Experts at the East-West Center in Honolulu, say China will add about 55 million barrels to its strategic reserves in 2012, which is another factor that will keep oil prices high in 2012. A number of new storage locations are coming on stream to store the additional reserves. China imported 5.57 millon barrels a day in March 2012, an increase of 8.7% from the prior year month. Oil imports for the 1st quarter of 2012 increased by 11% over the prior year quarter, according to China's General Administration of Customs. This is a much faster pace than imports in 2011, which increased by 6%. China is building its strategic reserves to reach a goal of 90 days supply similiar to the U.S. strategic reserves. Lu Tienan, director of China's National Energy Administration, said at a conference in the first week of April that current total oil stocks, including strategic and commercial are enough for 40 days. It is doing this in the face of higher oil prices, because of the threat of sanctions against Iran's nuclear program could lead to a cutoff of Iranian supplies. China's oil imports from Iran were 11% of total imports in 2011, making this an urgent priority for China. Estimates of the East-West Center are for crude oil imports at an average of 5.77 million barrels a day in 2012, an increase of 13% over 2011. International Energy Agency estimates are for China's total oil demand for 2012 to be 9.9 million barrels a day in 2012, an increase of 6% over 2011....

De Santis was elected to the US Congress in 2014 and 2016 where he served as the chariman of the sub committee on National Security. He founded the Freedom Caucus in these years. With higher temperatures the farming of coffee moves to higher altitudes in coffee growing countries in the tropics, but it is easier to cross breed the 124 varieties to produce a plant that can withstand the change in temperatures and one that can resist fungus.  A coffee fungus and higher altitude rains destroyed much of the crop in Central America including Guatemala. This led to increased migration to Mexico and U.S. of farmers leading up to Mr. Trump's plan to have the National Guard of Mexico police Mexico's border with Guatemala.  Coffee is a sensitive plant and needs cooler weather and water which is found more in the tropics. Growing it in California or in Italy makes it very costly leading to Frinj coffee being sold in California at $16 a cup. Climate change could reduce the area where coffee can be grown by about 50% in the tropical countries from South east Asia to African countries such as Kenya, Uganda, Tanzania and Ethiopia, and in south America Colombia and Brazil, says Climate Institute, Washington DC based climate change experts.   ...

The SPD party did badly in the last elections because working class voters do not see it fighting hard enough for worker rights and ensuring an equitable system.On the health issue a commission will look into how the system can equalize medical fees between people privately and publicly insured. On the employment issue companies can only terminate without cause in 1.5 years instead of the 2 years. Small compromises, yet in long negotiations with a 24 hour session for a breakthrough and everyone exhausted, the snail's progress over 13 days and one night worked to set up a new coalition after all. Still one hurdle remains- getting the SPD membership to vote yes even though its youth wing is opposed. ...

This report in the WSJ points out that president Trump's much hyped infrastructure plan is not the $1.5 trillion federal spending plan as reported, but more in the range of $200 billion over a decade. This means fixing the crumbling infrastructure in transport, energy and water systems remains uncertain under the Trump administration, and will leave this problem to a future administration to tackle. Jakab cites the basket of 10 infrastructure stocks that lag behind the broader market in Feb. 2018. Further evidence cited is the ratio of four to one of nonfederal money to federal money under the Trump infrastructure plan, and that much of the nonfederal  money has to come from state and local governments than private entities.  Additional problem is that with the tax cut leading to a growing federal budget deficit, rising bond yields would make borrowing more costly for state and local governments.  About $100 billion will be needed for the Highway Trust Fund over the next decade to keep it solvent. Jakab of the WSJ sees overall spending stagnant, with the $100 billion Trump Incentives program for infrastructure offset by cuts elsewhere. Bottom line the revenue side is absent making this more hype than substance for much needed infrastructure spending, that is once again being postponed in America. ...

Skeptical experts say this is mostly damage control. Yet it has helped defuse tensions on NAFTA and other issues, in some situations having president Trump reverse his stance. Mexico sends 80% of exports to the U.S., making this relationship crucial. Yet the scaling down of plans for a border wall, the emergence of a solution to NAFTA through changes without canceling NAFTA with support from Wilbur Ross, the Commerce Secretary, show the dialogue has preserved relations. Uncertainties loom such as the trade stance of president Trump, and the potential of front runner Lopez Obrador from the opposition party to emerge in upcoming elections as the new president of Mexico. Obrador, a former mayor of Mexico who was a close contendor in previous elections, says he will take a different stand than the current government in negotiations. Mexico's Foreign Minister Luis Videgaray made 12 trips to Washington in 2017 as part of the effort by the Mexican government to preserve NAFTA with some changes. He has relationships with John Kelly and Jared Kushner in the Trump administration that have facilitated his efforts.  ...

