Italian born Canadian Sergio Marchionne, a former tax consultant turned auto executive who joined Fiat in 2004, planned the acquisition of Fiat in 2009. GM's payout to Chrysler following a decision not to acquire Fiat, and the U.S. government's need to merge Chrysler with another auto company after a bailout, gave Marchionne the opportunity to acquire Chrysler on favorable terms. Hard bargaining with the government led to acquiring Chrysler for free, using the $2 billion from GM to show the government that it would make the needed investments to bring Chrysler back from bankruptcy. This decision, the bringing in of outside talent, and the revival of the auto industry following the bailout, has led to the success of Fiat Chrysler.  Sergio Marchionne had the right instincts to persuade the government that Fiat with its small cars including the Fiat 500 was the right company to run Chrysler, and supporting president Obama's fuel efficiency goals gave him the right credentials with the Obama administration. A chain smoker of cigarettes who also gulped down espressos, her was a workaholic sometimes carrying 5 smartphones. He passed away at the age of 66 from health complications. Ironically the Dodge Dart was presented as the car that would get 40 miles per gallon. Other efforts at fuel efficient automobiles have not happened in the way it was envisioned by the Obama administration. The Dart did not become popular. Only the redesigned Fiat made it as a hit in Europe. The plan to import small Fiats to the U.S. remained only on paper. As the auto industry revived Marchionne canceled plans to make nearly all of the Chrysler cars and shifted production to more popular Jeeps and Dodge Ram, a move followed by Ford and GM. Fuel efficiency issues from the bankruptcy period are still alive today with the decision to leave small car manufacturing to Japanese and German carmakers, and the efforts of the Trump administration to turn back the Obama administration fuel efficiency targets.  ...

Rising fuel prices are altering buying patterns across airlines, autos, food and other businesses says this report in WSJ. With prices at over $5 a gallon the impact is being felt across the US and other economies. Export of oil from the US for arbitrage opportunities and lack of growth in the shale industry with price volatility, is resulting in shortages of supplies and higher prices. About one fifth of the 8.3% inflation increase in April 2022 in US was from oil price increases. Similar patterns are seen in Europe and other countries. Inflation is expected to last through 2023.

Pent up demand for travel after the pandemic lockdowns means travel by car and by airline is increasing at a time of higher inflation and oil prices. Motorists in the US are making more frequent trips to gas stations as they fill up for a specific dollar amount.

Even if a automobile part for assembly is manufactured in the U.S., the subparts may be sourced overseas. This makes it extremely difficult to pinpoint the country of manufacture. Toyota Siena is 90% sourced with US and Canadian parts according to the U.S. National Highway and Traffic Safety Administration. The Ford Mustang 2005 by contrast uses 65 %US and Canadian parts according to NHTSA. There is a publicity war between the US makers and the Japanese with commercials arguing about who is more American. According to the Japanese Automobile Manufacturers Association $28 billion is the amount of cumulative investment in N. America and $45 billion is the amount of annual purchases of parts, so that 67% of the Japanese brand cars sold in N. America are made there. A graph from National HighwayTraffic Safety Association shows the Average percentage of auto parts made in the US and Canada for cars sold in N. America. It shows 2 interesting things. 1. That the US makers GM and Ford are closer to 80% and the Japanese makers Toyota and Honda are about 70%. So American makers still have more American content. Note though that Nissan is only around 54 % domestic content, significantly lower. Its always been a much weaker competitor than Toyota, and its sales recently have been sluggish in the US. The Koreans are not shown here but its quite possible that their content is closer to Nissans than to Toyota or lower than Nissans. So all foreign plants may not be the same. Notice the change in Toyota from 52% domestic content to 70% domestic content, from 2000 to 2005,an 18% jump which could only result from a deliberate strategy anticipating the controversy of who is truly American and who isn't. 2. In contrast GM has definitely shifted from 92% to 80% and rapidly moving in the opposite direction than Toyota. The sea change currently underway in the American auto parts industry is in the background, with Delphi looking to increasing manufacture and sourcing overseas particularly Asia (China, India etc), to bring down costs and be competitive in a globalizing auto parts industry. In the future as Delphi shifts overseas and GM procures from China and India one could see a continuing rapid shift to higher overseas content to add the cost savings directly to GM and Ford's bottom line. ...

