The 64 mile highway known as the Gardez-Khost Highway has cost $121 million upto this point. The final cost is expected to reach $176 million. At $2.8 million a mile the cost overruns on this projects are over 100%. Parts of the road run through Taliban territory and may never be completed. Security for the project has cost $43.5 million, according to USAID officials. This involves among other things payments to a local figure named Arafat. The road connects two provinces, Paktia and Khost, and runs through rugged mountain terrain at 9000 feet. At the original estimate of $69 million it was considered a good investment for linking these areas to Kabul.

The Fed announced that it will review compensation policies of 28 of the large complex banking organizations in the USA. The review will be an horizontal one that compares them to each other. The other significant move is that the Fed wants to see employees who take greater risks and use large amounts of borrowed money, to receive negative points in evaluating how well they have done, and consequently to be compensated less than other employees who earn money for banking firms while controlling the risks associated with transactions. This ties in with the discussions at the G-20 meeting in Pittsburgh, where the Europeans pushed for tighter regulation on bonuses and pay, to control the excessive risktaking of banking firms. This is because the prevailing culture in global financial institutions is a high risk high return culture, which ignores the social consequences of bad decisions. There is no cost to individuals taking the risks on other people's money, and regulations discouraging risk are not in place. The question remains, is this an adequate response to prevent future crises, or too little too late? If the banking community does not see it this way, and financial regulation is watered down in Congress- see the links to this- then it will much like Don Quixote swinging at windmills. In this sense the title of this piece is a misnomer, as the Fed has not hit banks with sweeping pay limits. It only said it would review pay practices. It is jawboning of the mild kind to show the public something is done. See Paul Volcker's point that pay practices would adjust and desirable goal of less risktaking and reasonable salaries would be achieved by separating deposit taking banks from banks engaged in trading activities. Similiarly, the governor of the Bank of England, Mervyn King, made the point recently that the biggest banks should be broken up. That is supported by the intuitive sense of experts that banks engaged with depositors should be engaged in the social functions of society, lending and supporting economic activity, and the trading desks of investment banks should operate entirely separately from this. One should be insulated from the other. In this sense there is a bit of evasion in these actions. A Wall Street capture of regulatory activity continues, of regulators and senior economic advisors in the administration, as the coziness between the two lingers on from a previous era of deregulation. This has the potential to cost the country and the global economy dearly in another crisis, and the jobless and young jobless people especially. In this economy both in Europe and the USA, the jobless young have been left with the least hope. ...

Browning points out the record Dow Jones Industrial Average (DJIA) average was not in 2007 but in 2000 when adjusted for inflation- on Jan 14, 2000. Since 1994 consumer prices measured by the Bureau of Labor Statistics have risen by 55%. Using 1994 dollars the March 5, 2013 closing DJIA average is at 9256, the 2007 high at 10194, and the record on Jan 14, 2000 at 10424, according to calculations made by Bespoke Investment Group. In inflation adjusted terms these calculations show the Dow barely making any progress in relation to the 2000 figure. When dividends and taxes are included, Browning says the inflation adjusted Dow is still not back up to the 2000 level. For retirees and sensible investors the real value of this money has to be taken account. Yale University professor, who founded the CAPE cyclically adjusted P/E, confirms what Browning says in an article in the WSJ March 10, 2013. There Shiller says that the inflation adjusted S&P 500 index has not made it to the 2000 level, so that investors have not made up for money lost in inflation in 13 years....

His views on the U.S. central bank, the Federal Reserve, such as "ending the Fed" are crazy- actually Ron Paul's legislation on auditing the Fed is gaining credibility, and Fed policy is viewed skeptically by both the Tea party and Occupy movement, as well as some in the Federal Reserve such as Kansas City Fed chairman, Thomas Hoenig, and respected economists such as Alan Meltzer of Carnegie-Mellon University.Ron Paul is anti-military- Paul has support from servicemen in the military and raised more money from them than any other candidate including Obama. Ron Paul has youth support because he is against the war on drugs- the war on drugs has not worked that well and new approaches are needed. His support among youth comes from a believing that individuals are better at making the right decisions, his idealism, and his faith in making the U.S. a better place. ...

