Senators Murphy and Cornyn have helped pass legislation on gun control and mental health, public safety, with the support of all Democrats and 15 Senators from Republicans including majority leader McConnell. This comes after shooting in their home states and the two shootings at an elementary school and a supermarket in Uvalde, Texas and Buffalo, New York. The bill passed the Senate 65 to 34 and crossed the 60 vote filibuster threshold which was a barrier in the past. Only two senators from the 15 Republicans are up for election this year, Romney faces an election in 2024, four are retiring and 8 senators of the 15 are up for reelection in 2026. This made a compromise possible separating those who wanted strict gun control from those who want no gun control from the compromise group to achieve a consensus that all could vote for.

US health care is not working. In UK and Canada the sytem is regulated in a way doctors and hospitals work togerhter to keep costs down. This is not happening in the US. insurers and doctors are pitted against each other and patients are in the middle. Insurers are also running about 70% of self funded employer plans that pay insurers a fee and are the responsibility of employers. Insurers then cut costs and do this for employers. Sel funded means employers pay cost of claims insurers merely get a fee. Patients are caught in the middle between Insurers and doctors/hospitals. The insurers cutting costs overbilling Medicare and skimping on payments, doctors trying to overcharge. Christopher Whaley, an associate professor at Brown University’s School of Public Health says- “We have a system of whack-a-mole, with providers trying to get paid and insurers trying to constrain costs—patients are caught in the middle,”  Obama exchanges to get people covered never thought through to come up with a better system and is a Band Aid. At some point the whole system ought to be scrapped and one built from scratch and designed to work so that hospitals and doctors provide best service at lower costs.   ...

The new president of India Droupadi Murmu is from the state of Odisha, formerly called Orissa. She is from a tribal community in the state and brings a new face for development through "sab ka vikas sab ke sath" new India's slogan today of development for all Indians through their own efforts, as it brings to the forefront the tribal communities all over India. The tribal communities in India have a population of 106 million or about 9% of India's population. In Orissa percentage of tribal is over 25%, in most of the northeast it is at least 25%, and in borders areas with China Arunachal 70%, Sikkim 34%, Jammu & Kashmir 12%. In key states of Madhya Pradesh 20%, Gujarat 25%, Rajasthan 13%. The strategic nature of the decision for the unity of India can be seen on how the tribal communities are critical parts of the northeast, the border areas,  and even of the central, eastern and western regions of India which most people are not aware of. Krauthammer says there is reason for optimism that the super committee of the August 2 Debt Ceiling and Deficit bill can achieve major results. The reason he says is that much of the work in key areas has already been worked out by the Simpson-Bowles Commission. This has also received extensive public scrutiny and discussion. Its now upto the committe to make some choices for tax reform. For the sake of efficiency and fairness this needs to be done. Efficiency is gained by closing the loopholes and the tax exemptions for mortgage interest deductions, health-care exclusion, and subsidies such as the one for ethanol. And in its place moving to lower tax rates, the 23% envisaged by Simpson-Bowles, or the 28% from the Reagan days, down from the 35% today. Fairness is gained by removing tax breaks for special interest groups that do much of the lobbying. The mortgage interest deduction can be phased out starting at $500,000 in the inital phase or using the plan for tax expenditures proposed by Martin Feldstein. Feldstein's proposal outlined in the New York Times on May 4, 2011, (see group for Feldstein) was to limit the reduction in taxes from deductions and exclusions to 2% of the person's AGI or adjusted gross income. The other part of the Committee's focus would be the structural changes to Social Security and Medicare- raising the Social Security and Medicare ages and changing the inflation formula, and means testing Social Security. Obama has already considered the raising of the age for Social Security and changing the cost of living formula....