Closing the plant at Genk in Belgium cost Ford an estimated $750 million and years of difficulty with workers and the community. The plant employs 4300 workers and the cost comes to about $190,000 per worker. Many auto plants in Europe are operating at about 60% of capacity in 2013, and about 7-8 million units of car and light truck capacity remains idle, by some estimates. Ford was compelled to take this action because of billions of dollars of losses for Ford Europe as sales declined because of the eurozone financial crisis and austerity measures.

China's effort to close small inefficient steel mills by reducing national taxes and sending more taxes to the regional level which could be used to create jobs for laid off steel workers. This would lead to consolidation in the CHinese steel industry and lead to higher prices for steel for appliance makers and auto makers, as steel makers in Europe and North America keep down supply. It would also lead to stronger negotiation for ironore prices as the small steel mills often struck their own deals. As Trump tries to gain the support of black voters with his visit to Detroit, the questions remain say people in Detroit.  His alienation of minorities from the primaries is not forgotten, and the lack of underlying empathy is why some experts say this is not resonating in the last 50 days before the election. Another problem is that presenting blacks in a bleak state is not seen as showing respect because Trump was absent during the struggles Detroit went through since 2008 down to street lighting and schools, foreclosures, and is only here now that the Michigan and Detroit economy has recovered to a considerable degree. Here Vanessa Williams of WP says there is a near universal condemnation of this kind of talk such as "what do you have to lose," as seeing blacks lacking the ability to think about where they were and where they are now, and the path ahead in clear terms as whites or Asian Americans are able to do. Democrats point to the gains for blacks in declining unemployment, some of the issues of inner cities not responding to either party's policies, improvement in health insurance, and access to voting rolls, and in the Michigan economy the rising tide lifting all boats with a booming auto industry. A 2024 US International Trade Commission report by David Riker of the effects on imports of 25% US tariff shows a 75% reduction in imports and a 5% increase in US prices.  It would lead to large new investments in the US auto industry in different states. Hyundai recently announced a $21 billion investment plan in the US and building of a steel plant in Louisiana. General Motors will increase investments in the US and expand production. Other Japanese companies will make large investments for a presence in the US market.

Growth is back in the eurozone. The OECD estimates 2.1% growth in 2017 and 1.9% growth in 2018 for the eurozone countries. Business investment is up significantly- up 5.7% in the first half of 2017. Worldwide business investment in 2016 was at 1.3 trillion euros, up 7.2% from the prior year, according to Eurostat.

New investment for electric vehicles in the auto industry is also up significantly in an industry that provides 10% of all jobs in manufacturing. Yet business investment is only half of what it needs to be- to makeup 5% of GDP- to spur good job creation, says this report in the WSJ. Use of automation is also limiting the number of jobs created. Real wage growth is also lacking.

According to analysts about 3.1 million workers across the USA work in auto manufacturers or related businesses. And every direct job at an automaker in the USA creates 5 other jobs according to the Center for Automotive Research, 2 of the 5 are related to suppliers or dealers and three are related to jobs a businesses where industry workers spend their paychecks. About 355,000 workers are directly employed by automakers, and the USA has 783,000 who make parts for automakers or the aftermarket including repair parts, says Debbie Menk project manager for CAR. Each of those supplier jobs has its own substantial trickle down effect. Another 1.97 million workers produce the steel, rubber and other materials to make the parts, or provide engineering, distribution and other support services, bringing the total to 2.78 million employees with jobs tied to suppliers. The spinoff effects spills into stores and restaurants relying on the incomes of those workers. Menk says that there are 1.7 million people who owe their jobs to the fact that the 2.7 million have jobs, getting the figure up to 4.4 million just on the supplier side. Factoring in some overlap in the retail spinoff from each supplier and automaker job, she estimates total employment in the auto industry at a minimum of 5 million jobs. She describes CAR's figures which are based on a study from earlier this year that used 2006 data, the most recent available, as conservative. Other experts like Anderson Economic Group using 2006 data come up with a higher figure of 8.7 million jobs. The auto industry spends spends more on R&D than any other industry except the government, $18.5 billlion a year says McAlinden, chief economist for CAR, with 85% of this done in Michigan. They also spend $15 billion in advertising. So why is this not registering in the minds of leaders around the country and in the minds of the public? Its possible that most people see only the 355,000 jobs at the automakers and not realize that the 355,000 direct jobs are assembly jobs which is what the automakers do and design and R&D, but there thousands of parts that go into this assembly, and the steel, rubber and aluminium that goes into the metal. And then there are the jobs to feed, clothe, and provide services to these workers. And its possible the arrogance and mismanagement at Detroit automakers, and failure to come up with innovative fuel efficient technologies at a time when the country was sending hundreds of billlions of dollars to the volatile middle east, and failure to come up with really appealing passenger cars, have soured the public mind and image of the Detroit automakers. Resulting in a public perception that the Japanese, Korean and other automakers could pickup where Detroit failed. In the process what is being missed is that the Detroit portion of the USA auto industry is a very significant part of the jobs and economy of certain states, and a big part of the economy of the midwestern states. And as CAR mentions most people do not realize that in the financial services industry one Wall Street job creates only 2.5 jobs elsewhere including spinoff jobs. Only high-tech comes close with 4 jobs including spinoffs for every direct job in Silicon Valley. ...

