Sergio Massa, mayor of Buenos Aires, wins the midterm elections in Buenos Aires with a margin of over 12 points over a Peronist candidate supported by Christina Kirchner. Kirchner won election in 2011 with 54% of the vote. Since then her popularity has declined. Her faction of the Peronist party won about a third of the vote in the 2013 midterm elections but lost in Buenos Aires province which has about 40% of the national vote. Inflation estimated at 25% and slowing economic growth of about 3% are leading people to question the policies of president Christina Kirchner. Sergio Massa is a former chief of staff of Christina Kirchner who has formed his own party after differences with Kirchner on the need for a more business friendly policy to attract foreign investment.

A new EU law on transport biofuels would require that biofuels companies prove that their biofuel production and use reduces greenhouse emissions by at least 35% compared with production and use of traditional fossil fuel. That means rapeseed oil based biofuels pass with 37% emissions cut and corn based ethanol which only does 22% fails. No US corn based ethanol would be imported into the EU and it shows that in these policies the EU is way ahead of the USA. Overall consumer prices were up 4.4% higher in October 2010, than a year earlier, according to the National Bureau of Statistics. Most of the increase in prices was concentrated on food and energy. China is taking action to limit price increases. During previous rise in inflation in 2004 and 2005, the government has resorted to detailed price controls. China's cabinet of ministers, the State Council, has issued orders that local governments and other government entities provide temporary subsidies to help the needy cope with rising prices and to increase allowances for needy students. Chia fears social unrest if prices go much above 5%. The Food and Agriculture Organization of the UN warns that food prices have gone up by 10% in the poorer countries. According to economists, China is effectively printing its currency renminbi to buy $1 billon a day worth of dollars to keep the renminbi weak, so that its exporters retain an advantage in overseas markets. The central bank takes away some of this renminbi but not all from the system, by selling bonds to state owned banks and increasing the amount of reserves required at the central bank. To keep the renminbi from rising, China's central bank buys up the investment dollars that are coming into the country, as well as dollars coming into the country from the trade surplus....

In this interview in The Hindu with Public Health Foundation of India president Srinath Reddy, the importance of safe behaviours including masks and social distancing, public discipline to tackle a potential third wave. This was also pointed out separately by the Director AIIMS.  Mr. Reddy says study by Public Health England shows just one dose of Astra Zeneca vaccine is not very effective against the Delta variant- about 30% effective. As a result he suggests the need to reduce the spacing intervals which are at 8-12 weeks to a shorter interval now that adequate supplies of vaccine will be available starting in July and August till the end of the year. The initial spacing was 4 weeks when Astra Zeneca vaccine was first introduced and at which time the variants had not emerged. The Indian federal government affidavit to the Supreme Court shows that 1880 million doses of vaccine will be available by the end of the year 2021 to vaccinate fully with 2 doses the population of India over 18 years using 5 locally manufactured Made in India vaccines. This does not include the mRNA vaccines that will be made available from Moderna and Pfizer for which cold storage facilities are being prepared by the federal government.   ...

IHS reports show the cost of making the Galaxy S 4 smartphone with 16 gigabytes of flash memory is about $244. This is 15% more than the cost for the Galaxy III and 17% more than Apple iPhone 5 with 16 gigabyte memory. Higher cost is due to better sensors, a better processor, and larger full high-definition display for upgrades. Samsung plans to launch the new phone in April 2013 in 155 countries. Unlike Apple Samsung does its own manufacturing providing it an edge in hardware capabilities.

Apple App Store sales are estimated at $15 billion for 2014, increasing by 50% from 2013. Apple says it has directly or indirectly created one million jobs in the U.S., with two thirds of this in software development by developers to run programs on iPhone, iPad and iPod. The App Store opened in 2008 after the introduction of the iPhone in 2007. Other jobs created by Apple are the 300,000 working at parts and materials suppliers, or construction workers at Apple facilities. Apple employs directly 66,000 workers in the U.S., with 30,000 of this in retail stores.

Of the 54 Blue Dog in the House, six have retired, 39 are in competitive races, and 22 of those are in pure toss-ups, according tot he Cook Political Report. Blue Dogs are Democrats from the conservative districts, which says one expert makes them an endangered species anyway. The result will be that the returning Congress will have Democrats who are more liberal than the previous Congress. The same dynamc is being repeated on the Republican side with some 50 newcomers expected, and they are not from the political centre. This will make for a very polarized Congress, with less opportunity for new legislation in areas where it is needed.

