Prime minister Passos Coelho of Portugal makes the decision not to ask for a precautionary credit line from lenders, as Portugal exits the EU bailout program in April 2014. Portugal received bailout funds of $78 billion euros from the EU, IMF and the ECB in 2011. Portugal's economy is expected to see growth of 1% in the next 2 years. Unemployment declined from 17.7% in the beginning of 2013 to 15.2% in 1st quarter of 2014. Portugal returned to bond markets in April 2014 with 750 million euros of 10 year government bonds at 3.575%. Still Portugal will take a long time to fully recover and the EU will continue to monitor its financial position. The last loan to the IMF is scheduled for repayment in 2024 and to the EU in 2042. Exports and a return to bond markets are the two bright areas, but the government debt continued to climb from 94% in 2010 to 129% in 2014. A 15% unemployment rate and mere 1% growth through 2015 suggests a slow recovery similiar to Spain.

The European Recovery Fund package finally gets settled after long negotiations over the weekend. It is settled by lowering the nonrepayable direct aid to countries hardest hit by the pandemic of 500 billion euros the initial target to 390 billion euros. The change was made to meet Dutch demands that are based on right wing parties in Netherlands critical of the deal and upcoming elections in the country. Mr. Rutte of the Netherlands held on to the end. He has been in power for about ten years by following the Dutch mood carefully. This time both Merkel and Macron, both France and Germany supported the 500 billion euro plan for nonrepayable aid to countries particularly in southern Europe that took the brunt of the pandemic- Spain, Italy and Greece. The EU's executive branch will now for first time issue debt on a large scale to fund this nonrepayable aid and additional loans of 360 billion euros. There is also a multiyear EU budget of 1 trillion euros for 2021 to 2027 designed to meet the goals of European recovery. The way the EU is setup a lone holdout or a small country like the Netherlands with the help of two other small countries Denmark and Sweden could hold up the agreement against the interests of the larger nations Germany, France, Italy, Spain, Portugal. Poland and Hungary also strongly supported the 500 billion euro target for nonrepayable aid. The combined population of these countries is about 314 million compared to just 17 million for Netherlands, 10 million for Sweden, and 6 million for Denmark. In addition Merkel has recovered her footing in Germany after the pandemic and most right wing parties in Europe have lost ground during the pandemic. That Mr. Rutte could push this far in the face of the need to show solidarity at a time like this shows weakness in the fabric and structure of the EU, and its rules and organizing charter. Normally a blocking minority would need 4 countries and 35% of the population to block EU proposals supported by the majority. This could be used if the blocking is seen as not in the common interest. In recent years most decision are made with unanimity, but this is one in which solidarity needed to be shown without the long negotiations taking some of the spirit and vigour behind the earlier plan. ...

Spiegel Online's interview with Emmanuel Macron, on the TGV 8434 train from Bordeaux to Paris. He is joined by Mrs. Macron. Macron says he is aware that he does not have a bloc of core support like Ms. Le Pen, yet he says this means he will try that much harder for voters on the right and the left. He says their is no political renewal in the political class in France and that it remains closed. He says particular attention must be paid to rural France outside big cities like Bordeaux, Lyon, Marseille and Paris, where people have had a different encounter with globalization. On the European Union he sees the need to revitalize it by having a closer union focussed on countries that are interested in this. He sees the need for a joint finance minister and permanent head of Euro Group. This might be a smaller EU without countries such as Britain, and others who are not interested in a closer union. He does not agree with the idea that any member state of the EU can stop other member states from proceeding. Macron does not believe in moving to the right as in the Dutch election because he says people are "not idiots" and in France this has not worked for Nicholas Sarkozy, which has some truth to it as authenticity (and humility) matters to French voters. A personal approach worked for Fillon early on till the scandal over payments he received. Macron brings to this personal approach and relative youthfulness, his sense that he must appeal to all segments, rural and urban, educated and less educated, and at the same time be true to core values such as preserving the European Union, and authenticity in terms of views on Algeria. He also says he is aware he faces risks but that this is something he believes in deeply.   Macron has not hesitated to express his views on topics such as Algeria, calling it a crime against humanity, and later elaborating on what he meant. Macron says his movement En Marche is different in style and manner from the closed nature of French politics. He believes in transparency, term limits, and removing conflicts of interest in French politics, as a way to make a fresh start. The first round of voting is on April 23, 2017, followed by a second round of voting between two candidates.  ...

Mario Draghi, former head of the European Central Bank, who ran ECB policy to rescue the Euro currency in 2012 is being asked to form a new government by the president. Mr. Conte's coalition failed to get the support of Matteo Renzi's left party in parliament leading to its collapse.  Italians are wary of the austerity policies of Mario Monti,  professor and EU bureaucrat appointed by premier Berlusconi to the EU Commission, who was appointed  during the eurozone financial crisis in November 2011 by the president.  At the time prime minister Berlusconi had lost the confidence of EU officials. Mario Draghi has a different history after his work at the European Central Bank counteracting the austerity approach of German finance ministry. He also steered the ECB policy at a difficult time for Italy with rising interest on debt. Today Italy has lost about 89,000 lives, and 8.8% of GDP was lost in 2020. Moderate factions of all parties right and left wing are expected to support Draghi. Draghi also has the advantage of 200 billion in euro funds coming from the EU for Italy's recovery in 2021. Germany today is not the austerity policy Germany of 2011, as it supports going big and spending for the recovery. ...