Frank Rich of the NYT thinks Obama's problem is not the GOP which is losing public support very quickly as the CBS/New York TImes poll shows, or the mortgage rescue plan and the shaping of new priorities in his address to the joint session of Congress which have increased in popularity for a people nervous about the economy, but the increasing unpopularity of the banks and financial institutions. His plan for financial institutions lacks the clarity and direction of his other efforts, says Rich. And Geithner who was protegeof the old boys Greenspan, Rubin and Summers who got the country into this disaster, is not the man who can convince the people. Therein lies the President's problem. He has chosen these people to come up with the solution to the banking crisis, and he has to sell this hugely unpopular solution with his advisors too timid and too complicit in the origins of this problem, that they have not been able to craft an effective plan. And the people who run these banking institutions are still running these institutions, and the people who run these auto companies are still running these auto companies, something that is hugely unpopular with the people as the CBS/New York Times poll shows. Only a new management, a new board, and a fresh clean beginning, and a convincing plan, would convince the people that another big bailout of $750 billion in banking "asset purchases" on top of the previous $700 billion bailout is going to work....

Experts say the election of Manuel Lopez Obrador as president of Mexico in June 2018 makes it easier to renegotiate the NAFTA treaty because Mr. Obrador's centre left positions to improve factory conditions and with it factory wages in Mexico, align better with Mr. Trump's goal of raising labor standards in Mexico. Robert Lightnizer, U.S. Trade Representative who leads the U.S. in talks wants to see 40% of the content of auto vehicles that trade duty free within the North American trading bloc of Mexico, Canada and the U.S. to be made at a particular wage level. The wage level the U.S. discussed is $16 an hour. The wage in Mexico is about $8 an hour on average in 2017, with parts plants at $4 an hour, according to the Centre fro Automotive Research. Mr. Obrador is more likely to favor the higher wages for Mexican workers because of his close relationship with the unions in Mexico. Mr. Obrador takes office Dec. 1, 2019, yet a leading member of Mr. Obrador's team will now join in the negotiations as soon as Mr. Obrador is declared president elect by end of June.   ...

Where changes are being made that make America stronger business leaders wholeheartedly support and value the president's work and the people on his team working on it. Brad Smith of Microsoft says of Biden on cybersecurity "he has done more in his presidency than any president ever." CEO's of auto companies (Stellantis, GM, Ford) and Intel CEO Geisinger value the investment the government is making for climate change transition and investments in rebuilding semiconductor manufacturing to level the playing field with China, something the US Chamber of Commerce never advocated. It is the policy officer of the US Chamber of Commerce who uses the word "complicated" because the positions taken by the US Chamber of Commerce are at odds with what the American people need, or are demanding of the president. If one is talking about large oil companies, so called Tech companies such as Google and Apple that are not paying their fair share of taxes, and Pharma companies that are charging exorbitant prices, the president is only doing what is best for the American people. One could see this in the recent Senate hearings with Big Pharma companies ,when out of sheer frustration the senior Republican senator Mike Braun of Indiana warned the Pharma companies, that they were following a path that he other Republicans could no longer support. Banks faced tighter regulation because of banking crises including the 2009 crisis caused by the banks that hurt workers and middle class. Business relations with the Biden administration are being shaped then by a new vision for America and the American people, to point to a brighter future, not to pull back to the past. ...