US president's sweeping powers to use tariffs as a tool for policy when American people's jobs, communities, health, is threatened by fentanyl and concentration of manufacturing jobs in China, unfair trade by EU and Japan, is the issue presented to the US Supreme Court. The US president presented it in this way- tariffs as a foreign policy tool, not a way to impose economic policy in the form of a tax on American importers or buyers which is the power allocated to Congress by the US Constitution. Justices who mentioned these powers called them sweeping powers but would not say the word fentanyl or look back at the recalcitrant behaviour of Asian nations Japan and China when it comes to unfari trading practices, where the US could literally negotiate forever and get no result, or to the enormous concentration of manufacturing power and supply channels in China that not only ships out American jobs but leaves Americans at the mercy of foreign powers for cost of living. Nowhere was this more evident as during covid years and now in rare earths export restrictions from China. The Justices assumed it was just alright to ignore this or leave it unsaid.  The cost to American buyers is small because most of the tariffs are borne by foreign suppliers in China, Japan and Germany, who as in the case of automobiles unfairly benefitted for decades and are now bearing most of the cost of tariffs. The large business in the US have increased their margins so much in the 2020-2024 period that they are now bearing some of the cost of the tariffs, as reported in WSJ. So that inflation in the US is at 3.0 % in the US less than anticipated, when average tariffs are at about 10% overall, not what the headlines say of 15-20% because of the product exceptions made in the tariffs for each nation. Justice Roberts may be right when he says more care should be exercized in the placing of a tariff, but even Roberts and Justices Barrett, Gorsuch, Kavanaugh and others know that the US has used this as a last resort, as a policy tool to protect the American people. Sweeping powers need care and caution as Justice Roberts stated- “power to impose tariffs on any product from any country in any amount for any length of time. It does seem like that’s a major authority."   ...

Karishma Vaswani of the BBC provides this report showing sexual harassment in the workplace is increasing in Asian countries. A recent ILO report shows over 50% of women participation in the workforce. With more women in the workplace the threat is growing for women. As many offences are unreported-and more so with women who have never been in the workplace before- the 30 to 40% incidents reported to the International Trade Union Confederation (ITUC) for women workers in Asia-Pacific may be understated.

The culture in many Asian companies is also not friendly to women. A lot needs to be done to change this considering the slow progress to ensure a safe environment for women at work, and governments need to make this a priority.

The UK government's chief scientific adviser, Sir Patrick Vallance, says coronavirus testing has not been scaled quickly enough. Public health experts warn that Downing Street is in the position to face "an unforgiving reckoning." UK got off to a slow start.  Experts at Imperial College, London, say a major problem is the lack of contact trace, test, isolate. Contact tracing having fallen behind. The government is relying too much they say on an app from Google and Apple to do the tracing because for this kind of work humans are needed, "boots on the ground" are needed. South Korea and Taiwan have successfully used people to do the contact tracing by using access to cellphone carrier data that was made possible from protocols established in earlier MERS crisis. ...

The U.S. Labor Department reports that 4.4 million unemployed workers in the U.S. were out of work for more than one year. For the U.S. this is 30% of all unemployed. In some of the largest states about one in three unemployed workers have been out of work for more than one year. For New Jersey which has a 9.4% unemployment rate compared to 9.6% nationally, 37.1% were out of work for more than one year. Older Americans, the highly educated workers, are more likely to have longer stretches of unemployment. This is the situation in New Jersey and Florida where there is a larger population of older workers.

As winter approaches pollution reaches dangerous levels in New Delhi causing a public health emergency. Millions of anti-pollution masks are now distributed at schools, colleges, hospitals and local markets. As the weather cools a thick haze from car emissions and coal power plants builds up over New Delhi making it hard to see. The cool weather appears to trap the pollutants in northern India against the Himalayan mountains creating a stifling haze. Construction dust and smoke from paddy crop burned in the Punjab adds to the problem. This year it is getting worse than ever. Pollution levels are about 20 times what is considered healthy by the WHO. The air quality index hit 494 on November 3, 2019. Some parts of the city hit 1000 on the index. Over 500 is considered dangerous and "hazardous" to health. The government of Delhi and the state and federal authorites have taken some action to close schools, ban work at construction sites, implemented odd even license plates rule for cars entering New Delhi. A survey shows about 40% of residents of New Delhi wanted to move to some other city, and 16% want to travel this time of the year to escape pollution. ...

