The Free Democrats led by Christian Lindner are polling about 4% a week before the elections in Germany. Sorkin discusses the speech made by Hillary Clinton at NYU's Stern School of Business on her capital gains tax plan to encourage long term investing by giving the current tax break of 23.8% tax on capital gains for the highest tax bracket only in year 6 following the investment. Hitachi supplied signalling technology components for safety on China's high speed trains. Hitachi was the supplier to Beijing based Hollyss Automation Technologies Ltd., which is one of the two suppliers along with China Railway Signal & Communication Corp (CRSC) for the signalling equipment. To protect its proprietary technology from competitive threats Hitachi uses zumen or "black box" so that the components cannot be reverse engineered. Experts say that as a result Chinese engineers did not have a good grasp of how crucial aspects of the safety tecnology worked, leading to the collision of two bullet trains in 2011. The key components of the ATP, the Automatic Train Protection, the onboard brain on the trains, was supplied by Hitachi. Engineers at French company Alstom SA's China operations say China needs time to master the complicated technology acquired in the last seven years of the high speed rail program.

It offers quieter ride and dependable quality, but it lacks the new technological advances such as turbocharged motors, direct fuel injection, stop-start systems, and lithium battteries on new hybrids, features on the new Ford Fusion models. Ford, GM, Hyundai and VW are all competing with newly designed models. With the fierce competition it is difficult not to see Toyota struggling with the same problems Ford faced when it failed to innovate with the old Ford Taurus model two decades earlier.

The Crimea was at various times part of the Greek and Roman Empires as Taurica, the Mongols, the Khanate since 1400, and part of the Russian Empire since 1783. About 60% of the population is Russian in the Crimea, 12% Tartars. Under the Soviet Union it was first the Crimean Autonomous Socialist Republic till 1945 and then Crimean Oblast, an administrative region of Russia. It was made part of Ukraine by Russian premier Krushchev in 1954, Krushchev himself being a Russian who came up through the Ukrainian Communist party. In Dec. 1991 a referendum was held in Ukraine, 54% of Crimean voters favored independence from Russia. Crimea remained part of Ukraine with autonomy including its own constitution, and legislature. A 1997 treaty allowed Russia to base its Black Sea fleet in Sevastopol, Crimea.

President Macron of France puts forward the basic building blocks for an agreement to reduce tensions with Iran. In a speech to the General Assembly of the United Nations he says that there should be negotiations between Iran, its regional neighbors, the U.S. , European countries and China. The Obama period nuclear deal of 2015 failed because of a lack of a comprehensive settlement and including Iran's neighbors in the region. Macron pointed out that the U.S. approach under president Trump of "maximum pressure" with tighter economic sanctions has produced a response from Iran of maximum pressure on its neighbors, including the attack on Saudi oil facilities with drones that took out half of the Saudi oil supplies. Macron put forward five issues for negpotiations to focus on: certaity that Iran never acquires nuclear weapons, solution to the Yemen civil war, a regional security plan that addresses other conflicts, ensuring security of maritime navigation especially in Straits of Hormuz, lifting of economic sanctions. He pointed out that "today we have a risk of serious conflict based on miscalculation and disproportionate responses." Mr. Trump even alluded to this when he told reporters after the dismissal of John Bolton as National Security Adviser, saying Bolton made Trump look like a voice of moderation. A lot depends on who are the advisers and whether moderation is exercised on all sides.  Macron, Merkel and Britain's prime minister Johnson met with Rouhani on the sidelines of the UN meetings to encourage dialogue. Countries likely to be severely affected by oil shutoff through the Straits of Hormuz are Japan, South Korea, India and China, and are quietly pushing for an easing of tensions.  ...

Ryan Tracy and Anthony DeBarros try to address the question of patchy internet service for America's heartland, rural areas from the prairies of Iowa to the west, and in the south and southeast. Public funds were allocated through the Rural Digital Opportunity Fund for broadband service with the latest optic fiber technologies in 750,000 census blocks in all states except Alaska in the US. This was supposed to bring digital internet with fast speeds enjoyed by urban users to every American home. Instead after this and another program the Connect America program why is internet service serving some customers and not others in rural areas, with patches of areas in each rural part of a state without internet service at the speeds one should expect for streaming and other uses? This WSJ research looks at data and conducted interviews on this important issue and found that internet service providers were given public funds by the FCC yet allowed to pick customers leaving some customers out. FCC rules till 2021 did not require service for all customers equally as long as they provided service to a minimum number of locations statewide say former senior FCC officials. One senior former FFC official says it is not surprising that companies made the decision to do the bare minimum required.  In Heavener, Oklahoma this meant that during the pandemic and lockdown when schools were closed the lack of good internet service affected learning from home. Many students could not get online from home. In 2021 another effort was made. This time funds will not go through the FCC but through the states. The Biden $1 trillion infrastructure spending for workers and families includes $42.5 billion for a rural broadband program in America. This WSJ report does useful service to America by putting the spotlight on one of the issues that divides America today the gap between the quality of life in rural vs. more affluent areas of urban America. It also shows that it is the federal bureaucracy that is at fault in this case for poor internet service in rural areas. Careful attention to this is needed so that rural America gets the attention it deserves from the prairies of Iowa to the mountains, the breadbasket of the country, and the heartland.   ...

