Safety checks at Norfolk Southern are the subject of this report in the WSJ. The derailment of a freight train leading to spill of toxic chemicals in Ohio on Feb 3, 2023, led to concern about the safety practices at American railroads in the efforts to cut costs. The National Transportation Safety Board has opened a probe into the safety culture and practices of Norfolk Southern. One practice called PSR or precison scheduled railroading has been used by railroads in America to cut costs. This means fewer employees, longer freight trains as long as 3 miles, and fewer locomotives. The result is that employees count went down from 159,000 in 2011 to 115,000 in 2021 a drop of 28% even when freight dropped by 11%. This increased profits resulting in higher dividends and stock buybacks, with a heavier workload and less time off  even for sick days until a threatened strike. President Biden intervened to set a new pay and work deal and an element of fairness for workers. ...

About one third of cars in China will be electric cars by the end of 2023 from one fourth today. Compare this with 6% of cars being electric in the US. EU, US and Japan are far behind. Toyota has only now ramped up EV's with a new CEO. In the domestic Chinese market 80% of EV's are made by Chinese auto manufacturers, And this could go up to 90%.  This means the share of the Chinese market for German and US manufacturers is actually shrinking. Chinese buyers now prefer Chinese brands over foreign brands. Over 4 decades says Keith Bradsher in NYT the US and European auto manufacturers trained a whole generation of Chinese auto engineers who now work for Chinese electric auto makers. This is one market in which China has built a formidable capacity. This is also a big contribution to cutting emissions from fossil fuel powered cars after China's massive use of fossil fuels over two decades worsening climate change.

The bicentenary of Napoleon is remembered in 2021 in France and the French speaking world.  Napoleon helped defend the French revolutionary ideals of Liberty, Equality and Fraternity, in the period 1789 to 1799 including the efforts of the French Army in Italy and other countries freeing people from feudal powers. In the period that followed Napoleon ruled France 1799-1812 during which he introduced new ideas of the Civil Code and revolutionary France to countries in different parts of the world. It was in Britain and the Iberian Peninsula that his policies faltered and his regime was seen as tyrannical after the early years.  George Washington was a contemporary of Napoleon and brought both these ideals that the French Revolution cherished to the American colonies, and yet did not seek anything beyond this-as he said the "approbation of good and virtuous people is the limit of my ambition." Ms. Esken the new leader of the Social Democrats (SPD) party in Germany says SPD will withdraw from the coalition government of chancellor Merkel as its demands for more spending on education and transport were not met. Ms. Esken says the coalition "is crap for democracy." Both the partners in this coalition the Christian Democrats and the Social Democrats, parties that ruled in the post war years, have seen their support drop to the low twenties and thirties percent in recent elections with votes shifting to the Greens and the far right the AfD, and other parties. The disenchantment among voters with Merkel's immigration policies grows and the SPD is seen as failing to stand up for workers rights against decade long austerity policies of Merkel. Labour party in Britain faced a similar situation as it lost its focus on workers and ordinary people and is only now shifting its stand under Corbyn to workers rights and spending for education, infrastructure and health. ...

Ignorance about the risks and benefits of good healthcare was once seen as a problem in less developed countries such as in South Asian region. The coronavirus is changing this so quickly that it leaves one incredulous. This report in WSJ shows how people in the U.S. are questioning the risks of coronavirus, skeptical about prevention measures, and questioning the value of a vaccine. From El Paso, Texas to Boise, Idaho in smaller towns and cities across the U.S. there are higher daily cases because of this attitude. The U.S. had daily cases of new infections of 195,000 on december 2 during the second wave. Compare this with 31,000 in India on December 1 for 4 times the population and one can see that nothing can be treated as given or a state of affairs that will exist in the future- the capacity for change is upto oneself. Even this reversal for the U.S. can be changed starting with a clean slate and a clean heart after lessons are learned.

Genome sequencing is a way to tell if there are mutations in the virus. This is a very important part of the battle against the virus. About half of the genome sequencing in the world is done in Britain. 
Lessons learned are pointed out by the Science Editor of The Times.

During the first wave with the origins of the coronavirus in Wuhan, China, focus shifted to selected countries without much attention to Europe next door to Britain. Much of the mutated virus strains from Europe, from Italy, Spain and other countries cause the epidemic to get out of control. This is being repeated in the second wave.

When the epidemic surged in Kent British health authorites conducted genome sequencing for the virus to find out that there was a variant, a mutation of the virus that was causing a surge. This has helped Britain prepare to tackle the pandemic as it changes with new strains of the virus.