Under the law overturned by the US Supreme Court it was illegal to carry a gun openly and a permit was needed in New York to carry it concealed. Three Supreme Court Justices appointed by president Trump were of a disposition that opposed gun control laws- Gorsuch, Kavanaugh, and Barrett. The requirement under the New York law was that you had to show "good moral character" and "cause" to carry a concealed weapon or carry a gun openly. Many other states have such laws in California, Hawaii and urban states in the north east. Republican states are loosening gun control laws. This comes as many random shooting incidents are taking place in the US some in schools and grocery stores, the most recent being a shooting in Buffalo, NY. The vote was 6-3 after the Supreme Court for years had avoided hearing such cases based on Second Amendment rights from the Constitution that some had interpreted to include freely carrying guns without any common sense restrictions. This issue is second only to abortion as a cultural issue in the US on which sides are taken by the public including the Supreme Court Justices selected by Mr. Trump. Though not directly apparent these and issues of immigration, other cultural issues surrounding gay rights are putting those who would normally come together on issues of national interest on opposite sides when it comes to common sense support for everyday issues of feeding families, keeping workers employed in good factories at home, child care, education, health care, fair wages, restoring America's manufacturing leadership and bringing back manufacturing to the US. The emergence of Tech and tech companies, Silicon Valley, the finance sector in New York, has reinforced the prejudice in these opposing sides as Tech and the finance sector have largely embedded themselves into the Democratic side. Tech and finance sector employees with higher incomes have largely insulated themselves from the interests of ordinary workers and families creating a split Democratic party when it comes to supporting workers and families who form the vast majority of the American people. In a sense today the national interest is separate from these cultural issues and supporters of national interests can be found in both parties who can look beyond and above these cultural issues. It is also where many of these cultural issues can be resolved to some degree using common sense on which most informed members of Congress can agree. This is true for gun control as a group of bipartisan Senators from both parties are preparing gun control around common sense principles that today are even beyond the capacity of the Supreme Court of the US that itself now reflects a raucous public sphere. ...

Kennedy for a fair society that respects the work and dignity and quality of life of all Americans of every class and level of education. And oppose business monopolies, oppose efforts to restrict workers rights. There is a growing sense in both parties that the policies of Reagan, Clinton, Bush and Obama have not worked for ordinary people in America. These are seen as wasted three decades that plunged America into foreign wars, let manufacturing decline, reduced standard of living, let its infrastructure deteriorate. This is why president Biden has achieved remarkable success in putting together legislation with support from key Republicans including McConnell for chips, science, infrastructure and other investment spending. Leonhardt is hardly alone in seeing that this is the path America will take in the coming decades. What is significant now is that the culture and mental framework itself is being transformed. ...

The question what does the Remain Campaign do to tackle Leave's message of "Tell them again," is essential for the second referendum on Brexit to lead to a way out of the endless wrangling. The Times looks at this and comes up with the message - "Tell it to Stop" to address the growing fatigue with endless infighting in the Conservative Party and in Britain of some Leave voters. Many Leave voters now say they know better. The Conservative Party is more divided on the issue than ever and the infighting is only getting worse, turning off some Leave voters.  At the same time The Times suggests hiring some disenchanted Leave supporters to the Remain campaign, and moving it out of Remain supporting London. New connection has to be made with Leave voters concerns about unrestricted immigration into Britain. Voters who are concerned about Britain's place in the world, and any disconnect with EU leaders in France and Germany should also be addressed in a way that sends a positive image. A new face in Germany with AKK, Kramp-Karrenbauer as chancellor, would also help as the migration issue is made less toxic and a new framework of international relations is emphasized that reestablishes Britain's place in the world.  Remain has to have a strong message to counter "Tell them Again" to offer a way out of a mind boggling mess. This would include the ten or more years Britain would have to work its way through in negotiations related to complex issues, to make Brexit work, by which time much of the world will have moved on. ...

NY Times says of Google's Class B voting shares that have 10 votes per share giving founders Larry page and Sergey Brin control of the company that it is OK given their motto "don't be evil." Yet this advertisement of benevolence may just be a way of preventing close scrutiny of the company. Google through You Tube and Podcasts controls huge parts of the media space in 2024 in streaming services that are replacing cable television in 2024. What effect it is it having on public discourse in the US and is a separate class of voting shares a detriment to democracy? This report says NASDAQ and New York Stock Exchange oppose this and this type of Class B is because it was set up before Google went public. Frank Rich of the NYT thinks Obama's problem is not the GOP which is losing public support very quickly as the CBS/New York TImes poll shows, or the mortgage rescue plan and the shaping of new priorities in his address to the joint session of Congress which have increased in popularity for a people nervous about the economy, but the increasing unpopularity of the banks and financial institutions. His plan for financial institutions lacks the clarity and direction of his other efforts, says Rich. And Geithner who was protegeof the old boys Greenspan, Rubin and Summers who got the country into this disaster, is not the man who can convince the people. Therein lies the President's problem. He has chosen these people to come up with the solution to the banking crisis, and he has to sell this hugely unpopular solution with his advisors too timid and too complicit in the origins of this problem, that they have not been able to craft an effective plan. And the people who run these banking institutions are still running these institutions, and the people who run these auto companies are still running these auto companies, something that is hugely unpopular with the people as the CBS/New York Times poll shows. Only a new management, a new board, and a fresh clean beginning, and a convincing plan, would convince the people that another big bailout of $750 billion in banking "asset purchases" on top of the previous $700 billion bailout is going to work....

