Tobacco use has reached levels of catastrophe in Jordan as a major public health crisis develops. This Guardian report says there is influence of Big Tobacco in developing countries. About 80% of men in Jordan use tobacco or smoke cigarettes, according to a government and WHO study, smoking an average of 23 cigarettes a day. This could soon spike rates for cancer and other lung diseases, and warnings of a future public health catastrophe comes from the Amman King Hussein Cancer Center.  Indonesia is one of the other nations with high level of tobacco use. In countries in Europe and America where tobacco use is controlled there are restrictions on advertising and efforts to control use which are less prevalent in developing countries that put there health systems more at risk from lung diseases. This is true even of countries such as India and China, where a lot remains to be done. At one time Japan also suffered from this problem. Revenues to the state from tobacco and other financial interests, as well as lack of strong public health protection agencies is a problem that needs to be tackled for public health. In China about 50% of men smoke and there are 300 million smokers, with one third of tobacco consumption in the world in China. In India the figures are 234 million and 47% of men smoke, with the highest smoking at 80% in Kolkata and over 70% in the northeastern states. The damage from this to public health is enormous. In China the China National Tobacco Corporation CNTC is the state run tobacco company, the third largest company by profits in China. In India the largest tobacco company is Imperial Tobacco Company ITC. Tobacco was brought to India and China by the Portuguese from Brazil 400 years ago and may have taken the most lives in the two countries over that period. ...

Let sleeping tariffs lie is the approach of S. Korea, Taiwan, Japan, China, India, European Union, Germany, UK-  expect all trade agreements with the US to remain in place after Supreme Court decision as no country wants to go through the intensely difficult process of renegotiating on tariffs. It is also the case that DJT can replace these same tariffs using other tools and different legislation passed by Congress to stop unfair trading practices by other nations. The president is also appealing to the public, some of the tariffs are about fentanyl flows into the US, the unfair trade practices and subsidies were a problem for the Biden administration and rebuilding manufacturing was the goal of both DJT and Biden, and will be for future administrations.  When the media NYT, Washington Post respond they are following the editorial line taken that opposes the DJT administration on all issues, when WSJ respond it takes the textbook approach of economists and finance people that free markets are best without considering the real life issues. This is why the president said at his press conference after the Supreme Court decision that 22 Nobel Prize economists had said the economy could not be turned around for growth and low inflation in 1 year, and were proved wrong after the experience of 2025 with low inflation at 2.8%, low unemployment 4.3%, and growth of 2.2% in real GDP (with strong growth in quarters 2&3 of 3.8% and 4.4%). Nicholas Kristof says the strategy adopted during the Clinton administration of negotiations with the North and a partial lifting of sanctions worked better than the situation today. One criticism leveled at that agreement was that North Korea cheated and developed uranium weapon technology on the side. Yet says Kristof the situation is worse today. Under the "Agreed Framework" of the Clinton administration North Korea's Kim regime did not add to its nuclear weapons. Kristof says that policy of putting pressure on China has not worked. It would help if China did not transfer any technology to North Korea. Yet the basic policy of China remains in that it does not want renunification on the Korean peninsula that would put bring a U.S. ally on its southern border. The Bush administration and the Obama administration's policies did not lead to diplomatic progress and the world is a more dangerous place with North Korea's intercontinental ballistic missile capability in 2017. Keith Bradsher visits Guangzhou, China, just as prime minister Wen Jiabao tells the National People's Congress that China is changing its priorities from high growth to sustainable development. As recently as 2007 GDP growth reached 14%! The minimum wage is expected to rise 13% each year under the five year plan. Even with the increase in wages owning an apartment is unaffordable in Guangzhou- a 1000 square feet apartment costs upward of $300,000, showing the extent to which the bubble in real estate prices affects young people who cannot afford to own an apartment. A new graduate with marketable skills such as computer engineering makes about $6000 a year, putting owning an apartmet beyond reach. Another change he notices today is that during visits to construction sites he does not see flood lit sites at night. This used to be the case because builders were scrambling to build. With government policies discouraging the property bubble there is no longer a need for work at night. The focus now has shifted to build low income housing....