The Trump administration sends an official notice to Congress that it intends to renegotiate the NAFTA treaty with Mexico and Canada. The new U.S. Trade Representative Mr. Lighthizer served as Deputy Trade Representative under president Reagan in 1983. He says the focus of the negotiation will to promote economic growth and jobs by making improvements to the treaty. The notice does not mention major modifications of the type that were hinted at by president Trump earlier. The leaders of Canada and Mexico had asked president Trump to renegotiate. Republicans in Congress and business in the U.S. favor improvements instead of the drastic changes. Mr. Lighthizer's approach is stated in his letter that said "NAFTA was negotiated 25 years ago, and while our economy and business has changed considerably in that period, NAFTA has not." New provisions will be needed said Lighthizer for intellectual property rights, state owned enterprises, labor and environmental areas, with effective enforcement.  Because of the rhetoric and language used in the election campaign, it is important to note that Lighthizer has in the past negotiated favorable terms for the U.S. steel industry to prevent dumping from overseas. His style is the opposite of the president. He has stated- "I am friendly when negotiating. I am not theatrical. The art of persuasion is knowing where the leverage is." ...

A terrorist attack on july 15, 2016, by a Tunisian born delivery truck driver using a large delivery truck to crush people on a Nice promenade. The death toll is about 85 with 50 people badly injured. The delivery truck driver is Bouhlel, 31, born in Tunisia and from Msaken, Tunisia, who moved to France in 2005. President Hollande extended a nationwide state of emergency for 3 months. The Euro 2016 soccer games in France went without any incidents, only to be followed by this attack.  Georges Fenech who headed a parliamentary inquiry into intelligence and terrorism said about the attack - "it is a predictable tragedy." He said France "is clearly not equiped to fight against Islamic terrorism," in an interview with news channel iTele. This was one of the conclusions of the parliamentary inquiry which called for a new agency to be setup, and merging of existing intelligence agencies. The president of the Provence-Alpes-Cote d'Azur region told BFM-TV about the Hollande administration: "I don't want to hear the usual "we are going to do an investigation." He questioned the Interior Minister Cazeneuve for how a single person could have breached the security line at the Bastille Day clebrations in Nice on a prominent promenade, Promenade des Anglais. ...

She is getting employees involved in the company's decisions and progress. She carefully tells labor leaders of her plans and seeks feedback. Because it was run more like a government ministry than a performance based airline, says Constantini, the transformation requires a patient and employee involved approach. In 2008 the government of Mrs. Kirchner nationalized the airline previously owned by Spain's Marsans Group. Because Argentines see the airline with national pride, its like the country's soccer team. Sales are up 10% in 2016 and the airline flew one million passengers in July, up 13% from the prior year.  ...

As a country emphasizing gender equality Sweden has taken this approach through policies and legislation.  Feminist government, feminist international policy, are terms frequently used. Focus is on policy that provides equal rights, participation in decision making, and equitable allocation of resources. Swedes get 480 days of parental leave to share, of which 390 are at 80%, till a child turns 8. In government funded schools when it comes to gender roles preschool teachers and principals are allowed to act as social engineers so girls are not restricted to traditional roles only. Swedish colleges and universities are free and women earn two thirds of the degrees. A gender neutral word "hen" was adopted in Swedish popular culture. Legislation makes violence against women by partners punishable for each offense, and explicit consent is required in sexual relations.  Women and men share equally in leadership of government agencies but women still fall behind in private industry positions. Salaries are 88% to 92% of men's salaries. Women have 161 of 349 seats in parliament after 2018 election.   ...