Paul de Grauwe, a economist at the London School of Economics points to two problems with the June 28, 2012 EU deal that allows the EU rescue fund to buy Spanish and Italian bonds and provide capital aid directly to Spanish banks. One is the limited funds of the rescue fund, European Financial Stability Facility or by its other name European Stability Mechanism. The EFSF or ESM lacks credibility because it lacks resources, it has only 248 billion euros, and has to first raise money in the bond markets. A better approach would be for the ECB to buy Spanish and Italian bonds aggressively, allowing a smaller spread between these bonds and the German bonds, says Grauewe. Germany is the largest shareholder at the ECB and opposes this move as a form of mutualizing of debt in the EU. Grauwe's recent paper shows that the depressed bond conditions for Spain and Italy are driven largely by a psychology of fear and not hard true economic numbers. Christopher Marks, global head of debt capital markets at BNP Paribas, says it is important to create the confidence to get longer term core investors such as pension funds, sovereign wealth funds and insurance companies back into this market for Spanish and Italian bonds by reducing volatility and yield. These longer term investors have left the market creating a severe problem. The shorter term investors, who came into this market in the last 1-2 years, are now the loudest voice saying Spain and Italy are likely to fail. These shorter term investors are either selling these bonds short or getting credit default swaps. A big problem coming out of the June 28, 2012 agreement, is that it is short on details. The details of how the rescue fund will operate, its funding, and the conditions for making making direct loans for stakes in banks or buying government bonds are still to be clarified. Germany's Constitutional Court also will rule on how this would be conducted and the Merkel government would continue tough negotiations on the details creating added uncertainty. ...

Problems facing India as it searches for a way to modernize the country, build infrastructure, and create strong jobs growth. Glaring weaknesses are evident in a number of areas which have not been addressed: a weak public education system, food poverty for people at the lower end worsening with today's 10% food inflation, child malnutrition, weak infrastructure building capabilities, growth in services but not enough in manufacturing to create jobs, a growing black economy, and a general acceptance of illegal behaviour that has increased with the increase in opportunities for corruption and bribes in a growing economy. The political governance is weak. The dependence on smaller regional parties in ruling coalition governments weakens initiative at the federal government level. The general lack of new political leadership, and the failure to develop new leaders in the Congress party because of the six decades long presence of the Nehru family. Some striking facts- the role of the black or underground economy has actually increased over the years. Arun Kumar, chairman of the Center for Economc Studies and Planning at Jawaharlal Nehru University in New Delhi, says his estimates show it was 40% of GDP by 1996, and 50% by 2006. This means more business activity evades direct taxes, and less money is available for investments in education, infrastructure and healthcare. It also indicates a widespread tolerance of illegal activity and corruption. The other striking facts are that the calorie consumption by the bottom of the 50% of the population has been declining since 1987, according to a 2009-10 economic survey by India's Ministry of Finance. The modernization of the country appears not to be following the path taken in East Asia- by Japan, S. Korea and now China- where people moved in large migrations from farms and rural areas to cities and manufacturing jobs, resulting in gradual urbanization. Manufacturing in India is only 16% of GDP in 2009, the same as in 1991, according to the World Bank. Certain regions are doing better than others- Gujarat and the Punjab in the north, Tamilnadu, Karnataka in the south- with large population areas in Uttar Pradesh and Bihar lagging behind badly. ...

Speaking in the House of Commons Theresa May showed no flexibility to reconsider her decision to present a 558 page Brexit document detailing the negotiated agreement to parliament for a vote, even though it lacks the support of the Labour Party and prominent Conservatives in her government. Two Brexit Secretaries have resigned. The Transport minister resigned calling for a second referendum on Brexit. May continues to stick to her basic argument that she is following the wishes of the British people given in the first referendum. Even though she is Conservative MP for Maidenhead supporting Remain, and campaigned to stay in the European Union. Wesel says May has proved once again that she has an unrelenting stubbornness. Lacking even the ability to take into account the variety of opinions carefully presented in parliament from different angles by MP's. Once May has latched on to an idea there is no way she can be drawn off her course, and she has continued saying it is in "the national interest" at every turn without defining this in the particular context. The session in the House of Commons clearly showed Brexit's flaws, as in reality the Conservatives themselves have serious misgivings about the far right Brexiters push for separation without clear understanding of where this takes Britain and the British economy. The Labour Party sees this as an opportunity for a change in government. ...

