China with 4 times the population has 1.6 million people in prison. The US has 751 people in prison per every 100,0000. It varies a lot within the states Louisiana at 1138 per 100,000 and Maine at 273 being the lowest, Minnesota at 300 is more like Sweden at 80 per 100,000 people.Interestingly it shot up in 1975, for a long period from 1925 to 1975 it was about 110 per 100,000. Explanations are given such as the war on drugs but only 500,000 are in prison for drug offences, so its only part of the explanation. tougher sentencing, availability of handguns and higher murder rates, and even the election of judges who respond to public opinion favoring tougher sentencing, are all given as answers. Interestingly Canada's crime rates parallel those seen in the US but the imprisonment rate has been stable for the last 40 years according to one expert Mr. Tonry. He says that english speaking countries have higher prison rates than French and other European peoples. Higher prison rates for black people are known to be the case in English speaking countries but no figures are given here. This is part of the problem....

All food in restaurants and pubs will soon be required to post the calories count on menus, starting with the bigger chains. Boris Johnson says he is supporting the NHS and the national campaign for fitness and cutting out all the unnecessary calories that have crept into people's food habits and intake. He never intended this but Johnson like others have learned from one experience that has compressed several lifetimes of experience trying to recover from the virus without the fitness of body that is needed.      ...

Benie Sanders, Democratic Senator from Vermont, says the situation worsened for incarceration during the Clinton years when a policy of building prisons and increasing law enforcement was adopted. The 2.2 million persons in prison today are double that for the years before the early 1990's, said Sanders. Under president Clinton the 1994 Violent Crime Control and Law Enforcement Act was passed creating tougher penalties for drug offenders, and putting $30.2 billion for more police officers and new prisons. Hillary Clinton called for putting "an end to the era of mass incarceration." Adding in other remarks that missing African-American men means "missing husbands, missing fathers, and missing brothers."

New legislation in the Italian parliament introduced by prime minister Renzi would give the party winning 40% of the popular vote extra seats to reach a majority of 340 in the 630 seat Chamber of Deputies, lower house of the Italian parliament. If no group gets the 40%, a run off is to be held between the 2 largest parties to determine who gets the absolute majority. The new law also turns the upper house, the Senate into an assembly of local representatives, and makes the lower house, the Chamber of Deputies the one that runs the country. The new law would go into effect in July 2016.

Sources cited in The Times say that in seeking the resignation of chancellor Javid British prime minister Boris Johnson wanted to avoid early on the situation that existed between prime minister Cameron and Chancellor Osborne of differences in policy. There were differences between Mr. Johnson and Mr. Javid on balancing the budget and the appointment of the Governor of the Bank of England. Mr. Johnson and adviser Cummings wanted looser fiscal rules to achieve the levelling-up agenda, infrastructure spending, than Mr. Javid.  A decision on HS2 was to come from the prime minister alone not the chancellor. The organizer Nicholas Ferrand says the project was done by using the best know-how in France on how to best respond to the challenge of urbanization in 21st century. It uses low carbon concrete, wood structures and geothermal heating to cut carbon emissions in half compared to conventional methods. It is located by the river Seine in a regeneration effort in the economically deprived suburb of Seine-St-Dennis. The suburb also holds the national stadium and is the poorest and most crime ridden of France.
