pipe to the oil fracking areas in West Texas. Frackers blast a mix of sand, water and chemicals into fossil fuel bearing rocky areas. Sand called northern white was considered very good for crush strength to prevent plugs and there is a lot of it beneath western Wisconsin topsoil. Once used by glassmakers and cranberry this became a useful source of supplies from 2015 onwards. Demand surged till 2018 when new supplies were found in West Texas which would reduce costs of transportation. Wages in these mining jobs were about $8 higher than other jobs for people with less education. After 2011 financial crisis and the loss of manufacturing jobs to China this provided a new source of higher paying jobs for less educated workers and paid for local government to provide services including in one town a new swimming pool for the recreation complex. This has proved to be temporary with many mines closing in 2019 and in 2020 after the pandemic. ...

The Washington Post's Lillian Cunningham interviews Christine Lagarde, head of the IMF, in April 2014. In this exceptional interview Lagarde talks about her personal life experiences that have given her new strength to tackle the difficult jobs as finance minister of France and head of the IMF, during a period of turmoil at the organization, and the global financial crises of 2009 followed by the eurozone financial crisis. No other woman in recent times has faced a series of crises of this magnitude and tackled them with such fortitude, exceptional insight, and ability to stand up for what she believes is the right course of action. She says she has seen many instances where women are given jobs which are tough and expected to sort out a mess or revitalize an organization. Her own approach she describes here emerged from personal anguish of losing her father to a debilitating illness at a young age as the eldest in her family, and remembering her dad's advice to stand up for what she believed, to face a tough situation and come out stronger. Lagarde's view on leadership is that it is about getting people excited about the purpose of an organization. Just as every human being has a purpose in life, so organizations with people working together develop a joint purpose, and the job of a leader is to enable people to get them to achieve that purpose....

The Labor Department reports that there is no U.S. productivity growth in the 4th quarter of 2014 over the prior year. U.S. productivity growth is about 1.3% for the period since 2009, showing a weak expansion. Job gains of 295,000 in February 2015 show an improving jobs picture, yet wage gains are tepid. This is partly due to slack in the labor market not reflected in the official unemployment rate of 5.5% for Feb. 2015, with a large number of part time workers who do not have full time work. The low productivity growth is another reason for low wage gains in this economic recovery. Economic growth is also weak with economists estimating GDP growth for the 1st quarter 2015 at 1.5% annualized. GDP growth is in the 2-2.5% growth range since 2009. Hourly wages are up less than 2% since 2009, with hourly wage growth in Feb. 2015 at 2% over the prior year. Weak business investment is part of the reason for the sluggish economic growth. Macroeconomic Advisors estimates the capital investment for equipment software and buildings is seeing growth of only 0.3% in the last decade, much lower than in the last forty years. With most of the gains from the internet technology advances already made there is less prospect of a sudden increase in productivity....

Vanguard economists using the work of Stanford Unversity economists Bloom and Baker and University of Chicago economist Davis have developed their own estimates of the cost of overall uncertainty to the U.S. economy. Bloom, Baker and Davis show the level of overall uncertainty in 2011-2013 is about 50% higher than the level seen since 1985. Vanguard's estimates are for a drag on the U.S. economy of about $261 billion in deadweight losses from this uncertainty- uncertainty in monetary policy, uncertainty in deficit reduction, uncertainty in business investment. Their estimates show 1 million jobs not created, job growth per month lower by 45,000 in the last 2 years, and gdp growth of about 3% per year in 2011 and 2012 in place of the 2% average recorded, in the absence of these uncertainty shocks experienced by the U.S. economy. McNabb points out that the market gains of the S&P 500 are based on an unstable foundation as long as this overall uncertainty is not lifted and create a serious disconnect....