And I’m looking at people from all over the country here. So I don’t need to tell the folks who are watching this what fentanyl has done to families, to kids in our country, and the need to take seriously stemming the flow coming into our country and addressing that extraordinary and tragic issue in terms of its effect. The bill would have allowed us to have more resources to prosecute transnational criminal organizations. And it would have been part of the solution. And Donald Trump called up those folks and said, don’t put that bill on the floor for a vote. He blocked the bill. And you know why? Because he preferred to run on a problem instead of fixing a problem. And he has put his personal political security before border security. Because understand, even in the intervening months, what that bill would have done to give support to folks who care about this issue. The White House is considering steps to limit access of graduate students from China to highly sensitive technologies being developed at American Universities.  About 1 million foreign students study in the U.S. and about one third are from China. An incident at Duke University involving technology that was being developed for radar detection of jets is cited in this report. Under measures being considered are restrictions on private research facilities in the U.S. and putting a large range of export goods under the existing restrictions. The main focus is the "Made in China 2025" program which forms the basis of a loss of technological advantage for the U.S. as seen by the White House. This is part of the trade negotiations with China and adds an additional aspect to the negotiations make them even harder.

The deputy chief medical officer, Dr. Jenny Harries, asks people in Britain to limit themselves to what is sensible and not what is possible, to use common sense, so that reopening works. The Housing Secretary, Mr. Jenrick says the room for maneouvre is limited with the reproduction R ratio for Britain at somewhere between 0.7 and 0.9. There is also a lag period for data making it so that the current situation is not known. Germany's after reopening is now estimated by Robert Koch Institute at 1.14 so that there is some shift to be expected as the opening happens, the idea being to limit this to around the 1.0 figure. Britain reopens cautiously and in  in a patchy way with primary schools reopened, and people from different households allowed to meet in groups of six as long as they stay 2 metres apart. Outdoor markets and car showrooms are also reopening. Bernanke in reflections on his policies for quantitative easing in response to the 2008 financial crisis, says the policies were intended to protect Main Street and the average American, even though this is not readily apparent. He says the policies did not lead to inflation as critics have stated, and one has only to look at today's inflation statistics to know this- referring critics to the government CPI report in Jan 2014 that consumer prices went up by 1.5% in 2013 and less than 2% for 2012. Bernanke says he hopes he took the right actions, and still retains the conviction that the American economy will recover losses from the 2008 financial crisis- even though the answers to this questions won't be seen for some time.

Putin believes NATO and European leaders had promised no expansion to Gorbachev before the Soviet Union collapsed. Archives from 1950 show that NATO was formed as Soviets expanded after World War II. At the time Truman took up defense of Turkey and Greece from Soviet expansion. As Eastern Europe became part of the Soviet sphere the situation went on from 1950 to 1990 of 40 years with regional wars in Korea, Vietnam. The Russian leaders including Putin who set Russia on the path to economic recovery had a deep sense of loss of respect as Russia was treated as another European country by Netherlands, Britain and France, Germany former colonial powers that had difficult relations with Russia. It is this deep sense of loss of respect that these leaders felt after the Soviet Union collapsed and Russia suffered economic and political decline from 1990 to 2000 which was reversed by decades of economic growth. This was a period of economic growth in China. As China asserted itself in Hong Kong, Russia pushed back in Crimea and Ukraine regions that had long ties with Russia of language and culture. Had western leaders disbanded NATO and formed a new alliance with new goals with a vision for peaceful coexistence with Russia in the east the situation could have turned to be different. In 2025 the European powers Germany, France and Britain are not willing to see Russia gain points from the outright invasion of Ukraine presenting new obstacles to a peaceful settlement. Ukrainian sentiment is also a factor as giving parts of Donetsk would be unpopular.  ...

Congress is in a bipartisan mood to take action. One solution is removing algorithmic news feeds, removing the effect of algorithms in information that is put out. Another solution is the breakup of the company and removing the algorithmic feeds. Keeping social media organizations out of the news and information business is an effective solution, as coming up with solutions that accomplish this would remove the social ills that affect American, European and Indian society today. It would restore the situation that existed before the emergence of social media such as Twitter and Facebook that distorted news and media information and improperly took much of the space that long established news organizations had carefully developed for a hundred years.  ...