Both the EU and US see another wake up call from China's position of on again off again diplomacy using rare earth as a bargaining chip. US and China separately and in coordination work to develop policy and actions to secure access to rare earth and technologies that is independent of China. China sees it's action on rare earth diplomacy as robust diplomacy in response to DJT tariffs, yet this is getting the US to move quickly to develop its own rare earth access including working with Australia, and taking action to support US industry. The European Union is not far behind in doing the same. This and the action taken by the US to restructure world trade for a level playing field, and getting Asian partners to acknowledge their abuse of the international trading system for two decades and accept some level of temporary tariffs is changing world trade. The US can regain the position it has held for the better part of the period 1900-2000, overcoming periods that included the rise of Russia and Japan after 1945. ...

As Foreign Minister in the Moraji Desai government he met Premier Deng and restored ties with China in 1979, leading to yearly meetings that continue to this day for keeping peace- following the invasion of Tibet by China in the 1950's and the border war with India in 1962. That border in Ladakh and Arunachal is again the place of border disputes and casualties at the LAC in 2021-2022. China completes its first phase of modernization by this time, India embarks on its first phase of modernization and seeks calm on the border in alliance with the US to concentrate on development efforts. China's current account surplus has declined to 2.8% of GDP for 2011 from about 10% in 2007, and will be around 2.3% of GDP in 2012, according to IMF estimates. The U.S. current account deficit is down to 3.1% of GDP from 5.1%. By controlling the exchange rate China was able to keep the competitiveness of its exports, resulting in a five fold increase in exports from 2000 to 2010, according to the IMF. The decline could be temporary say experts, as the the recession in Europe and the U.S. resulted in slowing exports, with its infrastructure buildup sucking in imports of machinery and other goods from the western countries at an accelerated pace with its 2009 stimulus measures. Another reason is that in the last decade China has developed its own high tech and other companies which will now increase exports. IMF forecasts show a pickup in China's trade surplus to 4.25% by 2017. This could be lower if the renminbi is allowed to appreciate. Estimates of appreciation of the renminbi are 8 percent in nominal terms since June 2010 against the dollar. Including inflation, which is higher in China, the renminbi has appreciated by 13% since June 2010. ...

US exports of liquefied natural gas to China surged in 2021 to 17% of al exports. LNG in China's energy mix surged to 8% in 2020 and is even higher in 2021. Facing pressure to peak carbon emissions by 2030, and facing energy shortage in 2021, China is importing more LNG than ever. Prices of LNG have gone up 10 times in 2021 compared to year earlier. DJT on Iran and the midterms-  "voters understand that" about Iran not having a nuclear weapon and calls for Saudis, Qatar, Pakistan, Oman, Turkey, to sign the Abraham Accords. He says the electon results in some states May 26 showed Republicans and much of the Nation with large majorities for candidates endorsed by DJT- voters understand the president's policy to not let Iran go for a nuclear weapon. This WSJ report cites concerns of Republicans about the midterms yet as soon as it appeared that the president was about to reach a  deal that would be similar to Obama's- that failed and financed Iran's third effort for nuclear weapons- over the weekend, as soon as this appeared to be the course many Republicans and the WSJ Editorial Board, said this was a bad idea. The president paused that effort. At a Cabinet meeting DJT said  about the Arab states signing the Abraham Accords- the Saudis and Qatar, Oman, Turkey,Jordan, “I think they owe that to us to be honest.”  “I’m not sure we should make the deal if they don’t sign." On Iran getting funds from the US which could go right into making a nuclear weapons program again as it did after the Obama administration did this, DJT had this to say- “We’re not talking about any easing of sanctions, no giving money. When they behave properly…we’ll let them have their money.” Repeatedly at campaign events and rallies across the country for 10 years DJT has said Obama made a serious mistake in handing over funds that were put right into building a nuclear weapons program with a ballistic weapons program, for a third time. This has happened before in North Korea. Obama allowed 11 tons of uranium enriched at 20% to be shipped to Russia- that did not stop Iran from a new nuclear weapons program and a threat to Israel. There is also considerable Republican skepticism about any deal that does not remove nuclear weapons. About sending the Iranian uranium to Russia or China DJT said- “No. That would not make me comfortable.”  About Iran's economy DJT said inflation is "at 250% "and they are negotiating on fumes." DJT calls it a "conflict" (the blockade not committing US troops) and not an open ended war. ...