Paul Ryan, speaker of the U.S. House of Representatives, wins the Republican primary in his house seat of Janesville, Wisconsin, defeating his challenger Nehlen, by 84% to 16%. The Republican nominee Donald Trump earlier had refused to endorse Ryan, and only reluctantly endorsed Ryan following the vice presidential nominee Mike Spence's endorsement of Ryan. Senator Susan Collins, senior Republican senator from Maine, joined other leading Republicans saying she would not support Trump. Paul Ryan has split with Trump on trade, immigration, Mexico, and other issues. He has insisted on decency and fairness in politics, and has won his seat in a working class town that had a closed GM plant in 2008 after Ryan voted to support rescue of the auto industry and worked hard to keep it open. Even though some of his policies have not directly helped working class families, he has won increasing support from his district as the economy recovered with unemployment down to 4.4% in Janesville, according to BLS for May 2016. Much of that support since 1998 has been based on Ryan's decency, faith and family. He made it a condition that he would go back on weekends to Wisconsin to stay in touch with people, when he accepted the position of Speaker of the House, and he listens to local concerns. Ryan said about the national discourse- "It's simple to prey on people's fears. That stuff sells, but it doesn't stick. It doesn't last. Most of all, it doesn't work." His job in today's deteriorated national discourse is as vital as ever, both for Wisconsin as representing the best in the national spirit, and for the country.   ...

The Minnesota Governor has modest income and wealth compared to recent presidential tickets. The former  high school teacher and congressman’s assets are mostly limited to pensions, whole life insurance and college savings. Tim Walz and his wife, Gwen Walz, have net worth between $112,003 to $330,000, as of his 2019 financial disclosure, according to WSJ. The value of  federal pension benefit about roughly $800,000 to add to their net worth, based on The Wall Street Journal’s analysis. A series of actions by Ford to cut prices, Toyota to have no price increases, and Hyundai to invest $21 billion to Make in USA and similar actions by GM, mean that except for about 300,000 imported German VW cars the car market in the US will have no price increases for average Americans. Foreign media and media in the US that is misleading say there will be price increases in the US for cars after US tariffs on imports from Japan of 24% and on EU of 20%, South Korea 25%.  NHK Japan reports that Toyota will not increase prices in the US despite DJT Liberation Day announcement of 24% tariff on Japanese imports including auto imports. Toyota will continue to make the 3.12 million cars it makes in Japan as well as the employment, of which 586,000 are exported. Toyota says it needs to cross the threshold of 3 million domestic car production to keep its technological capabilities.  Toyota will also look at ways to increase US production.  Hyundai is planning investments of $21 billion in the US from 2025 to 2028. Hyundai is likely to follow Toyota and make no price increases till it ramps up American production to Make in the USA. Ford is cutting prices of cars under its From America For America sales program. Ford has 568,000 cars in inventory. It has 60% capacity and can ramp up to make up for VW cars that are priced higher to give American buyers of German cars a cost effective option.  ...

David Leonhardt on the policy errors of the Obama administration in managing the economy. Why he asks did the Obama administration not take the risks it took for "undeserving" recipients in the auto industry to provide significant help to GM and Chrysler and at the same not provide large scale and situation changing help to millions of mortgage holders who were under water? The housing crisis with millons of foreclosures depressing home prices has played a significant part in the lagging economic recovery. He points out that Obama economic advisors had read Rogoff and Reinhart's book "This Time Its Different," about the longer times it takes for a economic recovery after a housing bubble, and still made the mistake of believing economists who suggested that the stimulus by itself would be sufficient and that recovery was underway in 2010. Layoffs, cost saving measures that hit Russian suppliers at Renault's Russian operations OAO Avtovaz, taken by Swedish born CEO Andersson during his 2 years at the company lead to his resignation. The layoffs hurt ordinary Russians in Togliatti, a city 500 miles east of Moscow, leading to social discontent. The slump in the Russian economy following western sanctions led to decline in auto sales, and the situation was precarious. The minority partner Sergei Chemezov owns 25% of the company, is a friend of Mr. Putin, and says Andersson took business away from local suppliers. Carlos Ghosn, CEO of Renault credits Andersson with modernizing the plant and operations at Avtovaz.

The Obama administration's foreclosure prevention programs were designed for subprime lending situations. They were not designed for the high unemployment experienced in the U.S. A Treasury Department effort allows jobless people to postpone mortgage payments for 3 months, the average length of unemployment however is 9 months. Only 7,397 participants are in this program. As part of the bailouts Treasury had $46 billion to spend to prevent foreclosures, as of May 2011 Treasury has spent only $1.85 billion. Because housing provide so much of the underpinnings for the U.S. economy, it is essential to put housing back on a stable footing for an economic recovery. The lack of a sensible plan in this area is simply incomprehensible. Morris Davis, a former Federal Economist, has estimated that a million more homeowners went into foreclosure because of a lack of help for the unemployed. Davis is an associate real estate professor at the University of Wisconsin. He says its simply outrageous that the Obama administration has done so little. President Obama recently took credit for a recovery and jobs saved in the auto industry in Detroit. The failure to come up with a workable plan and to do so little in the larger area of housing and unemployment, is likely to overshadow everything else. This is especially so with the Fed approaching its limits after QE II, and with the administration and the Congress in a stalemate over further stimulus and the deficit....