This report in DW.com looks at the response of Germany to the coronavirus epidemic and says Germany may have let a window of opportunity to act quickly slip from its grasp. It says Germany's leader Merkel has not shown the leadership required by the health crisis. Germany DW.com points out recorded its first case on January 27, yet Merkel's first press conference on the subject of coronavirus came on March 11, when Italy was on lockdown quarantine for 2 days.  Germany lacks a quarantine and effective government action to mandate and require social distancing across the country to limit the spread. The steps this report points out pale in comparison with the actions taken in other neighboring countries. Spain earlier and Belgium on March 17th joined a lockdown in Italy. Merkel called on Germans to stay home, yet enforcement is lacking.  In this situation the calm and reacting with reason may be obsolete, a proactive approach being the right one. And a braver one because it would anticipate what happens a week two weeks from now based on experience of China and Italy, and act quickly with a lockdown and quarantine to prevent spread. Mr. F. W. De Klerk, former president of South Africa from 1989 to 1994 and deputy president under Nelson Mandela till 1996, set the path for reconciliation and a mutiracial open society based on democratic process after Apartheid. Here he says some of the original vision for reconciliation and multiracial society based on constitutional processes is being lost under the presidency of Jacob Zuma of the ANC. He points to the growth rate of 5% achieved under president Thabo Mbeki from 2005 to 2007. The economic stagnation and corruption under the Zuma administration means South Africa is falling behind in tackling problems of wide disparity in incomes of the vast majority of black people, as only about 15% of the black population have benefitted under president Zuma. WIth political appointees in key positions for state run enterprises, municipal administration, and in the public service, services to the public are deteriorating. The Communist Party's hold on key postiions in the ANC and 12 cabinet positions, is reversing policies for an open economy with more state control. De Klerk says the point at which this happened was in Dec. 2007, when certain factions led by Mr. Zuma took control of the ANC at its national conference in Polokwane. The drop in commodities prices have hit South Africa hard and poor management of the economy adds to South Africa's many problems in 2015....

Pierre Razoux, a French historian provides this account of the Iran-Iraq war that lasted from 1980 to 1988, at a cost of 680,000 people killed and $1.1 trillion in war destruction and money diverted from the economy. In 1980 Saddam Hussein of Iraq launched the war by attacking Iran which had just come under the Ayatollah Khomeini with the fall of the Shah of Iran in 1979. The war dragged on for 8 years with Khomeini persisting in the war. With U.S. and Saudi policy to increase production bringing the price of oil down from $30 to $10 designed to bring Iran and Iraq to the peace talks, as well as the Soviet Union to withdraw from Afghanistan, all three being major oil producers. The dollar also weakened by 37% during this period. The diplomatic isolation of the Khomeini regime made it more difficult for Iran to buy arms on credit than Iraq could, leading to the war ending with Iran finding it no longer possible to continue the human losses. The Carter administration, particularly with National Security Advisor Brzezinski, tilted towards Iraq to oppose Soviets in Afghanistan, and the Saudis also supported Iraq during the early period. Under president Reagan the U.S. began covert and direct assistance to Iraq to prevent an Iraqi defeat early in the war. Rumsfeld visited Baghdad in December 1983 and March 1984 to organize the U.S. effort to oppose Iran. This may have laid the seeds for future conflicts that lasted through the administrations of the elder and junior Bush. As Razoux points out the Revolutionary Guards became entrenched from this period in Iran's history, making it difficult for election process to work or elected governments to operate. 23 months following the end of that war in 1988 Saddam Hussein launched a war on Kuwait, leading to the U.S. led Gulf war and the entry of the U.S. into a ground combat role, which was followed by the invasion of Iraq under George Bush after 9/11 attacks. The twin wars in Afghanistan and Iraq are estimated to have cost the U.S. over 1 trillion dollars. The result today is largely the division on the ground into Shia regions under the Revolutionary Guards and the Shiite government in Baghdad, and Sunni regions led by Islamic State and autonomous Iraqi Sunni tribes, ignoring the Iran-Iraq boundaries set in the colonial period by the French and the British. In all the amount spent in the Khomeini-Saddam war of $ 1 trillion being about $2 trillion in today's money, and the $1 trillion spent by the U.S., means about $3 trillion has gone into the wars in this region. This comes at a time of deficits in government budgets in the U.S. and a deep recession in the U.S. and Europe. It also explains why the U.S. public is reluctant to take even the minor action such as giving a standoff "no-fly zone" protection to the rebels in Syria, and supported the Obama administration in its reluctance to keep even the basic military force in place to protect its diplomatic mission in Libya, where the cost would be small relative to earlier enlarged military missions under the two elder and junior Bush administrations. The result is that refugees are pouring into Europe from Syria and Libya, through Turkey. Turkey itself is host to millions of refugees in camps along its border. The vacuum and the withdrawal of the Obama administration from the region has led to the rise of Islamic State with covert assistance from Sunni regimes in the region to counteract the growing influence of Shiite Iran. It also may explain the Iranian people's support for the nuclear weapons effort through years of sanctions, leading finally to an agreement with the Obama administration that relaxes sanctions in exchange for a future possibility of acquiring nuclear weapons. Lost in the conflict is the Arab Spring of 2012-2013, with the Tunisian democracy the only surviving result of that movement for democracy and awakening among Arab peoples. The Reagan administration in its aggressive anti-Soviet position made large errors- including ignoring human rights abuses and use of chemical weapons in the Iran-Iraq war, by supporting Iraq and reversing position after Iraq's invasion of Kuwait, having a disastrous effect on the entire region decades later. Much of the Obama administration's reluctance for any action may stem from the U.S. role in this period and its consequences of protracted conflict. ...