Forget Macron who is simply following French policy in the manner of De Gaulle, says Greg Ip in WSJ. The European Union has already set its policy to decouple its relationships in the supply chain from China, it just calls it something else -"de-risking." The EU he says is even tougher about this than the US. The EU's Leyen has stated: "The Chinese Communist Party's clear goal is a systemic change of the international order with China at its center... We need to ensure that our companies capital, expertise and knowledge are not used to enhance the military and intelligence capabilities of those who are also systemic rivals."  Mikko Huotari, the head of the Berlin based think tank Mercator Institute for Chinese Studies says that the US and the EU arrived at this through a process that went on in parallel. In fact the Scandinavian countries such as Sweden and Denmark, and the Baltic countries came across this much earlier before Biden became president because of acrimonious relations with China. This is also true of countries in Eastern Europe such as Czech Republic.  Germany's position is based on finding a transitional period for decoupling to reduce the impact on its economy. And even China is aware of this situation and looking for a transitional period for decoupling. More significant is the attitude of companies says Greg Ip- companies such as Tesla, Apple and even Airbus that have continued investments in China with little change. And it is this that president Biden is seeking to change with US policy positions. Another less observed aspect of this is the realization of both the US and EU, that the clear and obvious mistake of overconcentration of the supply chain in China was made under Merkel and the Bush-Obama adminstrations. China too realizes that it would have been better off - less recrimination from workers in the US,  and less costly damaging growth that led to climate change- if there was not this much overconcentration of the supply chain in China. In short it benefitted no one, and happened simply because companies sought to take advantage of attractive offers of building in China offered by local governments in China with subsidies from the Chinese government, and the manufacturing capabilities that kept expanding in a virtuous circle as better infrastructure and logistics were built over time. It goes to show that unless governments are vigilant and aware of these risks the unintended can happen with different consequences including destabilizing the social fabric and the political structure of western democracies.  ...

Audi is the second largest car company in the premium car category in China after BMW. Audi now plans to make 700,000 cars in China by 2015 instead of 2020 as planned earlier. Audi say executives say the premium car segment in China is growing rapidly in China. It expects sales to grow overall at a a more normal pace than the frenetic pace of recent years. The slower growth in the economy at 7-8%, which is reflected in slower sales in the overall market, is not the case with the premium cars. Because of rapid growth in 4-5 years the Chinese market for premium cars will look more like mature markets in the U.S. and Europe, says Audi sales chief Schwarzenbauer.

China generates 53% of its emissions from coal in May 2024. All the remaining from non fossil sources. Two factors are evident, yet both do not indicate a big fall off in fossil emissions from this point just a plateauing effect with it flattening out. The first is that China is putting in solar and wind at 8 times the level of the US, taking up two thirds of world solar and wind installations. The second is that the one third of emissions from construction and real estate is falling off because that industrial sector has collapsed. Overall the future points to slowing of emissions as China comes only gradually down from that 53%. What happens in China makes a huge impact on climate change. India has also committed to climate change action and meeting targets early under PM Modi so that India as it industrializes will not follow the path of jumping fossil emissions China had. This is useful to know as the US and EU, UK, expand solar and wind. It is important that the US stay committed to climate change action something missing from the Republican platform for 2024. Delaying climate change action will impose huge costs on the US that could be about 1 trillion dollars if it is stalled now and is taken up in 2028. ...

To make a dent in carbon emissions governments in Europe and North America need to support the use of low carbon solar panels in solar facilities installed there. This would enhance solar energy panel production in the US and Europe, India, other countries. Experts say the use of solar panels made using electricity from coal use in China creates more emissions in China while reducing emissions in the West. The result is that global emissions remain the same as if no solar panels were installed.  The global solar panel production is mostly concentrated in China because of the lower cost of electricity from coal used in production of panels- a critical factor in the lower prices of Chinese made solar panels. This allowed China to gain a monopoly in production of  world's polysilicon, an essential component in solar panel production, that consumes large amounts of electricity in the manufacturing process.  This use of coal generates twice the amount of carbon emissions in China than the solar panels made in Europe, say experts. As a result the governments and companies in Europe, US and India are shifting to local manufacturing of solar panels. ...