About 171,000 refugees tried to cross the 250 mile stretch of ocean in rickety boats from Libyan ports into Italy in 2014, according to Frontex, the EU border agency . Refugees from Syria, Libya, Tunisia, and Eritrea are fleeing their homelands. A smuggling trade is carried out by tribes in Libya for these refugees, with one tribe making $60,000 a week. The tribes then use the money to buy weapons in the Libyan civil war. Migrant deaths at sea and inadequate rescue efforts are leading to a humanitarian crisis for Italy and the EU.

WSJ looks at how the US 40% tariff on this kind of surreptitious shipment through a third country makes the goal of manufacturing in the US and in India possible. Greg Ip of WSJ points out that DJT's tariffs are not fully understood. DJT did not use tariffs in the way he is doing now in his first term. Today Congress understands that it is a negotiating tactic when the US is at a disadvantage with other nations using non tariff and hidden barriers. Mostly all countries except China will accept the tariffs and it generates $240 billion a year to finance US resurgence. In the past US spent years of negotiating to get agreements with recalcitrant countries like Japan or China or the EU. The US just doesn't have that kind of time when it has lost its manufacturing, its shipbuilding, its shipping and ports. The average tariff under Biden was 3%. It now is about 13.4%. DJT strategy is to simply hit all imports with a 10-15% tariff across the board as price for access to the US market and for its defense and military protection- this means EU, Japan, South Korea,Taiwan, India cannot retaliate.  ...

Boris Johnson leads a new British government that is composed mostly of ministers who want to see Brexit happen, and giving the positions of Home Secretary and Foreign Secretary to persons who do not care what happens as long as Britain leaves the European Union. Johnson's date is October 31st for leaving the EU. Sajid Javid, a former Deutsche Bank AG executive is the new chancellor of the exchequer. Priti Patel is new Home Secretary. Dominic Raab a former lawyer who has called for parliament to be suspended if need be so that Brexit can be pushed through is the new Foreign Secretary. Dominic Cummings who headed the Leave campaign for the Brexit referendum in 2016 is the new adviser at 10 Downing Street. Johnson's strategy is to pack the cabinet with people loyal to his vision of leaving the EU October 31st regardless of what the EU does.  The EU has not changed its position and is even less likely to consider any new Irish border proposals. Three top ministers are opposed to Mr. Johnson's views and resigned. Treasury chief Philip Hammond, Deputy primeminister David Lidington, Justice Secretary David Gauke, all resigned in opposition to Mr. Johnson simply pulling Britain out of the EU. Johnson once said all he feared from Britain abruptly leaving the EU was a shortage of Mars bars. During the election in the Conservative party Mr. Johnson was mostly quiet and avoided any gaffes to sound statesman like, yet as the process unfolds Mr. Johnson is likely to face the same problems faced by his predecessor Mrs. May. Added to this is the new opposition of moderates like Mr. Hammond and Gauke in the Conservative party that could topple the government and lead to a general election with just three vote swing in the other direction doing this. Mr. Johnson has prepared for this by having Mr. Cummings as a top adviser in the event he faces a general election. Meantime the Labour party initially not favoring a second referendum with Mr. Corbyn's ambiguous views on Brexit, as shifted gradually to the leadership and the rank and file all favoring a second referendum and for Remain. As Greg Ip has pointed out in the WSJ this week the conditions have changed with protectionism, nationalism and hostility to globalization, and president Trump not planning concessions of any sort even for the UK in trade negotiations. This means to low productivity of less than 1% to support stifled wages, one would have to add a 3.5% hit to GDP from a no deal Brexit such as Mr. Johnson approves according to the IMF. With the migration issue not what it was three years ago and reduced to a trickle this new situation must be on the minds of Mr. Corbyn, Labour and Conservative moderates. ...

Here are the words of what the Justices said in the June 27 decision of the US Supreme Court 6-3 blocking the district courts from overruling the Executive Order of the US president. From the outset the Justices sought to decide - was the district court in a state deciding on a case with individual circumstances for the plaintiffs, even by a stretch of the imagination going to decide over the judgement of the Executive Branch what the law of the land should be? SC went though British law, and US law during its history and found no such understanding of the courts. "In each case, the District Court entered a “universal injunction”—an injunction barring executive officials from applying the Executive Order to anyone, not just the plaintiffs. And in each case, the Court of Appeals denied the Government’s request to stay the sweeping relief. The Government argues that the District Courts lacked equitable authority to impose universal relief and has filed three nearly identical emergency applications seeking partial stays to limit the preliminary injunctions to the plaintiffs in each case." The Court held- "Held: Universal injunctions likely exceed the equitable authority that Congress has given to federal courts. Viviane Reding, vice president of the European Commission, provides a five point proposal to strengthen the European Union and take the steps to a closer political union. She says the Maastricht Treaty does not provide the strong foundation the European Union needs and the steps are already underway to change this. The fiscal compact for financial discipline in the eurozone that all members of the eurozone agreed to is one such step. Other steps remain for a closer union and she suggests the time is now for an open debate inside the EU countries about what people want to see the EU become by 2020. As a timetable a treaty on political union could be ratified between 2016 and 2019, with it going into effect once two thirds of the countries have approved it with referendums. Countries would have the opton of political union or staying in a close form of association but not union.