Modernizing India's construction industry may be one of the keys to keeping global growth from slowing down significantly. Here's why. If China slows down significantly after almost two decades of breakneck growth since the 1990's, as nothing like that goes on forever and China is facing significant environmental challenges, skilled workers and managerial talent constraints, and demands for fair treatment and compensation for workers, that stem from this uncontrolled and haphazard growth and export drive. This would leave India as a potentially large engine for world growth if properly managed, a role China has played alongside the USA for so long. India's infrastructure is one of the critical hurdles to achieving this potential. And neither India or the world can afford not to overhaul India's construction industry which is a roadblock to accomplishing what needs to be done in infrastructure. As described here more than 80% of the people in the construction industry are unskilled workers, usually working as day laborers or migrant workers in tiny crews. The other 20% - the carpenters, welders, painters, tile layers, pipe fitters, brick layers, and other skilled trade workers, are becoming harder to recruit and those unskilled workers that receive basic training by companies like Reliance are keen on looking for better opportunities in the Gulf region. The unskilled workers work at construction sites with little training are mainly workers coming from agricultural areas and villages for better wages and living conditions. One of the striking things about Indian construction sites is the use of few machines with most of the unskilled workers, men and women, carrying loads of bricks on their heads, digging holes with shovels and cutting steel bars with mallets and moving sand with spades. There is a huge opportunity for foreign and Indian manufacturers of construction equipment and rapidly increasing production within India of all types of construction equipment should be one of the first things to be tackled. Special incentives by the government and efforts should be made to bring new foreign and domestic investment and plants for construction equipment. Big construction firms that handle large projects, construction equipment manufacturers worldwide and domestic firms interested in investing, and firms involved in large construction projects throughout the country should be brought together in executing the plans for modernization of the construction industry. Training of unskilled workers chosen and recruited for aptitude, discipline and interest in learning new skills from villages as opposed to just working with "nakas" should be initiated in large numbers. A new vocational training system should be initiated borrowing from ideas of systems in countries that have excelled in this in Europe such as Germany so that workers can go straight from villages or urban areas to vocational schools for training in a craft or trade in the construction industry or in the manufacturing industry. And living conditions have to be improved for workers so that skilled workers see advantages in remaining in India rather than leave their families behind for work in the Gulf, and unskilled workers have the basic but good living conditions, access to clean water, basic but decent housing, and clean toilets and showers, and kitchen facilities. One thing is clear one cannot reach organized and well though out development goals on the back of such a haphazard and ineffective sytem of using the human and machine resources in the best possible manner, and free markets and capitalism may not be the best guide in this matter. China's example may not be a good guide in this matter either. There has to be a better way where treating people right and using the most intelligent use of resources brings better results than haphazard approach as with week by week recruiting through "nakas" and minimal use of machines, and recycling of agricultural labor through free markets in labor. The haphazard approach rejects the idea that the training, the discipline and the well thought out approach on recruiting training and best use of human resources without losing sight of costs can lead to superior and continually improving results. The continual improvement and better methods in the construction industry would free up the infrastructure bottleneck and hurdle to growth. Then it would be best to take an original path to development which would be true to the Indian character and spirit and emphasis on education and thoughtful way of doing things, which means that India should make an efficient use of its human and machine resources, and take advantage of all its human resources and intelligent approaches to develop industry and agriculture and avoid the waste in human resources. ...