Jim Tankersley of the Washington Post looks at the myths and realities of trade following incorrect statements made by Donald Trump about international trade. For example Trump suggests that Japanese automobiles imports are a big problem, though the imports have been cut by over 50% since the 1980's with Japanese companies Toyota and Honda making cars in the U.S. in Kentucky and Ohio. Detroit faces competition from foreign manufacturers based in southern states, including Alabama for Mercedes Benz and Tennessee for Nissan. Mismanagement including lagging in fuel efficiency and quality, and higher health costs for older workers were problems facing Detroit in the past decade. The Obama administration provided support to the auto companies to make the recovery following two bankruptcies in the U.S. auto industry, showing the U.S. has intervened as needed and the auto companies have made transformational changes. A big problem says Trump is the trade agreement with China which he promises to renegotiate. Tankersley points out that no such treaty exists. The U.S. agreed to China's entry into the WTO. This is not something the U.S. can renegotiate as the WTO sets rules for trade for all countries. The likely result of a shift away from Chinese imports would be more imports from countries such as India and Vietnam which are lower cost producers than China. Trump says some of the 2 million jobs lost in the past 2 decades will come back, yet the shift may be towards lower cost countries from China, with fewer jobs coming back to the U.S. High tariffs would not lead to the growth Trump predicts. A study made by Moody's Analytics at the request of the WP shows a Trump move for high tariffs would lead to a recession and lead to mass layoffs as other countries imposed their own tariffs, leading to large loss in U.S. exports. Trump has made claims such as telling the Post that $19 trillion in federal debt could be paid off in 8 years without raising taxes by fixing trade. No grounding on facts is provided by Trump. One of the failures of the media in the 2016 election campaign is the failure of the media to provide scrutiny for candidates claims and wild exaggerations, which have gone uncontested or unquestioned, or without the persistence till satisfactory answers are given by the candidates making them. Especially when the stakes are so high, for the U.S. and for the global economy. ...

As Japanese sales in the USA drop from 4.35 million vehicles in 2007 to 4 million in 2008 and an estimated 3.67 million in 2009 according to CSM Worldwide, even the Prius and the Honda Civic are afected. The Mississipi Blue Springs plant originally designed for the Higlander SUV , then assigned the task of making Prius after the shift to smaller cars, now will not make the Prius. The plant investment will stop at $300 million, with the plant construction being completed but the equipment not being installed, and no plans to manufacture cars there till things improve and the plant is made fully operational. At the same time it is noteworthy that employees Toyota has hired at the plant will keep their jobs. Toyota has not laid off permanent staffers at its plants in North America or any other region despite slowing sales in its worldwide markets. What does this mean? The culture of the United Autoworkers Union developed through the prewar confrontations between the union and the auto companies, and union workers and union officials and company managers came to a consensus through these struggles with the coexistence of high executive compensation and union medical benefits and other benefits and job security. But its not really been a frutiful arrangement as it has constantly been whittled away and eroded to the point of going out of existence even as the union clung on to the old ideas and management just went on with the status quo. Jobs security is nonexistent and jobs constantly cut as plants close, and now high executive compensation will face government oversight with the auto loans. See the link to Business Week which states that the numbers show the auto workersin Detroit union plants pay about 5% of their medical costs as opposed to 30% for workers who have healtcare coverage in the USA. But what good is the additional benefit in an environment where plants are constantly closing and jobs being cut. Is'nt aworker at a Toyota plant with no job cuts but costlier medical benefits better off than his Detroit counterpart? Which is to say with forward looking management that lowered executive compensation and unions that discarded an entitlement attitude and proactively matched its medical benefits to levels to nonuninized Japanese plants, and management that proactively shifted to higher fuel efficency and smaller cars in the interest of energy conservation and good strategy to be level with companes like Honda ad Toyota in that performance measure, wouldn't that have led to fewer plant closures and jobs, and public support across the country including in dealer showrooms?...