GM is making efforts to increase sales of its Cadillac luxury car division. Cadillac marketing has not produced results. $354 million was spent on marketing in 2009 for the Cadillac division, according to industry estimates. Yet only 109,092 Cadillacs were sold. Cadillac needs a younger look and feel- currently the average age of buyers is 62. As a comparison the average age for BMW owners is an estimated 49 years. Cadillac executives see a lot of work to be done on the product side, and the marketing and customer service side. Analysts see the need for more style and zip for younger buyers. A smaller entry level Cadillac is planned for 2012. Some of the comments made about the current models suggest that the larger models and styles that may appeal to an older customer base, may not be what a younger customer base is looking for. GM is addressing the problem of customer service at dealerships by having Marriott Intenational's Ritz Carlton division give training sessions to its Cadillac dealers. A Ritz Carlton customer service expert has given 9 training sessions in New York, Atlanta, Los Angeles and other cities to more than 2100 dealers and their salespersons. But this does not address the major problems of appealing to a younger demographic, which requires a major shift in thinking, and taking some risks with the product....

The WSJ covers men's falling enrollment in colleges, with a sharp drop in community college enrollment during the pandemic, in a recent report. The NYT look at this issue from the perspective of women pointing out that women have historically experienced a disadvantage. Women are shown to be struggling in lower paid professions, and underrepresented in higher income fields and positions. Seen from this perspective what is seen as a calamity for men is also not happening in a way that is providing visible advantage for women. Women stayed home more than men during the pandemic and were more likely to quit work during the coronavirus pandemic to take care of children when schools were closed. This was happening not just in the US, but also in Europe. The result is that both men and women have suffered setbacks during the pandemic. Biden's families and workers plan investment in America comes at a time of severe stress for families and workers. ...

In his commencement address to to 1000 cadets graduating from the US Military Academy at West Point, NY, DJT tells graduates to think big, take risks and hold on to the culture. He says president Dwight D. Eisenhower who graduated from West Point believed that it was important to think big the harder the challenge, as problems sometimes difficult to solve become easier to tackle when one thinks big at the larger problem. Other advice was to hold on to the momentum achieved in any task to move on to the next step which may lead to big results. And always living with thrifty habits and hard work that pays of with perseverance. A certain CEO of a large bank who has been around almost forever says most important in life is to go out and listen to people, talk to people, the only way to find out what is happening. He also says courtesy and humility are very important. These are not habits DJT mentioned at West Point but are very important in real life along with hard work and perseverance to achieve lasting results. ...

About 14 million people are in poverty or slipping below the poverty line according to Paritatische Wohlfahrtsverband, umbrella organization for welfare organizations. German per capita wealth is about 52,000 euros but there is growing inequality in wealth and incomes.  A household with 2 parents and 2 children is at the poverty line at 2410 euros a month or about 29000 euros a year. Social safety net under Hartz IV does little to help because it is set at 449 euros a month with 285 to 376 euros for each child. This is expected to go up to 503 euros a month per person in 2023. Even though experts say at least 650 euros are needed per month to live  with dignity. Under this system only 5 euros per day is set by Hartz IV for food, says DW.com, which is shocking. It means food of lesser quality or less food goes to the less well off. About 2 million people use food banks. Prices are up 12% in 2022 for basics such as bread, vegetables, milk and cheese. One study shows old age poverty is likely to affect 20% of Germans by 2036. The situation is bad for elderly, students and women. Women have worked part time reducing their income.  A student with federal funding gets 934 euros a month which is well below the poverty line. A new program for 200 billion euros is planned by German government to protect against inflation for households. Minimum wage is 12 euros per hour so that someone who works 40 hours a week makes 1480 per month in net income. After inflation this is close to the poverty line. Such is the situation for Germans today even after decades of growth and being seen as an export powerhouse. Compare this to the situation in India where the food program of the Modi administration continues to support food supplies that are adequate for feeding a family right through the pandemic for 800 million people and one sees that the idea of what is a rich or poor country is turned on its head. It is simply the will of the culture of a people and a country and its leadership that makes its limited or larger national wealth available to all its citizens, for the basics to fulfill the idea that "all men are created equal and they are endowed by their Creator with some inalienable rights to life, liberty and the pursuit of happiness," enshrined in the minds of Asia borrowed from America. ...