This Times leading article on UK government's coronavirus policy says it is inconsistent, and a muddled effort just as the third wave is accelerating. It asks the public to be cautious when going outside and still opens nightclubs with covid passports not required till the end of September. By August cases could reach 100,000 say experts so that the nightclub and bars reopening can only fuel the rise in cases. The British government must be aware that the Netherlands opened nightclubs and bars in June and this led to a sudden jump in cases with 40% of new cases coming from nightclubs.  The policy is undermining public confidence. It is doing this at the same time as it is asking people to self isolate for 10 days. The policy also does not require covid vaccination pass for all events and for shops and restaurants as is being done in France and in other countries on a regional basis as in Germany.

Texas under new state law S.B. 4 can  impose criminal penalties of upto 6 months in jail on non citizens who illegally enter Texas from Mexico. It allows state judges to order deportations to Mexico- without Mexico's consent- and allows local law enforcement to carry out the orders. The US Supreme Court upheld the US Court of Appeals 5th Circuit decision that says the law S.B. 4 passed in Texas can be enforced temporarily till it is submitted to the Court for final decision. Both Biden and Trump have visited the Texas border with Mexico. This was after Biden and Schumer passed a immigration bill 70- 30 in the Senate which Jim Lankford  Republican of Oklahoma had negotiated with Democrats. Biden said he would sign it to close the border- it would also change parole and asylum law to stop large illegal migration entirely. The former president intervened to stop passage in the House to keep the issue alive for 2024.

The bill would require a two thirds majority because of House rules and some members of the Freedom Caucus opposing it. It would require a bipartisan effort. Speaker Mike Johnson has the advantage of coming in without any preconceived views, is philosophically similar to other younger ardent Republicans, as he is relatively new in Congress, and his style is such that nothing is personal. New studies show that the most important thing to do is to pick the right company for mobility and advancement, getting further education and skills, and for job stability. The studies shown here were done by the Burning Glass Institute in Philadelphia and the Harvard Project on Managing the Future of Work, the Schultz Family Foundation. The study looked at workers in 200 companies over a 5 year period to understand what helps workers build good careers. Lessons from Ukraine were uppermost in the thinking of the Quad leaders from the US, Japan, India and Australia as a new framework is envisioned for Asia. Abdulrazak Gurnah who left Zanzibar for England in the 1960's was given the Nobel Prize for Literature in 2021 for his "compassionate penetration of the effects of colonialism and the fate of the refugee caught between cultures and continents." In his acceptance speech Gurnah says in his writings he engaged in a refusal to accept the attitudes, the stereotypes and disdain towards people of British colonies that he met daily. He says that after a prolonged period of poverty and alienation in England it became clear to him that there was something he needed to say. Tories White Paper on "leveling up" by Michael Gove is out and gets a scathing review from Karl Holbrook of the Northern Echo. 

Holbrook says you can't spend 15 million pounds in one of the wealthiest areas of the country, Javid's constituency Bromsgrove in Worcestershire, and nothing in Knowsley, one of the poorest in the North of England , and call it "leveling up." He says he has little hope that the Tories will get much done without the funding to back it up. And he says one cannot plaster this up with 12 new slogans masquerading as missions in a White Paper as Michael Gove has done and expect people in England to buy it. Labor under Tony Blair and his "Middle Way" - let the huge inequalities between the north of England and the south develop under its watch- more muddled than middle in any way one looks at it today. He says this northerner has had enough of waiting.

Many factories are in the Seattle area, suppliers in many locations. Calhoun has homes in the Hilton Head area, and near Lake Sunapee in New Hampshire. The story of how a shoe company Hoka One with an odd sounding name made itself known and managed its growth from $3 million to $1 billion, patiently working through each step, not rushing anything. It was started by two French men who met at a ski race in the French Alps. It means in Maori, a New Zealand language- flying over the earth.They took shoes from a minimalist approach to a maximalist one by building larger shoes with a design that would make them very comfortable to wear. Former Special Counsel Mueller answers questions in the U.S. Congress related to his investigation of the president's election campaign and interference by Russia. Mueller continues to say nothing exonerates the president for his actions. And insists that he did not act on his investigation findings as a sitting president cannot be indicted according to Justice Department rules. Only Congress can do this and it was upto Congress to act. Mueller also replied in the affirmative that in this case the investigation could continue and action could be taken on findings after the president leaves office. The appearance of Mr. Mueller only brought the details about the flawed election process and poor judgement of officials at U.S. government agencies and of the candidates themselves, to a larger audience.
