Instead of going through layers of executives before speaking to the CEO, quality chiefs at Toyota now speak directly with the CEO. Mr. St. Angelo who heads the Quality group at Toyota for the American region met directly recently with Mr Akio Toyoda. There are in all 6 Quality chiefs for six regions worldwide. Akio's questioning during a Congressional investigation appears to be a turning point and he is determined to shake things up. He choked up at the National Press Club in Washington while thanking employees and dealers for their support. Germany's deputy finance minister, Jorg Asmussen, was nominated by the German government to the executive board of the ECB. This follows the resignation of Jurgen Stark. Asmussen was originally appointed by the previous finance minister, Peer Steinbruck, and is from the SPD party. He was retained by Finance Minister Schaeuble because he had experience with the global financial crisis of 2008. Both Asmussen and the new Bundesbank president, Jens Weidmann, are students of Axel Weber, who was a professor before becoming central banker.

Castilla-La Mancha includes the region around Toledo, Spain. It has an unemployment rate of 27% for the 1st quarter of 2012, up 5.4% from 2011, faster than the increase of 3.1% to 24.4% for Spain. Estimates from the University Carlos III in Madrid show economic growth contracting with GDP decline at 3.1% annual rate by the end of June 2012 for Castilla La Mancha. Part of the problem was the lack of credible accounts by the previous administration. Unpaid bills to suppliers were not included in the accounts for the region. When Maria Dolores de Cospedal of the Partido Popular became the president in May 2011, these unpaid bills were discovered and led to the doubling of the region's budget deficit to 7.3% for 2011. Cospedal sees the austerity cuts she is making as a long term approach to preserve education and healthcare. In an interview with Sara Schaeffer Munoz of the WSJ she says reducing debt is the first priority, so that interest rate premiums on borrowing can be brought down. Debt for Castilla was 17.2% of GDP in 2011, according to the Bank of Spain, it was 16.6% in the first quarter of 2012, among the highest of Spain's regions Ms. Cospedal says she wants growth too, but insists that Spain cannot get growth as long as it is sinking in debt. Moody's Investors Service says Ms. Cospedal is strict in executing the budget- a new second hospital slated to be built for 150 million euros in Cuenca with population 56,000 was cancelled and other cuts are proceeding- and Moody's did not include Castilla in the downgrades of 7 Spanish regions in June 2012. ...

The system of using performance evaluations for "forced" or "stack" ranking of employees started with Jack Welch at General Electric. Microsoft adopted the system under Ballmer till 2013, when it decided that the need for teamwork was more important and discontinued the practice. Welch used it to get rid of "underperformers" or managers who did not conform to his requirements when he became CEO of General Electric. It was his personal style and way of bringing change to GE. The practice of "forced" ranking increases competition inside the company instead of teamwork, say managers, and leaves a lot to the caprice of individual managers. In December 2013 Ballmer facing criticism from his Board for missing some of the disruptive technologies in the information tech business and falling behind Apple and Google, sought the advice of Alan Mulally of Ford Motor Company. Mulally had to fight entrenched Japanese competitors and pull Ford out of a crisis in which even Ford's logo had been put up as collateral for loans. Meeting for 4 hours on Mercer Island in Seattle Mulally told Ballmer that he focussed on teamwork and simplifying the way Ford did things. Ballmer phased out the "forced" ranking system as one of the last major steps before he leaves Microsoft. In today's environment for tech companies of intense competition worldwide and disruptive technologies without teamwork and employees looking to come up with new and exciting products the future is surely lost. Having the "bottom" 50% of the employees compete for limited positions can be dangerous or suicidal without the dominant position in markets that GE and Microsoft had. It also makes no sense to substitute internal competition and capricious manager behaviours for teamwork. It is the responsibility of managers to do as much as possible to make good hiring decisions, and then motivate and help employees to achieve their best performance with frequent helpful feedback, and to promote teamwork. This is the lesson Ford learned through its crisis and Microsoft is now learning....