Jerry Muller, professor of history at the Catholic University of America, offers some useful insights into the nature of inequality in advanced capitalist societies and other parts of the world, and a clear eyed way to tackle the problem of inequality. Tackling the problem should be done in a way that preserves the economic protections for the middle class and the poor which are needed for capitalism to work- unemployment insurance, Medicare, Medicaid, Social Security, Earned Income Credit, and the Affordable Care Act. Much of this system is already in place in advanced capitalist societies. Incremental gains in this area will be much smaller and it is important to recognize the need for strengthening the economic engine that supports these benefits, says Muller. Economic dynamism has to be preserved and nurtured with human capital deployed in the best possible way, and competitiveness of countries increased. Each country and society has to find its own way of achieving this. The family matters, and matters a lot in taking advantage of educational opportunity, says Muller. The culture of different ethnic, immigrant groups, also matter. These differences were present in earlier periods in the nineteenth and twentieth century and are likely to remain. Strengthening the pool of human capital and deploying it is essential to progress. In an earlier book "Adam Smith In His Time and Ours- Designing a Decent Society," Muller emphasized the importance Smith placed on the civic duty of citizens to promote the welfare of the whole society, and the importance of education, family and moral character, with no substitute for the "general prevalence of wisdom and virtue." ...

Chinese companies are building railways, power projects, airports and other infrastructure in East Africa. This report looks at work in Uganda building infrastructure projects and exploring for oil near Lake Albert. Chinese state owned banks provide access to financing for projects and other infrastructure companies build projects using about 60% of labour from China, on low interest rates but with payment over shorter periods than with World Bank projects. The U.S. lags far behind in investing in African infrastructure which badly needs modernization. 

The drawback of debt load is being balanced by exploring for oil in Uganda and keeping the debt load manageable. CNOOC is exploring for oil near Lake Albert. Uganda received $1.4 billion from 200 to 2014, in 2015 another $1.9 billion for 2 dams, and now $2.2 billion loan for new railways.

India imports 2 million barrels a day of oil from Russia. It now faces the need to address the problem this has created for Germany and US seeking an end to Russian missile attacks on Ukraine. Without other leverage DJT and indirectly Germany are putting pressure on India to shift these purchases to the US and cut India's $46 billion deficit with the US.  India needs to accept that the reprieve it got during the covid years to import from Russia to help it control inflation at home would at some time come under increasing pressure from the US. That time may be now as DJT and Merz see this as the only few areas of leverage they have to get Russia to reconsider its position for settling the Ukraine war entirely on its terms. Just as in the India Pakistan war the current talk of nuclear escalation resulting from the Ukraine war has to be a major consideration for US, EU, Russia, China and India, all the world's leaders, to step back and see ways to work for an overall interest than in time to come will help these nations national interests.  It will require brave moves from India, China, the US and Russia. It is a sign of hope in Europe that the period known as the "Troubles" is over. Emma Little-Pengelly of the Democratic Unionist Party in Northern Ireland has dropped the boycott of the Assembly. She is assuming the post of second minister.  Little Pengelly says that we are shaped by the past but we are not defined by it. The party with most seats in the Assembly gained by looking out for people of both communities for housing and other basic needs is Sinn Fein's Michelle O'Neill. This is a new form of what PM Modi has called "Nari Shakti" or women's outlook and strength in Britain bringing peace and development to the island of Ireland. The Indian parliament was recently opened by a woman president Ms. Murmu and the Budget presented the next day by Ms. Sitharaman. Michelle O'Neill says we are not asking to move on, we are asking only to move forward. Such are the changes happening on opposite ends of the former British Empire as Modi moves forward with "sab ka vikas sab ke sath," development for all by all, and in Ireland with release of $4 billion by the Sunak UK government northern Ireland can move forward with meeting people's needs. Both Catholic and Protestant communities are asked to work with each other under the Good Friday Agreement and power is shared for helping people of both communities get better housing, education and other needs for themselves and their children. ...