Banks in the UK are considering giving investment bankers allowances to make up for lower bonuses mandated by new EU rules. This is one of the mechanisms banks are considering to be able to pay competitively. EU rules do not limit total compensation making it possible to shift pay given earlier as bonuses to the new 'allowance' category. For instance a 1.8 million euro bonus might be dropped to 1 million euros and 800,000 euros given as an allowance. Such an arrangement means banks can adjust the allowance as markets and regulations change. Increasing fixed salary would mean effects such as higher pension costs. Most of the 35,000 higher level banking employees to which the EU rules apply work in London, England. The UK Prudential Regulation Authority has come out against the EU bonus rule and the UK has taken this up in a legal challenge at the European Court of Justice. U.S. and Asian banks are deferring parts of bonuses and paying in a mix of shares and cash.

French president Macron fails to get president Xi of China to commit to changes in its policies towards Russia's invasion of Ukraine. Macron's visit as seen by the NYT only undermines the US policy and European Union policy that opposes the invasion of Ukraine by Russia. EU's Leyen also visits China at this time.  The relations between the US and European business with China expanded for two decades between 2000-2020. All three regions are heavily invested in each other. Decoupling is a gradual process and China sees the EU as an access point for technology and investment. The US has not decoupled from China even after moves in semiconductors and electric vehicles were made by president Biden. Apple and other American companies are heavily invested in China. The US and the EU are committed to building new supply chains. Their policies are intended to do this in a way that reduces the effect on their economies. The European Union depended on the US for its response to the Russian invasion and to protect freedom in Europe through NATO. By 2024 the European Union policies will be integrated with policy of the US. China is also trying to reduce the effect on its economy by decoupling in a way that maintains growth. ...

The Yangtze river has never recorded less rainfall than this year since records began in 1961. That hyper growth is being followed by slight or flat growth both situations China and the world could have avoided if a steady growth pattern was put in its place. Common sense and wisdom would have done better than economists and business  in the US and local governments in China that dictated a self-interested pattern of hyper growth that led to ravaging communities in the US and the EU by shipping all manufacturing to China, then starting to reverse this process as the same ravaged communities in the US and EU responded in elections in the US and EU. None of the participants in this now take responsibility for their role in the changing climate and natural disasters one sees in 2022. China now faces the task of rebuilding its entire fossil fuel driven industry along renewable energy lines, when it is at the end of a property driven, land sale driven boom, with local governments finances precarious.   ...

FR24 points out that it is not that unusual to see prosecution of French former presidents and prime ministers for campaign financing irregularities or putting political party officials on public payrolls. It shows that this happened to president Chirac, president Sarkozy, and prime minister Fillon. In fact former prime minister Fillon was doing well in the elections after the presidency of Socialist president Hollande. The revelation that he had put his wife on public payroll as parliamentary assistant with little work led to Mr. Macron taking his place as the leading candidate. No jail terms were served for these charges under French law. Here it is important to note that French law limits spending on election campaigns to 22 million euros and Sarkozy exceeded that number. In the US and India there are no such strict limits. So are France's leaders that much worse than the American leaders who spend and collect money lavishly? Or in India where the campaign financing has the result of making it hard to build the infrastructure desperately needed by a young aspiring population. Framers of the Indian constitution including Gandhi and Nehru intent on getting the British out never realized that political parties would look to public funds as ways to finance their campaigns, leaving less for the intended purpose of building roads and bridges making the country a poor place to invest in and entrenching underdevelopment and poverty.  In the US tech companies in Silicon Valley or banks in New York and Silicon Valley, pharmaceutical companies and companies in other sectors, are able to gain monopoly positions or favored regulatory setups for their industries by funding election campaigns for Congress. When this results in egregious behaviour such as the 2009 financial crisis or the current banking crisis this behaviour causes severe damage to ordinary Americans much worse than what Mr Chirac or Sarkozy were prosecuted for.  South Korea has a long history of prosecuting former presidents. Three presidents have been prosecuted so far. One president served as much as five years for a jail term. ...

The African Union was admitted to the G20 nations with the support of India and the US at the New Delhi Summit. Before this the only nation from Africa was South Africa. The other countries are the original G8- US, Canada, Germany, France, European Union, Britain, Italy, Japan. These countries represented the already advanced economies. To these nations were added the newly advanced economies of Russia, South Korea and China, Australia for 11 economies. The 7 rapidly developing nations added are India, Indonesia, Brazil, Argentina, Mexico, Turkey, Saudi Arabia, South Africa.