This report in WSJ by Mike Colias about personal politics exaggerates the impact of political party Republican vs Democrat in the switch to electric cars as most of the resistance comes from the lack of charging facilities and not enough technological breakthrough in cost and efficiency to make the switch. And much of the political resistance by a third of the population comes more from the idea that it supports China sourced materials. This comes from misinformation and old data as Biden has imposed 100 percent duty tariff on imports of China made electric cars and 50% on solar panels just last week. Americans including Republicans are realizing that the only way to compete with China's subsidized push for key industries is for America to do the same. This gives the American manufacturers the time and the support from the US government to compete with EV's made in China supported by Chinese government large not so visible subsidies over long periods. WSJ reports recently showed how China's prime minister supported building Tesla plants in China to observe American manufacturing methods and technology, in the process advancing its own technologies in EV's at a faster pace. Making Tesla's role contradict the idea that politics not misinformation and technological lag is causing resistance to EV's both of which will fade over time. ...

China sees the situation in Hong Kong spiralling out of control after two months of protests and leading to a loss of China's sovereignty in Hong Kong. The Chinese official in charge of Hong Kong Affairs in the State Council, Zhang Xiaoming, met with the Hong Kong government representatives in Shenzen and made it clear offering a dire assessment and the most severe since China resumed sovereignty over Hong Kong in 1997 from Britain. Zhang stated- "If the situation worsens further, and there is turmoil that the Hong Kong government is unable to control, the central government absolutely will not just watch without doing anything." He also stated that the central government had enough strength to end the unrest, that the Party center and military force if necessary is behind the Hong Kong government. Wang Zhmin, China's top official in Hong Kong gives a better view of how this is seen in the Party in Beijing. He even called it a "life and death war" comparing it to the "color revolutions" the democratic movements that unseated governments in Georgia, Ukraine and Serbia. China sees this differently than western countries. With its long struggle against colonial rule in the territory controlled by Western powers along China's coastal region, China's ruling party leaders have a very different perception of the situation than is shown in most western media, particularly during the two decades of China's reconciliation with Japan and the U.S. in its effort to catch up. In the rest of the world the perception is very different. The use of a military garrison or riot police from other parts of China would affect China's image carefully built up over two decades of a peaceful developing country working hard to catch up in living standards and technology. As the economy slows to 5-6% the damage would be to business confidence and investment, and to Hong Kong's status as a world financial center. This could also affect China's relations with the U.S., European Union and Britain. with criticism on action by China. Unlike negotiations with Japan by Mr. Lighthizer for president Reagan, when Japan enjoyed a trade surplus such as that of China today (where there were no such issues with Japan as the U.S. had offered security guarantees to Japan), negotiations with China on trade could be affected by issues such as status of Hong Kong. This could lead to a worsening of trade relations, indefinite duration of tariffs and lack of any settlement on trade, further slowing the Chinese economy and hardening positions. ...

The US is requesting talks with China at the World Trade Organization with the objective of ending hundreds of millions of dollars of subsidies China gives to increase wind energy production. The wind power grants are being targeted because Chinese producers are required to use domestic parts to be eligible for the grant, which range from $6.7 million to $22.5 million. In the last 5 years foreign companies' share of the Chinese market has dropped from 79% to 13%, according to Goldman Sachs, with China's efforts to promote Chinese manufacturers. The renewable energy market in China is expected to reach $100 billion by 2020. And wind energy is the fastest growing sector. The effort comes after the US Steelworkers union alleged that China was using import substitution subsidies in violation of WTO rules, in a 5800 page petition. Steelworkers union president, Leo Gerard, says this doesn't address most of the billions of dollars of clean-tech subsidies and other support provided by the Chinese government. Gerard says the goal is not litigation but to put an end to these practices that are trade distorting, and act as a barrier to US exports to China....

Premier Li Keqiang stated at the start of an annual parliament meeting that China will now scrap the annual economic target due to the huge uncertainty from the coronavirus, and the world economic and trading environment. New tensions over Hong Kong's autonomous status are adding to the trade tensions between the U.S. and China, and tensions over early handling of coronavirus by China. China recently announced new national security legislation for Hong Kong, and Mr. Trump says the U.S. would act "very strongly" against any effort to gain more control over Hong Kong.