Francois Fillon wins 44% of the vote to Alain Juppe at 28.6%.  Mr Sakozy suffers defeat in the election primary after 3 presidential debates in which Fillon's "statesmanlike" image came across better than the flamboyant style of Sarkozy. Another factor is that Juppe is seen as too close to former president Chirac and suffered from his effort to make changes and job cuts as prime minister under Chirac. Fillon is less well known which turned out to be an advantage. Fillon has the support of traditionalist Catholic groups. Fillon's platform is for 500,000 job cuts to reduce the large size of France's public sector, remove the wealth tax imposed by Hollande, reduce taxes, increase work week to 48 hours maximum and scrap 35 hour work week, gradually raise retirement age to 65, increase business incentives to improve economic growth. On the idea that America is losing faith when it is losing churchgoing people it should be said that during the Second Awakening in the 1850's America was struggling against the sin of slavery. The country and Evangelicals rallied around Lincoln who had an unconventional idea of Christian beliefs coming directly from reading the bible not churchgoing.   Lincoln was denied the Whig nomination for Congress in 1843 and faced Evangelical opposition in the 1846 Congressional election which he won against an evangelist Cartwright, because of his unconventional views on Christianity coming from reading the Bible. The Lincoln Association of Springfield reports that during the dark days of 1862 Miner tells Lincoln that Christians are praying for you as they have never prayed before, and Lincoln replies "If I were not sustained by the prayers of God's people I could not endure this constant pressure. I would give up hoping for success."   Americans are less church going today than at previous times in history about 40 million Americans have stopped going to church in the last 25 years. This is evident among Presbyterians, Episcopalians, and Southern Baptists. White and Black congregations are affected in the same way, though less for Hispanics. Pew reports 63% of people in America identify as Christians, down from 78% in 2007.  ...

Cheng Li calls it the most significant happening since the Lin Biao incident in 1971 and Tianmen in 1989. Brookings Institution offers this discussion of the Bo Xilai episode with Cheng Li, China expert on its economic and political elites. Cheng Li rejected the idea that China at the time in 2012 reflected "resilient authoritarianism," instead anticipating problems such as Bo Xilai emerging as a demagogue putting China in an ultranationalist and uncertain direction. This happened during the transition to a new team of leaders led by Xi Jinping in 2012. Xi could see the corruption in the CCP and the hypergrowth in China causing problems of irreparable environmental damage (now climate change), regional inequality, and offering an opening for demagogues to step into this mix of problems. Xi  acted devising policy shifts away from Hu Jintao and Wen Biao of the Bush-Paulsen era and pushing away from focus on rapid growth, shifting to counter inequality, unstable dependence on construction and housing, and excessive debt of that period. Little mention is given to this in NYT Chris Buckely's version of US-China relations in today's NYT (November 13, 2023). ...

It says the rising racial diversity and increase in college graduates were only two factors helping Obama and this also was in doubt in 2012. The 2009 financial crisis had led to high unemployment and poverty among Hispanic households and also affected black people. The soured economy put Obama at risk in 2012. The rout among white working class voters for Obama in 2012 turned into a complete rout for Clinton in 2016. The Obama coalition looks like a one time affair and an aberration in America where white non college graduates almost all vote Republican. By putting white working class and factory voters firmly in the Democrats camp as they were for the last century and building a strong economy and manufacturing Biden now brings back the America of TR, Wilson, FDR, Truman and Eisenhower. By putting the struggle to improve the lives of working people at the heart of the democratic process Biden is rebuilding the America that transformed a less developed agricultural nation into a modern industrial economy. ...

The economic crisis in Turkey in 2022 wiped out half of the value of the lira. Inflation surged. The war in Ukraine hurt Turkey as it is dependent on Ukraine for grain supplies. The surge in fuel prices and the weaker currency meant higher inflation and more of its scarce foreign reserves going to imports of oil and gas. Net foreign reserves dropped to $6 billion in July, coming back up to $26 billion by December 2022.  President Erdogan maintained close relations with Russia to have access to  Russian oil and gas. Turkey has increased exports to Russia by 45% including clothing, household appliances and electronics. Russia is considering postponement of $20 billion owed for natural gas imports. And Russia transferred $5 billion to Turkey in July for a nuclear plant, with $10 billion expected later on. This helps cover the more than $100 billion the Turkish central bank used in 2022 to support the currency Lira. Erdogan's foreign policy has been to act as an intermediary in a UN negotiation for opening the Black Sea shipments of grain from Ukraine and fertilizer exports from Russia. This helps Arab countries in North Africa including Egypt which depend on Ukraine for vital grain supplies.  Everything Erdogan does says a former foreign minister is designed to push up his poll ratings which have risen about 5 percentage points from a low of about 39% in January of 2022 to about 44%. Inflation at 57% in Jan 2023 is still hurting ordinary people in Turkey and the outcome of the May 2023 election after 20 years of Erdogan in power is uncertain.  ...

IMF Managing Director, Christine Lagarde says Greece should have 2 more years to achieve the deficit targets. Speaking at a news conference during the annual meeting of the IMF in Tokyo in Oct 2012, Lagarde said: "it is sometimes better, given circumstances.. to have a bit more time... This is what we advocated for Portugal, it's what we advocated for Spain, and it's what we are advocating for Greece, where I have said repeatedly that an additional two years was necessary for the country to actually face the fiscal consolidation program that is considered." A two year extension would add an estimated 20 billion euros to the financing cost for Greece, at the same it improves the chances for growth and means having a program that is more likely to work.