Interesting when 53 economists were surveyed by the WSJ 51% attributed the rising fuel prices to demand from China and India, only 15% attribute it to supply constraints, and 15% attribute it to foreign exchange issues and 11% attribte it to speculation. That is that 3 times as many economists think demand from China and India is the culprit compared to supply constraints, and twice as many economists think foreign exchange speculation and central bank issues are the cause than supply constraints. Why? Once you remove this outsize demand from China and moderate the growth there then the supply constraint does not become so critical. In previous years declining prices made exploration less attractive or the fact that price was not stable going up and then coming down making it difficult to invest based on a stable return. Now the basic component of additional energy for countries like India and China's people increasing demands could be accomodated within existing and new supplies coming onstream, without the red hot demand component of growth rates at above 10% and close to 10% in India and China exacerbating prices upto some current estimates of $200 per barrel. In effect the price spikes would reverse the demand growth, and the essential needs of more people needing everything from electricity and fuel and gasoline to improve living standards in China and India at a moderate pace would prevent oil prices from falling to levels that make aggressive search for new oil finds and increased production from more difficult locations unattractive. This would correct the previous imbalance where exploration at low prices near $30 or $40 a barrel and uncertain price levels made for little new exploration while consumers were on a consumption binge in the use of gasoline which created this present situation. And in future oil at sustainable price levels would make it easier to meet the needs of poorer people in countries like China and India as more aggressive growth resumes at some future date after this expected worldwide slowdown. So correcting the previous and current imbalances helps to create a better situation in the future to better meet the hopes and expectations of millions of people in the developing countries for better nutrition, better electricity supplies and other needs of modern living....

Ford's plans for expansion at its manufacturing location in Chongqing, China, in 2012, will make this its largest manufacturing base outside of Michigan. An investment of $600 million for plant expansion will increase production capacity in Chongqing to 770,000 in 2014, from 350,000 today. The project has received government approval. Ford plans to introduce 15 new models in China by 2015, including a redesigned Ford Focus, which the Chongqing plant began producing in 2012. Ford plans to double the number of dealers by 2015 from 400 today. Ford sold 519,000 vehicles in China for 2011, a 7% growth from 2010. The market saw astounding growth of 46% and 32% in 2009 and 2010, but is rapidly decelerating with only 2% growth in 2012. Total sales in China were 18 million vehicles in 2011, making it the largest automobile market in the world.

Afghanistan's food needs he says are very great considering the worsening food situation cause by world food prices surging and by the loss of about 40% of Afghanistan's wheat crop from drought that has affected food producing areas. The UN appealed 6 months earlier for $400 million in food aid to meet the needs of 4.5 million people or 14% of the people and for seeds and fertilizer to increase food production. Complicating food delivery is the worsening security situation with 432 deaths to insurgent attacks, and 62% rise in civilian deaths, displacement of 160,000 people.

U.S. States faced a shortfall of $86 billion during the 2011 budget season, according to the National Conference of State Legislatures. This was after a rise in tax collections during the last year from an improving economy, and about $30 billion of tax increases passed in 2009 and 2010. States faced the end of $66 billion in federal stimulus aid, and their share of Medicaid costs are expected to go up by $16 billion in this fiscal year, according to the National Association of State Budget Officers. The political mood has shifted with worries about the deficit and fears that tax increases could make the states less attractive for employers. As a result there is a focus on spending cuts with very few tax increases. Forty six states began a new fiscal year this week after legislatures focussed on spending cuts, mostly avoided tax increases, and some states placed restrictions on the pay and benefits of public employees.

A Gallup poll shows president Trump support is fairly stable in communities in rural America and in evangelical hubs. Support for Trump has declined in exurbs by 12 points and in military communities by 16 points for approval of job performance, for May 2017 when compared to the first 100 days. A study by the director of the obesity center and professor of global nutrition at the University of north Carolina at Chapel Hill states that based on data collected from 20,000 patients in China over the last 15 years obesity has increased 1.2% a year among men in that time. The study says that more than 25% of the adults in China are overweight or obese and that the number could double in the next 20 years. Its a result mainly of improving living standards which make vegetable oil affordable, and beef and dairy foods more available and affordable. A sedentary lifestyle for many Chinese plays a part as well.