Bob Dylan is the first American to win the Nobel Prize for Literature since Toni Morrison in 1992.  This is the first time it is awarded to a musician. The award was given for "new poetic expressions within the great American song tradition." Born as Albert Zimmerman in Minnesota in 1941, Dylan took the name of the Welsh poet Dylan Thomas for his musical career. In announcing the prize Sara Danius of the Nobel Prize Academy said Dylan wrote "poetry for the eyes," citing his album "Blonde on Blonde." The strange story of an aging ship in extremely bad shape from a Black sea port in Georgia with a 2750 ton shipment of ammonium nitrate with a crew on unpaid wages making its way to port Beira in Mozambique in 2013. It is leased by a Russian owner living in Cyprus who would make $1 million for transporting the shipment to Fabrica de Explosivos de Mozambique. It makes an unscheduled stop in Beirut after problems with seamen on the crew to pickup some heavy machinery which might help pay the ship's crews wages. The machinery does not fit and in any case the ship is in such bad condition and cannot handle any machinery.  The port authorites are interested only in the docking fees which the indebted Russian owner does not pay and abandons his leased ship. The port of Beirut impounds the ship for unpaid docking fees which turns out to be the reason the ship remains in Beirut harbor. The ship fails shipping standards and takes in water, it remains in Beirut harbor till 2014 when the ship sinks. Before that the Beirut authorites for some strange reason unload the ammonium nitrate and leave it in Hangar 12 warehouse where it remained till it exploded yesterday. The authorites never gave much thought to the ammonium nitrate and its dangers till after unloading it. After unloading no one accepted responsibility. The Russian who had leased the ship was living in Cyprus and took no responsibility. The government of Lebanon also did not know what to do with it.  Repeated attempts by the port authorites asking the government to take some action for disposal fails to lead to any action. There is now a sense that Lebanon is a failing state because of the nature of this incident.   ...

Inflation went upto 15.7% in February in Vietnam, the highest in 13 years. The dollar peg of Vietnam's currency helped to boost textile and electronics exports because they were chaeaper than products made in Thailand or Malaysia, the dollar being pegged by the central bank and its being allowed to rise or fall 0.75 a day.But now its boosting inflation as the dollar loses value and Vietnam's central bank widened the narrow band for the dong to 1% from 0.75 %, and the bank says it plans to expand the band to 2% for a rise or fall in one day. The black market rate has devalued the dollar by 3% since March 10, 2008 to 15500 dong to a dollar. Most Vietnamese ae now trying to get their hands on dong and exchanging dollars. The dong's increase in value will help reduce inflation but exporters who get dollars see their revenues in dong fall.

Inflation on an annual basis hit 27% in June. The central bank widened the band it alloed the dong to rise or fall against the dollar each day from 1% to 2% and announced a devaluation of 2% in June 2008. At this time the dollar buys 19000 dong on the black market compared to the official rate of 16600 dong, and the official rate is climbing up to the higher unofficial rate. A large part of the inflation is caused by a flood of foreign investment and bank loans to state owned companies, and the spending by state owned companies. The state owned companies like the Vietnam Shipbuilding Industry Group are controllinng their spending. Some of the inflationary influx is investment from foreign manufacturers trying to escape rising costs in China, showing the risks if this and other factors are not carefully managed. Recently Greenspan advised Vietnamese premier Nguyen Dung to mop up the liquidity surge and restrict spending by state owned firms.

Russia begins evacuation of residents of Ukraine as the city becomes a war zone. The war on the Dnieper river in the south of Ukraine near the Black Sea enters a new phase as Ukraine seeks to preserve its coastline on the Black sea ports including Odessa. These ports are its lifeline to Western Europe and the world to ship its grain and food that supplies the Middle East and Africa. This makes it a vital connection for Turkey, Egypt and other parts of Africa that depend on Ukrainian food supplies. Any future peace agreement is likely to take into account this food connection. The other connection Ukraine seeks to preserve is its industrial region in the east in the area around Kharkiv.

From 1882 Chinese who build the railroads were kept out of the country under Chinese Exclusion Act till Kennedy in the 1960- as policy applied to all Asians- making it a mystery how the SC decision of 1898 gives automatic birthright citizenship to people of foreign countries born in the US.   ...

Most migration is to Auckland and towns in the interior look scenic such as Dunedin but are increasingly seeing people leaving for lack of prospects, lack of pay raises and high cost of living, poor public services.
